In recent years, Actinidia industry has developed rapidly in China. The Actinidia plant area and production both rank the first all over the world. The standardization of Actinidia production are becoming higher. But it lacks competitiveness in quality and trade, can not meet the domestic and international market demand for high-quality Actinidia. Therefore, perfecting the quality and safety standard system of Actinidia in our country will be an important method to improve the market competitiveness. This article systematically sorts out China’s current Actinidia quality and safety standards, summarizes the quality and safety of each link of Actinidia before, during and after production, analyzes the current situation of China’s Actinidia quality standard system construction, as well as the main problems, and puts forward suggestions for the construction of the whole process of Actinidia quality and safety control system, in order to promote the high quality development of China’s Actinidia industry.

近年来, 随着我国猕猴桃产业的不断扩大和快速发展, 目前我国猕猴桃的种植面积和产量均居世界第一, 生产的规模化和标准化程度越来越高。但我国猕猴桃仍存在品质不高, 市场竞争力不强等缺点, 难以满足国内市场和国际市场对高质量猕猴桃的需求。而健全和完善我国猕猴桃质量安全标准体系, 是提高我国猕猴桃果品市场竞争力, 实现猕猴桃产业从量变到质变的重要举措。本文系统梳理了当前我国现行有效的猕猴桃国家标准、行业标准和地方标准, 针对猕猴桃产前、产中以及产后各个环节质量安全进行了归纳总结, 重点分析了我国猕猴桃质量标准体系建设的现状, 以及存在的主要问题, 并对猕猴桃全过程质量安全控制体系建设提出了建议, 以期助推我国猕猴桃产业高质量发展。

近年来, 随着我国猕猴桃产业的不断扩大和快速发展, 目前我国猕猴桃的种植面积和产量均居世界第一, 生产的规模化和标准化程度越来越高。但我国猕猴桃仍存在品质不高, 市场竞争力不强等缺点, 难以满足国内市场和国际市场对高质量猕猴桃的需求。而健全和完善我国猕猴桃质量安全标准体系, 是提高我国猕猴桃果品市场竞争力, 实现猕猴桃产业从量变到质变的重要举措。本文系统梳理了当前我国现行有效的猕猴桃国家标准、行业标准和地方标准, 针对猕猴桃产前、产中以及产后各个环节质量安全进行了归纳总结, 重点分析了我国猕猴桃质量标准体系建设的现状, 以及存在的主要问题, 并对猕猴桃全过程质量安全控制体系建设提出了建议, 以期助推我国猕猴桃产业高质量发展。

In recent years, Actinidia industry has developed rapidly in China. The Actinidia plant area and production both rank the first all over the world. The standardization of Actinidia production are becoming higher. But it lacks competitiveness in quality and trade, can not meet the domestic and international market demand for high-quality Actinidia. Therefore, perfecting the quality and safety standard system of Actinidia in our country will be an important method to improve the market competitiveness. This article systematically sorts out China’s current Actinidia quality and safety standards, summarizes the quality and safety of each link of Actinidia before, during and after production, analyzes the current situation of China’s Actinidia quality standard system construction, as well as the main problems, and puts forward suggestions for the construction of the whole process of Actinidia quality and safety control system, in order to promote the high quality development of China’s Actinidia industry.

