Environmental supervision is an important part of government environmental governance and a key driving factor of green innovation. Based on the panel data of A-share listed companies in 120 major cities in China from 2008 to 2018,this paper examined the relationship between environmental supervision and corporate green innovation from the perspective of promotion pressure by using the fixed effect and moderating effect models. The study found that: (1) Environmental supervision only significantly promotes the quantity of corporate green innovation,rather than the quality,which induces the "bubble" phenomenon of green innovation;(2) The promotion pressure positively regulates the relationship between environmental supervision and the quantity of green innovation and enhances the "bubble" effect of environmental supervision;(3) The "bubble" phenomenon of green innovation caused by environmental supervision is concentrated in heavily polluting industries and eastern regions. It has a significant role in promoting the quality and quantity of green innovation in highly urbanized regions. However,the regulatory effect of promotion pressure is not effective;(4) Environmental supervision affects green innovation through industrial transfer,and causes neighboring areas to become "pollution havens". The central vertical supervision weakens the "bubble" phenomenon of green innovation. This paper has deepened the research scope and boundary conditions of macro-policy and micro-corporate innovation,which brings a new perspective and theoretical framework for existing research. It will also provide beneficial enlightenment and empirical evidence for optimizing environmental supervision policies and promoting corporate green transformation.

环境监管是地方政府环境治理的重要组成部分,也是绿色创新关键驱动因素。本文基于2008—2018年中国120个主要城市A股上市公司面板数据,采用固定效应及调节效应模型考察晋升压力视角下地方政府环境监管与企业绿色创新的关系。研究发现:(1)地方政府环境监管并未促进企业绿色创新量质齐升,仅对绿色创新数量有显著促进作用,激发了企业策略性绿色创新;(2)晋升压力正向调节环境监管与绿色创新数量的关系,加剧了绿色创新“泡沫”现象;(3)环境监管对绿色创新数量的促进作用集中于重污染行业和东部地区,其对高城镇化地区绿色创新具有显著的增量提质效果,但晋升压力未发挥有效调节作用;(4)环境监管通过产业转移作用于绿色创新,并带来边界污染问题,而中央垂直监管有利于削弱绿色创新“泡沫”。本文深化了宏观政策与企业微观创新的研究范畴和边界条件,为现有研究提供新的视角和理论框架,为环境监管政策优化和企业绿色转型提供了有益启示和经验证据。

环境监管是地方政府环境治理的重要组成部分,也是绿色创新关键驱动因素。本文基于2008—2018年中国120个主要城市A股上市公司面板数据,采用固定效应及调节效应模型考察晋升压力视角下地方政府环境监管与企业绿色创新的关系。研究发现:(1)地方政府环境监管并未促进企业绿色创新量质齐升,仅对绿色创新数量有显著促进作用,激发了企业策略性绿色创新;(2)晋升压力正向调节环境监管与绿色创新数量的关系,加剧了绿色创新“泡沫”现象;(3)环境监管对绿色创新数量的促进作用集中于重污染行业和东部地区,其对高城镇化地区绿色创新具有显著的增量提质效果,但晋升压力未发挥有效调节作用;(4)环境监管通过产业转移作用于绿色创新,并带来边界污染问题,而中央垂直监管有利于削弱绿色创新“泡沫”。本文深化了宏观政策与企业微观创新的研究范畴和边界条件,为现有研究提供新的视角和理论框架,为环境监管政策优化和企业绿色转型提供了有益启示和经验证据。

Environmental supervision is an important part of government environmental governance and a key driving factor of green innovation. Based on the panel data of A-share listed companies in 120 major cities in China from 2008 to 2018,this paper examined the relationship between environmental supervision and corporate green innovation from the perspective of promotion pressure by using the fixed effect and moderating effect models. The study found that: (1) Environmental supervision only significantly promotes the quantity of corporate green innovation,rather than the quality,which induces the "bubble" phenomenon of green innovation;(2) The promotion pressure positively regulates the relationship between environmental supervision and the quantity of green innovation and enhances the "bubble" effect of environmental supervision;(3) The "bubble" phenomenon of green innovation caused by environmental supervision is concentrated in heavily polluting industries and eastern regions. It has a significant role in promoting the quality and quantity of green innovation in highly urbanized regions. However,the regulatory effect of promotion pressure is not effective;(4) Environmental supervision affects green innovation through industrial transfer,and causes neighboring areas to become "pollution havens". The central vertical supervision weakens the "bubble" phenomenon of green innovation. This paper has deepened the research scope and boundary conditions of macro-policy and micro-corporate innovation,which brings a new perspective and theoretical framework for existing research. It will also provide beneficial enlightenment and empirical evidence for optimizing environmental supervision policies and promoting corporate green transformation.

