With the deep integration of digitalization into urban development,it is crucial to systematically investigate the intricate relationship and underlying mechanisms between big data strategies and the advancement of new quality productive forces in cities to fully unleash their potential. Leveraging the quasi-natural experiment of national big data comprehensive pilot zone,this study employed the panel data from 277 prefecture-level cities spanning from 2009 to 2021 and adopted the difference-in-differences (DID) model to rigorously examine the impact of big data strategies on urban new quality productive forces and their underlying mechanisms. The findings revealed that the big data strategies significantly enhance new quality productive forces,with pronounced regional heterogeneity and temporal variation in policy effects. Specifically,the policy exhibits stronger promotional effects in eastern China compared to the central and western regions,and its impact is more substantial in early-policy-adopting cities than in late-policy-adopting cities. Through mediation analysis,we identified knowledge spillovers as the dominant mediating channel by which big data strategies contribute to the advancement of new quality productive forces. Further spatial econometric analysis confirmed a distinct spatial spillover effect. These conclusions will provide actionable insights for cultivating and developing new quality productive forces,while offering empirical support for advancing China's big data strategy to achieve the goals of "Digital China" and "Data Powerhouse".

在数字化与城市发展深度融合的背景下,深入探究大数据战略与城市新质生产力的互动关系及内在逻辑对释放新质生产力具有重大意义。本文以国家大数据综合试验区设立作为准自然实验,采用2009—2021年中国277个地级市的面板数据,使用双重差分方法考察大数据战略对城市新质生产力的影响及作用机制。研究发现,大数据战略可以显著提升城市新质生产力,并且上述政策效果有明显区域性及实施时序差异,具体来看,在我国东部地区,该政策的促进作用相较于中西部地区更为突出;对于先行城市而言,政策的提升效果比后发城市更为显著。作用机制研究显示,知识溢出是大数据战略对城市新质生产力产生影响的重要作用渠道,进一步分析得出这一过程具有明显的空间溢出效应。以上结论为培育发展新质生产力提供了有益借鉴,也为推进我国大数据战略发展,实现“数字中国”“数据强国”目标提供了实证支撑。

在数字化与城市发展深度融合的背景下,深入探究大数据战略与城市新质生产力的互动关系及内在逻辑对释放新质生产力具有重大意义。本文以国家大数据综合试验区设立作为准自然实验,采用2009—2021年中国277个地级市的面板数据,使用双重差分方法考察大数据战略对城市新质生产力的影响及作用机制。研究发现,大数据战略可以显著提升城市新质生产力,并且上述政策效果有明显区域性及实施时序差异,具体来看,在我国东部地区,该政策的促进作用相较于中西部地区更为突出;对于先行城市而言,政策的提升效果比后发城市更为显著。作用机制研究显示,知识溢出是大数据战略对城市新质生产力产生影响的重要作用渠道,进一步分析得出这一过程具有明显的空间溢出效应。以上结论为培育发展新质生产力提供了有益借鉴,也为推进我国大数据战略发展,实现“数字中国”“数据强国”目标提供了实证支撑。

With the deep integration of digitalization into urban development,it is crucial to systematically investigate the intricate relationship and underlying mechanisms between big data strategies and the advancement of new quality productive forces in cities to fully unleash their potential. Leveraging the quasi-natural experiment of national big data comprehensive pilot zone,this study employed the panel data from 277 prefecture-level cities spanning from 2009 to 2021 and adopted the difference-in-differences (DID) model to rigorously examine the impact of big data strategies on urban new quality productive forces and their underlying mechanisms. The findings revealed that the big data strategies significantly enhance new quality productive forces,with pronounced regional heterogeneity and temporal variation in policy effects. Specifically,the policy exhibits stronger promotional effects in eastern China compared to the central and western regions,and its impact is more substantial in early-policy-adopting cities than in late-policy-adopting cities. Through mediation analysis,we identified knowledge spillovers as the dominant mediating channel by which big data strategies contribute to the advancement of new quality productive forces. Further spatial econometric analysis confirmed a distinct spatial spillover effect. These conclusions will provide actionable insights for cultivating and developing new quality productive forces,while offering empirical support for advancing China's big data strategy to achieve the goals of "Digital China" and "Data Powerhouse".

