In the paper, it is discussed how to reduce the labor costs in Iron-making Plant of Baotou Steel under the condition of reducing excess capacity. The labor costs for per ton of iron are greatly reduced and the per capita output of iron is greatly increased with a series of effective measures such as reducing excess capacity, organizational restructuring, improving management concept, optimizing personnel, post, age structure and fund allocation.