IPCC报告指出全球温室气体排放日益增长导致气候变暖,并影响着自然灾害爆发规律。随着资源环境承载力逼近极限,环境污染问题日益严峻,如何降低温室气体排放、实现绿色低碳经济成为理论和实务界关注的焦点。绿色创新是破解资源环境双重约束的关键,也是实现中国经济高质量发展的迫切需要,但绿色创新的周期较长、资金需求较大,往往需要地方政府发挥基础性和引导性作用[1-2]。党的十九大报告提出加快构建环境管控长效机制,让环境管控发挥绿色发展的导向作用。党的二十大报告提出完善现代环境治理体系,深入推进中央生态环保督察。在碳达峰碳中和的战略目标驱动下,各地方政府进一步加强环境监管,多措并举协同推进企业降碳、减污、扩绿,通过绿色创新实现节能减排目标。
环境监管作为地方政府环境治理的重要内容,通过环保约谈、投资激励、惩罚等方式影响企业绿色创新活动,其在节能减排方面发挥的作用受到广泛关注[3]。环境监管对绿色创新的影响效果,逐渐成为评价地方政府环境治理的重要标尺,学者基于环境税、环境规制、环保政策工具等视角展开研究[4-5]。根据波特假说,环境监管倒逼企业通过绿色创新塑造核心竞争力[6]。但也有学者认为严格的环境监管可能增加企业制度遵循成本,挤占原本用于绿色创新的资金,不利于绿色创新活动的顺利开展。此外,部分学者从区域宏观层面探讨,并由此形成了污染避难所假说,甚至出现政府部门在环境监管方面的逐底竞争和绿色悖论现象[7]。环境监管究竟促进企业绿色创新增量提质,还是诱发绿色创新“泡沫”,仍有待进一步验证。
地方政府作为环境监管的执行主体,也是环境政策制定者,其监管效果与晋升压力密不可分。根据2023年世界知识产权组织公布的《2023年全球创新指数》报告,中国排名第12位。在绿色专利数量爆发式增长的现实背景下,加上绿色创新外部性特征,引发政府部门的标尺竞争和创新崇拜。因晋升压力导致其在环境监管中存在自利性投资偏好,即在任期内致力于完成经济增长目标,进而影响财政资源配置方式及效率,最终作用于企业创新活动[8]。因此,晋升视角下环境监管与绿色创新的关系如何有待进一步深入探讨。然而,现有研究鲜少将晋升压力、环境监管与绿色创新活动纳入统一分析框架,而这对全面、系统地阐述地方政府行为与企业绿色创新的作用机理具有重要作用,有利于进一步揭示中国专利数量较多,而质量较低现实困境的深层次制度原因,对环境监管创新效果的客观评价也会产生影响。因此,晋升视角下环境监管与企业绿色创新的研究,是契合新时代背景下以高质量创新促进经济高质量发展的重要议题。
鉴于此,本文基于晋升压力视角考察地方政府环境监管对绿色创新的影响及作用机制,并分析企业微观和区域宏观层面的异质性,得到更为细致、深入的研究结论。通过细化研究突破传统绿色创新的研究边界,深化和拓展锦标赛理论和创新理论的研究内容,全面揭示地方政府环境监管的绿色创新效果及内在逻辑,为中国绿色创新“泡沫”现象提供企业微观层面的证据和新的解释,为差异化政策制定提供有益启示。
环境监管与企业绿色创新的关系是现有研究的热点议题。严格的环境监管要求企业增加自身的绿色技术比较优势[9],促进其将更多的资金投向环境技术改造、环境管理等方面的创新,降低对原有污染性生产方式的依赖。在改善环境绩效的同时,绿色创新经济收益能够弥补甚至超过制度遵循成本,进而创造更大的价值,激励企业加大环保投资[10]。随着环境监管日趋严格,环境执法力度不断增强,企业环保违法成本及违法行为被发现的概率日益增加,针对生产率低下、治污成本较高的企业将逐渐被淘汰并退出市场[11]。在此背景下,企业亟需绿色创新改变现实困境,更加关注绿色创新量质增长,塑造核心竞争优势。市场优胜劣汰对低质量绿色创新行为也将带来矫正效应,并向资本市场传递利好信号,进一步帮助企业获得更多的金融资源和市场竞争优势。因此,环境监管具有“淘污、选清”作用,激发企业绿色创新动机,促进绿色创新增量提质。
