在人类历史进程中, 不同国家和地区的传统药物为人类防病治病和繁衍生息做出了不可磨灭的贡献, 其安全性和有效性均得到了历史的检验。但是, 随着传统药物在全球范围内应用日益广泛, 传统药物的安全用药问题也出现了新情况、新问题和新挑战。对此, 我们要充分认识科学技术进步和药品安全监管制度不断完善及其对发现、披露和处置传统药物安全性问题的推动作用, 与时俱进地看待传统药物安全性形势和问题, 与时俱进地加强传统药物安全性研究与监管。
一、加强传统药物安全用药知识的宣传普及, 提升公众对传统药物安全性问题的科学认知水平。既要破除“传统药物是天然的、无毒副作用”的认识误区, 也要避免夸大传统药物的安全性问题。
二、随着人类疾病谱、生活方式和体质状况的改变, 传统药物使用目的、使用方式发生改变, 应注意避免不合理用药、误用等行为造成的传统药物安全用药风险。
三、加强传统药物安全性研究, 尊重中医药等传统医药安全与风险管理的理论和经验, 鼓励采用现代科技手段对其科学内涵进行研究、诠释和发展, 推动建立符合传统药物特点的安全性评价体系。
四、加快建立传统药物药源性损害评价的国际标准和指南, 构建国际协调一致的传统药物安全性监管机制和对策, 推动实现传统药物相关产品全生命周期安全性监测与风险管控。
五、推动构建传统药物安全用药国际交流、信息共享和协作机制, 建立传统药物安全信息“临床监测—科学研究—风险防控”协同应对机制, 发布传统药物安全风险信息动态数据和风险防控建议。
最后, 让我们携手努力, 共同构筑传统药物安全用药的科学共同体, 再创传统药物防病治病的新辉煌, 为构建人类未来健康体系创造性地、建设性地贡献传统医药的智慧和力量。