猕猴桃(Actinidia)是猕猴桃科(Actinidiaceae)猕猴桃属(Actinidia Lindl.)的多年生落叶藤本植物, 具有极高的营养价值, 是一种老少皆宜营养丰富的水果[1]。中国是世界上最大的猕猴桃生产国, 种植面积和产量稳居世界第一。根据联合国粮农组织(Food and Agriculture Organization of the United Nations, FAO)数据统计, 2022年中国猕猴桃面积达19.9万公顷, 占全球猕猴桃种植面积的69.6%, 产量超238万t, 占全球猕猴桃总产量的52.4%[2]。我国种植猕猴桃的省份较多, 主要产区为陕西、四川、贵州、湖南、河南、湖北等。猕猴桃产业已经成为许多地区脱贫致富, 发展乡村特色经济的支柱产业。
中国虽然是猕猴桃生产大国但不是猕猴桃生产强国。根据联合国商品贸易统计数据库(UN Comtrade)资料, 2017年, 中国从新西兰进口的猕猴桃数量占中国总进口数量的72.07%[3]。在世界猕猴桃11个进出口大国中, 中国进口总量占全球的32%, 位居世界第一, 而出口量不足1%; 相反, 新西兰猕猴桃的进口总量仅占2%, 出口量占全球的39%, 位居全球第一[4]。我国猕猴桃产业在快速发展的同时, 也暴露出一些产业问题, 如单产低, 生产效率不高, 果品质量意识薄弱, 国产猕猴桃的商品化质量不稳定, 果实一致性差, 货架期短等[5]。因此增强猕猴桃品质品牌意识, 提高果品品质和一致性, 延长果实货架期, 提升国际贸易出口份额, 满足消费者对猕猴桃产品质量安全更高的需求, 是猕猴桃产业下一个发展阶段亟待解决的问题, 而完善我国猕猴桃产业质量安全控制标准, 是提高我国猕猴桃品质和国际竞争力的重要举措。
为了更好地了解我国猕猴桃产业标准化应用情况, 本文通过对地方标准信息服务平台、食典通、食品标志伙伴网等各大平台发布的猕猴桃标准(截止2024年8月30日)进行统计分析, 系统地梳理猕猴桃水果产前、产中以及产后全程质量安全管控相关标准, 查找存在不足, 并提出相应建议, 以期加快我国猕猴桃产业标准化进程、保障猕猴桃质量安全、促进猕猴桃产业发展。
猕猴桃属于小浆果, 据不完全统计, 目前我国现行的猕猴桃质量安全控制相关国家行业标准共35项。根据标准的层级分类, 包括国家标准(GB) 4项, 出入境检验检疫行业标准(SN) 11项, 农业标准(NY) 16项, 国内贸易行业标准(SB) 2项, 轻工标准(QB) 2项[6-8]。这些标准包括猕猴桃苗木要求、果实分级、检验检疫以及加工产品等, 含括了猕猴桃生产的产前、产中、产后全过程。根据实际操作情况划分为以下几类。
猕猴桃产前标准共7项, 涉及苗木、种质资源等(表1), 其中苗木标准包括猕猴桃苗木和苗木繁育标准; 种质资源主要是涉及新品种特异性、一致性鉴定以及种质资源评价鉴定技术规范。
猕猴桃产中标准共6项, 包括栽培管理技术和病虫害防治2个方面, 均为农业行业标准(表2)。栽培技术标准主要是对猕猴桃绿色食品生产技术、无公害食品生产技术和良好农业规范生产技术等进行了规定, 也包括猕猴桃主要病虫害防控, 尤其是溃疡病防治标准。
猕猴桃采后贮运加工标准共9项, 其中涉及猕猴桃采收与贮运、质量控制以及加工产品(表3)。采收贮运标准包括采收和贮运规范、预冷保鲜和果品流通规范。质量控制包括猕猴桃质量等级和等级规格标准。加工产品标准主要包括猕猴桃果干、猕猴桃浓缩汁、猕猴桃酒和猕猴桃罐头等等。
猕猴桃检测标准13项, 主要涉及出口水果的检验方法、猕猴桃主要病虫害检测鉴定方法、生长调节剂检测方法、影响果实品质的重金属和农药残留等检测方法等等(表4)。
猕猴桃在我国分布很广, 从台湾到西藏, 从黑龙江到广东大部分地区都有分布[7]。据不完全统计, 全国除北京市、上海市、内蒙古、广东省、海南省、西藏、青海、宁夏、新疆和港澳台共12个省市自治区和特别行政区没有搜索到猕猴桃地方标准外, 其他都制定了猕猴桃地方标准。猕猴桃现行地方标准(DB) 194项[6-8]。制定和发布猕猴桃地方标准的地区有22个, 平均每个省市制定了8.8项。具体数量和分布情况如图1