然而,相较于其他生产经营行为,绿色创新对资金的需求和依赖程度更高,由此产生的经济效益在短期内可能无法实现,这在一定程度上降低了企业绿色创新的投资意愿。环境监管将企业污染排放的负外部性逐渐内化,进一步提高了企业治污成本和制度遵循成本,挤占原本用于创新活动的资金资源[12]。因资金不足或融资约束问题,导致企业难以进行持续性创新,资源挤占进一步增加了创新失败风险,甚至引发减产、停工等[13-14]。因此,在严格的环境监管中,企业为获取政府扶持资源和其他竞争优势,也可能倾向于将绿色实用新型专利等审查周期短、成功率高的项目作为创新工具,产生迎合政策支持或环境监管的策略性创新行为[15],过度重视绿色创新数量增长,而非绿色创新质量提升。通过短时、量大的创新成果释放创新信号,以此获取公共稀缺资源,并基于企业声望、信任和关系的基础上获得其他非正规机制支持,由此诱发绿色创新“泡沫”现象。尽管企业绿色创新数量达标,能够满足地方政府环境监管的合规性要求,但绿色创新质量并未获得实质性提升,甚至扭曲环境监管效果,故环境监管可能进一步加剧绿色创新“泡沫”现象。鉴于此,本文提出以下研究假设:
假设1a:环境监管有利于促进企业绿色创新增量提质。
假设1b:环境监管加剧了企业绿色创新“泡沫”现象。
在金字塔式层级结构的政治体制中,地方政府拥有较高的自由裁量权。传统经济增长为核心的锦标赛竞争中,为获取晋升机会过度追求短期经济效益,倾向于制定宽松的环境监管政策,导致企业绿色创新动机较弱,这也引发了各地方政府之间的逐底竞争[7,16],甚至产生污染产业的跨区转移,影响环境监管效果。随着政府绩效考评机制的逐渐完善,尤其是2007年环保工作问责制执行“一票否决”制度,使得政府高度重视本辖区内的环保工作,不断增强环境监管力度、优化区域创新环境等[17]。企业面临的环境污染惩罚成本逐渐提升,且高污染、高能耗、低技术的企业加速被市场淘汰,倒逼企业开展绿色创新活动[6],使其从“竞次”转为“竞优”竞争。在晋升压力下为响应国家创新发展战略,保持政治晋升的竞争优势,地方政府将制定一系列直接或间接创新支持政策,激励、引导和规范各创新主体开展创新活动,使其更加关注绿色创新量质并进。因此,地方政府环境监管对企业绿色创新的影响与晋升压力密切相关,其可能会进一步增强环境监管对绿色创新增量提质的促进作用。
然而,各地方政府实施首长责任制,地方首长往往掌握着本辖区关键资源的分配权,晋升压力会影响其在环境监管中的政策持续性,导致资源配置格局和政企关系变化[18],进而对绿色创新活动带来影响。考虑到地方政府对绿色创新质量的评估难度较大,在实践中更加关注绿色创新数量是否达标。尤其是地方首长任期较短或职位调动较为频繁时,为开辟新政绩可能存在短视行为和较强的经济干预动机[2,19],导致辖区内创新资源错配甚至扭曲[1],最终影响企业绿色创新效果。此外,地方政府在判断企业绿色创新成效时处于信息劣势端,通常依据企业释放的绿色创新信号进行判断[20]。晋升压力可能进一步诱发环境监管政策下企业通过绿色创新数量进行印象管理的行为,这在创新能力较弱、创新资源并不丰富的企业更为突出,其创新行为存在随机性。因此,在地方政府晋升压力背景下,尽管环境监管政策日趋严格,但受融资约束、政策连续性、信息不对称等因素的影响,企业绿色创新“泡沫”现象可能更为严重。鉴于此,本文提出以下研究假设:
假设2a:晋升压力增强了环境监管对绿色创新增量提质的促进作用。
假设2b:晋升压力加剧了环境监管对绿色创新“泡沫”的促进作用。
鉴于数据可得性,本文选取2008—2018年我国120个主要城市A股上市公司作为研究样本,并剔除研究期间内数据严重缺失的样本、剔除净资产为负的样本、剔除被ST、*ST的样本。针对少量个别年份数据缺失的样本,采取插值法补齐,并对所有连续变量进行1%水平上的Winsorize处理,降低异常值或极端值干扰。
