On the basis of exploring the definition and the historical evolution of the strategic scientific and technological force, in view of the experience of the successful construction and development of the U.S. National Laboratory, and the mission and the existing problems of the China's national strategic scientific and technological force, some suggestions are put forward for the development of China's national strategic scientific and technological force.
