Enhancing the global influence of Chinese enterprises in technology standards is crucial for achieving high-level S&T self-reliance. This study applied the network orchestration theory to explore how CRRC Zhuzhou Locomotive Co.,Ltd. has contributed to integrating standards along the Belt and Road Initiative. The study found that: (1) The evolution of the technology standards innovation ecosystem in the joint development of the Belt and Road Initiative shows clear stage-based characteristics. During the iterative process of "incubation-expansion-stable development," the dependency on network relationships and the level of technological complementarity gradually increase. The ecosystem follows a trajectory that evolves from localized pilot projects to global coordination. (2) The network orchestration practices of core enterprises play a critical role in the implementation of governance mechanisms within the ecosystem. These practices consist of three key components: legal coupling exploration,innovation leverage management,and network ecosystem expansion. The study identified a shift in governance from a single-firm-dominant to co-governance. (3) The governance logic of the jointly developed Belt and Road technology standard innovation ecosystem shows a transition from legitimization logic to integration logic. This study has developed a theoretical framework that extends application of the network orchestration theory in a multi-national context. It has also explored how Chinese enterprises navigate technological breakthroughs and standard-setting under the pressures of Sino-US technological decoupling.

提升我国企业国际技术标准话语权是实现高水平科技自立自强的重要内容,也是亟待突破的重大理论问题。本研究结合网络编排理论,对中车株机共建“一带一路”标准融通的客观实践进行了探索性案例研究。研究发现:(1)共建“一带一路”技术标准创新生态系统的演进具有阶段性特征。在 “孵化-扩张-稳定发展”的迭代过程中,相互间的网络关系依赖度和技术互补性逐步增强,共建“一带一路”技术标准创新生态系统呈现从局部试点向全球协同的演化路径;(2)核心企业的网络编排实践被视为共建“一带一路”技术标准创新生态系统治理机制落地的关键杠杆。网络编排实践由合法耦合探索、创新杠杆管理及网络生态拓展三部分构成,其推动该系统从核心企业主导治理向多元共治转变;(3)共建“一带一路”技术标准创新生态系统的治理逻辑呈现由合法化逻辑向融通逻辑过渡的特征。本文最终形成的理论框架,既是对网络编排理论在跨国情境下的应用拓展,同时也是在中美技术脱钩背景下,中国企业技术突围和技术标准融通治理的理论规律的挖掘、尝试与探索。

提升我国企业国际技术标准话语权是实现高水平科技自立自强的重要内容,也是亟待突破的重大理论问题。本研究结合网络编排理论,对中车株机共建“一带一路”标准融通的客观实践进行了探索性案例研究。研究发现:(1)共建“一带一路”技术标准创新生态系统的演进具有阶段性特征。在 “孵化-扩张-稳定发展”的迭代过程中,相互间的网络关系依赖度和技术互补性逐步增强,共建“一带一路”技术标准创新生态系统呈现从局部试点向全球协同的演化路径;(2)核心企业的网络编排实践被视为共建“一带一路”技术标准创新生态系统治理机制落地的关键杠杆。网络编排实践由合法耦合探索、创新杠杆管理及网络生态拓展三部分构成,其推动该系统从核心企业主导治理向多元共治转变;(3)共建“一带一路”技术标准创新生态系统的治理逻辑呈现由合法化逻辑向融通逻辑过渡的特征。本文最终形成的理论框架,既是对网络编排理论在跨国情境下的应用拓展,同时也是在中美技术脱钩背景下,中国企业技术突围和技术标准融通治理的理论规律的挖掘、尝试与探索。

Enhancing the global influence of Chinese enterprises in technology standards is crucial for achieving high-level S&T self-reliance. This study applied the network orchestration theory to explore how CRRC Zhuzhou Locomotive Co.,Ltd. has contributed to integrating standards along the Belt and Road Initiative. The study found that: (1) The evolution of the technology standards innovation ecosystem in the joint development of the Belt and Road Initiative shows clear stage-based characteristics. During the iterative process of "incubation-expansion-stable development," the dependency on network relationships and the level of technological complementarity gradually increase. The ecosystem follows a trajectory that evolves from localized pilot projects to global coordination. (2) The network orchestration practices of core enterprises play a critical role in the implementation of governance mechanisms within the ecosystem. These practices consist of three key components: legal coupling exploration,innovation leverage management,and network ecosystem expansion. The study identified a shift in governance from a single-firm-dominant to co-governance. (3) The governance logic of the jointly developed Belt and Road technology standard innovation ecosystem shows a transition from legitimization logic to integration logic. This study has developed a theoretical framework that extends application of the network orchestration theory in a multi-national context. It has also explored how Chinese enterprises navigate technological breakthroughs and standard-setting under the pressures of Sino-US technological decoupling.

