    The failure of the Sci-Tech Innovation financial market mechanism needs to be remedied by the government. Since 2007, the Hangzhou Municipal Government has made remarkable achievements in integrating various financial resources to support the development of Sci-Tech Innovation, including fund support, investment guidance and environmental optimization. However, there were still some problems, such as the imperfect management system of direct funds, the small scale of guiding funds, the lack of innovation in guiding ways, and the imperfect environment of policies, information and credit. It needs to be improved from the scale, structure, efficiency and other aspects.

    In recent years, Hubei Province has formed a good situation of increasing the scale of basic research funding, orderly management of basic research funding and increasing ways of basic research funding. However, comparing with the current situation of basic research funding in other provinces and cities in China, it can be found that Hubei Province still has some problems, such as relatively single source of basic research funding, relatively small scale of basic research financial funding, relatively strong administrative color of natural science fund management, and relatively lagging digital construction of basic research funding platform. It needs to create a social environment conducive for Hubei Province to diversified funding of basic research, increase financial support for basic research, improve the management mode of local natural science funds, accelerate the digitization of basic research funding platform, strengthen the construction of regional basic research funding system through various means, and provide regional governance programs for achieving high-level scientific and technological self-reliance.

    Tourist comments about Xinghua Village and Town on mainstream tourism websites were collected through the internet, and ROST Content Mining software was used to analyze the word frequency, semantic network and emotion of tourist comment texts. It is concluded that tourists are relatively satisfied with the tourism environment and distinctive culture of the entire scenic area, but there are also dissatisfaction evaluations on management, service facilities and service quality. Therefore, Xinghua Village and Town should strengthen service management level, improve infrastructure construction, innovate liquor cultural products, increase publicity efforts, and improve the overall image of the characteristic town, so as to further enhance the tourist experience, attract more tourists, and create another well-known brand in Shanxi.

    In recent years, the innovation-driven development strategy has continuously promoted the improvement and development of the intellectual property protection system, and the compliance of intellectual property rights is highly consistent with the innovation-driven development strategy in promoting the development of enterprises, and plays an important role in preventing and reducing the risk of corporate crime in the governance of corporate intellectual property crimes. The compliance reform pilot of the involved enterprises had been launched in the procuratorial organs nationwide, but there were still problems such as lack of awareness, difficulty in obtaining evidence, lack of management initiative and low management efficiency. China should cultivate compliance culture in the process of promoting compliance pilot cases of enterprises, strengthen sustained and effective compliance, improve the efficiency of compliance management, improve the mechanism of enterprise compliance evidence collection, so as to enhance the compliance awareness of enterprises involved in the case and accurately construct compliance plans.

    Combining the design and construction case of the Guangzhou Shiyongxi Road Pipe Jacking Project, the principle and key technical points of the municipal drainage engineering pipe jacking construction process were introduced, including the principle of the jacking process, the essentials of jacking construction under different soil conditions, measurement techniques during the pipe jacking process, correction methods during the pipe jacking process, and control points. The monitoring results from the actual project indicate that the maximum cumulative surface settlement is only 6.5 mm, with a maximum rate of surface settlement at 1.2 mm/d. This verifies that by adopting corresponding measures and strictly implementing measurement and correction techniques, it is possible to adapt to geological changes, ensuring the safety and reliability of pipe jacking construction under complex geological conditions.

    To analyze the scientific research performance of science, engineering and medicine interdisciplinary projects in a hospital from 2018 to 2020, and to provide reference for optimizing the management of these projects,the evaluation index system was constructed based on the input-output data, and the data envelopment analysis (DEA) BCC model was used to measure its comprehensive efficiency, pure technical efficiency and scale efficiency. From 2018 to 2020, the average comprehensive efficiency of New Medicine Joint Fund exceedes 0.5, and the effective proportion of DEA fluctuates around 25%. In 2018, 2019 and 2020, the effective proportion of DEA for cultivation projects is 15.6%, 22.97%, and 31.91% respectively. The effective proportion of DEA for innovation team projects is 100% in 2018, and 0 in 2019 and 2020. The effective proportion of DEA for important direction projects is 66.67%, 28.57%, and 37.5% respectively. 1 (25%) innovation team project and 5 (23.81%) important direction projects have redundant research funding. 3 (75%) innovation team projects, 12 (57.14%) important direction projects and 125 (75.3%) cultivation project have insufficient output. The overall scientific research efficiency of the Fund is on the rise, and the whole process management can be optimized by dynamically adjusting the project deployment, focusing on the cultivation of young talents, building the multidisciplinary cross-project platforms and mechanisms, optimizing the appraisal and evaluation system, and focusing on the transformation and application of the achievements, and other initiatives.

