John D. Miller, the famous American scholar, initiates the measurement indicator system of civic scientific literacy, which is adopted by many countries and prevailing in the world. The paper discusses the social context in which Miller's theories of civic scientific literacy were created. It analyzes how Miller's theories of civic scientific literacy were formed and what changes have taken place regarding the dimensions of the concept of civic scientific literacy. The paper also reveals the significance of Miller's research that could be used for the relevant work in China for reference.