标准规则“软联通”作为高质量共建“一带一路”倡议的重要支撑,其在促进投资便利化及经济全球化方面发挥着重要作用。自 “一带一路”倡议提出以来,我国坚持“共商共建共享”原则,积极推进与共建“一带一路”国家在标准化领域的合作与交流;截至2024年12月,与俄罗斯、蒙古国及哈萨克斯坦等国家标准化机构开展标准互认450余项,深化了产业链及供应链的合作发展。在此过程中,企业作为技术标准合作和对接的载体,通过与不同主体开展技术标准交流与合作,推动前沿知识的互换共享,形成互利共生的创新生态系统,共同致力于技术标准互联互通的实现[1]。然而,由于技术壁垒、利益冲突及互认程序复杂等问题的存在,技术标准联通共建仍面临较大障碍。因此,需要构建有效的治理方案和治理规则来实现技术分层开放、平衡利益分配、简化标准认证程序,通过协调多主体间的异质性资源和互补性合作结构,以提升技术标准创新生态系统协同效应[2]
技术标准创新生态系统被定义为创新主体在协作研发的基础上,通过规范知识产权许可实现多主体共生竞合的技术标准合作体系,不仅涉及从R&D到技术标准的全方位合作,也是推动技术模块分工及开放式创新的关键[3-4]。当前理论界有关技术标准创新生态系统的研究聚焦于两大方面:一是中观层面,主要分析政策及市场环境作用下的企业与外部利益相关主体的协同互动过程[5],通过嵌入外部创新生态系统[6],拓展了共识规范下的协同共生关系[7],并促成技术标准认定等活动[8]。二是在企业微观层面,企业作为核心主体在整合互补性资源的基础上,进行“技术—产品—市场”的结构性拓展[9],涉及合作伙伴选择[10-11]、战略能力开发[12]及技术标准驱动合作创新[13]等核心议题。尽管技术标准创新生态系统的研究热度持续上升,但其研究多聚焦于一般企业情境,针对跨国情境下的技术标准创新生态系统的构建和治理探讨尚付阙如[14]。同时,学者大多基于静态视角分析单一时点内企业的异质性资源整合活动,对动态情境下的资源和网络关系的整合及编排活动语焉不详[15];尤其针对共建“一带一路”市场的文化差异大[2]、政治敏感度高、市场动荡性强、技术标准体系复杂的客观背景[16],对共建“一带一路”技术标准创新生态系统治理的有效性提出更高的要求。
网络编排作为网络治理的前沿理论[17],主要是指创新网络中的核心企业通过制定共同目标,对其他网络参与者进行的一系列有目的的协调,以实现价值捕获与创造的过程[18],可以为共建“一带一路”标准融通提供有效的治理思路。当前学者有关网络编排研究主要涉及四个方面:第一,通过合法性构建来动员组织参与网络构建[19];第二,改善网络运行环境以提升知识与资源的流动性[20];第三,集成和共享知识[21];第四,网络编排是创新专有性、知识流动性及网络稳定性的协同联动过程[18]。以往网络编排研究主要集中于单一国别的核心企业主导型编排及多主体共创编排活动[22],鲜有文献从创新生态系统视角来研究技术标准协同共建问题,未能系统揭示跨国企业在推动技术标准融通共建过程中有效治理的动态性机制及底层逻辑。
针对上述理论和实践背景,本文选取中车株洲电力机车有限公司(简称中车株机)为案例研究对象,基于其拓展“一带一路”市场的客观实践,重点回答以下两个问题:第一,共建“一带一路”技术标准创新生态系统在不同阶段内如何通过网络编排实现有效治理?第二,“一带一路”技术标准创新生态系统在不同发展阶段的底层逻辑是怎样的?通过回答上述问题,本文深入剖析了中车株机共建“一带一路”技术标准创新生态系统的阶段特征、治理机制及理论逻辑。本研究的开展既是对网络编排理论在技术标准创新生态系统领域的迁移与应用,也是在高质量共建“一带一路”背景下中国企业推进技术标准融通共建,助力构建更加公平包容的全球治理格局的新尝试和新探索。