其中贵州、四川广元、湖北宜昌都制定了地方猕猴桃系列标准。如贵州省DB 52/T 1503《贵州猕猴桃》分为18项(猕猴桃种质资源保存、品种选育、苗木繁育、施肥技术、病虫害防控、质量安全与风险监控、果品分级、保鲜技术、果汁生产技术等)地方标准, 四川省广元市DB 5108/T24《苍溪猕猴桃》分为5项(育苗、采收、栽培、施肥和产地)地方标准, 湖北省宜昌市DB 4205/T107《猕猴桃》分为3项(种子资源、育苗技术和管理技术)地方标准。
如果按照标准的内容及服务对象划分, 这194项地方标准可以分为栽培、病虫草害、苗木、采收11类。主要包括栽培技术标准90项、病虫草害标准23项、育苗标准19项、采后贮运与加工标准16项、地理标志产品标准13项、质量安全控制标准12项、检测标准7项、果园套种标准5项、猕猴桃冻害防控标准4项、猕猴桃品种资源标准3项, 以及其他标准(气象标准)2项。具体分布情况如图2所示。
我国是猕猴桃生产大国, 猕猴桃在全国水果产业中的地位仅次于柑橘、苹果、梨、葡萄, 但是, 猕猴桃国家标准和行业标准的制定数量远远低于其他主要水果。截止2024年8月30日, 据不完全统计检索到的猕猴桃的国家和行业标准只有35项, 而柑橘类的国家和行业标准有533项[9], 苹果国家和行业标准共有102项[10], 梨类国家和行业标准82项[11], 葡萄类的国家和行业标准有109项[12], 草莓类的国家和行业标准有230项[13]。因此要加快猕猴桃的国家标准和行业标准制修订步伐, 逐步完善猕猴桃标准体系建设。比如猕猴桃的产前标准可以增加猕猴桃苗木脱毒、无病毒母本保护等技术规程, 产中标准可以增加猕猴桃环境安全标准、良好农业规范(Good Agricultural Practice, GAP)管理等技术规程, 产后标准可以增加风味和营养品质、质量安全等检测技术规范, 检测标准可以增加疫情疫病检测与绿色防控等等技术规范。逐步形成以国家标准和行业标准为主, 覆盖猕猴桃生产、农产品加工、物流、检验检测以及进出口等领域的系统性标准[14-15]
我国各省市制定的猕猴桃地方标准有194项, 但是标准数量和质量与猕猴桃产业需求相比仍显不足, 且影响力有限。(1)猕猴桃生产大省之间制定的地方标准数量相差较大, 如作为猕猴桃生产大省之一的陕西省制定猕猴桃地方标准28项, 而湖南省只制定了3项, 低于全国平均水平。(2)拥有地理标志产品的猕猴桃主产区并没有制定相应的地理标志产品标准, 据统计中国拥有地理标志产品40个[16]。目前作者整理的地理标志产品标准只有13项, 说明仍有部分猕猴桃产区未制定地理标志产品标准。随着国内国际农产品市场对地理标志产品的认可, 建议将猕猴桃地理标志产品标准提升为国家推荐标准, 如苹果的GB/T 18965《地理标志产品 烟台苹果》、GB/T 22740《地理标志产品 灵宝苹果》和GB/T 22444《地理标志产品 昌平苹果》都有力地促进了地方苹果产业的发展。(3)地方猕猴桃标准系统性不强和推广难度大, 大部分地方都是制定了栽培和病虫害防控地方标准, 并未制定果实质量控制如营养品质要求和产地环境保护的地方标准[17-18]。同时地方标准推广过程普遍存在经费不足、队伍不稳定等问题, 导致宣传推广力度不足、普及度不高[19-20]
近年来标准体系不断完善与发展, 但是仍有很大一部分国家标准和行业标准标龄比较老化。对收集到的猕猴桃国家和行业标准进行标龄统计, 其中标龄在5年以内的占34.28%, 5~10年的占31.42%, 10年以上的占34.28%。比如行业标准SB/T 10201的标准标龄长达31年。标准作为指导性、规范性文件, 应根据产业发展、技术进步和贸易变化的需要进行及时复审与修订。建议可以根据《国家标准管理办法》, 建立以5年为周期的常态化标准复审工作, 来保证标准的科学性、实用性和有效性及先进性[21]。目前农产品安全已经进入新阶段, 农产品质量安全问题作为全球的热点问题, 其相关的一些新技术、新方法也应及时指定和修订到标准中。如根据不同地区不同品种猕猴桃的生产实际情况制定新的氯吡脲检测鉴定技术规范[22-24]。除传统农药残留检测方法以外, 也可以建立猕猴桃高风险农药的免疫胶体金快速检测方法等[25-26]
