Objective To understand the monitoring situation of environmental conditions in inspection and testing institutions, analyze existing problems, and provide corresponding countermeasures. Method A self-designed questionnaire was used to conduct a survey and analysis of laboratory environmental monitoring factors in testing institutions. Result 183 inspection and testing institutions were surveyed, and the environmental conditions involved in the laboratories were mainly concentrated in temperature, humidity, microbial pollution, acidity and alkalinity, toxic corrosion, toxic and harmful gases, etc. 96.17% of the laboratories were involved in temperature and humidity, and 83.06% of the laboratories had already carried out environmental condition monitoring. The main environmental conditions monitored were temperature and humidity, accounting for 86.34%, and less than 25% were monitored for current, voltage, light, pressure, noise, vibration, harmful and toxic gases. Only 18.03% of inspection and testing institutions have carried out information monitoring, while other institutions still carry out monitoring and registration through traditional manual recording. 9.84% of inspection and testing institutions have established data models and trend warnings for inspection and testing environmental conditions. Conclusion Inspection and testing institutions involve a wide variety of environmental conditions during the testing process and have complex monitoring requirements. There are still certain shortcomings in the integration of monitoring technology, dynamic monitoring, and monitoring coverage. It is necessary to establish an environmental condition monitoring information platform, establish a hazard trend warning mechanism through data models, and achieve environmental condition monitoring optimization mechanism and intervention management.

目的 了解检验检测机构检测环境条件监测情况,分析存在问题并提供相应对策。方法 通过自行设计问卷,调查实验室所在领域、类型、现有能力、信息化现状与监测现状等信息。通过第三方服务平台问卷星开展问卷调查,回收问卷183份,并通过问卷星 SPSSAU 进行数据分析。结果 调查了183家检验检测机构,实验室涉及的环境条件主要集中在温度、湿度、微生物污染、酸碱度和毒害腐蚀、有毒有害气体等,96.17%的实验室涉及温湿度,83.06%的实验室已经开展环境条件监测,监测的主要环境条件为温湿度,占86.34%,对电流、电压、光照、压力、噪声、振动、有害有毒气体等监测不足25%。仅有18.03%的检验检测机构已开展信息化监测,其他机构仍然通过传统的手工记录的方式开展监测登记。9.84% 的检验机构建立了检验检测环境条件数据模型和趋势预警。结论 本次调研数据分析发现国内包括政府实验室、企业实验室、第三方检验检测机构在内的实验室平台,其平台能力构成复杂、要求监测的环境条件种类繁多。但目前在监测技术融合、动态监测以及监测覆盖面方面还存在一定的不足,建议应通过建立环境条件监测信息化平台,利用数据模型建立起危险趋势预警机制、实现环境条件监测优化机制与干预管理。

目的 了解检验检测机构检测环境条件监测情况,分析存在问题并提供相应对策。方法 通过自行设计问卷,调查实验室所在领域、类型、现有能力、信息化现状与监测现状等信息。通过第三方服务平台问卷星开展问卷调查,回收问卷183份,并通过问卷星 SPSSAU 进行数据分析。结果 调查了183家检验检测机构,实验室涉及的环境条件主要集中在温度、湿度、微生物污染、酸碱度和毒害腐蚀、有毒有害气体等,96.17%的实验室涉及温湿度,83.06%的实验室已经开展环境条件监测,监测的主要环境条件为温湿度,占86.34%,对电流、电压、光照、压力、噪声、振动、有害有毒气体等监测不足25%。仅有18.03%的检验检测机构已开展信息化监测,其他机构仍然通过传统的手工记录的方式开展监测登记。9.84% 的检验机构建立了检验检测环境条件数据模型和趋势预警。结论 本次调研数据分析发现国内包括政府实验室、企业实验室、第三方检验检测机构在内的实验室平台,其平台能力构成复杂、要求监测的环境条件种类繁多。但目前在监测技术融合、动态监测以及监测覆盖面方面还存在一定的不足,建议应通过建立环境条件监测信息化平台,利用数据模型建立起危险趋势预警机制、实现环境条件监测优化机制与干预管理。

Objective To understand the monitoring situation of environmental conditions in inspection and testing institutions, analyze existing problems, and provide corresponding countermeasures. Method A self-designed questionnaire was used to conduct a survey and analysis of laboratory environmental monitoring factors in testing institutions. Result 183 inspection and testing institutions were surveyed, and the environmental conditions involved in the laboratories were mainly concentrated in temperature, humidity, microbial pollution, acidity and alkalinity, toxic corrosion, toxic and harmful gases, etc. 96.17% of the laboratories were involved in temperature and humidity, and 83.06% of the laboratories had already carried out environmental condition monitoring. The main environmental conditions monitored were temperature and humidity, accounting for 86.34%, and less than 25% were monitored for current, voltage, light, pressure, noise, vibration, harmful and toxic gases. Only 18.03% of inspection and testing institutions have carried out information monitoring, while other institutions still carry out monitoring and registration through traditional manual recording. 9.84% of inspection and testing institutions have established data models and trend warnings for inspection and testing environmental conditions. Conclusion Inspection and testing institutions involve a wide variety of environmental conditions during the testing process and have complex monitoring requirements. There are still certain shortcomings in the integration of monitoring technology, dynamic monitoring, and monitoring coverage. It is necessary to establish an environmental condition monitoring information platform, establish a hazard trend warning mechanism through data models, and achieve environmental condition monitoring optimization mechanism and intervention management.