本文采用纵向探索性案例研究,探索高质量共建“一带一路”技术标准创新生态系统的治理机制,属于“是什么”和“如何做”的范畴,通过纵向案例研究能够更好地展示研究情境,实现对案例企业技术标准融通共建活动的深度分析,从而解构未被充分理解的客观现象[23]。其次,纵向探索性案例通过对案例企业参与共建“一带一路”技术标准创新生态系统的关键时间节点、时间顺序及轨迹的相关事件及深层规律的探析,能够为共建“一带一路”技术标准融通提供过程性洞见,从而提出更具准确性和普适性的研究结论[24]
本研究基于国家共建“一带一路”贸易平台关于轨道交通领域的企业排名及其在行业的代表性及知名度等关键指标,选择中车株机为研究研究对象主要原因如下:首先,所选案例应有共建“一带一路”技术标准融通的代表性,中车株机作为中国轨道交通装备企业“走出去”的先锋,产品覆盖“六大洲”,通过持续推进平台化、模块化和标准化建设,横向协同海内外产学研不同主体,纵向联动上下游供应商及零部件企业,共同致力于打造面向“一带一路”的技术标准创新生态系统;在推进技术标准融通过程中涌现了多个典型性节点(如图1所示),便于系统梳理共建“一带一路”技术标准创新生态系统的动态治理过程。
其次,所选案例应遵循启发性原则。中车株机作为“一带一路”倡议的践行者和制造产品“走出去”的排头兵,深耕整车制造、关键零部件出口、海外研发及维保服务等领域,在技术标准融通共建方面积累了大量的经验,对国内制造业企业具有一定的启发价值。
最后,案例资料的可获得性。研究团队与中车株机建立了长期的合作关系,通过多次企业走访及深度调研,获得了丰富的一手资料和企业内部资料。
本研究依据Eisenhardt[24]的案例数据收集原则,进行多源数据收集,一手及二手数据收集工作历时3年时间(2021年5月—2024年5月)。数据来源涉及半结构化访谈、参与式观察、企业内部资料、新闻报道及文献资料等,多源数据的“三角验证”提升了数据资料的真实性和可靠性。资料收集情况如表1所示。
(1)半结构化访谈。 2021年至2022年,5次走访中车株机,并于2023年至2024年多次对中车株机相关负责人进行了补充访谈。具体地,对案例企业的标准化建设负责人和高级技术员工共18人进行访谈,人均访谈60分钟以上,通过访谈资料的比对及核验,保证数据的完备性和准确性。
(2)其次,内外部资料收集整理。研究团队整理了中车株机自2001年至今的档案资料、宣传手册、内部规章制度文件、企业年度总结等资料;并收集了企业微信公众号、官方网站、相关媒体、期刊等有关中车株机共建“一带一路”沿线业务的相关资料。
(3)参与式和非参与式观察。走访期间听取了中车株机技术标准部海外项目的汇报,对企业在东南亚、南亚及非洲地区的项目进展进行沉浸式体验;并对相关事业部、制造车间进行走访调研。
我们采用了Gioia等[25]所提出的结构化数据分析法来提炼研究案例的一阶概念、二阶主题及聚合构念,并结合现有理论对我们的数据集进行分析。通过持续比较和理论迭代,最终获得具有理论洞察力的理论框架。
(1)对中车株机在共建“一带一路”市场的技术标准融通共建的相关重要事件和活动进行系统梳理,在“叙述性精简”的基础上,整理一阶概念条目。
(2)通过挖掘统一时序内的不同概念间的内在联系,提炼出共性和差异化要素,并将一阶概念凝练为具有理论内涵的二阶主题,再次进行理论对话,构建多个聚合构念。
(3)构建了包含一阶概念、二阶主题、聚合构念组成的数据分析结构(如图2所示)。并将现有理论框架与构建的数据结构进行对比,探索相互间的异同之处,并进行数据框架的迭代分析,直至形成稳健且有助于理论发展的理论框架。
该阶段,中车株机作为电力机车整车出口企业,其依托小批量订单与海外市场建立散点式合作网络。孵化阶段,技术标准创生态系统的利益关联主体数量较少,且核心企业的技术研发实力较弱,对海外供应商的技术依赖性较强,主要根据东道国的技术标准规则要求,进行产品的开发与出口。具体地说,中车株机主要通过规制趋同、技术架构塑造及网络节点连接相协同的核心企业主导的治理模式来弥合产品国际化过程中的技术鸿沟,推进整车产品出海步伐。
规制趋同是指通过对海外地区对产品及技术标准的地域性要求进行系统性识别,通过制定产品或技术标准出海的适配性方案,以遵守海外市场在市场规则、管理政策及运营方案等相关制度。主要表现在两个方面:海外制度遵从和管理模式逆向融合。