2023年9月,习近平总书记在考察黑龙江时提出,整合科技创新资源,引领发展战略性新兴产业和未来产业,加快形成新质生产力。新质生产力的创新提出丰富了生产力内涵,为全球解决传统生产力变革问题贡献了中国智慧[1]。发展新质生产力,是中国适应新时代发展需求、推动经济结构优化升级的重要途径,也是深化供给侧结构性改革、实现高质量发展的内在要求[2]。研究新质生产力影响因素及内在机制具有重要的实践和政策价值。新质生产力的起点在“新”,关键在于其构成要素“质”的变革[3],发展新质生产力亟需告别传统技术体系,寻求新发展动能,这就需要明确其发展“动力”与发展“方向”。一方面,新质生产力以科技创新为内驱力,重视高效能发展带来的经济效益,另一方面,新质生产力发展方向是高质量发展,不仅追求经济效益,更重视生态效益。与此同时,我国存在区域间发展不平衡、不充分的问题[4],在谋划部署新质生产力的过程中需要着眼于地区以解决实际问题。
大数据作为新时代核心战略资源和重要生产要素,正在深刻改变社会生产及治理方式,成为提升国家竞争力的关键力量[5]。2015年9月5日,国务院印发《促进大数据发展行动纲要》,提出推进贵州等大数据综合试验区建设,标志着大数据发展上升为国家战略。国家大数据综合试验区的设立不仅集中体现了大数据战略的政策目标,亦充当了我国大数据战略的“试点田”,试验区在发展数字产业、促进区域创新等多个维度取得了显著成效[6],为评估大数据战略实施效果提供了丰富实践基础,因此本文将国家大数据综合试验区设立作为大数据战略的前瞻性指标加以考察。学界对大数据战略的政策效果展开了深入研究,其赋能效应可大致分为经济效益和生态效益两个维度。既有研究证实大数据战略的实施提升了经济效益,如可显著推动经济高质量发展[6]、提高地区全要素生产率[7];生态效益方面的影响研究则聚焦于其在城市绿色转型[8]、改善城市环境[9]等方面的重要价值。也有部分文献探讨了大数据战略的作用机制,其影响通过优化产业结构、技术进步、提高研发投入等得以实现[6-7,10]。大数据战略的实施压缩了时空距离[11],使信息得以高效传递,引发了知识溢出效应[12]。知识溢出作为区域经济增长和创新的核心驱动力,在大数据战略目标实现中的作用不容忽视,因此将其作为切入点对大数据战略和新质生产力之间的关系进行探讨或许是一个重要视角。
综上,大数据战略对经济效益和生态效益具有强大助益,与新质生产力发展寻求的新发展动能不谋而合,那么新质生产力是否可以借助大数据战略的力量快速提升?如果可以,其作用机制是什么?这些问题的解决对于推动大数据战略实施和加快发展新质生产力无疑具有重要的理论和现实意义。现有研究为推动新质生产力发展提供了理论支撑,也对大数据战略做出了有益探索,但仍有待深化。首先,关于新质生产力的研究大多停留在理论层面,尽管对核心动能的实证研究已展开,但在与地区发展直接相关的中观层面上构建测度指标并进行新质生产力提升路径的研究尚未得到充分重视;其次,大多学者侧重于探讨大数据战略对经济或生态单一维度影响,而对其如何促进新质生产力提升这一议题的研究尚显不足;最后,大数据战略对新质生产力的机制研究中知识溢出的关键作用有待挖掘。鉴于此,本文将国家大数据综合试验区的设立作为切入点,基于知识溢出视角考察大数据战略对城市新质生产力的影响及作用机制。
