It is shown that there are many internal and external factors that contribute to the DARPA's success in promoting innovations of the military technology. The U.S has been endeavoring to perfect the innovation systems and adjust the innovation strategies to stay at the top of the technological level. As far as the innovation is concerned, those measures taken by the forces of the United States can provide many enlightenments for other countries.
