With the continuous extension and increasing complexity of the global food supply chain, coupled with the rapid emergence of new business models, novel foods and innovative commercial practices, food fraud has become a growing concern and a global issue. In recent years, the risks posed by food fraud to food safety, public health and consumer confidence have been widely reported. This paper systematically reviewed the various definitions and classifications of food fraud currently recognized internationally, with a particular focus on analyzing the functionalities and applications of major global food fraud databases. It also summarized and analyzed mitigation measures for food fraud, guidelines and standards for vulnerability assessments, and related evaluation tools. Furthermore, the paper elaborated on the research progress in food fraud detection technologies, highlighting the applications and limitations of traditional detection methods, and explores the prospects of emerging technologies. Special emphasis was placed on the importance of integrating multiple detection technologies, big data, and artificial intelligence in enhancing detection efficiency and accuracy. Finally, the paper provided relevant recommendations, aiming to offer insights and references for addressing food fraud issues in China.

随着全球食品供应链的不断延伸和日益复杂化, 加之新业态、新食品和新商业模式的快速涌现, 食品欺诈现象日益引发关注, 已成为一个全球性话题。近年来, 食品欺诈对食品安全、公众健康以及消费者信心所带来的风险已被广泛报道。本文对当前国际上关于食品欺诈的不同定义和分类进行了系统梳理, 重点分析了国际上主要的食品欺诈数据库的功能及其应用情况, 并对食品欺诈的缓解措施、脆弱性评估的指南和规范以及相关评估工具进行了总结分析。此外, 本文还详细阐述了食品欺诈检测技术的研究进展, 指出了传统检测技术的应用及其局限性, 探讨了新兴技术的应用前景, 特别强调了结合多种检测技术、大数据、人工智能在提高检测效率和准确性方面的重要性。最后, 本文提出了相关建议, 以期为我国解决食品欺诈问题提供参考和借鉴。

随着全球食品供应链的不断延伸和日益复杂化, 加之新业态、新食品和新商业模式的快速涌现, 食品欺诈现象日益引发关注, 已成为一个全球性话题。近年来, 食品欺诈对食品安全、公众健康以及消费者信心所带来的风险已被广泛报道。本文对当前国际上关于食品欺诈的不同定义和分类进行了系统梳理, 重点分析了国际上主要的食品欺诈数据库的功能及其应用情况, 并对食品欺诈的缓解措施、脆弱性评估的指南和规范以及相关评估工具进行了总结分析。此外, 本文还详细阐述了食品欺诈检测技术的研究进展, 指出了传统检测技术的应用及其局限性, 探讨了新兴技术的应用前景, 特别强调了结合多种检测技术、大数据、人工智能在提高检测效率和准确性方面的重要性。最后, 本文提出了相关建议, 以期为我国解决食品欺诈问题提供参考和借鉴。

With the continuous extension and increasing complexity of the global food supply chain, coupled with the rapid emergence of new business models, novel foods and innovative commercial practices, food fraud has become a growing concern and a global issue. In recent years, the risks posed by food fraud to food safety, public health and consumer confidence have been widely reported. This paper systematically reviewed the various definitions and classifications of food fraud currently recognized internationally, with a particular focus on analyzing the functionalities and applications of major global food fraud databases. It also summarized and analyzed mitigation measures for food fraud, guidelines and standards for vulnerability assessments, and related evaluation tools. Furthermore, the paper elaborated on the research progress in food fraud detection technologies, highlighting the applications and limitations of traditional detection methods, and explores the prospects of emerging technologies. Special emphasis was placed on the importance of integrating multiple detection technologies, big data, and artificial intelligence in enhancing detection efficiency and accuracy. Finally, the paper provided relevant recommendations, aiming to offer insights and references for addressing food fraud issues in China.