相比于传统生产力,高科技、高效能和高质量是新质生产力的鲜明特征,高科技解决新质生产力发展“动力”问题,高质量解决发展“方向”问题,高效能作为新质生产力的重要特征,不仅包含新质生产力在动力层面的诉求即依托科技创新激活生产要素,同时指明其发展方向即引领产业朝绿色化、低碳化的可持续路径演进[13]。科技创新是形成高科技生产力的第一动力,产业升级是实现高效能的主要载体,新供给与新需求动态平衡是贯彻高质量的落脚点[14]。本文在论述大数据战略对城市新质生产力的作用时将聚焦于大数据战略对科技创新、产业升级、供需动态平衡三方面的作用。
大数据战略助力科技创新。内生增长理论认为科技创新的核心是知识和人力资本的积累[15]。从宏观层面来看,一方面,大数据战略完成了知识积累,提升了社会知识存量,另一方面,大数据技术的发展培养并吸引了大量专业人才,为科技创新提供人才支持,知识要素和人力资本的集聚全面提升了城市科技创新能力。从微观角度出发,大数据战略为数据要素流通及资源共享构建平台[16],促进了企业与高校、科研院所等外部机构的合作与交流,为科技创新提供了更多的外部资源支持。
大数据战略赋能产业升级。一方面,大数据战略是驱动新兴产业和未来产业发展的重要引擎。对国家大数据综合试验区已发布的相关政策进行梳理后发现,各试验区均将新兴产业的培育与发展置于重要战略地位,并针对性地制定了一系列促进产业发展的利好政策[17]。另一方面,大数据战略促进了传统产业与大数据技术的深度融合,显著提升了传统产业的智能化水平,引发了增长方式深刻变革,从而推动了传统产业转型升级。
大数据战略推动新供给与新需求动态平衡。一是用新需求倒逼新供给。大数据战略的实施使企业能够收集分析海量数据,洞察市场趋势及新兴技术发展方向,创造符合市场需求新供给。二是用新供给满足新需求。大数据战略深度融合大数据与实体经济,赋能供给侧,为经济增长注入新活力。三是减少供需结构性不适配,通过构建电商平台及数据交易平台,匹配供需双方,实现供需信息的快速流通和精准对接。
综上,大数据战略对城市新质生产力产生积极影响,因此提出以下假设:
H1:大数据战略可以显著提升城市新质生产力。
大数据战略的实施拉近了信息传输时空距离,使知识接收者能以较低成本获取成熟技术经验,形成了知识溢出。更进一步地,试验区作为大数据技术研发和应用高地,集中了大量资源要素,依托系统平台(如“云上贵州”)构建“数据高速公路”形成数据优势确保信息高效互通,实现研发要素流动,释放数据要素效率倍增效应,加速了知识溢出[18]。大数据综合试验区作为创新集群,其内部所发生的知识溢出效应更具有主动性、方向性和创造性[19],为城市新质生产力提升注入了强劲动力。
知识溢出推动科技创新。一方面,知识溢出的空间衰减特性使创新主体趋于集聚,引发 “集聚效应”,集聚区域内主体间联络紧密,显著降低信息交流和资源获取的成本,同时提高区域内资源配置效率。另一方面,知识溢出激发“模仿效应”[20],创新主体通过吸收和借鉴外部先进知识,有效开展创新活动,在模仿的过程中,重复投资被有效避免,研发投入成本得以减少,科技创新不确定性得到降低,显著提升了科技创新的效率,推动了科技创新。
知识溢出促进产业升级。本文将中国经济增长前沿课题组所提出的知识部门外部性模型[21]应用于具体理论分析中。在该模型框架下,知识部门生产函数定义为式(1),技术部门生产函数定义为式(2)。

式(1)中,B 代表知识产品转化为最终价值时的综合效率系数,反映知识产品的实际应用效率,为体现知识部门对劳动者质量的敏感性,设置知识部门人均人力资本为hL为部门劳动力总量,K为部门总资本投入,ε为知识溢出指数,αβ分别为劳动要素和资本要素的产出弹性系数。式(2)中AG 为技术水平,其余变量与式(1)一致。为便于分析,假定在知识部门中 αε+βε=1,技术部门中α+β=1,且有yk=Yk/LyG=YG/Lk=K/L,可得知识部门、技术部门用人均资本存量表示的人均产品生产函数,分别如式(3)、式(4)所示。