(1)海外制度遵从。海外市场的“制度适应”策略是海外创新生态系统的组织合法性获取的基石[14]。为减少机车产品因海外制度差异导致的出口受阻,中车株机采取了海外标准对标和项目合同制运营的方式,以核定地域性基础标准,确保产品的规格符合当地技术标准要求。首先,根据国际铁路联盟(UIC)的机车车辆及基础设施的标准性文件,结合东道国的技术标准规范及要求,生产有针对性的机车产品,提升产品的海外市场接受度。其次,中车株机主要通过项目合同制的方式来实现海外订单的管理和运营。根据当地相关工程建设标准要求和规定,在2003—2007年间,分别在伊朗和乌兹别克斯坦市场主动依法向公众披露工程计划和项目进度,接受当地政府、媒体及公众的监督。在项目推进的过程中,联合当地法律事务所,做好项目背书,针对项目开展过程中的所涉及的隧道设计、施工规范及质量检评等标准不一的情况进行协调,以规避因合法性不足带来的合作风险。
(2)管理模式逆向融合。海外市场管理 “新惯例”的形成是检验核心企业与合作伙伴合法性的关键[14]。中车株机推进了多项海外市场组织机构实体化改革与建设,力求建立“精简-专业-强盛”的组织体系:在人员配置方面,尽可能满足本土化用工30%-80%的相关规定;安排专人负责跟进海外专员工作签证相关事宜,做好海外务工人员背书工作,以确保海外务工人员的合法身份。不仅如此,还通过提升研发人才及海外市场营销人才培养和资金投入,来降低共建“一带一路”市场的制度性交易成本。正如受访者所言:“针对海外市场的组织结构调整,不仅提高了组织适应性,同时还帮我们减少了服务提供过程中的障碍……。” 合规风险防范方面,2005年,在开拓乌兹别克斯坦市场过程中,中车株机筹备专门的工作小组以学习和了解乌兹别克斯坦投资贸易相关的法律条款,如FCPA等境外法律条款等,遵循海外市场的反腐规定,以防范违规风险。同时,根据乌兹别克斯坦轨道交通项目领域的环保协议如“环境影响评估CEIA的多边条约”等的要求,改进产品的环保指标,以满足当地的低碳、环保的要求。
技术架构塑造是指通过对标轨道领域头部企业的技术架构,开展模仿、学习和改良活动,以明确技术业务内容的要素、标准及流程,从而夯实企业技术板块,重塑企业技术架构。主要表现在基准技术锚定和技术模块改良两个方面。
(1)基准技术锚定。政府政策干预下的技术引进助力技术标准创新生态系统雏形构建[6]。先进技术引进方面,根据国内政府规定的技术引进标准和统一规范要求,明确了技术引进对象,对电力机车的配套和关键技术进行引进,在德国西门子在先进转向架和车体制造线的技术指导下,如期完成了2002年获得的乌兹别克斯坦国家铁路采购的客货通用型电力机车订单。一流制造工厂打造方面,为进一步打响中国制造的名片,中车株机在国家研发资金下,联合集团公司建造了完备的生产车间,如机车组装车间、事业部总成车间及城轨车辆制造车间等,为后续技术追赶提供了基础生产线支撑。
(2)技术模块改良。核心企业的技术改进,自下而上影响着技术标准创新生态系统的孵化与发展[3]。在产品性能对标方面,机车牵引动力性能和制动功能为保证机车在温差较大、轨道转弯半径小的环境中的安全运行起到举足轻重的作用。根据受访者介绍,企业的机车产品在安全余量设计上增加了不少创意,以优化面向乌兹别克斯坦市场的机车的安全性能,助力当地铁路运输事业的发展。技术工人培育方面,中车株机外派技术人员到西门子交通集团进行学习交流,同时引进西门子的技术人员入厂进行指导,帮助企业技术工人熟练掌握机车组装及系统操作的基本原理及操作流程。此外,配合海外轨道交通客观环境的实地考察,帮助企业减少项目推进过程中的客观障碍。
网络节点连接是指通过海外市场竞标的形式,识别市场诉求,通过充分调研当地市场需求,厘清合作靶点,为海外市场提供精准产品推介,从而建立海外合作联系。主要表现在两个方面:合作关系建立和新市场开拓。
