Intracerebral haemorrhage（ICH）poses a serious threat to public health and impacts economic and social development.Leveraging the unique advantages of traditional Chinese medicine in the treatment of ICH is of significant importance for its prevention and control.The use of activating blood circulation and removing blood stasis therapy in ICH treatment has accumulated a wealth of clinical evidence.However，there are varying opinions on its safety in clinical practice.Current guidelines lack standardized recommendations and advice on the application of activating blood circulation and removing blood stasis therapy and specific medicinal formulas for treating ICH，as well as guidelines on their application principles and timing.This document，in accordance with GB/T1.1-2020 Guidelines for Standardization-Part 1：Structure and Drafting Rulesof Standard Documents and others，integrates the findings from literature research，expert interviews，the Delphi method and nominal group techniques.By consolidating clinical experiences and existing evidence-based knowledge，following the principle of“evidence-based first，consensus-based second，experience-based as reference”，this document addresses 17 consensus issues of widespread clinical concern.It clarifies the indications，precautions，contraindications，commonly used medicinal formulas，advantages，application principles and timing，and safety issues of blood-activating and stasis-resolving therapy for ICH treatment.The aim is to provide guidance and reference for clinicians to use activating blood circulation and removing blood stasis therapy in treating ICH effectively，to enhance the clinical efficacy，mitigate the safety risks and promote the clinical benefits.This document is intended as a reference for physicians at all levels of healthcare institutions when using the activating blood circulation and removing blood stasis therapy for treating ICH.
