This study aims to promote the diffusion of green technological innovation,and mitigate the dual pressures of energy shortages and environmental degradation on socio-economic development. We categorized the diffusion of green technological innovation into two stages: diffusion among cluster enterprises and diffusion of green innovation products among market consumers,based on the interactive relationship between innovation subjects and demand subjects. Given the heterogeneity of the diffusion network,a three-stage game model for diffusion of green technological innovation under heterogeneous supply-demand network environments was constructed,consisting of game players,evolutionary rules,and network structures. A representative case study was chosen for numerical simulation analysis. The research showed that government incentives for dissemination of green technological innovation among cluster enterprises and adoption of green products by consumers are notably affected by the cluster's organizational structure and the number of green innovative enterprises,respectively. Furthermore,the impact of these incentives diminishes as their scale increases,reflecting the principle of diminishing marginal returns. Compared to peripheral enterprises,core enterprises are more heavily influenced by the cluster's green innovation organizational structure when deciding to adopt green technology,and they demonstrate greater sensitivity to government subsidies and the maturity of green technology. Market demand for green products follows the principle of price competition,meaning that lowering prices can stimulate their adoption. Furthermore,technological maturity and environmental benefits of green products are key factors influencing their adoption. The stability of the green technology dissemination process is affected by the network structure of the dissemination group. Lowering research and development costs or product prices can effectively enhance this stability. The research findings have identified stable conditions favorable to the diffusion of green technological innovation and defined optimal government subsidy boundaries under specific conditions,and they will provide theoretical and practical guidance for enhancing diffusion efficiency.

