The dynamic change in total factor productivity of science popularization resources allocation is measured by using data such as the analytical method of Malmquist Index, it is based on the provincial panel data stemming from the science popularization statistical yearbook from 2006 to 2013. The results show that: from a perspective of the time series, the total factor productivity has increased by an average of 6.7 percent points, among which technical growth is 6.1 percent which acts as a primary promoting role; from the space sequence, science resource allocation in the Eastern, Central and Western parts of China gains a good efficiency, but the proportion of each type of the growth still remains unbalanced. In a nutshell, in order to promote the work of popular science in China, the paper proposes some ideas such as improving the quality of science personnel and government-led social donation etc.
