Objective

To analyze the training content needs and preferences of administrative personnel in a tertiary public hospital under the backdrop of high-quality hospital development, aiming to enhance their overall performance and effectiveness in supporting hospital growth.

Methods

This study utilized a questionnaire survey and employed chi-square goodness-of-fit test for statistical analysis.

Results

A total of 70 questionnaires were collected. 84.29% of the respondents believed that the relevance of training content, 74.29% thought time conflicts, and 70.00% considered leadership attention, training participation awareness, and the competence of training instructors as the main factors affecting training quality. 65.71% of the respondents identified holistic thinking ability, 62.86% noted innovation capability, and 44.29% pointed out decision-making skills as the most needed training content.

Conclusion

The main factors affecting the quality of management ability training for hospital administrative staff are the relevance of training content and employees’ willingness to participate in training. The ability that needs the most training is communication skills, while the greatest demand is for knowledge about the hospital’s development history and culture. The optimal format is monthly offline lectures lasting 1-2 hours.

目的

在医院高质量发展背景下,分析某三甲公立医院行政人员的管理能力培训内容需求和培训方式偏好,以提升行政人员在支持该医院高质量发展中的整体表现和效果。

方法

本研究采用问卷调查的方法,采用卡方拟合优度检验进行统计分析。

结果

共回收调查问卷70份,84.29%调查对象认为培训内容的针对性,74.29%调查对象认为时间冲突,70.00%调查对象认为领导的重视程度、培训参与意识以及培训导师的水平是培训质量的主要影响因素;65.71%调查对象认为全局思维能力、62.86%调查对象认为创新能力、44.29%调查对象认为决策能力是最需求的培训内容。

结论

影响医院行政人员管理能力培训质量的主要因素是培训内容的针对性和员工的培训参与意愿。最需要培训的能力是沟通能力,最大的需求是医院发展历程及文化。最优的模式是每月一次时长1~2 h的线下授课。

目的

在医院高质量发展背景下,分析某三甲公立医院行政人员的管理能力培训内容需求和培训方式偏好,以提升行政人员在支持该医院高质量发展中的整体表现和效果。

方法

本研究采用问卷调查的方法,采用卡方拟合优度检验进行统计分析。

结果

共回收调查问卷70份,84.29%调查对象认为培训内容的针对性,74.29%调查对象认为时间冲突,70.00%调查对象认为领导的重视程度、培训参与意识以及培训导师的水平是培训质量的主要影响因素;65.71%调查对象认为全局思维能力、62.86%调查对象认为创新能力、44.29%调查对象认为决策能力是最需求的培训内容。

结论

影响医院行政人员管理能力培训质量的主要因素是培训内容的针对性和员工的培训参与意愿。最需要培训的能力是沟通能力,最大的需求是医院发展历程及文化。最优的模式是每月一次时长1~2 h的线下授课。

Objective

To analyze the training content needs and preferences of administrative personnel in a tertiary public hospital under the backdrop of high-quality hospital development, aiming to enhance their overall performance and effectiveness in supporting hospital growth.

Methods

This study utilized a questionnaire survey and employed chi-square goodness-of-fit test for statistical analysis.

Results

A total of 70 questionnaires were collected. 84.29% of the respondents believed that the relevance of training content, 74.29% thought time conflicts, and 70.00% considered leadership attention, training participation awareness, and the competence of training instructors as the main factors affecting training quality. 65.71% of the respondents identified holistic thinking ability, 62.86% noted innovation capability, and 44.29% pointed out decision-making skills as the most needed training content.

Conclusion

The main factors affecting the quality of management ability training for hospital administrative staff are the relevance of training content and employees’ willingness to participate in training. The ability that needs the most training is communication skills, while the greatest demand is for knowledge about the hospital’s development history and culture. The optimal format is monthly offline lectures lasting 1-2 hours.