为推动绿色技术创新扩散,缓解能源短缺与环境恶化对社会经济发展的双重压力。基于创新主体与需求主体的利益交互关系,将绿色技术创新扩散分为两阶段,分别为绿色创新技术在集群企业间扩散与绿色创新产品在市场消费者间扩散,且考虑扩散群体网络结构的差异性,构建由博弈主体、演化规则和网络结构三要素组成的供需端异质网络环境下绿色技术创新扩散三阶段博弈模型,并选取典型案例进行数值仿真分析。研究表明:当政府激励绿色技术创新在集群企业间和市场消费者间扩散时,最优补贴阈值分别受集群组织结构和绿色创新企业数量显著影响,且激励效用均存在边际递减现象;相较于边缘企业,核心企业采纳绿色创新技术的决策行为受集群绿色创新组织结构影响,并对政府经济补贴与绿色创新技术成熟度表现出更高的敏感度;绿色创新产品的市场需求遵循价格竞争原则,降低其市场价格有利于驱动其扩散,同时绿色创新产品的技术成熟度以及释放的绿色效益也是影响其扩散的主要因素;绿色技术创新扩散过程的稳定性受扩散群体网络结构影响,降低绿色创新技术研发成本或绿色创新产品价格能够有效提高创新扩散的稳定性。研究结论得到有利于绿色技术创新扩散的稳定条件以及特定条件下的政府补贴边界,对于提升绿色技术创新扩散效率具有理论与实践指导意义。

为推动绿色技术创新扩散,缓解能源短缺与环境恶化对社会经济发展的双重压力。基于创新主体与需求主体的利益交互关系,将绿色技术创新扩散分为两阶段,分别为绿色创新技术在集群企业间扩散与绿色创新产品在市场消费者间扩散,且考虑扩散群体网络结构的差异性,构建由博弈主体、演化规则和网络结构三要素组成的供需端异质网络环境下绿色技术创新扩散三阶段博弈模型,并选取典型案例进行数值仿真分析。研究表明:当政府激励绿色技术创新在集群企业间和市场消费者间扩散时,最优补贴阈值分别受集群组织结构和绿色创新企业数量显著影响,且激励效用均存在边际递减现象;相较于边缘企业,核心企业采纳绿色创新技术的决策行为受集群绿色创新组织结构影响,并对政府经济补贴与绿色创新技术成熟度表现出更高的敏感度;绿色创新产品的市场需求遵循价格竞争原则,降低其市场价格有利于驱动其扩散,同时绿色创新产品的技术成熟度以及释放的绿色效益也是影响其扩散的主要因素;绿色技术创新扩散过程的稳定性受扩散群体网络结构影响,降低绿色创新技术研发成本或绿色创新产品价格能够有效提高创新扩散的稳定性。研究结论得到有利于绿色技术创新扩散的稳定条件以及特定条件下的政府补贴边界,对于提升绿色技术创新扩散效率具有理论与实践指导意义。

This study aims to promote the diffusion of green technological innovation,and mitigate the dual pressures of energy shortages and environmental degradation on socio-economic development. We categorized the diffusion of green technological innovation into two stages: diffusion among cluster enterprises and diffusion of green innovation products among market consumers,based on the interactive relationship between innovation subjects and demand subjects. Given the heterogeneity of the diffusion network,a three-stage game model for diffusion of green technological innovation under heterogeneous supply-demand network environments was constructed,consisting of game players,evolutionary rules,and network structures. A representative case study was chosen for numerical simulation analysis. The research showed that government incentives for dissemination of green technological innovation among cluster enterprises and adoption of