Objective To review and analyze the literature related to public health events in China from 2003 to 2023, so as to provide reference for predicting, preventing, and responding to future public health events, and to enhance China’s capacity to deal with sudden public health emergencies. Methods A total of 2 717 articles related to public health field published between 2003 and 2023 and indexed in databases including SCI, CSSCI, CSCD, and PKU core in China National Knowledge Infrastructure (CNKI) were selected as data sources. The CiteSpace software was utilized to explore research hotspots and trends in the evolution of pathways in the field of public health events. Results The study revealed fluctuations in the number of publications on public health events. Author collaboration was relatively stable, while institutional collaboration intensity was low and interdisciplinary collaboration was limited. Research hotspots included emergency management, sudden events, epidemic prevention and control, infectious diseases, and online public opinion. Research content encompassed the epidemic characteristics, influencing factors, emergency response capabilities, and governance responses to public health events.Research topics went through three stages: exploration of public health theories, system construction, and social governance. Conclusion Future research directions will focus mainly on risk communication, public opinion management, and collaborative governance in public health events.

目的 对我国2003—2023年公共卫生事件相关文献进行回顾评析，为未来公共卫生事件的预测、防范和响应，提高我国应对突发公共卫生事件的能力提供参考依据。方法 选取2003—2023年中国知网（CNKI）中SCI、CSSCI、CSCD及北大核心收录的2 717篇公共卫生领域相关文献作为数据来源，借助CiteSpace软件探析公共卫生事件领域的研究热点和路径演进趋势。结果 研究表明公共卫生事件发文量具有波动性；作者合作较为固定；机构合作强度较低，跨学科合作较少；研究热点包括应急管理、突发事件、疫情防控、传染病、网络舆情等；研究内容包括公共卫生事件流行特征、影响因素、应急能力和治理应对四大类；研究主题经历了公共卫生理论探索、体系构建以及社会治理三阶段。结论 未来研究方向主要集中于公共卫生事件的风险沟通、舆情管理和协同治理。

目的 对我国2003—2023年公共卫生事件相关文献进行回顾评析，为未来公共卫生事件的预测、防范和响应，提高我国应对突发公共卫生事件的能力提供参考依据。方法 选取2003—2023年中国知网（CNKI）中SCI、CSSCI、CSCD及北大核心收录的2 717篇公共卫生领域相关文献作为数据来源，借助CiteSpace软件探析公共卫生事件领域的研究热点和路径演进趋势。结果 研究表明公共卫生事件发文量具有波动性；作者合作较为固定；机构合作强度较低，跨学科合作较少；研究热点包括应急管理、突发事件、疫情防控、传染病、网络舆情等；研究内容包括公共卫生事件流行特征、影响因素、应急能力和治理应对四大类；研究主题经历了公共卫生理论探索、体系构建以及社会治理三阶段。结论 未来研究方向主要集中于公共卫生事件的风险沟通、舆情管理和协同治理。

Objective To review and analyze the literature related to public health events in China from 2003 to 2023, so as to provide reference for predicting, preventing, and responding to future public health events, and to enhance China’s capacity to deal with sudden public health emergencies. Methods A total of 2 717 articles related to public health field published between 2003 and 2023 and indexed in databases including SCI, CSSCI, CSCD, and PKU core in China National Knowledge Infrastructure (CNKI) were selected as data sources. The CiteSpace software was utilized to explore research hotspots and trends in the evolution of pathways in the field of public health events. Results The study revealed fluctuations in the number of publications on public health events. Author collaboration was relatively stable, while institutional collaboration intensity was low and interdisciplinary collaboration was limited. Research hotspots included emergency management, sudden events, epidemic prevention and control, infectious diseases, and online public opinion. Research content encompassed the epidemic characteristics, influencing factors, emergency response capabilities, and governance responses to public health events.Research topics went through three stages: exploration of public health theories, system construction, and social governance. Conclusion Future research directions will focus mainly on risk communication, public opinion management, and collaborative governance in public health events.