样本研究区间选取原因如下:环境监管相关数据通过公众环境研究中心(IPE)与美国自然资源保护委员会(NRDC)联合公布的污染源监管信息公开指数(PITI)报告获得,该指数具有较强的系统性、及时性和完整性,能准确度量地方政府在污染源监管方面的实际情况[21]。该指数从2008年开始发布,并终止于2018年,故考虑数据可得性将2008年作为样本研究起始年份、2018年作为样本研究终止年份,其他变量数据与PITI指数相匹配;绿色创新相关数据通过国家专利产权局(SIPO)搜索,并结合世界知识产权组织(WIPO)对绿色专利的界定及推出的绿色专利IPC分类号,将企业层面的专利进行匹配,最终得到绿色专利申请数据;晋升相关数据涉及GDP增长率、财政盈余和失业率,前两者从各地区统计年鉴和国泰安数据库获取,失业率主要从各地区统计局、国民经济和社会发展统计公报及人力资源和社会保障统计公报等获取,在此基础上运用加权平均法将上述指标与其他地区指标的加权平均值进行比较,进而构建晋升指数;控制变量相关数据来源于国泰安数据库;区域宏观层面的其他数据来源于国家统计局和各地区统计年鉴。
环境监管力度反映了政府部门环境执法的强度,本文参考已有研究[22],选取企业注册地所在城市的PITI指数衡量地方政府环境监管。该指数涉及监管信息、自行监测、互动回应、排放数据、环评信息五个维度,具有较好的系统性和全面性。PITI指数越高,表明地方政府环境监管力度越大。
由于绿色专利授权数容易受人为因素的影响,且审核周期较长,数据存在一定的滞后性,影响研究结果的有效性,绿色专利申请数更能准确反映企业绿色创新[23]。因此,本文以绿色专利申请数衡量企业绿色创新。
相较于绿色发明专利,绿色实用新型的技术含量较低,资金投入和难度较低,由此产生的新产品、新服务及价值增值相对较小,故将其视为企业策略性创新,用于衡量绿色创新数量,将绿色发明专利视为企业实质性创新,用于衡量绿色创新质量。为消除数据右偏分布问题,将原始数据加1后取自然对数。
参考石桂峰[24]、程仲鸣等[8]的研究,从GDP增长率、财政盈余、失业率三个维度构建晋升压力指数。考虑到各地区的资源禀赋差异,本文遵循可比性原则,采用加权平均方法计算各省份均值。当GDP增长率、财政盈余指标小于所在省份加权平均值时将其赋值为1,否则为0;当失业率指标大于所在省份加权平均值时将其赋值为1,否则为0。在此基础上进行加总,得到晋升压力综合指数,该指标越大表明晋升压力越大。
本文借鉴已有研究选取以下控制变量:企业规模(Size),企业资产总额的自然对数;经营现金流(Cash),经营活动现金流量净额/总资产;企业成长性(Grow),营业收入增长率;资产负债率(Debt),总负债/总资产;董事会规模(Board),董事总人数的自然对数;独立董事比例(Indep),独立董事人数/董事总人数;股权集中度(Top),前十大股东持股比例之和;两权合一(Dual),设为虚拟变量,若董事长与总经理由一人兼任则赋值为1,否则为0。
为考察环境监管究竟是促进企业绿色创新增量提质,还是诱发绿色创新“泡沫”,本文构建基本回归模型(1)进行检验:

其中,PITI为地方政府环境监管,Green1为企业绿色创新质量,Green2为企业绿色创新数量,Controls为控制变量,AreaYear分别为地区和年份虚拟变量,α为常数项,β为待估参数,ε为随机干扰项。
为进一步检验晋升压力在环境监管与绿色创新之间发挥的作用,本文引入环境监管与晋升压力的交互项,并构建模型(2)进行检验:

其中,PITI*Press为环境监管与晋升压力的交互项,其他变量定义与前文相同。
本文采用固定效应模型对地方政府环境监管与企业绿色创新的关系进行检验,结果如表1中的Model(1)和Model(2)所示。由此可知,环境监管与企业绿色创新质量的回归系数为0.069,未通过显著性水平检验,其与企业绿色创新数量的回归系数为0.099,在5%的水平上显著,表明随着地方政府环境监管强度增加,企业绿色创新“泡沫”现象更为严峻,验证了假设1b。环境监管增加了企业违规成本和环境惩罚,为迎合地方政府政策支持或环境监管目标,企业亟须通过绿色创新向公众及投资者传递绿色发展信号,而绿色创新资金投入较大、风险较高,创新失败现象屡有发生,这就导致企业绿色创新策略选择随之变化,在绿色创新数量与质量之间进行策略性选择与权衡[25]。在实践中倾向于采取难度系数小、耗时少、成本低的专利项目作为创新工具,通过绿色创新数量的快速增长、而非绿色创新质量的提升来应对地方政府环境监管,这将进一步加剧中国绿色创新数量激增、质量跛脚的现实困境。