green products by consumers are notably affected by the cluster's organizational structure and the number of green innovative enterprises,respectively. Furthermore,the impact of these incentives diminishes as their scale increases,reflecting the principle of diminishing marginal returns. Compared to peripheral enterprises,core enterprises are more heavily influenced by the cluster's green innovation organizational structure when deciding to adopt green technology,and they demonstrate greater sensitivity to government subsidies and the maturity of green technology. Market demand for green products follows the principle of price competition,meaning that lowering prices can stimulate their adoption. Furthermore,technological maturity and environmental benefits of green products are key factors influencing their adoption. The stability of the green technology dissemination process is affected by the network structure of the dissemination group. Lowering research and development costs or product prices can effectively enhance this stability. The research findings have identified stable conditions favorable to the diffusion of green technological innovation and defined optimal government subsidy boundaries under specific conditions,and they will provide theoretical and practical guidance for enhancing diffusion efficiency.

随着我国工业规模和消费者需求的持续扩大,能源短缺、环境污染与经济可持续发展之间的矛盾愈显尖锐[1]。面对生态环境恶化与自然资源短缺的“双重红线”,我国经济发展亟需从传统要素驱动转向绿色可持续发展模式[2]。发展绿色经济的关键在于绿色技术创新,在推动经济高质量发展进程中,政府将培育和发展绿色技术创新置于社会治理体系的关键位置,并制定激励政策推动绿色技术创新扩散[3]。然而,由于绿色技术创新研发的技术壁垒与高风险高投入,以及消费者环保意识的不足[4],导致绿色技术创新在以化石燃料为主要能源供给的企业群体中扩散仍然面临巨大挑战。此外,技术不成熟进一步加剧了绿色创新产品市场需求的疲软态势,从而无法为企业绿色技术创新研发与扩散提供持续动力[5]。针对上述挑战,如何激励企业群体提高绿色技术创新研发自主性、如何发挥市场机制对于绿色创新技术在企业间扩散的拉动作用、如何解决绿色创新产品市场需求的疲软态势是当前研究需重点关注的问题。通过研究企业对绿色创新技术、消费者对绿色创新产品采纳意愿的影响因素,探索绿色技术创新扩散机理,从而提出有助于推动绿色技术创新扩散的政策建议,将不仅有利于实现经济发展方式由资源高投入、创新低产出向绿色高效可持续发展的转换,从而缓解能源短缺与环境恶化对社会发展的双重压力[6],而且对于政府科学施策构建绿色低碳创新循环产业体系,加快建设绿色创新型国家等具有重要的理论研究价值和实践指导意义。