(1)合作关系建立。合作伙伴开发、高效的外部营销手段及产品的强交付能力,帮助中车株机迅速与 共建“一带一路”沿线多国建立合作关系[11]。合作意愿洽谈方面,依托哈萨克斯坦-中国商品展览会等平台,开展新型客运电力机车和客车车辆的成品展示,并就交流传动技术、交付时间及售价等内容进行洽谈,分别于2001年和2006年获得哈萨克斯坦的KZ4A型电力机车订单。合作产品交付方面,在产品交付前,进行多轮次长时间的运行测验,确保产品性能和运行效率。具体地,中车株机在向哈萨克斯坦交付KZ4A型电力机车之前,在当地开展了三个月的运行试验,以确保产品的安全性及可靠性。强交付能力和快速响应能力,也确保中车株机产品交付的及时性。具体地,其在2002年获得伊朗订单后,仅用两年时间就完成了TM2电力机车交付。
(2)新市场开拓。潜在客户开发方面,在2000年初期,中车株机通过对中亚市场进行深耕及调研,辅以国际咨询,进一步了解了当地市场的轨道交通需求;并通过联合投标和共同投资形式实现新市场的开拓。具体地,在获得哈萨克斯坦电力机车订单后,该企业还积极拓展中亚邻国市场,积极与乌兹别克斯坦国家铁路局进行交涉,于2002年获得乌方的电力机车订单。在创新产品推介方面,就企业所研发的交流传动技术、牵引逆变器及微机控制系统等新兴技术,进行点对点推介,以实现新市场开拓。2007年进入印度市场以来,该企业积极为当地推介机车转向架及曲轴等零部件产品,逐步实现从零部件、整车到轨道建设的业务拓展。
自20008年起,中车株机的海外业务版图进一步拓展,在马来西亚、巴基斯坦、南非等地开展了本地建厂、产品文化要素融入及应用场景拓展等活动,以深化共识合作。具体地,中车株机主要通过规范趋同、创新资产开发及网络关系拓展相结合的核心企业协同型治理机制,助力共建“一带一路”技术标准创新生态系统的演进及扩张,进一步促进共建“一带一路”市场的融通发展。
规范趋同是指核心企业通过对东道国的知识惯例、社会规范、组织结构设定及价值观等的识别,以寻求合适的路径方法实现上述规范的认可、遵从和嵌入。主要表现在两个方面:海外市场声誉建构和跨文化融合。
(1)海外市场声誉建构。声誉建构作为组织合法化提升的重要手段[26]。质量管控方面,中车株机在技术引进-消化吸收-再创新的基础上,整合了IEC、UIC、DIN及GOST标准,锻造了适应海外市场需求的机车总成生产线、转向架生产线及车体制造线,对电力机车相关产品开展全面质量管理,以此提高产品的海外声誉。效率优先方面,该企业依托海外市场的技术情报,实现海外市场情境的模拟和潜在问题的预判,确保项目的高效性。2014年,中车株机仅用16个月的时间,就完成了面向埃塞俄比亚的35台电力机车项目,获得了当地政府与民众的认可。
(2)跨文化融合。文化认同是获得利益相关者认可的关键,确保了海外合法化的实现[14]。文化要素融入方面,中车株机出口的机车产品设置了专门的祷告室等,满足顾客的宗教信仰需求。同时还尊重海外员工的文化习俗,针对 “古尔邦节”等传统节日为海外员工提供带薪休假的福利。正如受访者所言:“文化要素融入我们机车产品,一定程度上丰富了适用场景,极大地提高了我们产品在当地的受欢迎程度……”异质性资源协同方面,中车株机在巴基斯坦通过海外项目股份合作制方式,发挥多方主体在资源、技术及市场方面的优势,共建高质量城轨系统。
创新资产开发是指创新生态系统核心企业通过“自主创新为主、合作创新为辅”的方式来实现关键核心技术领域的技术突破和创新,凭借专利、商标和版权,获得技术知识、流程和标准的话语权,并通过选择性披露与合作伙伴共享技术成果。主要表现为三个方面,即创新成果涌现、关键技术适应性改造和海外市场深耕。
(1)创新成果涌现。为更好地满足海外市场的高要求订单,中车株机坚持同心多元、立体发展的思路,在轻轨研发、交流牵引电动机及水冷GTO牵引变流器等方面联合上下游企业进行多领域研发探索。不仅如此,中车株机依托混改裂变模式,持续推进技术创新的正向溢出效应,并于2010年,电力机车出口实现从小批量到大批量的转变。其产品技术标准的海外兼容性遵循“走进、站稳、安营、融入、共享”的渐进式价值理念,在持续推进技术迭代的基础上,协同国内研发机构研制出符合欧洲标准的马其顿EMU/DMU动车组,并获得了TSI认证证书。