公共卫生事件是指突发性的、对人群健康产生潜在风险或已经造成实际危害的事件，具有成因多样、传播范围广泛、危害较为复杂、治理手段综合的特点。近二十年来我国经历了“非典”“三聚氰胺奶粉”“新冠感染”等公共卫生事件，对公共卫生事件的研究逐渐成熟，产生了一大批较高的学术研究成果。本文运用CiteSpace软件对2003—2023年公共卫生事件相关文献进行分析，掌握其研究概况、特点及相互关系，梳理突发公共卫生事件的困境，提出对策建议。一方面有利于深入了解公共卫生事件的历史与现状，探究其盲点与不足；另一方面有利于强化公众健康意识，促进公众健康水平和自我防护能力的提升，建立健全突发公共卫生事件应急预警体系，以加强对未来突发公共卫生事件的应对能力。
1　资料与方法

1.1　资料来源
本研究数据来源于CNKI，采用高级检索方法，检索主题为公共卫生事件，检索时间为2003—2023年，限定文献的类型为中文学术期刊，为确保分析结果的可靠性和准确性，期刊来源均为SCI、CSSCI、CSCD和北大核心，共检索出文献2 797篇，通过手工删除重复、非学术性文献，最终得到2 717篇文献作为研究对象。
1.2　研究方法
本文基于文献计量的分析方法，运用CiteSpace软件处理数据，选取作者、机构、关键词等为节点类型，设置的时间跨度为2003—2023年，时间切片为1,选取标准为G-index(k=5)，剪切方式为patnfinder,对作者和机构的总体特征、研究热点和路径演进行分析。

2.1　时间分布特征
2003—2019年公共卫生事件年发文量呈现波动变化，有代表性的时间点为2008年的三鹿奶粉、2010年的甲型H1N1流感、2014年的西非埃博拉病毒等事件。随着2019年年底新冠疫情的暴发，此后三年有关公共卫生事件研究的论文呈现井喷式增长，2020年有关发文量更是高达785篇。研究群体越来越多，研究内容越来越深入，标志着我国对公共突发卫生事件的研究进入了高潮阶段。见图1。
2.2　核心作者分布特征
公共卫生事件的研究形成了几个较大的合作团队，如吴群红团队（32篇）、涂文校团队（27篇）、魏依侬团队（13篇）等。形成以公共卫生事件应急能力、卫生应急处置、风险评估和大学生应对能力为主题的合作团队研究。另外也还有一些小的合作团队，其网络并没有展开，合作力量较弱[1]。见表1、图2。
通过CiteSpace绘制作者合作图谱，公共卫生事件的研究形成了几个较大的合作团队，如吴群红团队（32篇）、涂文校团队（27篇）、魏依侬团队（13篇）等，见图2。各项目团队研究内容各有侧重，如表1所示形成以公共卫生事件应急能力、卫生应急处置、风险评估和大学生应对能力为主题的合作团队研究。研究还存在合作关系相对薄弱的群体，包括网络舆情研究、方舱医院应急管理研究等，进一步丰富了公共卫生事件的研究内容。
2.3　核心机构分布特征
通过CiteSpace软件绘制机构合作网络图，见图3。研究机构大体呈现“整体分散、局部聚集”的态势。南京大学信息管理学院、中国疾病预防控制中心卫生应急中心、武汉大学信息管理学院和哈尔滨医科大学卫生管理学院是合作最广泛的群体，形成了以这四所研究机构为核心的合作圈。
2.4　研究热点识别
对公共卫生事件的关键词进行可视化分析，基于对数似然率算法（LLR）进行聚类[2]，得到8个聚类值，S值指聚类平均轮廓值，一般认为S>0.7表示聚类是有说服力的，Q值指聚类模块值，一般认为Q>0.3意味着聚类结构显著，其中，中介中心性超过0.1的节点称为关键节点，聚类分析结果见图4。其中，S值为0.876>0.7，Q值为0.631>0.3，表明聚类结构显著且令人信服的。除去（#1）公共卫生，本研究将这7个聚类进一步归纳为公共卫生事件流行特征（#4）、影响因素(#3)、应急能力(#0、#5)和治理应对（#2、#6、#7）四大类，见表2。
从关键词频数上来看，“公共卫生”“应急管理”“突发事件”“新冠肺炎”等频次较高，成为研究热点。从中介中心性来看，“公共卫生”“突发事件”“应急管理”等中心性大于0.1，成为研究关键节点；从关键词首次出现年份来看，“公共卫生”和“突发事件”是较早开始研究的，随着互联网的普及，2016年学者开始加强了对“网络舆情”的研究。见表3。
2.5　研究路径演进
通过CiteSpace的突发性探测（burst detection）功能，分析每个时期的研究热点，见图5。通过分析突现词，我国公共卫生事件研究大致分为理论探索（2003—2007年）、体系构建（2008—2020年）以及社会治理（2021—2023年）三个阶段。研究主题的发展脉络图见图6。
3　讨论