由于环境监管对绿色创新质量的影响并不显著,故在调节效应检验中着重考察晋升压力在环境监管与绿色创新数量之间发挥的作用,回归结果如表1中的Model(3)所示。由此可知,将晋升压力及其与环境监管的交互项纳入模型后,其回归系数分别为-0.056和0.078,前者在1%的水平上显著,后者在5%的水平上显著,表明晋升压力有利于增强环境监管对绿色创新数量的促进作用。一方面,由于信息不对称问题,政府部门在判断绿色创新质量及真实信息方面存在较大难度[20]。地方政府为向上级传达良好的政绩信号,倾向于将短期政绩项目作为信号载体,这为企业实施包装或定制性绿色创新活动提供了可能,增强了环境监管对绿色创新“泡沫”的促进作用。另一方面,地方政府是环境政策的具体实施者,而晋升压力可能导致各地区之间的攀比式竞争,将环境监管作为资源争夺的博弈工具,进而出现环境监管非完全执行现象[16],甚至引发区域的策略性互动,造成绿色创新数量的增长。
为确保研究结果的可靠性,本文进行以下稳健性检验:(1)移动平均处理。由于地方政府环境监管与绿色创新的相关数据可能存在较大波动,故对样本数据进行移动平均处理。结果显示环境监管对绿色创新质量和数量均有促进作用,但前者并不显著,后者在5%的水平上显著,这与前文的研究结果一致。晋升压力的交互项回归系数在1%的水平上显著,表明其在环境监管与绿色创新数量之间发挥显著的正向调节作用。(2)加入年份和地区交互项的固定效应。本文在模型中进一步加入年份和地区交互项固定效应,进而观察随时间、地区发生变化的其他不可观察因素的影响。结果显示环境监管引发了绿色创新“泡沫”现象,表现为绿色创新数量的显著增长,晋升压力的调节效应在5%的水平上显著为正。(3)替换核心变量。将绿色创新定义为虚拟变量,并进行重新回归,环境监管对绿色创新质量的影响不显著,对绿色创新数量有显著促进作用,交互项的回归系数显著为正,核心变量的系数符号及显著性均未发生变化,故本文研究结论具有一定的稳健性。
本文加入了多个控制变量可能存在反向因果关系,进而导致研究结果出现偏差,故参考已有研究的做法[23],将控制变量滞后一期进行重新检验。结果显示环境监管对绿色创新具有促进作用,但主要表现为绿色创新数量的显著增长,绿色创新质量并未获得显著提升,故环境监管加剧了绿色创新“泡沫”现象。晋升压力的调节效应结果显示,其与环境监管的交互项回归系数在5%的水平上显著为正,即发挥着正向调节效应,这与前文的研究结果一致。
由于不同行业的污染程度不同,在环境监管压力下企业绿色创新动机及创新策略选择可能有所不同,故针对不同行业的污染程度进行异质性检验。根据生态环境部印发的《关于印发<上市公司环保核查行业分类管理名录>的通知》和环保部发布的《上市公司环境信息披露指南》,将样本划分为重污染行业和轻污染行业,异质性检验结果如表2所示。由此而知,在重污染行业,环境监管与企业绿色创新质量的回归系数为0.293,与绿色创新数量的回归系数为0.307,后者在10%的水平上显著,表明环境监管加剧了重污染行业绿色创新“泡沫”现象。在非重污染行业,环境监管对绿色创新质量及数量均有促进作用,但并未通过显著性水平检验。原因可能是地方政府环境监管以命令型环境规制工具为主,重污染行业通常面临更大的监管压力和社会公众压力,环境遵循成本较高,倒逼企业绿色转型。但绿色创新质量提升耗时较长,所需资金投入较大,且存在较高的技术难度,由此产生的经济效益短期内难以实现。因此,尽管绿色创新质量提升能更好地满足地方政府节能减排目标,但企业难以从中获得激励,导致绿色创新速度放缓,产生策略性创新行为,即通过绿色创新数量增长应对地方政府环境监管。
