In order to study the opening-up of China's scientific research and technical service industry under the new situation, this paper combs China's multilateral opening-up commitments and unilateral opening-up policies in this industry, and analyzes the current situation and trend of FDI in this industry. The analysis shows that further opening up of China's scientific research and technical service industry will involve relatively complex post border measures, which will challenge the governance capacity of governments at all levels. This paper propose that China should pilot higher-level foreign investment access and promotion policies in key areas, promote the market-oriented reform of scientific research and technical services, improve the level of domestic regulation, and avoid equating scientific and technological self-reliance with "domestic substitution".