3.1　年度发文量分析
公共卫生事件的年发文量具有较大的波动性。从年发文量来看，国内公共卫生事件研究起步较晚，2020年之前发文量较少，受到SARS疫情、甲型H1N1流感等影响，2003—2014年发文量处于波动阶段;随着我国基础设施的不断完善，加上较少大型公共卫生事件的发生，2014—2019年发文量处于缓慢下降阶段，该阶段呈现流行特征、卫生应急等常态化特征。随着2019年12月新冠疫情的爆发，文献量出现大幅上升情况。2023年后进入平缓期。从作者合作情况分析，同一团队作者发文量较多，单一作者发文量较少。
3.2　研究团队合作分析
公共卫生事件研究领域具有相对稳定的研究团队，形成相对固定的核心合作圈。在合作类型上，机构间的合作大都是高校内部各部门、疾病预防控制中心各部门之间的合作，多为师生传带合作，合作类型较为局限。这与公共卫生事件涉及的地区、人群有关，不同区域的机构研究关注点不同。同时，大型公共卫生事件的研究同质化现象较为严重，发文量较多的机构合作强度较低，跨学科合作较少，未来应加强跨区域、跨机构的多学科融合发展，汲取公共卫生事件处理较好地区的实施经验。
3.3　研究热点分析
从研究热点来看，应急管理、突发事件、疫情防控、传染病、网络舆情等是公共卫生事件研究的重点，但中心性却不高，表明学者对此领域关注不足，研究范围较为狭隘，同质化现象较为严重。从研究聚类来看，进一步将公共卫生事件内容归纳为公共卫生事件流行特征、影响因素、应急能力和治理应对四大类，研究内容较为全面。随着公共卫生事件的发生，学术界逐步关注公共卫生事件应急机制、风险沟通、网络舆论、风险评估、多元主题、协同治理等。因此，研制规范的公共卫生事件应急能力评估、防控、治理体系是公共卫生领域亟须解决的研究热点。
3.4　研究主题的发展脉络分析
从发展趋势来看，公共卫生事件经历了公共卫生理论探索（2003—2007年）、公共卫生体系构建（2008—2020年）、公共卫生社会治理（2021—2023年）三个主要阶段。2003年国家颁布了《突发公共卫生事件应急条例》，建立以“一案三制”为特征的应急管理体系，应急机制研究成为了政府关注的重要内容[3]。政府借鉴国外公共卫生事件的成功经验，从事件起源、风险评估、应急响应等方面初步探索公共卫生事件应对理论框架。2008年以来发生的三聚氰胺事件、甲型H1N1流感、结核病等公共卫生事件对我国公共卫生体系建设发起了挑战。面对挑战，我国政府制定了一系列法律法规和政策性文件[4]，改善基层医疗服务体系基础设施条件[5]，建立健全应急预警系统和信息披露机制[6]，加强监测数据的精度和科学性[7]。新冠疫情发生后，公共卫生事件社会治理相关研究成果呈爆发式增长，开始运用整体性治理理论[8]、协同理论[9]等开展研究，从健康治理层面上升到国家治理层面[10]。
3.5　研究前沿分析
通过梳理和分析，公共卫生事件未来的研究方向集中以下三方面。一是公共卫生事件的风险沟通研究。风险沟通是重大决策、社会稳定、风险评估与应对的关键手段[11]，是规避风险的必要措施[12]。一方面，风险沟通的历史较短，缺乏本土化特色的风险沟通理论模型；另一方，信息化重塑了公众危机中的信息传播秩序。因此，如何整合公共卫生领域成果以及如何关联多机构开展多学科风险沟通是研究者未来的思考方向。二是公共卫生的舆情管理研究。公共卫生事件一旦发生，各种网络信息泛滥，公众接受信息不对称，部分评论的溢出效应带动整体舆论走向负面趋势[13]。因此，如何及时掌握舆情动态，筛选有效信息，及时发布权威信息，是网络舆情处置的重要任务[14]。三是公共卫生事件的协同治理[15]。突发公共卫生事件涉及多方利益主体，各方立场、诉求存在差异，只有各方求同存异，才能更好应对公共卫生事件。为了全面应对公共危机事件，需提高治理能力和效率，进一步完善治理体系，以应对未来发展趋势。