基于上述模型,知识溢出对产业升级的推动作用体现在三个方面。第一,引致技术进步,推动产业升级。知识部门的生产函数包含知识溢出指数ε,用以衡量知识外溢的辐射强度,知识部门通过研发活动产生创新成果,外溢到技术部门,引致其技术进步,推动产业升级。第二,淘汰低层次产业倒逼产业升级。式(5)表明,当k<k*时技术部门边际产出高于知识部门,技术部门将会保持现状;kk*时技术部门边际产量低于知识部门,技术部门必须通过提升其技术水平AG来维持其竞争力,若其技术水平未能得到提升,则会导致资源向知识部门倾斜,进而挤压低附加值产业,推动产业向高附加值领域升级。第三,经济增长方式转变推动产业升级。上文为便于分析做出αε+βε=1假设,然而根据内生增长理论[15],知识部门产出具有规模报酬递增特性,能够解决传统部门因资本边际收益递减而导致的经济增长放缓问题,引导经济增长逐渐从依赖资本积累转向依赖知识创新,推动产业向高技术产业转型。
知识溢出推动新供给与新需求动态平衡。知识溢出引致新技术流动,带动地区发展,为保持竞争力微观主体将增加研发投入、改进生产流程、提高产品质量,同时资源将被重新配置,投至能够带来竞争优势的领域。此过程使新产品与新服务不断涌现,消费者选择空间扩大、市场标准提升,创造高水平需求,如此形成正向循环,即知识溢出带动发展,激发竞争,竞争引致创新,创新又进一步加剧竞争,推动整个地区的供给水平不断提高,引领消费扩容提质,实现供需高水平动态平衡。
综上所述,大数据战略在试验区的实施会以知识溢出形式提升城市新质生产力。随着大数据战略的深入实施和不断完善,其对城市新质生产力发展的促进作用将愈加明显,因此本文提出以下假设:
H2:大数据战略的实施会通过知识溢出有效提升城市新质生产力。
Yilmaz 等[22]较早将空间溢出效应纳入经济活动影响分析框架,研究已证实城市经济活动存在显著空间溢出效应[11],忽视空间相关性可能导致对经济活动影响的严重高估。另外,由于知识溢出具有空间衰减特性及强外部性,空间计量方法在其研究中日益受到重视。大数据战略的实施会产生知识溢出,必然会在空间上发生影响,因此有必要从空间视角上对其影响进行进一步研究。基于此,本文提出以下假设:
H3:大数据战略通过知识空间溢出效应提升邻近城市新质生产力。
本文的理论框架如图1所示。
本文考察的时间范围为2009—2021年,数据来源于《中国统计年鉴》《中国工业统计年鉴》《中国城市统计年鉴》《中国环境统计年鉴》《中国经济普查年鉴》《中国城市和产业创新力报告2017》、国际机器人联盟(IFR)、北大数字金融研究中心、国家专利局以及各省份统计资料,缺失数据使用插值法补全。
(1)新质生产力
新质生产力 (NQP)。新质生产力以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵。劳动者的劳动、劳动对象和劳动资料天然就是劳动过程三要素。因此,本文从新质劳动者、新质劳动对象、新质生产资料三个层面出发建立如表1所示的评价指标体系,使用熵权TOPSIS法对全国277个地级市新质生产力进行测度。
(2)大数据战略
大数据战略(treat×policy),使用国家大数据综合试验区试点政策虚拟变量表示,若某城市在某年度被选择为“国家大数据综合试验区”试点城市,则将当年及当年之后的样本取值为1,其余取0。
