The 21st century is an era of explosive development of data information, and data is filled with the whole field of society. In the field of public service, the research of public service digital transformation is gradually favored by the theoretical and academic circles. Influenced by the inevitable trend of digitization of public services, the spillover effect of standardization, and the integration of digital information, it has become urgent to think about how to construct the mechanism of digital transformation and upgrading of public services. however, the digital transformation of public service has the constraints of supply mode, supply layout and supply diffusion, which makes the digital upgrading of service deeply hindered. this paper takes “service trial”, “service diffusion” and “service acceptance” as the analysis frame. focus on the digital transformation of high-quality public services, from the transport of digital service resources, distribution and quantitative control of facilities; top-down and bottom-up service diffusion paths; strengthen the effectiveness evaluation of digital services. in order to break the barriers of digital transformation and upgrading of public services, promote the connection between digital transformation and high-quality development of services, and help the in-depth advancement of chinese-style modernization.