(2)关键技术适应性改造。中车株机在机车车辆整车研制方面,凭借自主创新和开放式集成的方式,完成了一系列技术迭代。一是海外技术需求识别,其在对共建“一带一路”沿线轨道交通领域的轮轨技术、牵引与控制系统更新等技术需求识别的基础上,编制应对不同语系的技术标准文本,提高技术标准沟通方面的便利性。二是关键技术环节优化。为更好地实现产品“走出去”到标准“走出去”转变的目标,中车株机依托国字号实验室平台如大功率交流传动电力机车系统集成国家重点实验室等着力突破清洁能源技术、混合动力技术及海外轨道交通网络一体化等关键核心技术,帮助实现海外技术的适应性改造。
(3)海外市场深耕。中车株机为土耳其研制了针对当地特殊地理环境的极小转弯半径轻轨,提高产品应用场景复杂化的应对策略。此外,还在2012年为南非专门研发了“双流制”机车,提升了南非国家交通运输集团对中国产品的信任。此外,中车株机在印度、土耳其、马来西亚等地建立了海外分公司及产品制造基地,助推本土化生产和运营的顺利开展。2015年,中车株机在印度孟买成立了全资子公司,并联合印度本地公司成立了轨道交通联合体,共同负责新孟买地铁及古尔冈地铁的建设及售后维护工作。正如受访者所言:“深耕海外市场帮助我们探索了多主体合作共赢模式,沟通交流先进技术,带动当地经济发展……”
网络关系拓展是指核心企业在前瞻性技术领域持续进行外向型合作,通过行业标准共建及项目合作开发等方式完善技术的溢出效应,从而拓展轨道交通领域技术标准架构的多主体协同关系。网络关系拓展主要表现在两个方面:网络包容性提升和网络嵌入性深化。
(1)网络包容性提升。产业协作配套有助于共识规范下的技术规则共建[7]。中车株机作为骨干大企业,建立了产业协作配套的本地集成系统,依托配套产品标准进行资质审查和技术评估,选取合适的配套企业承包零部件制造。据此,骨干企业负责核心产品板块,零部件则通过多渠道从配套企业处采购,多渠道供应在降低采购成本的同时,也降低供应链依赖风险,提高其在海外市场的系统集成能力。此外,资源的全要素联动在提升技术标准创新生态系统的包容度的同时,优化了多主体交互效率,促进知识资源的正向溢出效应的发挥。依托高端设备共享机制,中车株机实现与高校、研究院所在人才、资金、技术及产业链等的联动,进一步提高科技资源利用效率及科技成果转化效率。
(2)网络嵌入性深化。网络成员间的直接和间接联系的加强,提升了相互间信息及技术共享的频率,同时相互间的网络嵌入性得以提升[22]。中车株机通过定制化服务,提升用户满意度,强化了相互间的网络嵌入关系。具体地,案例企业通过电流导轨技术满足印度客户列车降噪方面的需求。此外,其凭借“打包出海”策略,联合国内的中小企业健全海外市场的产业链建设,提高多主体参与的积极性。中车株机的“抱团出海”策略主张通过分工负责、项目产业化的方式,提升核心企业产品的客户认可度及业务集中度,有助于提高多主体间的标准互联共识。
自2018年以来,中车株机在深化产学研合作,共享研发成果及主持国际标准等方面得到了长足发展;其与共建“一带一路”沿线市场的合作及信任关系得以加强,并构建了更为开放包容、稳定发展的技术标准创新生态系统。该阶段以合作共赢及互利共生为发展目标,通过兼容并蓄(合法化)、技术标准知识共享及网络价值延伸相协同的多主体共治模式来推进技术标准互联互通。
兼容并蓄是指通过建立创新生态系统多主体间的互惠互利共识,实现共建“一带一路”市场主体对企业产品及技术的接受和认同,从而获得利益相关者的认可,以提升组织合法性并减少冲突和摩擦[26],实现多方共赢发展。主要包括两个方面:互联去偏和互信协调。