(3)知识溢出
知识溢出(kf),以一地区专利被引用数量为知识溢出衡量指标能在一定程度上表示知识溢出,但难以体现知识溢出空间效应,本文借鉴马茜等[23]的方法,构建式(6)的修正引力模型对知识溢出进行测度。

式(6)中,Fij表示城市i与城市j知识溢出联系强度,也是两城市间知识溢出空间关联的空间权重矩阵,Gijt为修正常数,PiPj分别代表城市i和城市j的科研综合技术服务业从业人员数量,Kit代表城市it年的自有知识存量,Dij为两城市间的距离。自有知识存量使用永续盘存法测算,如式(7)。

式(7)中,δ为折旧率,设置为15%,Iiti地区第t年的实际科学技术支出,g为考察期内实际科学技术支出的平均增长率。

(4)控制变量
为避免出现遗漏变量问题,本文纳入了可能对新质生产力产生影响的因素作为控制变量,具体指标及测算方法如下:①外商投资(FDI),当年使用外资占地区生产总值比重;②财政支出水平(Fin),各地方财政支出占地区生产总值比重;③工业化水平(IL),工业增加值与地区生产总值之比;④人口规模(lnpop),城市常住人口总数取对数。
本文基于国家大数据综合试验区设立进行大数据战略政策研究,多期双重差分模型在缓解内生性、捕捉政策滞后效应方面具有优势,同时能够有效处理试验区设立时间不统一问题,因此本文使用式(9)所示的多期双重差分模型估计大数据战略对城市新质生产力的实际影响效果。

式(9)中NQPit代表城市新质生产力,是本文的被解释变量,核心解释变量treatit× policyit代表大数据战略,Xit代表控制变量。α0为常数项,回归系数α1度量大数据战略实施对城市新质生产力的影响效应,是本文最为关注的参数,μiδt分别表示城市固定效应与时间固定效应。εit表示随机扰动项。
为考察知识溢出在大数据战略对新质生产力影响过程中的作用机制,本文使用牛志伟等[24]提出的四段式中介效应模型进行机制检验,以提升实证链条完备性,并且避免三段式中介效应模型可能导致的内生性问题。本文四段式中介效应模型由式(9)、式(10)、式(11)和式(12)组成。

kfit代表知识溢出,式中其他变量含义与式(9)相同。
鉴于政策实施与知识溢出的强外部性以及新质生产力发展的空间依赖性,忽视空间相关性问题可能导致模型估计偏差。因此本文构建如式(13)的空间杜宾双重差分模型,以深入考察空间效应。

式(13)中,χ1为城市新质生产力的空间滞后系数,χ2χ3 分别表示大数据战略对本地和邻近地区新质生产力的影响系数,W为空间权重矩阵。
表2报告了“大数据战略-城市新质生产力”的基准回归结果。第(1)列仅控制城市及年份固定效应,第(2)列则在此基础上进一步引入了控制变量。结果显示本文关注的参数α1为0.0024,并且在1%水平上显著,假设1得证。大数据战略的实施为城市发展提供了新的增长点,提升了城市新质生产力。
为揭示不同类型城市新质生产力发展差异,本文采用分样本回归进行城市区位和产业结构水平异质性检验。城市区位的划分上,将样本城市分为东部城市和中西部城市。产业结构水平的划分上,结合政策实施年份和数据可得性,按2016年第一产业增加值占GDP比重的中位数将样本进行分组。回归结果(见表3)表明大数据战略对东部城市、强产业结构城市的新质生产力影响效应较为显著,证实这些地区能依托其区位和产业结构优势合理配置资源,形成大数据战略对新质生产力的正向促进效应。中西部城市系数虽为正,但已无统计学意义,细究其因,这些城市尽管拥有利于数据中心建设的资源禀赋,但配套产业链缺失,导致资源利用率低下,加之数字产业整体实力不足[25],使得大数据战略对该区域新质生产力的赋能效应不甚明显;弱产业结构地区的影响效果也颇为显著,可归因于大数据战略对其新兴产业培育的后发优势及其自身劳动力优势。