随着全球食品供应链的不断延伸和日益复杂化, 加之新业态、新食品和新商业模式的快速涌现, 食品欺诈现象日益引发关注, 已成为一个全球性话题[1-4]。近年来, 食品欺诈对食品安全、公众健康以及消费者信心所带来的风险已被广泛报道[5-8]。例如, 2008年发生的三聚氰胺事件导致30万婴幼儿患病, 至少6名婴儿因摄入受三聚氰胺污染的奶粉而死亡[8]。2013年席卷欧洲多国的“马肉事件”给欧洲肉类加工行业带来了巨大的经济损失, 引发了大规模产品召回, 严重损害了品牌声誉, 并显著降低了消费者的信任度[9-10]。此外, 近年来国际社会中普遍存在的橄榄油、蜂蜜、牛奶和酒类等食品的掺假问题[11-14], 也进一步凸显了食品欺诈的严重性和广泛性。
据美国食品饮料和消费品制造商协会(Grocery Manufacturers Association, GMA)估计, 全球食品欺诈每年造成的经济损失高达100亿至150亿美元, 约占全球食品销售总额的10%[10]。食品欺诈事件不仅对消费者的身体健康构成直接威胁, 还扰乱了全球食品行业的正常经济运行和贸易秩序, 削弱了消费者对政府和企业的信任, 甚至可能对社会稳定产生负面影响。
为应对食品欺诈, 各国已开展了一系列研究, 监管机构和行业组织也相继制定了相应的预防措施和要求[15]。然而, 食品欺诈仍然是一个复杂而棘手的问题, 主要源于全球食品供应链的复杂性、掺假检验的覆盖面有限, 以及与欺诈相关的掺假物质的隐蔽性、潜伏性以及不可预测性等因素[16]
本文旨在梳理国内外关于食品欺诈的定义和分类、食品欺诈数据库、食品欺诈缓解和脆弱性评估以及食品欺诈检测技术, 以期为我国在食品欺诈监管研究和相关政策的制定提供参考。
食品掺假、假冒伪劣等行为都属于食品欺诈, 这种行为全球广泛存在[2,17]。目前, 国际上对于食品欺诈和掺假尚未形成统一的定义。
食品法典委员会(Codex Alimentarius Commission, CAC)在CX/FICS 18/24/7文件中关于食品欺诈的定义是指企业或个人在食品完整性方面故意欺骗他人以获得不正当利益的任何行为[18]
美国食品药品管理局(Food and Drug Administration, FDA)将经济利益驱动型掺假(economically motivated adulteration, EMA)定义为“为了增加产品的表观价值或降低生产成本, 在产品中欺诈性、有意地替代或添加某种物质, 包括对产品中已有成分的稀释, 这种稀释可能会对消费者造成已知或潜在的健康风险, 以及为了掩盖这种稀释而进行的添加或替换”[19-20]。SPINK等[7]将食品欺诈定义为“为了经济利益故意替代、添加、篡改或歪曲食品、食品成分或食品包装, 或对产品做出虚假或误导性陈述”。美国明尼苏达大学食品保护与防御中心(National Center for Food Protection and Defense, NCFPD)将经济利益驱动型食品掺假定义为“为了获得经济利益, 在食品中故意掺杂的行为, 包括任何将未达到标准的食品故意销售给食品企业或消费者的情况”[21-22]。GMA将经济利益驱动型食品欺诈定义为“为了实现经济利益, 蓄意对终产品或产品成分进行欺诈性更改, 欺诈性地蓄意在产品中使用替代性物质或增加某物质, 从而实现增加产品表面价值或降低成本的目的”[21]
目前, 欧盟法律中未制定关于食品欺诈的明确定义, 欧洲标准化委员会(European Committee for Standardization, CEN)关于食品欺诈的定义是指故意导致食品声明与食品特性不匹配[18]。英国食品标准局(Food Standards Agency, FSA)将食品欺诈定义为“为了经济利益, 故意将食品投放市场, 意图欺骗消费者”[2,8,23]
我国原国家食品药品监督管理总局(China Food and Drug Administration, CFDA)于2017年2月发布《食品安全欺诈行为查处办法》(征求意见稿), 对食品安全欺诈的概念和行为进行了界定。其中第三条指出食品安全欺诈是指行为人在食品生产、贮存、运输、销售、餐饮服务等活动中故意提供虚假情况, 或者故意隐瞒真实情况的行为; 第二章对食品欺诈行为进行了规定, 指出包括产品欺诈、食品生产经营行为欺诈、标签说明书欺诈、食品宣传欺诈、信息欺诈、食品检验、认证欺诈、许可申请欺诈、备案信息欺诈、报告信息欺诈以及提交虚假监管信息等在内的10种行为属于食品安全欺诈行为[24]