国务院办公厅关于推动公立医院高质量发展的意见(国办发〔2021〕18号)明确提出:公立医院发展方式从规模扩张转向提质增效,运行模式从粗放管理转向精细化管理,资源配置从注重物质要素转向更加注重人才技术要素[1]。在此背景下,为构建大健康格局,使居民获得全方位、全周期的健康服务,提高居民健康水平[2],不仅要考虑医院的发展质量,还需要加强医院行政人员的管理水平。然而部分公立医院现有的管理培训内容和方式尚无法满足行政管理人员适应医院高质量发展的需求,及时开展行政人员管理能力的系列培训对有效提升医院行政人员的管理水平意义重大[3-5],因此有必要开展相关研究来明确医院行政人员的管理能力培训需求,以便助力实现医院高质量发展的目标。
本研究通过问卷调查的方式,以四川省某三甲公立医院为例,探讨行政人员在医院高质量发展背景下的培训需求。本研究旨在明确影响行政人员管理能力培训质量的影响因素以及培训内容和方式的需求,以便提升行政人员的管理知识和技能,使他们尽快符合医院高质量发展对行政人员的管理能力提出的要求。最终,本研究的结果将为设计有针对性、规范化的行政人员培训体系奠定基础,以有效提升行政人员在实现医院高质量发展目标中的整体表现和效果。
调查对象为四川省某三甲公立医院全体行政人员。
2024年2月至2024年4月期间,采用问卷星进行调查,内容包括:调查对象一般资料、影响其参与培训的主要因素、希望加强的能力、偏好的培训方式等。本次调查共发放问卷76份,回收问卷70份,有效回收率为92%。
(1)调查对象的一般资料、单选题:统计各条目的算数平均值或构成比。(2)多选题:分别计算选择百分比和构成百分比,其中选择百分比为某选项选择的人数除以总共调查的人数,更能反映员工的需求情况;构成百分比为某选项在该项目所有选项下的构成比,能反映不同选项的差异。卡方拟合优度检验分析各项的选择百分比是否具有显著性差异,以确定是否有优先事项。(3)分年资和学历对不同人员分别进行了分析,其中高年资定义为工作年限≥10年,<10年为低年资员工,学历分为研究生及其以上学历和研究生以下学历。
本次调查70人。其中男性19人,女性51人。调查对象中,拥有研究生学历的40人,本科学历的28人,大专及其以下学历的2人。按工作年限来看,工作年限<5年的5人,5≤工作年限<10的19人,10≤工作年限<15年的24人,15≤工作年限<20年的9人,工作年限≥20年以上的13人。
调查数据显示,影响行政人员的管理培训质量的因素有多种,其中,对培训质量影响最大的因素是培训内容的针对性(选择占总人数的84.29%)、与工作时间冲突无法协调(选择占总人数的74.29%)、领导的重视程度、员工的培训参与意识以及培训导师的水平(选择均占总人数的70.00%),各个因素之间存在显著的统计学差异。分工作年限来看,无论高年资或低年资,主要的影响因素都是培训内容的针对性(86.96%,79.17%),但次要因素高年资是领导的重视程度(76.09%)和员工的参与意识(76.09%),而对低年资的员工而言则是时间冲突(75.00%)。分学历来看,对研究生及其以上学历的员工而言,主要的影响因素与工作五年的员工一致,而对研究生以下学历,主要的影响因素是培训内容的针对性(90.00%)和领导的重视程度(76.67%)。如表1所示。
本部分内容考察行政人员管理能力培训内容和培训方式需求。调查显示,目前所在岗位还需要重点提升的能力占前两位的分别是:沟通协调能力(94.29%)和全局思维能力(81.43%)。无论是分年资还是学历,员工需要重点提升的能力都是沟通能力。最需要培训的内容是医院发展历程和文化(80.00%)。分年资来看,高年资的员工认为需要就医院发展历程文化(86.96%)展开培训,低年资的员工认为要对组织架构及业务介绍(79.17%)进行培训。分学历来看,研究生学历认为组织架构及业务介绍(82.50%)很有必要,而研究生以下学历各个选项间统计学差异不显著,无法说明偏好,见表2