绿色技术创新扩散是指绿色创新技术与绿色创新产品在一个产业生态链内动态转移与传播,从而扩大相关活动规模的过程[7],具有扩散过程多阶段化、扩散种群内部利益交互复杂化的特征[8]。企业间绿色创新技术扩散促进了绿色创新技术的传播与发展,提高了产品质量和生产效率,有助于驱动绿色创新产品在消费者间的扩散[8];而消费者对绿色创新产品的需求反向激励企业采纳绿色创新技术,促进绿色创新技术在企业间扩散[9]。但是,由于绿色创新技术研发长周期性与高成本性,若不能产生足够价值收益,则无法为企业持续性绿色技术创新提供经济支撑,进而将削弱企业绿色技术创新积极性[10]。实现企业绿色技术创新的价值依赖于市场机制的拉动作用,在绿色创新产品进入市场扩散初期,产品价格和消费者认知偏好是影响绿色创新产品短期内扩散的主要因素,产品质量是决定持续性扩散的关键[11]。在价格竞争市场,高成本的绿色创新产品难以取得竞争优势,而通过提高产品质量、增塑公众环保意识等途径,能够有效推动绿色创新产品在消费者间扩散,进而拉动绿色创新技术在企业间的扩散[12]。然而,由于扩散主体的决策行为均受主观意愿和外部因素的影响,导致企业和消费者对绿色技术创新的采纳决策处于动态调整中,影响了绿色技术创新扩散的稳定性和效率[13]
政府经济补贴和税收优惠等措施作为企业绿色技术创新重要支持和保障,能够有效激发企业绿色技术创新持续意愿,降低负外部性因素对于绿色技术创新扩散稳定性的扰动[14]。然而,不同政策发挥的激励效用在本质上存在差异性。如基于惩罚性质的环境税,虽然能够作为外部推力驱动企业群体采纳绿色技术创新,但无法改变企业主观的创新决策意识[15]。相比之下,具有激励性质的补贴政策能够降低企业绿色技术创新研发经济负担,从而提高企业采纳的主观意愿[16]。同时,有学者认为制定对企业和消费者的双边补贴政策,更能显著发挥补贴的激励效用[17]。然而,政府补贴政策也可能造成负面影响,如挤出私人投资、引发机会主义等,影响企业自主研发和采纳动机,从而阻碍了绿色技术创新扩散[18]。因此,推动绿色技术创新扩散不仅需要发挥政策调控作用,也要遵循能够精准反映产品需求变化的市场导向机制,通过资源配置优化激发社会创新活力,形成市场机制与政策机制的协调互补,进而产生促进绿色技术创新扩散的持续性推力。
绿色技术创新扩散成效不仅受外部诱因的显著影响,也与群体内部决策的互动关系有关。企业与消费者决策过程均存在“群体效应”,个体通过学习和模仿种群内其他成员行为,以调整自身决策与种群保持一致[19]。复杂网络扩散博弈能够解释博弈种群从个体行为形成到群体行为的演化机制,模拟出种群行为的进化趋势及影响因素[20],对于研究绿色技术创新在企业群体与消费者群体间扩散具有较高的适应性[21]。绿色技术创新扩散是一个复杂动态网络扩散过程,供需端扩散群体内部交互关系形成具有不同拓扑统计特征的复杂扩散网络,共同组成了绿色技术创新扩散供需端异质性网络环境。基于供给端,产业聚集形成企业集群,其中大部分企业在集群网络中处于边缘配套性地位,拥有较小的节点度,而少量核心企业引领支撑集群的发展,与其他企业联系密切,节点度较高[22],集群中企业的分布与联系关系反映了“无标度”网络的幂分布特征,构成了集群企业无标度扩散网络[8]。基于需求端,社交媒体的发展使消费者之间联系密切,从众心理导致其消费行为呈聚类分布,绿色创新产品在消费者群体间扩散结构关系符合“小世界”网络特征[23]。因此,绿色技术创新扩散供需端异质性网络环境包括由供给端企业群体构成的无标度扩散网络与需求端消费者群体构成的小世界扩散网络。复杂网络扩散博弈能够将多个异质性网络结构纳入到同一个研究框架中,模拟创新技术扩散过程中不同群体决策行为的演化过程,为预测和干预绿色技术创新扩散动态机制提供独特的研究理论与方法[20,24]
当前研究多聚焦于探讨企业群体采纳绿色技术创新扩散的决策行为、影响机制及其扩散成效,少数研究基于市场需求分析消费者绿色消费行为对于绿色技术创新扩散的驱动效应,但缺乏考虑市场需求激励作用、企业发展水平异质性以及供需端群体所处网络环境的异质性对绿色技术创新扩散的影响。企业间的绿色创新技术扩散和消费者间的绿色创新产品扩散共同构成了绿色技术创新扩散的供给端和需求端,供需端之间相互反馈激励为绿色技术创新的扩散提供了内在动力。因此,本文基于创新主体与需求主体的利益交互关系,考虑政策机制与市场机制的协调互补,针对企业发展水平异质性与扩散群体网络拓扑特征异质性,基于演化博弈理论和复杂网络理论,构建由博弈主体、演化规则和网络结构三要素组成的供需端异质网络环境下绿色技术创新扩散三阶段扩散博弈模型,以探究解决以下几个问题:(1)基于不同的网络拓扑特征,企业群体和消费者群体内部因素如何影响绿色技术创新的扩散?(2)绿色技术创新供需端之间的相互作用机理如何?(3)考虑市场机制与政策机制的协调互补,政府补贴如何影响供需端绿色技术创新扩散?本文研究政府激励下的企业与消费者采纳绿色技术创新策略的动态调整过程,分析内外部因素对绿色技术创新扩散的影响机理,从而为建立遵循市场导向原则下具有政府政策协调作用的绿色技术创新扩散机制提供理论依据。
本文分析绿色技术创新扩散从创新激发到市场融入的扩散过程,分为三个阶段:第一阶段为政府推动阶段,政府通过制定政策措施激励企业采纳绿色创新技术、消费者购买绿色创新产品,为绿色技术创新在集群企业间和市场消费者间扩散提供推力;第二阶段为绿色创新技术在集群企业间扩散阶段,在外部政策环境与内部企业发展需求综合影响下,企业采纳绿色创新技术进行研发与生产,向市场消费者提供绿色创新产品;第三阶段为绿色创新产品在市场消费者间扩散,消费者基于绿色创新产品的综合效益做出消费决策,驱动绿色技术创新在市场需求端的广泛传播,为企业绿色技术创新扩散提供拉力。