晋升压力的调节效应结果显示,相关交互项的回归系数为0.021,并不显著,表明其在环境监管与重污染行业绿色创新“泡沫”现象之间未发挥显著调节效应。原因在于重污染企业往往规模较大,对缓解地方就业、投资拉动等方面具有积极作用,这在一定程度上缓解了晋升压力指数,在企业绿色创新过程中也会通过偏向性公共资源配置对上述企业予以支持,缓解融资约束的同时使其更加专注于绿色技术研发与应用,降低过度追求绿色创新数量增长的行为。因此,晋升压力并未显著增强环境监管对绿色创新“泡沫”的促进作用。
由于中国各城市经济存在非均衡发展特征,不同地区的环境监管程度也有所不同,其对企业绿色创新的影响效果存在区域异质性。因此,本文将样本划分为东部地区和中西部地区样本组,重新回归结果如表3所示。由此可知,环境监管对东部地区绿色创新质量的影响并不显著,但对绿色创新数量有显著的促进作用,在5%的水平上显著,表明环境监管引发了东部地区绿色创新“泡沫”现象。然而,环境监管对中西部地区绿色创新质量及数量的影响均为负,回归系数分别为-0.068和-0.115,均未通过显著性水平检验。原因可能是中西部尤其是西部地区经济水平落后,区位条件和资源禀赋较弱,与绿色创新相关的配套设施和政策体系尚不完善,企业自身绿色创新动力不足。当中西部地区的企业面临严格的环境监管时,进一步增加了其污染治理成本和环境诉讼风险[26],对绿色创新资源产生挤占效应。加上企业自身资金基础有限,最终导致环境监管对绿色创新质量与数量带来负面影响。同时,相较于东部地区,中西部地区环境监管力度可能较弱,相关政策制定和执行相对滞后,导致其对绿色创新的影响效果有限。
然而,值得关注的是晋升压力在环境监管与东部地区绿色创新数量之间的调节效应并不显著。原因可能是经济发达的东部地区处于竞争优势地位,市场环境和法律规制较为完善,且晋升压力下的企业绿色创新“漂绿”行为受到更为严格的公众和媒体监管,这在一定程度上削弱了晋升压力的影响,导致晋升压力的调节效应并不显著。
城镇化发展的本质是空间结构调整下的资源优化配置,影响区域创新人才集聚、知识溢出等。在不同的城镇化水平下,企业对地方政府环境监管的创新响应策略可能存在差异,进而表现为绿色创新质量和数量的非同步变化。因此,本文将样本地区划分为城镇化水平较高地区和城镇化水平较低地区,分组检验的回归结果如表4所示。由此可知,在城镇化水平较高的地区,环境监管与绿色创新质量及数量的回归系数分别为0.187和0.208,在10%和5%的水平上显著,表明环境监管有利于促进该地区企业绿色创新增量提质。在城镇化水平较低的地区,环境监管的创新促进效应并不明显,绿色创新质量及数量均未通过显著性检验。原因可能是城镇化发展往往伴随着区域基础设施和创新平台建设、空间结构优化、信息化水平提升等,为绿色技术发展、信息传播与扩散提供了有效渠道,有利于促进创新活动的顺利开展,最终表现为绿色创新增量提质。同时,高城镇化率也带来了创新资源的空间集聚及知识、技术溢出,进一步增强辖区内创新主体的模仿与学习能力,促进绿色技术的跨越式发展和进步,绿色创新质量及数量均得以明显提升。此外,晋升压力的调节效应并不显著,表明晋升压力并未增强环境监管对高城镇化地区绿色创新增量提质的促进作用,其影响效果有限。
根据现有研究[9],部分高污染企业在严格的环境监管中存在向外地迁移现象,最终表现为就地创新与跨地转移的替代效应,甚至出现绿色悖论[7]。本文认为环境监管可能通过产业转移而作用于绿色创新,故构建作用机制模型(3)和模型(4)进行检验:

其中,Indus为产业转移,选取地区固定资产投资进行衡量[27],并反映各地区之间的资本流动,其他变量定义与前文一致。回归结果如表5所示。
