Since the founding of the People's Republic of China, the science and technology policies and its governance ideas see a process of continuous innovation. This paper reviews the development stages, the governance ideas, the governance measures and the governance achievements of science and technology policies and the governance which is continuously innovated in the past 70 years of new China.