全球食品安全倡议(global food safety initiative, GFSI)将食品欺诈定义为“一个统称, 包括为了获取可能影响消费者健康的经济利益而故意替代、添加、篡改或歪曲食品、食品成分或食品包装、标签、产品信息或对产品做出虚假或误导性陈述”[8]
JAN等[25]将食品掺假定义为“当食品或饮料在加工和包装过程中被故意修改(例如替代、稀释、人为增强、虚假陈述), 或在分销过程中发生欺诈活动(如盗窃、伪造文件)以获取经济利益时。”
正如国际上对食品欺诈的定义尚未达成共识一样, 学术界和非学术界对食品欺诈的分类也存在诸多不同观点, 本文将对食品欺诈的主要分类进行汇总和分析。
SPINK等[7]将食品欺诈分为以下7种类型: 掺假、篡改、超量、盗窃、转移、替代以及假冒。GFSI也将食品欺诈细分为7种类型, 包括稀释、隐藏、替代、标签错误、假冒、灰色市场/盗窃/转移以及未经批准的增强[8]。欧盟食品欺诈和质量知识中心(Knowledge Centre for Food Fraud and Quality, KC-FFQ)提供的分类中, 食品欺诈同样被划分为7种类型, 具体包括稀释、替代、隐瞒、标签错误、假冒以及灰色市场生产/盗窃/转移等[26]表1列举了国际普遍认可的食品欺诈主要类型、相应定义及其典型案例。
当前, 国际食品市场中欺诈风险较高的食品品类主要集中在肉及肉制品、橄榄油、蜂蜜、酒类以及果汁等领域。这些食品因其较高的经济价值和广泛的消费需求, 成为掺假和欺诈行为的高发领域。
肉及肉制品作为日常消费的主要品类, 掺假和欺诈问题一直是食品安全监管的重点。目前常见的欺诈手段主要分为同源掺假和非同源掺假两类。同源掺假主要表现为在高端肉类中掺入低价肉类, 如在牛肉中掺入鸭肉、猪肉、鸡肉或马肉[33-35], 在羊肉中掺入鸭肉或鼠肉[36-37], 在驴肉中掺入马肉和鸭肉等[38-39]。非同源掺假则主要表现为通过注水、注胶等方式增加重量[40-42]。橄榄油因其独特的健康属性和较高的市场价值, 也是食品欺诈的重点目标。主要欺诈手段包括: 掺入大豆油、菜籽油等廉价植物油[43-44]; 将低等级橄榄油混入高等级产品中, 如在特级初榨橄榄油中掺入橄榄渣油[45-46]; 以及通过伪造或虚假标注等方式进行产地造假[47]。蜂蜜作为天然营养食品, 掺假和欺诈现象也较为普遍。主要欺诈手段包括: 使用糖浆和香精勾兑制造人造蜂蜜[12]; 在天然蜂蜜中掺入玉米糖浆、转化糖浆或果糖等甜味剂[48-51]; 以及通过虚假标注蜜源植物或产地等方式进行造假[52-53]。酒类产品因其高附加值和复杂的生产工艺, 成为伪造和掺假的重灾区。主要欺诈手段包括: 仿冒知名品牌产品[54]; 通过加水或其他液体稀释原酒[55]; 在酒类中添加色素、香料等外源物质[56-57]; 以及虚假标注产地或品种信息[58-59]。果汁产品因其广泛的消费群体和多样化的产品形式, 同样面临较大的掺假风险。主要欺诈手段包括: 通过加水稀释降低浓度[60]; 添加糖、酒精、有机酸、着色剂或调味剂等外源物质[61-63]; 使用劣质原料加工, 或以复原果汁冒充原榨果汁, 甚至以低浓度果汁冒充高浓度果汁等[64]
食品欺诈事件已成为食品安全事件中的重要组成部分, 对所有的食品生产商都进行食品欺诈监测是不现实的。SPINK等[65]认为, 有效防控食品欺诈事件的策略之一是加大对食品欺诈事件的搜集与分析。目前的研究表明, 这些数据库能作为工具帮助食品行业和监管机构降低食品欺诈的风险。本文将对目前国际上主要的食品欺诈数据库进行介绍, 以便为监管部门和公众了解食品欺诈提供参考。