由此可知,环境监管与产业转移的回归系数在1%的水平上显著为正。将其与绿色创新同时纳入模型后,环境监管对绿色创新数量仍然具有显著促进作用,但显著性水平下降至5%,且产业转移对绿色创新数量的影响显著为负,在10%的水平上显著,这表明环境监管会通过产业转移作用于绿色创新,在一定程度上降低了绿色创新“泡沫”现象。严格的环境监管增加了企业生产成本,尤其是高污染、高能耗企业的制度遵循成本明显提升,但前期固定资本投入较大、技术转换较为困难,阻碍了其在绿色技术层面的创新,迫使部分企业减产或选择跨区转移至邻近承接地区,辖区内的企业绿色创新“泡沫”现象有所缓解,但也带来边界污染问题。
鉴于数据的可得性,本文选取的样本研究时间为2008—2018年,但在此期间我国环境相关的整体政策导向发生改变,中央政府为进一步加大其在环境监管中的垂直作用及对地方政府的环境执法监督,于2015年底开始试点实施中央生态环保督察。地方政府环境监管日趋严格,企业面临更大的绿色转型压力,在新的政策背景下,地方政府是否会产生创新崇拜,加剧企业绿色创新“泡沫”?还是促进企业专注于实质性创新水平提升?鉴于此,本文以中央生态环保督察试点实施为契机,构建模型(5)进行检验:

为缓解模型可能存在的内生性及潜在逆向因果关系,将解释变量滞后一期处理,回归结果如表6所示。考虑中央生态环保督察政策的影响后,交互项的回归系数在5%的水平上显著,这表明其有效削弱了环境监管对绿色创新“泡沫”的促进作用。原因可能在于中央生态环保督察政策是垂直性环境监管的重要实践,加大了地方政府环境处罚力度和问责程度,企业环境违法成本及被发现的概率更高,片面追求绿色创新数量增长的“印象管理”已无法满足环境监管要求及企业发展需求。这就倒逼企业专注于绿色创新质量提升,在顺应绿色治理要求的同时,获得资源配置中的比较优势塑造核心竞争力,进而降低绿色创新“泡沫”现象。此外,2020年我国提出“双碳”战略目标,并于2021年启动全国碳市场,首次从国家层面将温室气体控排责任压实到企业,企业尤其是高污染企业节能减排压力较大,亟需通过实质性绿色创新水平提升实现绿色转型,这在一定程度上有利于进一步降低绿色创新“泡沫”现象。
绿色创新是实现地方政府环境治理目标的重要举措,也是区域经济高质量发展的关键。本文基于晋升压力视角,构建了环境监管与绿色创新的理论分析框架,基于2008—2018年的面板数据进行实证研究,得到以下研究结论:
第一,因绿色创新激励机制及后评估机制尚不完善,环境监管诱发了企业绿色创新“泡沫”,并未实现绿色创新量质齐升。一方面,高质量绿色创新的资金需求大、失败风险高,环境监管增加了企业制度环境遵循成本,对绿色创新资源产生挤占效应,使其在绿色创新决策中进行成本效益权衡,借助绿色创新数量增长实现短期逐利。另一方面,企业在理性经济人驱动下存在寻租动机,为迎合环境监管目标或要求,过度追求绿色创新数量增长完成达标任务,而非绿色创新质量提升,通过“漂绿”“印象管理”等手段进行包装,诱发企业绿色创新“泡沫”现象。环境监管如何驱动绿色创新量质齐升,是值得关注的重要议题。本文围绕企业在绿色创新方面的策略性选择与权衡,考察环境监管对不同维度绿色创新的差异性影响,为准确评估环境监管的创新效果提供参考。
第二,晋升压力正向调节环境监管与绿色创新的关系,加剧了环境监管对绿色创新“泡沫”的促进作用。在政治锦标赛中获取竞争优势,晋升压力诱发地方政府之间的攀比式竞争和创新崇拜,在任期内偏好速度快、成果快的绿色创新项目,通过绿色创新数量的快速增长达到政绩目标或晋升,并引发其他地区模仿竞争,不利于绿色创新质量提升。加之政企信息不对称和量化考核的局限性,监管部门难以对企业绿色创新技术及成果进行准确评估,进一步加剧企业策略性包装,形成严重的绿色创新“泡沫”。本文结合中国金字塔式层级结构的政治体制,探讨晋升压力在环境监管与绿色创新之间发挥的作用,有利于为现有研究提供新的视角和理论框架,深化环境监管对绿色创新影响的规律性认识。