本文采用事件分析法[26],构建式(14)的模型进行平行趋势检验,以保证估计结果的有效性。

k为相对于政策首次实施年份的时间距离,研究时段覆盖政策实施前后6年,并将政策冲击开始的前一年作为基准年。平行趋势检验结果如图2所示,政策实施前,各期回归系数均不显著,实验组和对照组不存在显著差异,政策实施后回归系数基本显著大于0,表明实验组与对照组开始出现差异,政策实施当期由于滞后效应导致回归系数不显著,实施后第四期和第五期出现波动,随后回归显著,模型设定通过平行趋势检验。
当政策实施存在交叠时,处理效应为两期估计的平均效应,即使模型设定满足平行趋势检验,模型估计也可能会存在“坏的控制组”,出现负权重问题导致估计偏误。因此本文参照Goodman-Bacon[27]的方法进行偏误诊断,表4图3报告了Goodman-Bacon分解结果。由表4可知,可能造成估计偏误的“后处理vs先处理”DID对照组的平均DID估计量为-0.011,可能会引起影响效应的低估,但其权重仅为0.004,从图3中也可观察到,“后处理vs先处理”组的权重较小,对估计结果的影响甚微。
尽管前文偏误诊断中“后处理vs先处理”组的权重较小,可能不会对估计结果产生影响,但试验区的分批设立可能会使双向固定效应模型的处理效应在异时或在组间存在异质性,为充分揭示政策实施动态影响,本文借鉴Callaway 和Sant Anna[28]的计量模型,估计大数据战略实施年份g在实施后t年内的动态影响即平均处理效应ATTgt),图4图5分别汇报了2015年、2016年实行大数据战略的无条件和有条件分组时间平均处理效应,有条件组别使用了双重稳健估计量进行估计,两者均在城市水平上进行聚类,图中圆点表示点估计值,同时给出了95%置信区间。从图中可知,2015年实施大数据战略的组别动态效应显著,在政策实施后一年开始对新质生产力有明显提升效果,而2016年组别动态效应不显著。可能的原因是贵州作为2015年确立的首个试验区,得到国家政策大力扶持,成为全国数据汇聚及应用高地,与新质生产力相匹配的要素得到培育,因此呈现明显“集聚效应”,新质生产力得到提高,后发城市从贵州建设中借鉴成功经验,能够快速应对市场竞争变化,较快完成集聚,向周边城市形成溢出,发展上呈现“扩散效应”而非“集聚效应”[23]
考虑到不可观测特征影响,本文进行了安慰剂检验。随机抽取原样本中80个城市伪造试验区作为实验组,其余样本作为对照组,重复进行1000次回归后得到如图6的虚拟回归系数分布图。可以观察到回归系数普遍集中在0附近,服从正态分布,且这些估计系数显著低于实际估计值0.0024。据此可认为,排除不可观测特征影响后,本文基准回归结论稳健。