(1)互联去偏。海外核心用户合作方面,中车株机通过与当地的核心用户合作,以拓展海外市场影响力,实现“借势”发展,进而减少认知偏见而带来的消极影响。具体地,在服务匈牙利市场的过程中,中车株机积极与当地Acemil公司进行合作,依托其在当地的影响力,迅速获得下游客户的认可,为提高组织合法性提供了群众基础。其次,在标杆用户挖掘方面,中车株机依托核心用户的市场影响力来降低新技术推广的阻力。在服务土耳其市场的过程中,其为客流量最大的伊斯坦布尔机场线建设了当地运营速度最快的地铁,为后续无人驾驶地铁项目的开展提供了支持。
(2)互信协调。多主体间的合作共赢在强化相互间信任的同时[27],也促进了整个产业链的延伸,推动技术标准创新生态系统的稳定发展[6]。系统化方案输出方面,中车株机联动海内外上下游合作主体,打造了 “产品+服务+技术+投资”为一体的系统化方案。具体地,其在建设土耳其无人驾驶地铁项目过程中,通过与13家本土企业签订零部件采购协议及配套服务方案,构建了本土化的轨道交通产业生态,强化相互间的互信协调机制。此外,中车株机还凭借技术领先优势,开展结对帮扶活动,强化信任与合作。2021年“IEC中国-尼日利亚结对帮扶计划”生效,中车株机为IEC尼日利亚国家委员会提供了轨道交通技术援助和培训,并宣传和推广前沿技术知识,以应对能源及环境挑战。
技术标准知识共享是指组织通过采取一系列的协同合作的知识创造性活动来发展前沿性技术,并打破技术的封闭性框架,进行前沿技术的选择性披露和开放式创新。主要表现在两个方面:去中心化的知识共创和技术知识体系优化。
(1)去中心化的知识共创。随着“走出去”战略的不断深入,加之资产共同专用化的提升,互补性知识的协同效应愈加明显。具体地,中车株机通过加入国际铁路联盟(UIC)的方式,开展联盟成员间的知识互动和先进技术的联合攻关,实现在城轨车辆、电力集成及动车组系统集成领域的协同合作,强化标准共建过程中的信任机制。海外研发中心作为产学研深度融合发展的重要组成部分,成为集合新技术的“桥头堡”。具体地,TUV莱茵协会协助中车株机打造专业技术世界一流的海外实验室,在轨道交通领域开展共性技术研发等工作,实现差异化研发成果的共享,帮助企业获得海外市场准入资质,助推技术知识共创活动走深走实。
(2)技术知识体系优化。知识体系建立为前沿知识共享及专有问题共商提供支撑[20];同时也吸引更多的成员参与到技术标准创新生态系统共性问题开发过程中来。前沿技术扩展方面,中车株机以项目合作为载体,联合海内外研发机构开展车辆储能、重载运输及交流传动等多项前沿技术的开发,实现了从零部件到整车制造领域的自主创新。产品全链条发展方面,中车株机面向共建“一带一路”市场开展了整车产品研发、轨道交通装备生产和本土化营销相结合的产品全链条式发展,积极推进母国及东道国市场的技术互联,产销衔接,稳步推进整车产品谱系的高质量输出。正如受访者表示,“通过完善我们企业的产品谱系……我们在轨道交通领域实现了从小微创新到关键核心技术领域创新的延伸发展。”
网络价值延伸是指在共识规范和互信机制驱动下,系统主体通过完善风险共担及利益共享机制,强化技术标准合作共建的系统性和融通性,进而实现协同创新价值的延伸和拓展。具体包括技术标准价值迭代和互补价值桥接。
(1)标准价值迭代。中车株机采取“风险共担、利益共享”的研发模式,明确融通共建的目标,强化互联协同机制。具体地,基于东道国交通便利性提升的共同目标,中车株机与墨西哥当地公司合作运营当地轨道交通线路,在共担风险的同时,确保供应链和后期维护的稳定性,促进多方共赢发展。正如受访者所言:“这种合作运营模式,在资金、运营、维保及更新方面有了协同共担的合作伙伴,运营效率更高效……”互认规则的透明化使得异质性资源的协调实现效益最大化,同时也有效降低了多边利益分配不均导致的冲突[17],从而提升了技术标准创新生态系统的价值创造能力。中车株机积极向联盟伙伴进行技术的选择性披露,来提高技术标准的融通共建效力。
