Objective

To analyze the monitoring data of rural drinking water quality and water supply project information in Gansu Province, and to provide a basis for the guarantee of rural drinking water health security.

Methods

Based on the water quality monitoring data of rural centralized water supply project in Gansu Province from 2018 to 2023, the water quality index evaluation method was used to compare the differences in water quality, and the chi-square test was used to compare the status of water supply projects in each year.

Results

The results showed that the automatic monitoring system, the proportion of purification and disinfection facilities, and the comprehensive index of water quality in rural centralized water supply project in Gansu Province were improved, and the differences between each year were statistically significant (P<0.05). In the single monitoring index, the total standard rate of total coliforms in microbial index increased from 68.66% to 90.95% from 2018 to 2023, and the turbidity qualified rate in sensory index increased from 92.26% to 98.65%.

Conclusion

The rural drinking water supply situation in Gansu from 2018 to 2023 was improved, and the water quality was on the rise. It is necessary to continue to promote the scale and standardization construction of water supply project to ensure the health safety of drinking water.

分析甘肃省农村饮用水水质监测数据和供水工程信息,为农村饮用水卫生安全保障提供依据。基于甘肃省2018—2023年农村集中式供水工程水质监测数据,运用水质指数评价法比较水质差异,采用卡方检验比较各年度间供水工程状况。结果表明:甘肃省农村集中供水工程的自动化监控系统和净化消毒设施配备比例、水质综合指标达标率都有所提高,各年度间差异均有统计学意义(P <0.05)。在单项监测指标中,2018—2023年微生物指标中总大肠菌群总达标率由68.66%提升到了90.95%,感官性状指标中浑浊度合格率由92.26%提升到了98.65%。2018—2023年甘肃省农村饮用水供水状况有所改善,供水水质呈上升趋势,应继续推进供水工程规模化、标准化建设,保障饮用水卫生安全。

分析甘肃省农村饮用水水质监测数据和供水工程信息,为农村饮用水卫生安全保障提供依据。基于甘肃省2018—2023年农村集中式供水工程水质监测数据,运用水质指数评价法比较水质差异,采用卡方检验比较各年度间供水工程状况。结果表明:甘肃省农村集中供水工程的自动化监控系统和净化消毒设施配备比例、水质综合指标达标率都有所提高,各年度间差异均有统计学意义(P <0.05)。在单项监测指标中,2018—2023年微生物指标中总大肠菌群总达标率由68.66%提升到了90.95%,感官性状指标中浑浊度合格率由92.26%提升到了98.65%。2018—2023年甘肃省农村饮用水供水状况有所改善,供水水质呈上升趋势,应继续推进供水工程规模化、标准化建设,保障饮用水卫生安全。

Objective

To analyze the monitoring data of rural drinking water quality and water supply project information in Gansu Province, and to provide a basis for the guarantee of rural drinking water health security.

Methods

Based on the water quality monitoring data of rural centralized water supply project in Gansu Province from 2018 to 2023, the water quality index evaluation method was used to compare the differences in water quality, and the chi-square test was used to compare the status of water supply projects in each year.

Results

The results showed that the automatic monitoring system, the proportion of purification and disinfection facilities, and the comprehensive index of water quality in rural centralized water supply project in Gansu Province were improved, and the differences between each year were statistically significant (P<0.05). In the single monitoring index, the total standard rate of total coliforms in microbial index increased from 68.66% to 90.95% from 2018 to 2023, and the turbidity qualified rate in sensory index increased from 92.26% to 98.65%.

Conclusion

The rural drinking water supply situation in Gansu from 2018 to 2023 was improved, and the water quality was on the rise. It is necessary to continue to promote the scale and standardization construction of water supply project to ensure the health safety of drinking water.

