Shortage of talents in Macao has caused great constraints on Macao's deep participation in the construction of Guangdong-Hong Kong-Macao Greater Bay Area. In the article we discusse the need for Macao to participate in and contribute to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and its new requirements for Macao's talent operation. We analyze the main causes of the shortage, including endogenous shortage, poor structure, conservative talent immigration policies, etc. Then we comb the efforts made by Macao SAR government to solve this problem. Finally, we put forward five suggestions, namely, formulating a long-term talent development plan, establishing a talent sharing mechanism in the Greater Bay Area, optimizing the introduction system of professionals, increasing local talent cultivation and overseas talent return, and reforming talent operation institutions and mechanisms.
