Planning and construction of North Metropolis is not only a major adjustment of Hong Kong's development strategy but also a landmark event in the construction of Guangdong-Hong Kong-Macao Greater Bay Area. Under the framework of the Guangdong-Hong Kong-Macao Greater Bay Area, this paper discusses the background and significance of the construction of Hong Kong Northern Metropolis, analyzes its impacts on the construction of Guangdong-Hong Kong-Macao Greater Bay Area, and deals with the challenges of industrial space, land system, development model, cross-border movement of factors, cooperation mechanism between Guangdong and Hong Kong or between Shenzhen and Hong Kong, and finally puts forward policy suggestions to promote the construction at the three levels:the country, the bay area, and Hong Kong.