2023 年 5 月 30 日国家市场监督管理总局发布新版《检验检测机构资质认定评审准则》要求, 当环境条件影响检验检测结果质量时, 检验检测机构应当对环境条件进行监测、控制和记录, 使其持续符合标准或者技术规范要求; ISO/IEC 17025:2017《检测和校准实验室能力认可准则》要求, 环境条件应符合实验室活动, 不应对结果的有效性产生影响。检验检测机构固定场所以外的场所进行采样、检验检测时, 应予以特别关注, 必要时, 应提出相应的控制要求并记录, 以保证环境条件符合检验检测标准或者技术规范的要求。
数据与结果的可靠性与准确性是实验室立足于市场的决定性因素, 实验室检测的环境条件如光照、压力、声音和粉尘等对实验室的检测结果都会产生影响, 因而对环境条件的实时动态监测就十分重要 [ 1 - 5 ] ,本文通过对检验检测机构检测环境条件监测开展情况进行分析, 阐述环境条件监测中存在的主要问题, 并提供相应对策,为检验检测机构开展检测环境条件监测提供依据。
全国范围内的检验检测机构。
通过调研省、市、县(区)各级政府实验室、企业实验室与第三方检测机构的实验室现状与监测需求, 采用研讨会进行总结、分析与整合并自行设计 “实验室环境条件监测因素调查表”调查问卷以获得数据资料。调查问卷内容主要包括基本信息、 实验室性质、实验室具备的检测能力、实验室涉及的环境条件、 开展环境监测情况、信息化、监测预警等内容。通过预调查对问卷的适用性和逻辑性进行测试, 最终形成发布稿, 通过问卷星开展问卷调查,回收问卷 183 份,回收率 100%。
采用 Epidata3.1 和 Excel 2007 软件进行数据的录入和整理, 利用问卷星 SPSSAU 进行数据分析。
调查表采取预调查进行完善,并编制填报说明;设置调查表填写控制, 避免逻辑错误; 开展调查表填报人员培训, 统一填写标准;专人审核,发现错误退回纠正。
本次调查覆盖全国 15 省的检验检测机构, 共 183 家, 回收有效问卷 183 份, 调查有效率 100.0%。其中高校 10 家、事业单位 140 家、第三方检验检测机构 28 家、国家中心 3 家、其他性质 10 家。详见 图 1
在 183 家检验检测机构中, 152 家实验室面积超过 500 平方米,占 83.06%,有 6 家实验室面积达不到 200 平方米,占 3.28%。
135 家检验检测机构通过检验机构资质认定, 占 73.77%, 4 家检验检测机构通过中国合格评定国家认可,有 29 家同时通过了检验检测资质认定和实验室认可,占 15.85%, 有 15 家检验检测机构通过其他类型的资质评审。详见 图 2
183 家检验检测机构检测能力覆盖了食品、建筑工程、建材、 卫生计生、农林牧渔、机动车、司法鉴定、机械、电子电气信息、 轻工、纺织服装、环境与环保、水质、化工、医疗器械、采矿冶金、 能源、生物安全、综合。其中食品、水质和卫生计生占比较大, 分别为 76.5%、59.56%、49.18%。详见 图 3
实验室涉及的环境条件主要集中在温度、湿度、微生物污染、 酸碱度和毒害腐蚀、有毒有害气体等,96.17%的实验室涉及温湿度, 同时在电流、光照、压力、噪声、粉尘等环境条件方面均有涉及。详见 图 4
83.06% 的实验室已经开展环境条件监测,监测的主要环境条件为温湿度,占 86.34%,对电流、电压、光照、压力、噪声、 振动、有害有毒气体等监测不足 25%。仅有 18.03% 的检验检测机构已开展信息化监测, 其他机构仍然通过传统的手工记录的方式开展监测登记。9.84% 的检验机构建立了检验检测环境条件数据模型和趋势预警。详见 表 1
检验检测机构在检测过程中会涉及一些辅助的场所, 如危化品室、危废暂存室以及污水排放等,只有 60 家检验检测机构对实验室辅助场所环境条件进行了检测,占比 32.79%。