本文利用反向归纳法解决研究问题,首先利用古诺均衡垄断模型确定博弈第二阶段集群企业不同技术创新策略情景下的均衡需求与利润,分析集群企业的稳定演化策略;随后根据消费者购买传统创新产品和绿色创新产品的综合收益对比,探讨博弈第三阶段消费者消费决策的稳定演化策略;最后,基于供需端博弈稳定均衡条件,采用间接博弈法确定政府对供需端的最优补贴策略。考虑供需端异质网络环境下的绿色技术创新三阶段扩散博弈逻辑关系如图1所示。
基于上述研究描述,做出如下假设:
H1:假设政府基于两种期望目标制定补贴政策,一是对企业生产的绿色创新产品进行补贴,补贴率为生产成本的se,激励企业开展绿色创新研发,推动集群中绿色创新企业数量达到目标值;二是以产品消费券、购置税减免等措施激励消费者购买绿色创新产品,补贴率为绿色创新产品市场价格的sc,推动市场上绿色创新产品占有率达到目标值。
H2:集群内从事相关活动的企业数量为m,基于自身利益综合考虑,企业创新决策不同。假设m个企业中选择绿色创新技术的企业比例为ϕ,其中核心企业占比x,边缘企业占比y。选择传统创新技术和绿色创新技术生产产品的基本成本分别为CtCgCg>Ct)。企业采纳绿色创新技术承受的风险损失与掌握的创新技术成熟度有关,核心企业和边缘企业掌握的绿色创新技术成熟度分别为δcδm,采纳绿色技术创新生产产品的风险损失为κ,风险损失随企业掌握绿色技术创新成熟度呈现非线性变化(κe-δ[25]。集群企业之间可以通过交流合作降低风险,但开展交流活动需支付一定费用ff随集群中绿色技术创新企业的比例增加而降低(fe-ϕt)。企业采纳绿色创新技术减少了能源消耗,保护了生态环境,产生正向的社会效应εg;而采纳传统创新技术则不利于实现经济的绿色发展,产生负向的社会效应εt。同时,政府会对非耗能相对较高的非绿色产品征收产品税,征税额为μ
H3:假设市场消费者中具有绿色产创新品偏好的消费者比例为η,消费者购买产品获得自身需求满足感为h,绿色创新产品与传统产品市场价格受成本影响而不同,分别为Pgt)、Ptt)(Pgt)>Ptt)),绿色创新产品对消费者和社会释放一定的绿色效益lg[23],如节能环保效益、生态循环效益和长效经济效益等。
以利润和成本函数为基础,在特定市场中,产品价格市场逆需求函数为:P=a-bq1+q2)。其中P为产品市场价格,a为产品价格上限,b为市场需求的价格弹性系数。假设核心企业与边缘企业选择绿色创新技术策略生产绿色创新产品的成本函数分别为${c}_{c}^{g}$=(cg+κ${e}^{-{\delta }_{c}}$-secg${c}_{m}^{g}$=(cg+κ${e}^{-{\delta }_{m}}$-secg。由于传统技术趋于成熟,生产成本受企业发展水平影响较小,因此,假设核心企业与边缘企业选择传统创新技术策略生产成本函数均为c=ct+μ

依据自身利益最大化原则,消费者在购买产品时有两种决策行为,分别为购买“绿色创新产品”和购买“传统创新产品”。不同产品的市场价格、使用效益等不同,对消费者的期望收益产生影响。在集群核心企业与边缘企业采纳不同技术创新策略情景下,消费者α和消费者β博弈收益支付矩阵如表2表3所示。为方便计算,令:Pgg=a-b${q}_{c}^{gg}$+${q}_{m}^{gg}$),Pgt=a-b${q}_{c}^{gt}$+${q}_{m}^{gt}$),Ptg=a-b${q}_{c}^{tg}$+${q}_{m}^{tg}$),Ptt=a-b${q}_{c}^{tt}$+${q}_{m}^{tt}$)。

集群创新网络中的企业决策行为受网络中相邻企业节点影响。当创新网络中节点企业Ma随机与一个相邻节点Mb进行收益比较,若自己当前采纳创新策略收益小于邻居节点策略收益(UMb<UMb),在随后的时间里,企业Ma将以概率τ模仿企业Mb的创新策略,见(24)。

其中,ν表示集群企业所处环境的噪声强度,即外部环境的不确定性,包括动态性与复杂性等。ν越大,对企业模仿或学习邻居节点企业创新策略的干扰越大(本文取ν=0.5)。
将特定市场的消费者群体看作一个由N个节点组成的最近邻耦合网络,网络中任意节点Na与其相邻的k/2节点产生连接(k为偶数,且1<k/2<N)。节点Na完成某种特定连接后会以概率$\stackrel{-}{\omega }$与另一节点Nb随机连接(无重复现象),构成小世界网络模型(25)。

其中P代表消费者消费偏好。消费者根据对自身和邻接消费者节点购买产品的收益进行比较,依据式(25)的规则调整自身博弈策略。
当企业与消费者在博弈过程中分别按照上述规则学习和调整自身策略时,随着迭代次数的增加,网络结构由动态变化逐渐趋于平衡稳定状态,实现绿色技术创新的扩散。
根据集群核心企业与边缘企业博弈系统的复制动态方程式(18),可得如下命题:

