Since the beginning of the second decade of the twentieth century, the size and structure of the new media users have undergone profound changes. At the same time, the frequency and intensity of public crisis are increasing. The increasing frequency and the intensity of public crisis have a strong correlation. New media system has the relevant characteristics of the open complex giant system, it makes the new media in the sight of the public crisis emerged phenomenon. It perhaps provides new ideas for public monitoring and early warning of the crisis.