该数据库由美国药典委员会(US Pharmacopeia, USP)于2012年创建, 2018年被Decernis公司收购[66]。随后, 数据库的所有权又转移至FoodChain ID公司[67]。目前, 该数据库归FoodChain ID所有, 记录了自1980年以来, 来源于科学文献、媒体报道、监管报告、司法记录、贸易协会报告及其它相关公共来源的食品掺假信息[68-70]。目前, 该数据库涵盖了近6000多种食品成分、3000多种食品掺假物, 共18000多条食品掺假记录, 这些记录分为事件记录、推论记录、监控记录和方法记录4个类别[71]。其中, 事件记录是指在特定时间范围内, 食品成分或产品中发生的有记录的食品欺诈事件。事件经常会在媒体上报道, 并且往往包含有关犯罪者、欺诈动机、地理位置和/或其他特征的背景和支持信息。推断记录是指对食品欺诈掺假可能性的知识进行的文档记录, 但没有足够的证据将其归类为事件。推论记录通常是基于已发表的研究, 这些研究旨在开发特定成分中掺假物的检测方法。监控记录了在特定地理位置或供应链多个环节对食品或成分进行取样和测试的报告, 以了解欺诈的范围。这种类型的市场抽样通常由监管机构、贸易组织或其他利益集团进行, 也可能作为已发布的关于分析检测方法的研究的一部分。方法记录提供了有关检测食品掺假或鉴别食品成分的分析方法的信息, 这些信息已在学术报告中发布。该数据库的创建旨在作为有关公开记录的食品欺诈事件的标准化信息来源, 并提供与食品欺诈风险相关的其他信息, 以支持食品欺诈脆弱性评估、缓解计划和食品安全计划。该数据库为付费数据库, 不向公众开放免费访问。
该数据库于2017年创建, 由Food Fraud Advisors公司拥有和管理, 并利用Food Fraud Advisors公司开发的Trello软件进行发布。目前, 数据库涵盖数百种不同类型的食品和食品生产投入品(如肥料、杀虫剂和包装材料)的食品欺诈风险信息, 数据总量超过100000字。数据库中的信息主要来源于公共媒体, 同时也包括来自食品行业、实验室和化学分析领域的专业媒体信息。此外, 还包括来自联合国粮农组织网站、商品交易信息提供商、欧洲联合研究委员会、政府机构以及食品真实性和食品完整性领域的内部报告等。用户可借助该数据库进行食品欺诈脆弱性评估, 深入了解因EMA所造成的危害。此外, 该数据库还可用于水平扫描, 以识别食品供应链面临的新威胁[72]。该数据库是一个免费且开放访问的在线平台, 用户无需登录即可按照月份或产品类别进行浏览和查询。
食品掺假事件登记处(Food Adulteration Incidents Registry, FAIR)数据库由美国明尼苏达大学食品保护和防御研究所(Food Protection and Defense Institute, FDPI)管理, 整理记录了食品掺假事件的详细信息, 包括事件编号、报告年份、食品类别、事件类型、掺假类型、掺杂物类型、报告国家、掺假地点、检测地点和事件摘要等[2,25]。该数据库为所有用户提供有限的搜索入口, 用户使用FAIR数据库可获取有关食品掺假事件的信息, 包括潜在掺假物质和欺诈发生地点的详细数据[25]
该数据库由英国食品和环境研究院(The Food and Environment Research Agency, FERA)创建, 广泛应用于欧盟的食品行业, 专注于全球食品和饲料完整性问题, 其内容涵盖与掺假、替代和欺诈有关的事件, 以及微生物污染物、过敏原、杀虫剂和药物残留等问题[73]。HorizonScan数据库每天跟踪来自超过65个国家的官方网站, 覆盖202个国家的536种商品, 并从100多个数据源中进行扫描收集信息, 平均每天新增记录超过30多条[2,73]。该系统满足了公司对透明度和问责制的需求, 也符合消费者和监管机构对成分供应链的要求。此外, HorizonScan数据库还分析和评估报告中的趋势, 以识别潜在的食品安全威胁, 从而提前进行预警, 防止这些问题演变为更大的风险[10]
欧盟食品和饲料快速预警系统(Rapid Alert System for Food and Feed, RASFF)创建于1979年, 旨在促进成员国之间的信息交流, 以便快速共享有关食品和饲料的健康风险信息。当食品链对公众健康构成危害时, 该系统能够迅速做出反应[73]。RASFF系统涵盖多个食品安全风险类别, 其中包括掺假和欺诈的子类别。该系统的访问权限仅授予成员国当局和欧盟委员会, 但公众可以通过RASFF窗口访问有关最近发送的RASFF通知的摘要信息。该窗口是一个交互式、可搜索的在线数据库, 公众可查询2020年及以后发布的相关通知信息[74]