(1)PSM-DID估计。为克服系统性差异,本文采用PSM方法进行稳健性检验。使用控制变量作为协变量,采用最近邻匹配方法为实验组匹配控制组,后进行平衡性检验以确保匹配后的实验组和控制组在可观测特征上具有相似性,通过平衡性检验后,利用匹配后的样本重新进行回归。 (2)剔除其他政策干扰。新质生产力本身就是绿色生产力,低碳城市试点政策对新质生产力的促进作用不言自明,智慧城市试点是数实融合重要手段,与国家大数据综合试验区政策效应或有重叠,本文所得到的结果可能并非大数据战略对新质生产力影响的“净效应”。为此将低碳城市试点政策 (D2010) 、国家智慧城市试点政策(D2012)作为控制变量纳入模型重新估计。(3)内生性检验。解决内生性问题的重要方法是寻找合适的工具变量。大数据战略的实施离不开电力支持,符合相关性要求,新质生产力与用电量之间并不存在直接关系保证了外生性,因此本文选取城市全年用电量对数(lnElec)作为工具变量进行内生性检验。表5报告了上述稳健性检验结果,在消除自选择问题、剔除其他政策干扰、使用工具变量后结论依然稳健可靠。
据前文理论分析,知识溢出是大数据战略提升城市新质生产力的重要机制,因此本文将进一步实证检验知识溢出是否在此过程中发挥传导作用。表6报告了机制检验结果,第(1)、(2)列表明,大数据战略可以有效提升城市新质生产力,并且对知识溢出有积极影响,第(3)列中知识溢出对城市新质生产力的回归系数显著为正,表明知识溢出可促进城市新质生产力,第(4)列将知识溢出与大数据战略一同纳入模型对新质生产力进行回归,结果显示大数据战略的系数显著程度有所下降,这表明知识溢出可能在大数据战略影响城市新质生产力的过程中发挥了中介作用。在此基础上进行Sobel检验,结果显示Z统计量为8.246并且在1%显著性水平上显著,同时本文进行了Bootstrap(500次)抽样检验,抽样结果显示,中介效应置信区间不包含0。以上结果说明大数据战略实施会通过知识溢出有效提升城市新质生产力,假设2得到验证。大数据战略能够压缩时空距离并引发研发要素流动,形成知识溢出,知识溢出不仅加速了科技创新成果转化应用,推动了产业升级,而且增强了供给端对市场动态的响应能力,从而提升了新质生产力。
新质生产力全局Moran's I指数的计算结果如表7所示,2009—2021年新质生产力全局Moran's I指数均大于0,并且在1%水平下通过显著性检验,在空间上有很强的正相关性,适合做空间计量分析。
在此基础上绘制局部Moran's I指数散点图,限于篇幅本文只汇报2021年结果。如图7所示,新质生产力形成明显的“高水平新质生产力-高水平新质生产力”“低水平新质生产力-低水平新质生产力”城市群集聚现象,大部分东部地区在第一象限形成“高-高”集聚,中西部地区在第三象限形成“低-低”集聚,新质生产力表现出较为强劲的空间效应。
本文基于LM检验、Hausman检验以及LR检验结果,最终确定采用双向固定效应空间杜宾模型进行分析。表8报告了分解后的空间溢出效应,直接效应和间接效应分别表示大数据战略实施通过知识溢出效应对本地和邻近城市新质生产力的影响。使用知识溢出空间关联矩阵的空间杜宾模型间接效应和总效应均显著为正,说明大数据战略所引致的知识溢出能显著提升邻近城市新质生产力。为了结果稳健性,本文列示了使用知识溢出空间关联矩阵的空间滞后模型及使用地理距离矩阵的空间杜宾模型估计结果,结果均显示大数据战略对邻近城市新质生产力发展存在正向空间溢出,假设3成立。
本文基于国家大数据综合试验区的设立这一准自然实验,以2009—2021年277个地级市为样本,使用双重差分方法考察了大数据战略对城市新质生产力的影响及作用机制。主要研究结论及贡献如下:
(1)大数据战略在提升城市新质生产力方面发挥了显著作用。研究表明,大数据战略能够有效促进城市高科技、高效能、高质量发展,从“动力”和“方向”两个维度提升了城市新质生产力。本文从城市层面完整测度了新质生产力,拓展了新质生产力研究边界,并将大数据战略与城市新质生产力纳入同一理论分析框架,克服了从经济效益或生态效益单维视角探讨大数据战略影响的局限性,为培育城市新质生产力提供了经验证据。