饮用水水质事关群众生命健康安全,是农村饮水安全的评价指标之一。水质作为农村供水高质量发展的核心内容和关键性指标,与群众的生活、生产、身心息息相关,提升水质是全面助力乡村振兴和顺应群众对美好生活期盼的必然要求[1]。受自然条件、地形地貌、经济条件和农村基础设施等限制,解决农村饮水安全问题,其难度比城市更大[2]。农村饮用水面临水源面源污染、水处理设施简陋或不完善、净化消毒设施设备规范运行难等挑战,通过多年来大规模农村供水项目的实施,改善了农村生活与生存条件,使得农村饮水安全保障水平得到大幅提升[3]
甘肃省疾病预防控制机构每年分枯水期和丰水期开展农村饮用水水质卫生监测,监测点覆盖全省各乡镇,点位覆盖面广且数量多,对监测评价全省农村饮用水总体状况具有较好代表性。水质指数是通过制定统一的评价规则,以一个无量纲的数来表示水质质量的方法[4-5],本文基于2018—2023年相关监测数据和分年度水质达标情况,选择合适指标运用水质指数法,对甘肃省近年来农村饮用水供水状况和水质变化趋势进行分析。
2018—2023年甘肃省疾病预防控制部门累计监测农村饮用水水样44 005份(2019年仅丰水期),数据通过“全国饮用水水质卫生监测信息系统”填报,并经县-市-省三级审核。
以农村集中供水工程为监测对象,在全省各乡镇布设水样监测点,在开展水样采集的同时对供水规模、供水方式、消毒方式及其他基本情况进行填表调查。
按《生活饮用水标准检验方法》(GB/ T5750-2006)开展水样采集、保存、运输,并在各县区疾控部门实验室进行检测。
选择浑浊度和总大肠菌群作为评价指标。感官性状中的浑浊度和微生物指标中的总大肠菌群对农村供水水质影响较为显著[6-8]。浑浊度指标可以反映水处理过程中的质量问题[9]。总大肠菌群指标能够反映水中肠道传染病菌存在的可能性[10],同时也能反映水处理和消毒效果。
计算[3,11](1)浑浊度水质指数:I=C/ S
式中C为实际检测值,S为《生活饮用水卫生标准》(GB/ T5749)中的标准限值;
当I小于0.10或者检测值低于方法检出限值时,一律定义I=0.10。
(2)总大肠菌群水质指数:总大肠菌群未检出时I=0.10,若检出则I=1+lgC为检测值(MPN/ 100ml)。
近年来,甘肃省按照“建大、并中、减小”的原则,对农村供水工程体系持续不断优化,全省农村集中供水工程处数由2018年的9 440处减少到7 372处,覆盖人口由1 907.41万人增加到1 930.71万人。其中规模化供水工程(千吨万人以上)由326处增加到387处,全省农村自来水普及率由88%提高到91%,规模化工程覆盖人口比例由52%提高到64%,农村供水体系更趋完备。具体供水工程变化情况见图1图2
截止2023年底,甘肃省共建成运行农村集中供水工程7 372处,覆盖全省1 930.71万农村人口,其中千吨万人及以上规模化供水水工程387处,覆盖1 313.27万人;千人供水工程1 447处,覆盖374.77万人;百人供水工程5 538处,覆盖242.67万人。建成百人以下及分散供水工程16.69万处,覆盖全省70.97万农村人口。详见表1
甘肃省千吨万人工程自动化监控系统配备情况见表2。截止2023年底,甘肃省水行政部门管理的千吨万人工程数354处,排名前三为天水、平凉、庆阳3市。多重比较结果表明,千吨万人工程自动化监控系统配备情况在未来几年还有进步空间,尤其是视频安防系统情况存在显著差异。
各市州净化消毒设备的配备比例逐年提高。全省集中工程净化设施配备率为78.19%,千人及以上工程为83.75%;全省集中工程消毒设备配备比例为27.27%,千人及以上工程为64.78%。陇南市、甘南州千人以上工程消毒设备配备低于50%。各市州集中工程净化和消毒设备配备比例见图3
图4分析可得,水质达标率除与净化消毒设施设备配备相关外,原水水质也是影响水质达标率的一个因素,甘南州和陇南市配备率较低,但该地区水资源丰富,饮用水源多为山涧裂隙水,受人类活动影响低,饮用水水质更易达标。同时净化消毒设施的规范运行对水质达标也是至关重要的,通过分析来看,兰州市、白银市、定西市净化消毒设施设备在规范运行方面还有欠缺。