第三,环境监管对绿色创新增量提质的影响存在异质性,绿色创新“泡沫”表现参差不齐。不同行业技术基础、技术特点存在差异,其污染特性与监管重点也有所不同,如高污染行业节能减排压力较大,且面临更严格的环境监管,因技术、成本等因素限制短期内难以实现绿色转型,重污染行业绿色创新“泡沫”更为严峻。不同地区经济发展水平及创新资源禀赋等不同,导致环境监管的创新效果存在差异,其对东部地区绿色创新“泡沫”现象的影响更为显著,而对高城镇化水平地区绿色创新具有增量提质作用,且晋升压力均未发挥有效的调节作用。本文通过细化研究进一步深化地方政府环境监管与企业绿色创新的研究范畴,拓展现有研究边界条件,是对现有文献的进一步补充和延伸。
第四,环境监管通过产业转移作用于绿色创新,并带来边界污染问题,而中央生态环保督察能够有效削弱绿色创新“泡沫”。一方面,因环境标准和监督执法力度差异,高污染产业逐渐转移至邻近环境监管较弱地区,降低了环境监管对本辖区绿色创新“泡沫”的影响,但就地创新与跨地转移的替代效应加剧了邻近承接地区产业集聚和污染集中,诱发严重的绿色创新“泡沫”。另一方面,中央垂直监管加大了监督频率和深度,避免了地方监管标准差异及地方保护主义,对绿色创新效果评估更为全面,通过发挥提纲挈领的作用有效抑制环境监管对绿色创新“泡沫”的影响。本文研究有利于更准确地捕捉与理解影响企业绿色创新的外部制度性因素及传导机理,为完善环境监管政策提供理论支持和经验证据。
基于以上研究结论,本文的政策启示在于:
(1)对政策制定者而言,一是实施环境治理阶梯式奖惩机制,强化对绿色创新成果的甄选。因环境监管诱发了企业寻租动机,并未促进绿色创新量质齐升,反而形成绿色创新“泡沫”。在增强地方政府环境监管逐顶竞争的同时,结合各行业发展特点及减排压力设置阶梯式收费制度,使其更精准地体现环境污染成本,并综合考虑绿色创新难度、创新成果转化及潜在价值等,通过全面量化考核和分类管理降低企业因寻租或迎合政策要求产生的过度包装行为,更好地发挥地方政府环境监管效果。二是增强环境治理的硬约束,形成以绿色创新质量为导向的标尺竞争和动态考评机制。地方政府应持续提高信息披露透明度,降低政企信息不对称导致的偏向性公共资源错配,并对绿色创新产生的经济、社会、环境效益及技术质量进行实时监测和动态评估,发布年度绿色创新质量报告,避免地方政府之间的创新崇拜问题。三是环境监管应考虑不同地区资源禀赋特征差异,因地制宜制定精细化监管策略。环境监管诱发的绿色创新“泡沫”在东部地区更为严峻,该地区可借助卫星遥感等先进技术进行污染物排放实时监测,实现环保数据互联互享,明确排污主体责任,发挥环境监管的淘污洗绿作用倒逼实质性绿色创新转型,降低绿色创新“泡沫”现象。
(2)对企业管理者而言,一是完善绿色信息披露与绿色管理体系,降低短期逐利行为。严格的环境监管增加了企业制度环境遵循成本,尽管短期内带来经济绩效美化效果,但创新质量未有提升。高质量绿色创新契合节能降碳背景下企业高质量发展的目标导向,管理层应降低短期机会主义行为和寻租动机,基于权威绿色生产标准制定环境管理框架,包括绿色创意筛选、绿色技术研发与测试、绿色创新成果转化及推广等,提高绿色信息披露透明度,通过绿色创新量质齐升塑造核心竞争力。二是积极融入绿色创新生态网络,并加强利益相关者合作,建立绿色创新质量评估体系。为缓解环境监管对高质量绿色创新的资源挤占,可加强与机构投资者的战略合作,并积极参与构建跨区域协同创新生态系统,通过资源开放共享、技术转移与扩散、创新合作等方式,为绿色创新量质提升提供优质资源。同时定期对绿色创新质量进行评估,适时调整绿色创新战略及过程管理,提高绿色创新敏感度及资源配置效率,缓解当前中国绿色专利数量激增、质量不足的现实困境。
第一,本文按照专利类型不同判断企业绿色创新数量及质量,并因PITI数据受限选取的样本研究时间为2008—2018年。在未来的研究中可采用机器学习、文本分析等方法对绿色创新质量进行精准刻画,并持续关注公众环境研究中心及其他渠道数据,拓展样本研究范围。
第二,企业绿色创新受诸多因素的影响,本文对异质性因素的选取和作用机制检验具有一定局限性,在未来研究中将综合考虑更多因素,系统、全面地探讨环境监管对企业绿色创新的影响机制。
