    Based on the analysis of the general situation of the city proper science popularization in China, the organization forms of communities and the behavior inclinations of community members, the thesis carries out the study of the current dominant mode of China's city proper science popularization-the "science popularization community". The thesis elaborates with examples the purpose and significance of establishing the "science popularization community", the organization form, the implementation course, the establishment mode and the evaluation system of the "science popularization community". It researches and explores the actual and positive effects of the "science popularization community" in establishing a mechanism that motivates the extensive social participation, forming the cohesive force of the community science popularization, disseminating science, realizing the widespread and beneficial distribution of elementary knowledge and resources, and improving the public scientific literacy.

    The Undergraduates of China was not included in the important colony's queue of Outline of National Action Scheme of Scientific Literacy for All Chinese Citizens. This phenomenon shows that the related departments don't recognize enough the function of "the undergraduates' colony", who can improve the standard of science literacy of whole Chinese. The theoretical and practical researches on the science literacy of undergraduates lack firm foundation of scientific view. The system and content of science education are still very disordered. We should strengthen comprehensive science education for the current undergraduates against the traditional education methods, the disadvantage of which is emphasizing too much on specialized subject but overlooking comprehensive ability. Such method is named as "high-level science popularization". By studying the mature science literacy theories and advanced experiences of other countries, and summarizing our country's cultural literacy education practice in these years, we establish reasonable undergraduates' science-literacy evaluation system and comprehensive science-literacy training system.

    Based on the investigation of the Science Popularization Websites (SPWs) in China, which was hold in the early 2005, 233 SPWs were collected. There were six types of SPWs. The comprehensive SPWs located mainly in Beijing. The professional SPWs were mainly distributed in Beijing and Shanghai. The top two Local SPWs were from Zhejiang and Jiangsu Provinces. The other types of SPWs located mainly in Beijing. The general distribution of most SPWs in China has the character of "one center (Beijing) and one belt (coastal zone)" and "decline along the inland regions". SPWs in were related to many disciplines and played an important role in the improvement of public science awareness and knowledge. There were some problems with the SPWs in China, such as simple contents, poor display forms, and lack of two-ways flow of messages. In the future, SPWs in China should be carried out under the rational plan on the national scope and strengthen the popularization of scientific spirits, methods and thinkings.

    Depending on the analysis of actual conditions of science popularization evaluation in china and the necessity of explaining enterprise science popularization resource evaluation, we discussed some key elements in this paper. The innovative conception that verification and modification will be all-important about designing the index system were put forward by means of the aggregation and comparison of the different hiberarchy and factors in some different index systems of science popularization effect evaluation.

This article also introduces the application and extension of science shop in China. Based on case study, the article discusses about development and practice of two University Students' Volunteer Service Associations of Popular Science. Finally, the authors pay more attention to the further promotion of the University Students' Volunteer Service Association of Popular Science.