针对食品欺诈的缓解和脆弱性评估, 国内外已发布了一系列相关指南和规范。GFSI高度重视食品欺诈的预防与控制研究, 提出了“食品欺诈缓解措施”的概念, 并制定了相关标准, 以指导企业进行食品欺诈脆弱性评估, 制定适宜的缓解措施[21]。此外, GFSI还专门建立了针对食品欺诈的脆弱性分析和关键控制点(vulnerability assessment and critical control point, VACCP)系统, 旨在帮助食品企业开展脆弱性评估, 从而有效预防在已识别的脆弱环节发生问题[75-76]
针对食品欺诈和掺假问题, USP于2016年发布《食品欺诈缓解指南》, 协助制造商和监管机构识别供应链中的漏洞, 并制定针对性的食品欺诈脆弱性评估和缓解计划[77]。同年, 美国FDA也正式发布《保护食品防止被故意掺杂的缓解策略》, 该法规简称为IA法规或121法规, 也是美国《食品安全现代化法》配套法规之一。该法规提出企业必须建立并实施食品防护计划, 并从计划的制定、实施和记录方面提出了详细的要求[21]
2018年, 国家认证认可监督管理委员会发布《危害分析与关键控制点(HACCP体系)认证补充要求1.0》, 对企业在食品欺诈预防方面提出了明确要求, 企业应建立并保持文件化的食品欺诈脆弱性评估程序, 包括识别潜在的脆弱环节、制定预防食品欺诈的措施等[45]
2024年8月7日, CAC发布CL 2024/71号通报, 拟制订《食品欺诈预防和控制指南》。该指南的制订旨在提供关于食品欺诈的预防、检测、缓解和控制的系统性指导, 并规定通过采取与风险水平相称的措施来有效预防、发现、减轻和控制食品欺诈行为[78]
目前关于食品欺诈脆弱性评估(food fraud vulnerability assessment, FFVA)工具的研究基本是以国外为主。主要的FFVA工具有4种, 分别为SSAFE (safe supply of affordable food everywhere)、食品欺诈初步筛选模型(food fraud initial screening model, FFISM)、Campden威胁分析和关键控制点系统(threat analysis and critical control point system, TACCP)和VACCP。
SSAFE评估工具是2015年由非营利性组织SSAFE与普华永道会计师事务所(PricewaterhouseCoopers, PwC)以及荷兰瓦赫宁根大学、阿姆斯特丹自由大学合作开发的脆弱性评估工具[76,79], 基于科学的工具来评估公司的食品欺诈脆弱性, 旨在为帮助公司实施新的GFSI要求而开发的。这是一个免费工具, 可供整个食品供应链的食品经营者使用, 无论其规模、地理位置或食品业务类型如何[79]
FFISM是美国学者SPINK等[80]在2016年运用企业风险管理(enterprise risk management, ERM)的方法开发的脆弱性评估工具, FFISM是一个初始筛查工具, 它允许将风险较低或已建立控制措施的产品组从后续的漏洞评估中删除, 使公司能够更具体地关注更高的风险, 它是作为SSAFE等评估工具的补充[81]
Campden TACCP是来自于英国《保护和防护食品及饮料免受蓄意破坏指南》(PAS 96:2017), PAS 96:2017将Campden威胁评估和关键控制点定义为“通过评估威胁、识别漏洞和实施整个生产过程的控制来系统地管理风险”[82]。TACCP控制的威胁包括出于EMA和恶意污染、勒索、间谍活动、假冒和网络犯罪。TACCP专注于识别可能影响食品安全的犯罪和恶意活动的具体威胁。它遵循HACCP体系, 并要求用户组建TACCP团队, 确定研究范围, 审查当前的TACCP措施、威胁特征、缓解策略制定、扫描新的或紧急的威胁、实施、记录和文件审计/审查等[4,81,83]
VACCP是由GFSI于2017年制定的[4,82], VACCP的推出旨在帮助食品行业识别和管理供应链中的脆弱性, 并给出预防措施建议, 是专门针对食品欺诈的应用工具, VACCP与TACCP通常结合使用。
检测技术的应用是预防和识别食品欺诈的重要手段, 涵盖了从食品原料、加工到最终产品的整个过程, 其目标在于实现对产品的物种/品种真伪鉴别、地理来源确认以及掺假物质的检测等。但是, 随着食品欺诈手段的日益多样化与掺假技术的复杂化, 食品欺诈检测技术面临着更高的要求。
