The Shanxi-Chahar-Hebei border area was the the first Anti-Japanese model base created by Communist Party of China, where the border region government put forward a series of popular science education policy which had distinctive characteristics of being tightly combined with political education, the needs of war, a variety of media, agricultural production, people life, school education, occupation education and social education. The popular science education was unknown to many audiences, the deep influence on the public mind and the tight combining with practice, and created brilliance in Chinese modern science education.
