This paper first analyzes the characteristics and rules of civic disaster. Based on the analysis of case of the survery on Beijing citizen's crisis consciousness, the paper considers that the civilians of Beijing have not got sufficient abilities against calamities and are not qualified to the requirements of "peaceful Beijing and safe Olympics". Therefore, the paper discusses and puts forward methods and policies which will be helpful to strengthen the culture of urban public safety education.
