The establishment of the National Science and Technology Ethics Committee and the issuance of the guidelines on strengthening science and technology ethics governance, mark a new page for China's science and technology ethics governance system. This paper reviews the emergence and the development of modern science and technology ethics issues, and the construction of China's science and technology ethics governance system, as well as related research results of the CAST, and analyzes several prominent issues such as the policy implementation, the subject responsibility, and the ethical literacy， as related with the policy and the main principles of the construction of China's science and technology ethics governance system in the new era. The future direction of the science and technology ethical governance is to promote the development of the science and technology for human well-being and in responsible manners, for the formation of a vision of scientific and technological ethics governance with multi-party co-governance and shared responsibility.