行政人员管理能力的培训方式需求,如表3所示行政人员比较喜欢的讲授风格和特点是实战性强,丰富的案例辅助,其认为最有效的培训和分享方式是集中线下授课,他们希望的每次培训和分享时长是1~2 h,频次是一个月一次,在时间选择上更希望利用正常上班时间或者根据课程来定,见表3
影响行政人员培训质量因素中选择百分比最高的是培训内容的针对性,其次是领导重视程度、员工的培训参与意识和培训导师的水平。分年资和学历来看主要的影响因素略有不同。员工对培训内容板块有强烈的自主选择意识。领导的重视程度和培训导师的水平是影响医院行政人员的管理能力培训质量的次要因素,二者取决于医院管理层的培训理念和需求,而员工的培训参与意识反映了员工的主观能动性,直接影响着培训作用于员工管理能力提升的效果。通过对员工的培训参与意识进一步分析,发现影响员工参与意愿的因素中,选择百分比最高的是培训与工作时间冲突无法协调。这表明,要提高行政人员的管理培训质量需要管理层和行政人员共同促成。对领导而言,需要提高对培训的重视程度,切实了解员工的实际需求,引入有针对性的培训内容,加强对培训师资的资格审核,协调好工作与培训时间,促进大家积极参与。
目前该三甲医院行政人员主要需要对全局思维和创新能力等高级能力进行培训,而不需要对时间控制、岗位技能、情绪控制这样的基础能力进行培训,这也表明该医院的行政人员具备基本的工作技能和处理实物的能力,但是全局思维和创新能力这样更高级的能力缺乏,其次决策力和目标管理能力也是比较缺乏的能力,这可能是因为相关能力更加难以获取,除了短时间培训外,还需要长时间的工作经验积累。培训内容方面,77%以上的研究对象认为需要进行医院人事管理制度和组织构架及业务介绍培训,以便于行政人员对所在医院有充分认识并能适应新的变化。68%以上的研究对象认为还需要开展医院薪酬管理制度培训,通过掌握薪酬体系,以目标为导向激励工作能效,从而提升管理能力。科研创新、拓展训练和服务礼仪培训是选择率最低的培训项目,这也符合现代医院管理中要求管理者立足本职工作的需求[6]
分年资和学历来看,员工的培训需求既有共性,也有差异,这表明有必要在展开培训活动时,根据年限和学历提供不同培训以供大家选择,同时避免“硬性要求参与培训”的情况发生,以更好做到针对性的提升。
相较以往研究更加重视培训课程及培训内容的需求[7-9],本研究特别考察了医院行政人员最适用的培训方式,以更好开展相关培训。在授课风格上上,研究对象相较喜欢的是有丰富案例辅助的实战性强的风格以及互动参与性强,多种授课形式的课程;在授课方式上,研究对象认为最有效的方式是集中线下授课和外出进修的方式,最无效的方式是给与材料自学;最适合的单次培训或者分享时间是1~2 h,适用的频次是每月一次,这样的时间和频次既可以实现知识的传播,又可以让培训人员注意力集中,同时还预留了时间便于知识的消化和实际工作中应用。大多数研究对象希望利用正常上班时间开展培训,或者是根据课程需要来定,这与参与意愿最大影响因素是与工作时间冲突无法协调相呼应,时间安排也是提高培训效果的一大动力。因此,在新时代、新医改背景下,行政人员应通过多种方式增强全局思维和大局意识,提高创新能力[10];医院应尽可能多开展针对性、实战性、互动性强的集中线下授课课程,培养员工的沟通协调和目标管理等方面能力,以提高员工的行政综合管理能力[7-9,11];此外,除通过课程培训的方式提升医院行政人员的能力外,利用工作岗位轮转同样可以加强行政人员对院内不同管理岗位工作的熟悉程度,提高其综合处理能力[12-13]。此外,需要尽早实现系统化和制度化[14-15],根据不同阶段和不同学科背景的人员有计划、分步骤的推进培训的深度和广度,并且有必要做好教育培训的衔接工作以推动培训的有效持续性。
综上所述,有必要对三甲公立医院的行政人员进行管理能力系列培训,以助力医院实现高质量发展的目标。医院管理者应了解员工的培训需求,明确制约员工培训质量的因素,有针对性的选择培训内容,引入吸引员工的培训方式。培训内容应该着眼于提升行政人员在医院高质量发展背景下的专业管理能力,如全局思维、创新能力、决策力和目标管理能力等。在医院高质量发展的背景下,通过有效的培训方式和高质量的培训内容来提高行政人员的管理素质和能力,从而更好地支持医院的高效运作和稳步发展。