根据演化博弈渐进稳定性条件判断主体博弈的演化稳定策略(ESS),满足博弈动态系统雅克比矩阵(Jacobian)行列式det>0且迹tr<0的均衡点为博弈系统的ESS。
根据式(18)也可得集群企业采纳技术创新策略动态演化系统的Jacobian矩阵为:

命题2:集群核心企业与边缘企业采纳技术创新决策演化过程中存在两个阈值s1e${s}_{e}^{2}$,政府对企业的补贴处于不同的阈值区间时,系统的ESS不同。当se>max{s1e${s}_{e}^{2}$}时,博弈系统的ESS为(1,1);当${s}_{e}^{2}$>se>s1e时,博弈系统的ESS为(0,1);当s1e>se>${s}_{e}^{2}$时,博弈系统的ESS为(1,0);当sg<min{${s}_{e}^{1}$${s}_{e}^{2}$}时,系统的ESS为(0,0)。s1e${s}_{e}^{2}$分别为:

在现实情景中,由于集群核心企业绿色技术创新能力相对较高,即δc>δm,因此${s}_{e}^{1}$>${s}_{e}^{2}$,均衡点(0,1)作为博弈系统的ESS不具现实意义。结合命题2可知,政府补贴力度影响集群企业采纳绿色技术创新决策的稳定性。同时,由于边缘企业采纳绿色技术创新的成本与风险较高,对政府补贴更为敏感,只有当政府补贴足够高时,才会稳定于选择绿色技术创新策略。因此,政府财政有限时,为实现补贴效益化最大,可针对集群核心企业制定补贴政策,培育绿色技术创新领军企业,推动绿色技术创新的扩散。此外,政府还可通过提供技术支持以降低绿色技术创新的风险损失,激励更多企业参与绿色技术创新以降低交流合作费用,以及加大对传统产品征收税额等方式增强企业采用绿色技术创新的优势。
为了直观呈现内外部因素对绿色技术创新扩散的影响,本文使用MATLAB软件进行数值模拟分析。以新能源汽车为模拟对象,参数数值设定参考企业绿色技术创新数据和已有相关文献[8,21,23],参数初始值设定如下:
以比亚迪秦Pro新能源汽车为例,官方指导价格为17.2万元/辆,消费者购买该款新能源汽车可享受政府2.2万元/辆的补贴,市场实际售价15.0万元/辆,每辆车的理论生产成本约为Cg=15.5万元/辆,补贴率约se=14.67%。同级别的大众朗逸、本田思域等燃油车市场均价为15.5万元/辆,成本约为Ct=12.8万元/辆,但是生产销售燃油汽车会的税收为售价的10%(μ=1.55万元)。假设地区内购买汽车的潜在消费者360万人(为方便计算,模拟的消费者群体初始值数量为1000),其中具有绿色消费偏好的消费者比例η=20%,消费者购买新能源汽车享受政府的各项补贴率约为sc=10%。集群中企业总数m=300家,其中核心企业80家,边缘企业220家。初始采纳绿色技术创新的企业占比ϕ=0.3,其中核心企业51家(x=0.6375),边缘企业39家(y=0.1773)。此外,其他参数赋值如下:a=20.0万元、b=1.0元/辆。新能源产业集群中核心企业和边缘企业初始掌握的绿色创新技术成熟度分别为δc=0.45、δm=0.3,风险损失κ=6,集群企业之间开展绿色技术创新交流合作的费用为f=1.0,企业选择不同技术创新策略对外部环境产生的正负社会效应分别为εg=2.0、εt=2.0。消费者购买汽车满足自身需求h=24.0,购买新能源汽车产生的绿色效益lg=0.6。
(1)对集群企业进行补贴
假设政府对企业采纳绿色技术创新的补贴为${s}_{e}^{0}$,集群中绿色技术创新企业比例为ϕ0。根据博弈稳定均衡理论,当x=x*时,无论y取何值均处于稳定状态,即边缘企业采纳何种技术创新策略在博弈中均为稳定策略;同理,当y=y*时,核心企业博弈策略也均为稳定策略。因此,x*y*是集群核心企业与边缘企业在采纳技术创新策略的演化博弈系统中唯一并存的单边稳定策略。
假设集群中核心企业与边缘企业数量分别为m1,m2m1+m2=m,令$\frac{{x}^{*}({s}_{e}^{0}){m}_{1}+{y}^{*}({s}_{e}^{0}){m}_{2}}{m}$=ϕ0,从而可以得出政府对企业最优补贴率${s}_{e}^{0}$。根据参数初始化赋值情况,可得政府对集群企业最优补贴率与集群核心企业、边缘企业数量之间的函数关系如图3所示。
图3中截面为政府推动绿色技术创新在集群企业中扩散的最优补贴阈值与集群中核心企业、边缘企业数量的函数关系曲面。可以看出,政府推动绿色创新技术扩散的最优补贴阈值受集群内不同发展水平的企业数量影响,集群内核心企业越多,政府对绿色创新企业最优补贴率越低,而边缘企业越多,政府的最优补贴率越高。这是因为集群核心企业创新能力较高,而边缘企业创新能力较低,采用绿色创新技术进行生产的风险损失较大,因此对于政府补贴更为敏感。
(2)对市场消费者进行补贴
政府对绿色创新产品的补贴满足消费者购买绿色创新产品的期望收益大于传统产品时,消费者倾向于购买绿色创新产品,政府推动绿色创新产品的扩散。
