In the paper, the core operation risks and management challenges facing in such high risk scenes as high temperature molten metal area, special equipment and finite space are deeply analyzed by taking a large rail and beam rolling plant as the typical case aiming at the grim reality that the incidence of accidents is high in maintenance and repair operations of contractors in the metallurgical industry. It is found that the accidents are caused by such key management defects as formalization of examination and verification of qualification, omission of process monitoring as well as insufficient emergency coordination through this study. In this study, a set of closed loop safety management optimization system covering the entire process of “access-monitoring- acceptance” is proposed and established to solve these problems. The core content of the system includes establishing three-dimensional access, examination and verification model integrating “qualification inspection-technical capacity assessment-credit assessment”; developing and applying management platform of digital work permit to realize process standardization and dynamic supervision of risks; designing and implementing regime of concurrent technical disclosure and safety disclosure as well as mechanism of cooperation of proprietor and contractor; establishing linkage mechanism of blacklist based on performance assessment. The paper is aimed at improving the essential safety level for operations of contractors in metallurgical enterprises as well as providing theoretical references and practice paths for innovating safety management patterns in the industry through systematic optimization.