世界卫生组织于 2014 年成立了全球健康防护议会, 以实现国际健康公约的履行。其 11 项行动纲领中包含 1 项生物安全与生物防护行动纲领来监测实验室材料、人员与环境, 用以防止危险传染因素的传播。而根据全球卫生安全协议对于生物安全与生物防护的框架要求, 实验室中样本处理、空间清洁和设备状况等都与实验室生物安全紧密相关 [ 6 ] 。国内自从新冠病毒疫情发展以来, 随着生物安全法的修订通过, 逐渐开始完善起生物安全防护意识与防护规范, 然而在风险暴露的环境监测方面依然面临着经验不足与建设不完善的现状 [ 7 ]
通过本次调研结果研究发现, 国内检验检测机构在检测过程中涉及的环境条件种类繁多且开展监测要求复杂, 本次调查中列举的 13 种环境条件在日常的检测工作中均有涉及, 且被检测的环境条件占比较少,大部分检验检测机构未开展环境条件的监测,即使开展监测,仅通过传统手工记录开展。通过调查认为检验检测机构在开展环境条件监测方面存在一些问题。
检验检测机构在实验室日常管理中普遍建立实验室信息化管理系统协助检验检测过程管理,重点关注了 “人、机、料、法” 环节, 唯独缺少对 “环” 这个环节的监测管理, 不能满足 (检验检测机构资质认定评审准则》要求。
大部分检验检测机构环境条件的监测仅仅依赖简易的设备和人工记录, 无法满足实时动态的监测要求, 且对多源感知的运用比较局限,对超过预警值和发展趋势无法报警和监测。
部分检验检测机构具有一定的环境监测建设, 但是普遍局限于温湿度监测。包括电流、电压、噪声、粉尘、振动和放射性等在内的环境因素监测率低于 30%,包括光照、压力、酸碱度和毒害等在内的环境因素监测率低于 40%。根据上述现实存在的问题, 建议可以通过采用物联网设备, 收集实验室环境中温度、湿度、电流、电压、光照、压力、噪声、粉尘、振动、 放射性、酸碱度和毒害等因素。利用单片机进行及时环境干预, 将收集的数据经由无线传输的方式集中于工作站中标准化处理并建立数据模型。从而根据数据模型建立起危险趋势预警机制、 实验室平台环境优化机制与干预管理机制。
检验检测机构建立以单片机控制芯片为数据采集交换枢纽, 由各类传感器采集相关监测数据, 由终端软件统计估算并预警数据风险趋势,由智慧大屏及声光报警装置传达实时预警 [ 8 - 11 ] 。 常规实验室配备温度、湿度、火焰与电压电流传感器监测, 负压实验室额外配备压力传感器, 药品储存实验室额外配备粉尘传感器, 废水处理间额外配备酸碱度及废水污染监测传感器, 放射设备实验室额外配备放射监测器, 其他房间按需配备如酒精、氢气、甲烷、 ${\mathrm{{PM}}}_{2.5}$ 和硫化氢等传感器 [ 12 - 14 ]
由各类传感器采集的数据传送至单片机进行处理, 并进一步传输给集成化控制终端软件建立数据模型进行统计、分析与预测。单片机根据环境情况实时及时调节排风扇、空调、空气净化设备、喷水系统和电路控制系统等,同时开启声光报警装置 [ 15 ]
集成化控制终端根据历史数据模型模拟分析风险发展趋势, 为提前进行风险预警与规避提供判断依据。并将相关统计数据分别展示于电脑工作站平台、移动终端和智慧大屏对应工作页面,达到信息提前预警与辅助人工干预的目的。
检验检测机构的管理平台较多, 但大部分的管理重点是检验检测流程的信息化管理, 如样品管理、设备管理和报告管理等,对检验检测环境条件的监测平台运用得较少。目前检验检测实验室的监测平台大部分是局限在温湿度的监测, 覆盖面不够。将检验检测实验室的检测环境条件、安全环境条件以及特殊场所的环境条件的监测集于一体, 通过可视化平台动态进行监测, 同时和实验室的管理平台相结合, 直接导入监测的环境条件,可减少烦琐的人工记录和监测过程,提高检验检测效率。