由于${\pi }_{a}^{g}$=${\pi }_{b}^{g}$${\pi }_{a}^{t}$=${\pi }_{b}^{t}$,令πg=${\pi }_{a}^{g}$πt=${\pi }_{a}^{t}$,当πg=πt,可得政府对绿色创新产品补贴率阈值${s}_{c}^{0}$=$\frac{{P}^{tt}+{l}_{g}-{P}^{tt}+y({P}^{tg}-{P}^{gt})+xy({P}^{tt}-{l}_{g}-{P}^{gg})}{(xy-x-y){P}^{gt}+xy({P}^{tg}-{P}^{gg})}$。当政府对消费者购买绿色创新产品的补贴率sc满足sc>${s}_{c}^{0}$时,消费者购买绿色创新产品的期望收益大于传统产品。根据参数初始赋值情况,可得政府对消费者补贴与集群企业选择技术创新策略概率的函数关系,如图4所示。
图4显示,集群核心企业与边缘企业采纳绿色技术创新的比例增加时,政府推动绿色创新产品扩散所需的补贴越少。当集群中绿色创新企业比例较低时,政府补贴额度较高时才能使消费者倾向于购买绿色创新产品。这是由于绿色创新产品具有较强的公共属性和外部性,绿色技术创新企业比例越大,市场绿色创新产品占有率越高,释放的正向社会效用越多。同时,集群中绿色技术创新企业越多,企业间交流合作成本越低,绿色创新产品的成本越低,越能提高市场占有率。
(1)绿色技术创新企业比例对绿色技术创新扩散影响
为分析集群中采纳绿色技术创新企业的比例对绿色创新技术扩散的影响,假设令绿色技术创新企业比例ϕ={0.1,0.3,0.5,0.7,0.9},仿真分析集群绿色技术创新企业比例对绿色创新技术在集群企业间扩散的演化过程及结果的影响,如图5所示。
图5(a)图5(b)可知,集群绿色技术创新企业比例较高时,有利于驱动绿色技术创新在集群核心企业间的扩散,但未对在边缘企业间扩散产生显著推动作用。这是由于核心企业绿色技术创新能力较高,采纳绿色技术创新积极性较高,同时,集群绿色技术创新企业越多,企业交流合作成本越低。但对于集群边缘企业,其自身创新能力较弱,从事绿色技术创新风险损失远大于交流合作的成本。
(2)绿色创新技术成熟度对绿色技术创新扩散影响
为分析绿色创新技术成熟度对绿色技术创新在集群企业间扩散的影响,假设令集群核心企业与边缘企业的绿色创新技术成熟度分别为δc∈{0.35,0.4,0.45,0.5,0.55}、δm∈{0.3,0.35,0.4,0.45,0.5},仿真分析绿色创新技术成熟度对绿色创新技术扩散的演化过程及结果的影响,如图6所示。
图6可知,提升企业绿色创新技术成熟度能够显著提高绿色技术创新在集群核心企业与边缘企业间的扩散深度,但是当企业绿色技术成熟度较低时,采纳绿色技术创新的集群企业比例逐渐降低并趋于0,即如果企业掌握的绿色创新技术成熟度较低,则潜在风险损失大于期望收益,因此企业不愿采纳绿色技术创新策略。
(3)政府补贴对绿色技术创新扩散影响
为分析绿色技术创新企业比例对绿色创新技术扩散的影响,假设令政府对企业的补贴率se∈{0.05,0.1,0.15,0.2,0.25,0.3,0.35,0.4},仿真分析政府补贴对绿色创新技术扩散的演化过程及结果的影响,如图7所示。
图7可知,政府补贴绿较低时,绿色技术创新扩散率会随时间的演化逐渐降低并趋于0。当政府逐渐加大补贴力度时,绿色技术创新在企业间的扩散范围逐渐扩大。同时也可看出,集群核心企业与边缘企业对于政府不同补贴水平敏感度存在差异。由图7(a)se=0.1时,政府补贴的激励效用较为明显,集群核心企业采纳绿色技术创新积极性较高;由图7(b),对于边缘企业,当se≥0.3时,政府补贴才能有效发挥激励效用,表明发展水平越低的边缘企业对政府补贴敏感性越低,采纳绿色技术创新积极性越低。
此外,通过图6图7对比表明,绿色技术创新在集群核心企业间扩散速度更快。这是由于核心企业在无标度网络中节点度更高,核心企业之间的联系更为密切,信息流动更快。因此,基于创新策略收益的对比,集群中核心企业采纳技术创新策略调整速度相比边缘企业更为快速。
(1)绿色技术创新企业比例对绿色创新产品扩散的影响
为分析集群绿色技术创新企业比例对绿色创新产品扩散的影响,假设令绿色技术创新企业比例ϕ∈{0.1,0.3,0.5,0.7,0.9},仿真分析集群绿色技术创新企业比例对绿色创新产品扩散的演化过程及结果的影响,如图8所示。
图8可知,集群中较低的绿色技术创新企业比例会使绿色创新产品市场占有率随着时间的演化逐渐降低,导致市场上选择购买绿色创新产品的消费者比例逐渐低于初始状态。逐渐提高集群企业采纳绿色技术创新的比例,当集群绿色企业比例ϕ=0.7时,能够维持绿色创新产品的市场占有率处于相对稳定状态。但尽管使集群绿色企业比例处于较高水平,仍对绿色创新产品在市场内的扩散无明显推动作用。
(2)绿色创新技术成熟度对绿色创新产品扩散影响
为分析集群绿色创新技术成熟度对绿色创新产品扩散的影响关系,假设令绿色创新技术成熟度δ∈{0.3,0.4,0.5,0.6,0.7,0.8},仿真分析绿色创新技术成熟度对绿色创新产品扩散的演化过程及结果的影响,如图9所示。