(2)互补价值桥接。互联互通伙伴关系建设,在推进标准及规则“软联通”的基础上[2],通过桥接互补价值,促进系统的稳定发展。同时,企业的影响力、以往的合作经验以及关系网络会影响共识达成的速度和难度[28]。标准经验分享方面,中车株机向巴基斯坦、肯尼亚及印度尼西亚等地分享中国铁路标准的成功经验,通过公布轮轨、隧道设计及施工等多项中国标准及技术指导方式,支持巴基斯坦、肯尼亚蒙内铁路、印尼雅万高铁等铁路合作项目建设,带动海内外经济贸易往来。技术与市场衔接方面,中车株机在提升自主研发实力的同时,将自研产品销往海外,并实现相关创新成果的海外推广,推进技术成果的市场化运用。具体地,中车株机将自主研发的胶轮地铁列车出口至墨西哥,实现胶轮地铁技术的市场化运用,在推广和宣传中国标准和中国先进技术的同时,为当地智能化轨道交通发展提供助力。
本文基于网络编排理论,探讨装备制造业企业在高质量共建“一带一路”技术标准创新生态系统过程中的治理机制及底层逻辑,主要有三个方面的研究结论(如图3所示):
(1)共建“一带一路”技术标准创新生态系统的演进具有阶段性特征,其发展经历了从孵化阶段的分散合作,到扩张阶段的技术共研,再到稳定阶段的标准互认。随着该技术标准创新生态系统的发展,网络关系依赖度和技术互补性逐步增强,推动技术标准创新生态系统从局部试点向全球协同演进。企业应在不同阶段采取相应策略,增强技术标准的国际竞争力。
(2)核心企业的网络编排实践作为共建“一带一路”技术标准创新生态系统治理机制落地的关键杠杆。本研究在“合法耦合探索—创新杠杆管理—网络生态拓展”三类网络编排实践的基础上,构建了从核心企业主导到多主体协同、最终实现标准互认共赢的动态治理框架。具体地说,核心企业主导型治理(孵化阶段)通过制度遵从与信任建立,快速开拓海外市场;协同型治理(扩张阶段)以技术实力提升与全要素联动为核心,推动生态链向高附加值环节延伸;多主体合作共治(稳定阶段)通过产学研融合与规则透明化,实现标准互认的长期稳定性。由此,这一动态治理机制为企业参与全球技术标准竞争提供了系统性路径,从而增强中国企业在全球标准体系中的话语权和影响力。
(3) 共建“一带一路”技术标准创新生态系统的治理逻辑由“合法化逻辑”向“融通逻辑”演进。孵化阶段,核心企业主要通过合法化逻辑以适应东道国制度规范,降低市场准入壁垒;而稳定发展阶段则依赖融通逻辑,通过海内外多主体间的互信共识,推动标准互通、互认和共研。这一演变表明,核心企业在技术标准融通共建的过程中不能仅依赖合规策略,而应主动构建开放协同的技术标准创新生态系统,以提升标准融通效率及全球影响力。
(1)在高质量共建“一带一路”技术标准融通的过程中,中国企业应兼顾“因地制宜”与“求同存异”,在确保组织合法性的基础上,评估海外市场的风险系数,识别技术标准“软联通”的关键堵点,找准技术缺口,进行提升自主研发实力。同时应积极发挥海内外产学研深度融合的积极作用,在带动当地经济发展的基础上,提升产品技术的海外适应性与产业链韧性,进一步深化海内外合作与共赢机制。
(2)共建“一带一路”标准融通是一个渐进的过程,在进行共建“一带一路”技术标准融通的过程中,要通过组织合法化提升、自主创新能力培育及网络合作关系优化来深化互信机制,提高治理的有效性。并通过共建互惠互利的共识体系,来获得长期的平等对话的机会以维持长期合作关系。同时,政策制定者应关注标准的协调作用,确保其在促进创新和市场准入之间取得平衡[29]
(3)技术出海企业应积极打造开放包容的发展新格局,注意合法化逻辑及融通逻辑间的平衡,通过建立长效的标准互通、标准互认及标准共研方案,深化标准规则“软联通”,从而构建合作共赢的新秩序与新格局。
尽管本文从网络编排视角对共建“一带一路”技术标准创新生态系统的治理机制进行了有益探讨,但仍存在一定的不足之处有待进一步完善。首先,本文并未对技术标准创新生态系统的多主体角色及其功能定位展开深度研究,未来研究可以针对技术标准创新生态系统的多元主体角色定位及多主体协同机理展开进一步的探讨。其次,本文探索了共建“一带一路”技术标准创新生态系统治理机制的合法化逻辑与融通逻辑,但为确保本文的内容聚焦性,并未对两种主导逻辑的过渡机理展开深入探讨,未来研究可以针对两种逻辑主导下的技术标准创新生态系统互补资源协同的运行机制进行深度解读。