    Focusing on Mianyang City’s Fucheng District as its primary research area, GIS techniques alongside related spatial analysis methods were used to examine both distributive traits within local residential spaces while also investigating their principal influential elements. Findings indicate that housing patterns within Fucheng district exhibit distinct clustering tendencies with all spatial autocorrelation indices surpassing anticipated values primarily manifesting three prominent clustering features-HH,LH,and LL.The topography,slope,and accessibility significantly influence housing distributions predominantly concentrated within an elevation band ranging from 450 m to 550 m, a slope gradient between 0°and 10°and located within 500 meters from roads. The approach employed herein offers comprehensive insights given our focus on a prototypical suburban hilly terrain thereby possessing substantial scholarly merit along with practical implications. This quantitative inquiry into relationships between housing distributions within Fugqing district & their influential determinants provides enhanced clarity regarding local residential spaces patterns facilitating deeper comprehension concerning mechanisms governing such distributions. Our methodology may serve as valuable reference for analogous studies conducted across comparable hilly terrains while our findings could potentially inform future land-use planning decisions.

    The dilemma of the transformation of scientific and technological achievements in Chinese universities is manifested that the large investment of scientific and technological innovation funds has not led to a significant improvement in transformation efficiency. The key to solving this dilemma is to identify the different effects of various influencing factors in the process of transforming. The provincial panel data of Chinese universities and the Global Malmquist index method were used to measure the transformation efficiency. Based on the theory of digital intelligence platform for the transformation of scientific and technological achievements in universities, the significant impact of external macro environmental factors and internal meso organizational factors on the efficiency of scientific and technological achievements transformation in universities were examined. The conclusion shows that internal meso organizational factors significantly affect the improvement of the transformation efficiency, while external macro environmental factors do not have a significant impact on the transformation efficiency. There is a mismatch phenomenon between Significance, effectiveness of influencing factors and funding direction.

    The TRIZ innovation method was used to predict the technological maturity of China’s lithium-ion industry, and to analyze the status and distribution of patents in the lithium-ion battery industry in Henan Province in China. It is found that China’s lithium-ion battery industry has entered a mature stage of maximum profitability. The output of lithium-ion battery industry in Henan Province ranks among the top in China. The number of patent applications ranks above average in China, with the number of patent applications for electrolyte and battery recovery subsystems ranking among the top in China. The patent value is lower than the national average. The lithium-ion battery industry is mainly distributed in four cities, such as Xinxiang, Zhengzhou, Luoyang and Jiaozuo. Compared with the distribution of cities in 2014, the industrial concentration of lithium-ion battery patent applications in Henan Province in 2023 shows a trend of dispersion. Four suggestions are proposed, including supporting continuous innovation in the advantageous fields of lithium-ion batteries in Henan Province, encouraging cooperation between lithium-ion battery enterprises in Henan Province and leading lithium-ion battery enterprises in China, implementing a strategy of overtaking in the curve, and building China’s lithium-ion battery recycling capital.

    The Yellow River Basin is an important energy supply base in China. Systematic characterization of the energy security level in the Yellow River Basin is of great significance for ensuring energy supply, improving energy efficiency, promoting green energy consumption, and enhancing economic resilience. An energy security indicator system was constructed from the perspectives of supply security, consumption security, green security and economic security. The entropy method was used to measure the energy security levels of eight provinces in the Yellow River Basin from 2010 to 2021. Based on this, methods such as kernel density estimation, Dagum Gini coefficient and spatial Moran index were used to measure the dynamic evolution, regional differences and spatial correlation of energy security levels in the Yellow River Basin. The results show that during the research period, the overall energy security level in the Yellow River Basin show an upward trend, with Shanxi Province and its middle reaches having the highest overall energy security level. The degree of differentiation in the upper reaches of the Yellow River Basin is significant, with significant differences in the middle and lower reaches between regions. However, the phenomenon of energy security imbalance is gradually weakening. The energy security in the Yellow River Basin shows a spatial positive correlation, with uneven distribution among provinces. The middle reaches mainly exhibit a “high high” clustering state, while the remaining provinces mainly exhibit a “low high” and “low low” clustering state. Finally, suggestions are proposed in terms of leveraging regional advantages, developing clean energy and diversifying energy import channels.
