The basic purpose of constructing an innovational country is to improve people’s benefit from the development of science and technology. Firstly, this paper discovers the functions of the universities’ Association for Science and Technology in promoting innovation in science popularization. By analyzing the case of Associations for S&T in Chongqing University for many years, some urgent problems have been put forward. Finally, a new viewpoint, that science needs science popularization, meanwhile science popularization must be scientific, has also been brought forward for discussion.
