At present, international competition is gradually reflected in the competition of the national innovation capacity, many countries have stepped up their national innovation policy system. Specifically, science communication and popularization has gradually become the focus of the policy guarantees in innovation policy system in developed countries. This essay studied on the science communication items and regulations of the national innovation policy system in UK. At the mean time, sector norms of some science foundations (RCUK) were anglicized in terms of regulations for application conditions, execution supervision, project assessment and research publication. The analysis covered policies set concept, the path selection and best practices of UK national innovation policy system. At last, considering China innovation policy context, major problems and relevant solutions in China innovation policy system were put forward.