(2)大数据战略对城市新质生产力的影响存在异质性。一是政策效果有区域差异,大数据战略实施对于我国东部地区新质生产力的提升作用更为明显,而对中西部城市的提升作用不甚明显。二是使用交叠DID模型进行动态效应检验时发现政策具有实施时序差异,先行施策城市新质生产力展现出强劲增长势头,呈现出 “集聚效应”,后发城市则呈现出 “扩散效应”。这一发现论证了大数据战略对城市新质生产力的促进作用差异,对缩小区域发展差异、识别政策效应动态变化、完善政策设计以提升城市新质生产力有重要政策价值。
(3)大数据战略的实施会通过知识溢出有效促进城市新质生产力。理论分析及实证研究结果显示,知识溢出是大数据战略推动新质生产力提升的重要传导机制,这一过程具有明显空间溢出效应,促进了邻近城市新质生产力提升。本文构建了知识溢出的传导机制模型,并在空间上探讨知识溢出在影响过程中所起到的链接作用,基于实证分析揭示了大数据战略通过知识溢出提升城市新质生产力的作用机制,为后续研究提供了较为清晰的理论框架。
基于上述研究结论,本文提出以下政策启示:
(1)横向扩大大数据战略试点范围,充分发挥试点城市示范引领作用。本文验证了大数据战略对提升城市新质生产力的积极影响,持续发挥其作用需要进一步扩大试点范围,确保参建区域充分利用大数据资源和技术,形成完善的大数据发展生态体系,持续提升城市新质生产力。
(2)纵向推进大数据战略走深走实。我国中西部地区有深厚的数字产业发展基础,强劲的数字经济发展势头,但尚未构建有效的区域协同发展机制,加之资源利用效率较低,数字产业整体实力较弱,因此大数据战略对我国中西部地区新质生产力的影响效应有待进一步深化,在战略推进过程中应综合评估区域特色,利用比较优势明确中西部城市发展重点,将其资源优势转化为数字优势,选择试点城市时政策应向中西部地区适度倾斜,以形成区域发展合力;在东部地区坚决贯彻大数据战略,充分发展并利用好已建成的试点城市,强化其辐射带动效应,以点带面深化政策效果。
(3)考虑政策实施时序差异,推动先行实施大数据战略地区的持续发展,为后发城市制定差异化发展战略。先行施策城市新质生产力增长明显,已取得显著成效,政府应继续提供政策支持,保持其发展优势,并系统总结先行试验区成功经验,为后发城市政策实施提供参考;后发城市在资源获取上面临更激烈的竞争,因此需要制定与先行城市差异化的发展战略,专注特定领域,形成竞争优势,快速完成集聚后持续发挥“扩散效应”。
(4)强化知识溢出机制,充分释放大数据战略空间贡献能力,提升城市新质生产力。一方面,促进产学研用深度融合,鼓励企业和研究机构合作,推动大数据技术创新应用,促进数据资源开放共享,实现数据互联互通;另一方面,深化区域合作,加速构建统一要素市场,最大程度发挥大数据战略数据要素倍增效应,强化知识溢出机制,释放空间溢出效应,缩小区域发展差异。
本文从知识溢出的视角构建了大数据战略提升城市新质生产力的理论框架,为发展新质生产力提供了新的理论洞察,然而研究仍存在局限性。一是差异性探讨不足。仅从城市区位、产业结构水平、政策实施时序上对城市进行了异质性分析,没有讨论不同城市在资源、技术、政策环境等方面的差异,可能导致理论框架普适性受限,未来可采用多案例研究方法做针对性讨论。二是受限于政策实施年份,只观察到中短期内大数据战略对城市新质生产力的影响及作用机制,未来可继续深化研究,丰富相关理论体系,提供更为全面的经验证据。