加强全产业链质量管控是保证猕猴桃果品质量安全的基础[27]。我国涉及水果质量安全的国家标准现行有效的共有2个, 即GB 2762—2022《食品安全国家标准 食品中污染物限量》和GB 2763—2021《食品安全国家标准 食品中农药最大残留限量》[28-29]。但是随着世界各国对食品安全的重视, 世界各国如欧盟、美国、新西兰、日本和韩国作为猕猴桃国际主流市场, 纷纷出台了各自相应的农药残留限量标准(maximum residue limits, MRLs), 并且每年农药残留限量标准在不断持续更新, 指标日趋严格[30-35]。随着猕猴桃产业的不断发展与国际化市场程度不断增加, 果品质量的安全指标是国际市场中最常采用的贸易技术壁垒之一[36-40]。解决技术壁垒问题的最有效途径就是提升出口食品的技术含量, 降低药物残留, 符合国外标准的规定[41]。对此, 我国科研人员也陆续开展了不同猕猴桃品种以及不同主产区的农药残留及风险评估工作[42-46]。建议猕猴桃主产区政府、企业和农户等多方主体, 参照国外农产品行业最高的技术标准, 制定详细、规范、操作性强的农产品质量标准体系和国际标准, 及时更新相关技术标准体系和调整农药使用种类、方法与剂量, 建立健全一套适合我国猕猴桃产业发展的质量安全控制标准体系, 助推中国特色猕猴桃产业健康发展。
标准制定还应注重标准的国际化。作为猕猴桃生产大国, 我国的猕猴桃标准虽然是根据本国检测、种植技术和贸易需求来制定的, 但只有与国际标准接轨, 才能减少进出口贸易中的争端[30]。如欧盟在制定标准时非常注重与国际标准化组织(International Organization for Standardization, ISO)、国际食品法典委员会(Codex Alimentarius Commission, CAC)、经济合作发展组织(Organization for Economic Co-operation and Development, OECD)等重要国际组织的合作[47]。建议我国科研人员积极推进与国际农业标准的对接, 参与国际标准的制修订工作, 主动参与或主导国际标准的制定和重点议题的评议, 根据我国国情及时向国际组织提出农药残留限量的制修订标准, 依靠科技创新和标准化技术集成和推广, 实现由猕猴桃生产大国向生产强国的转变。
近年来我国猕猴桃产业蓬勃发展, 规模化和标准化猕猴桃生产程度越来越高, 涌现了一大批具有地方特色优势的“三品一标”生产基地。农产品“三品一标”(即绿色、有机、达标合格和地理标志农产品)是我国政府主导的安全优质农产品公共品牌[48]。“三品一标”产品作为优质农产品“名片”的外延形式, 其发展客观上增强了农产品的市场竞争力并推动了农业农村经济发展[49]。如眉县猕猴桃、苍溪红心猕猴桃、周至猕猴桃、水城猕猴桃和修文猕猴桃于2021年列入了中国与欧盟签署的《中华人民共和国政府与欧洲联盟地理标志保护与合作协定》清单[50]。其高标准地理标志保护规则, 能使权利主体更强有力地打击侵权行为, 维护地理标志产品的声誉, 有利于权利主体构建自身产品的品牌效应, 增强产品的价值和市场竞争力, 扩充消费者对产品的需求, 保障与提高权利主体的利益[51]。因此积极推进试点绿色食品、有机农产品、地理标志农产品及名特优新农产品的质量安全标准化建设, 强化品种培优、品牌打造、品质提升和标准化生产, 有助于引导农民规范生产、保护产地环境, 推动农业可持续发展, 助推中国猕猴桃市场的国际化。
通过对我国现行有效的猕猴桃国家标准、行业标准和地方标准进行系统分析发现, 农业标准化制定和推广工作取得了很好成就, 并且打造了比如眉县猕猴桃等一批高标准高质量的地理标志品牌。围绕我国猕猴桃标准存在的国家标准和行业标准较少、地方标准数量多但系统性不强、标准年龄长更新慢等问题, 建议通过完善全产业链质量管控标准体系、推进与国际农业标准委员会的对接和强化“三品一标”标准化建设与市场推广等步骤完善猕猴桃全产业链的标准体系。最后以市场为导向, 从农产品的质量安全角度出发, 开展科技创新, 助推我国猕猴桃产业的快速发展, 实现由猕猴桃生产大国向强国的转变。