从单项指标达标率来看,微生物指标是影响农村生活饮用水综合达标率的主要因素,其次为感官性状指标中的浑浊度指标。2018年微生物总大肠菌群指标和感官性状浑浊度指标达标率较低,总达标率分别为68.66%和92.26%,但在2023年农村供水水质实现了全面的改善,总大肠菌群总达标率为90.95%,枯水期和丰水期分别为91.7%和90.2%,菌落总数的总达标率为98.20%,枯水期和丰水期分别为98.5%和97.9%;感官性状指标中浑浊度总达标率为98.65%,枯水期和丰水期分别为98.9%和98.39%,详见表34
抽取2023年甘肃省监测农村饮用水水样,通过水源水质指数差异分析,Ⅳ类及以上水源数3个,都在酒泉市;I-Ⅲ类水源数(良好水源)7 311个,其中陇南市、甘南州和庆阳市超1 000个。详见表5
2023年甘肃省供水工程的水源类型占比构成有统计学意义,总体表现为地表水源类型水样所占比例高的水源水质状况较好,如陇南市和甘南州地区。多重比较结果表明,水源类型的构成与水源水质状况有关联性,详见表5
水质综合达标率与水源类型也有关联。从图5分析来看,地表水比例高的兰州市、白银市、定西市、甘南州等地的水质综合达标率相对较低,与地表水易受污染(如工业排放、农业面源污染等)、原水水质变化较大、水处理控制精细程度要求高等有关,水质更难达标。地下水比例高的嘉峪关市、金昌市、武威市、张掖市、酒泉市等地水质综合达标率相对较高,主要因地下水一般不存在浊度超标问题,原水仅经消毒后即可饮用,水处理对精度控制等要求较低。水质达标率与水源类型相关性分析如图5所示。
2018—2023年全省农村供水水质呈明显上升趋势,水质综合达标率从2018年的49.22%提升到84.9%。从市州来看,上升幅度最大的为庆阳市,近五年水质综合达标率上升53.78个百分点;水质综合达标率最高为嘉峪关市(除2023年96.9%以外,其余年份水质达标率均达到100%),其次为金昌市和兰州新区(连续5年水质达标率在90%以上);对比2023年农村和城市饮用水水质综合达标率,全省农村饮用水水质综合达标率84.9%接近城市的87.4%。2018—2023年农村和2023年城市饮用水水质综合达标情况见表6图6
图7可见,工程规模化程度较高的嘉峪关市、天水市、武威市、张掖市、平凉市、临夏州、兰州新区等地区农村供水水质综合达标率相对较高,表明提升工程规模化水平,有助于提升水质综合达标率。
甘肃省农村供水大型工程的比例逐渐上升,农村供水正朝着规模化发展,农村供水工程的消毒设备和操作日益完善规范。
甘肃省水质指数值均呈现下降趋势,可反映农村饮水安全保障相关工作的成效。而以2020年监测农村饮用水水样表明,大型供水工程水质优于小型工程。因大型工程水源防护到位、水处理标准高、管理规范[12-14],故水质卫生安全更有保障。
甘肃省农村饮用水水质有所提升,但存在工程规模整体偏小型化,部分工程水处理工艺不完善、缺乏消毒工艺等问题。规模化供水工程有利于提高供水效率、降低运营成本、确保水质安全,并促进管理机制的集约化、专业化和社会化[3],应进一步提高工程建设标准,增加规模化供水工程的资金投入,加强供水行业的科学化和规范化管理[15],确保农村供水设施有效运作,持续改善农村饮用水水质。
千吨万人工程自动化监控系统配备情况在未来几年还有进步空间,尤其是视频安防系统情况存在显著差异。
全省集中工程净化设施配备率为78.19%,千人及以上工程净化设施配备率为83.75%,全省集中工程消毒设备配备比例为27.27%,千人及以上工程消毒设备配备比例为64.78%。甘肃省工程净化设施配备率逐渐完善,工程消毒设备配备率较低,需要进一步推进实施。
国家要求到2025年农村供水水质与当地县城供水水质相当,与2018年相比,2023年农村供水水质综合达标上升趋势明显,逐渐接近城市供水水质。从上升幅度来看,近两年增幅较前两年略低,与脱贫攻坚后工程大规模建设基本结束有关。预测今后水质上升速率会有所放缓,今后提升农村供水水质,主攻方向要向精细化管理转变,大幅提升浊度和微生物指标达标率,以此来提升水质综合达标率,同时,在资金允许的情况下,要大力推动工程规模化发展。
在同等条件下,地下水水质较地表水水质更易达标,水处理、净化消毒控制精细程度要求较低。