传统的食品欺诈检测技术主要包括以光谱法[84]、色谱法[85]和质谱法[86]等为代表的理化分析技术, 以及以聚合酶链反应(polymerase chain reaction, PCR)和DNA指纹图谱等为代表的分子生物学技术[87]。这些技术在食品欺诈检测中应用广泛, 但也存在一些局限性, 如成本高、破坏性大、耗时长以及对检测人员技能要求高等[88-90], 制约了食品欺诈事件的及时快速发现。因此, 快速、非破坏性和易于使用的分析方法逐渐成为一种趋势, 例如SONG等[91]利用高光谱成像技术(hyperspectral imaging, HSI)和近红外(near-infrared, NIR)光谱法实现了对藏红花掺假的快速、无损检测; BAHMANI等[92]则采用红外热成像结合深度学习技术来检测牛肉中的掺假行为; COTTENET等[93]利用能量色散X射线荧光(energy dispersive X-ray fluorescence spectrometry, ED-XRF)光谱法监控供应链中的草药和香料的无机掺杂。这些新兴技术在提高食品欺诈检测速度和准确性方面展现出了良好的前景。
尽管如此, 目前尚无单一的检测技术能够提供关于食品欺诈的全面分析。因此, 结合多种检测技术, 尤其是将各种检测技术与化学计量学相结合, 成为了一个重要的研究方向。例如IRENE等[94]利用质谱法与化学计量学技术相结合, 成功测定了橄榄油的真实性; ZOU等[95]则通过气相色谱-质谱(gas chromatography-mass spectrometry, GC-MS)技术与HSI技术相结合, 鉴别了红花籽油的掺假行为; ANA等[96]利用NIR光谱与化学计量学方法, 测定了辣椒粉地理来源的掺假。
此外, 将大数据和人工智能应用于检测技术中也是一种重要趋势。例如利用多学科的靶向测定和非靶向指纹技术, 结合人工智能支持的多种管理控制措施, 能有效防止和减轻茶叶欺诈问题[97]。ASHISH等[98]基于人工智能/机器学习的成像方法, 成功检测了藏红花的掺假问题; TAREQ等[99]则将人工智能与物联网(internet of things, IoT)纳入检测技术中, 监测葵花籽油的掺假行为。
综上所述, 食品欺诈检测技术正在向多元化、智能化和高效化发展。通过结合传统方法与新兴技术, 以及利用大数据和人工智能的力量, 未来的食品欺诈检测将更加精准、快速和可靠, 从而更好地保护消费者的权益。
食品欺诈因其隐蔽性、多发性、难以治理性和全球性成为食品安全治理中的重点和难点。我国食品安全事件中, 涉及食品欺诈的事件不断增多。随着国外对食品欺诈事件的关注度不断上升, 我国也应该采取相应的行动来应对该问题。本文对我国应对食品欺诈事件提出以下讨论和建议。
第一, 食品欺诈的多样性使得其定义和分类呈现出复杂性, 不同国家和机构对食品欺诈的理解各有侧重, 而这种差异可能导致法律和监管的实施效果不佳。食品欺诈不仅包括产品质量和成分的伪造, 还涉及包装、标签以及其他信息等方面的欺骗性行为。因此, 我国应参考国际通用做法并结合本国实际, 尽快在相关的法律和标准中明确食品欺诈的定义和分类, 用于规范行业、指导执法和保护消费者权益。
第二, 美国、欧盟等发达国家已建立了食品欺诈数据库, 这为企业和监管部门及时识别和掌握食品行业主要欺诈风险提供了重要工具。我国目前还未建立官方的食品欺诈数据库, 这给我国梳理和掌握本国食品行业风险带来了一定困难。我国应借鉴欧美经验, 研究建立我国自己的食品欺诈数据库, 以更好地维护消费者权益, 促进行业健康发展。
第三, 我国目前针对食品欺诈方面的脆弱性研究相对较少, 现有研究多是借鉴其他领域或国外的经验, 缺乏针对我国食品行业自身特点的深入分析。因此, 我国应加强对食品行业产业链各环节的研究分析, 深入探究影响食品欺诈脆弱性的关键因素, 开展针对性的脆弱性评估研究, 为完善监管机制、提升企业自律意识和增强公众信息提供科学依据。
第四, 随着全球食品欺诈事件的频发以及欺诈手段的不断升级, 对食品欺诈检测技术提出了更高的要求, 尤其是智能、无损、快速检测技术呈现快速发展态势, 建议我国加大这方面的研发投入, 不断提升食品欺诈检测能力, 为监管执法提供有力支撑。