图9可知,当绿色创新技术成熟度较低时,消费者不愿购买绿色创新产品。这表明技术不成熟情况下生产的绿色创新产品也难以实现其“绿色”的核心竞争优势,导致绿色创新产品无法有效扩散。当绿色创新技术成熟度逐渐提升到一定程度,即当δ>0.7时,才能有效实现绿色创新产品在消费者间的显著扩散。这说明了消费者对于产品质量安全问题较为敏感,因此,提高绿色创新技术成熟度是驱动绿色技术创新扩散的关键途径之一。
(3)政府补贴对绿色创新产品扩散影响
为分析政府对消费者的补贴对绿色创新产品扩散的影响关系,假设令政府对消费者的补贴率sc∈{0.05,0.1,0.15,0.2,0.25,0.3},仿真分析政府补贴对绿色创新产品扩散的演化过程及结果的影响,如图10所示。
图10可知,消费者的消费行为受政府补贴较为敏感,且不同程度补贴的激励效用存在异质性。当补贴率在0.15以下时,政府补贴难以提高绿色创新产品的占有率,当补贴率大于0.15时,政府补贴对绿色创新产品的扩散呈现明显的正向激励作用,有利于提高绿色创新产品的市场占有率。政府补贴率0.10<sc<0.20时,补贴政策边际效用显著,提高补贴率对消费者购买绿色创新产品的激励效果较为明显。
通过图8图10也能看到绿色创新产品在市场消费者间扩散的演化波动幅度较大。这是由于消费者之间的社会关系更加多样化,导致具有小世界特征的绿色创新产品市场扩散网络节点之间的联系机制更为复杂,消费者会根据自身利益不断寻求最佳的战略模仿目标,直到利益最大化,在这一过程中消费者会根据周围环境变化不断调整自身策略。
本文基于演化博弈理论和复杂网络理论,建立供需端异质网络环境下绿色技术创新扩散三阶段扩散博弈模型,探索集群企业和市场消费者博弈策略动态调整过程以及实现自身最优的稳定性条件,采用反向归纳法逆向求解政府最优激励策略,并以新能源汽车为例开展了仿真分析,为探讨异质性群体网络拓扑结构中的绿色技术创新扩散机理提供了新的研究视角。研究结果表明:
(1)政府对绿色技术创新扩散的经济补贴需达到有效补贴阈值时才能发挥激励效用。在供需端的最优补贴阈值分别受集群组织结构和绿色创新企业数量影响,且高于最优补贴阈值的补贴政策发挥的激励效用存在边际递减现象。这一发现从政策制度以及企业绿色创新发展两方面揭示了政府补贴赋能企业绿色转型的机理,为深化实施绿色创新发展战略提供政策启示。
(2)绿色技术成熟度和外部经济补贴对绿色创新技术在集群边缘企业间扩散起促进作用的临界阈值高于在核心企业间,而扩大集群绿色技术创新企业数量对绿色创新技术在核心企业间扩散具有显著促进作用。该发现揭示了发展水平异质性企业在采纳绿色技术创新决策时对绿色技术成熟度、经济补贴与绿色创新组织规模的敏感性存在显著差异,为优化集群企业间的绿色创新技术推广策略提供了理论依据。
(3)绿色创新产品的市场价格、产品质量和释放的绿色效益是影响绿色创新产品在市场消费者间扩散的关键因素。这一发现有助于企业精准定位市场需求,揭示了市场价格、产品质量和绿色效益等对消费者绿色消费行为的影响机理,为遵循市场导向原则制定绿色创新产品的营销策略提供了经验证据。
(4)绿色技术创新扩散的稳定性受扩散网络结构影响。扩散过程网络结构异质性对于扩散稳定性产生的负外部性波动存在差异,降低绿色创新技术研发成本、绿色创新产品价格是稳定绿色技术创新扩散的关键。这一发现揭示了异质网络环境对绿色技术创新扩散演化路径的影响机理,为提高绿色技术创新在复杂网络空间内的扩散驱动效应提供了理论与实践支持。
基于以上分析,本文提出以下政策启示:
(1)建立集群企业绿色技术创新合作生态网络,促进企业交流合作。通过创新合作生态网络增强企业间绿色技术创新知识交互能力,促进创新知识的横向流动以增强知识溢出效应,弥补集群内不同发展水平企业间的绿色技术创新能力势差,从而激发集群企业创新活力,提升企业集群绿色技术创新水平。
(2)构建补贴数据的追踪与反馈机制,动态调整政府补贴政策。动态监测补贴资金的流向及其发挥的实际效用,对政府补贴政策所产生的差异化激励效果进行量化评估,界定其临界阈值,从而根据市场需求和企业创新能力的变化,实时调整补贴政策,以实现补贴资源的高效配置和激励效用的最大化。
(3)完善“政策端、产业端、市场端”三端协同联动的绿色技术创新扩散生态系统。通过把握制度、技术、市场三重条件与绿色技术创新扩散之间的耦合关系,构建“政府—企业—消费者”协同、“制度—技术—市场”联动的绿色技术创新扩散体系,完善三端协同联动的驱动机制,促进绿色技术的持续创新、广泛应用以及深度扩散。
(4)提升企业信息识别和资源配置效率。设计满足消费者绿色需求偏好的多维画布,掌握市场绿色消费的动态趋势,实现企业生产与市场需求的精准匹配,进而建立市场需求预测与生产计划数据双向流动的信息通道,打通企业内部决策层与生产层的信息壁垒,提升资源配置效率与绿色创新产品的核心竞争力。
限于文章篇幅,本研究在探讨绿色创新产品扩散时,将企业群体视为单一决策主体,未考虑企业间市场竞争产生的“双刃剑”效应,未来研究将探究企业间市场竞争对绿色技术创新扩散的动态影响。
