Government data opening is a necessary measure for the supply of data factors,and using government data opening to enhance urban entrepreneurial activeness is an important path and embodiment of releasing data dividends. In this paper,government data opening was used as a quasi-natural experiment,and the progressive double-difference method was used to test the impact of data factors supply on urban entrepreneurial activeness. It was found that the supply of data factors represented by government data opening can significantly improve the entrepreneurial activeness in cities. The mechanism analysis showed that government data opening enhances urban entrepreneurial activeness by promoting technological innovation,strengthening talent gathering and improving government administrative efficiency. The heterogeneity analysis showed that the promotion effect of government data opening on urban entrepreneurial activeness is more obvious in cities with higher financial development level,digital economy development level and economic development level,as well as producer services. Further analyses showed that there is a positive correlation between the open quality of government data and the entrepreneurial activeness in cities,and the open government data improves the entrepreneurial quality in cities. This paper will enrich the research on the economic effect of data factor supply and clarify the logical mechanism of government data opening to enhance urban entrepreneurial activeness,and provide theoretical basis and decision-making reference for enhancing the positive effect of government data opening on urban entrepreneurship.

政府数据开放是数据要素供给的必要举措,依托政府数据开放以提升城市创业活跃度是释放数据红利的重要路径和体现。本文以政府数据开放为准自然实验,采用渐进双重差分法检验数据要素供给对城市创业活跃度的影响。研究发现,以政府数据开放为代表的数据要素供给能够提升城市创业活跃度。机制分析表明,政府数据开放通过促进技术创新、强化人才集聚和提升政府行政效率进而提升了城市创业活跃度。异质性分析表明,政府数据开放对城市创业活跃度的提升作用在金融发展水平较高、数字经济发展水平较高和经济发展水平较高的城市,以及生产性服务业中表现得更加明显。进一步分析发现,政府数据开放质量与城市创业活跃度之间存在正的相关性,且政府数据开放提高了城市创业质量。本文丰富了数据要素供给的经济效应研究,阐明了政府数据开放影响城市创业活跃度的逻辑机理,为增强政府数据开放对城市创业的正向激励效应提供理论依据和决策参考。

政府数据开放是数据要素供给的必要举措,依托政府数据开放以提升城市创业活跃度是释放数据红利的重要路径和体现。本文以政府数据开放为准自然实验,采用渐进双重差分法检验数据要素供给对城市创业活跃度的影响。研究发现,以政府数据开放为代表的数据要素供给能够提升城市创业活跃度。机制分析表明,政府数据开放通过促进技术创新、强化人才集聚和提升政府行政效率进而提升了城市创业活跃度。异质性分析表明,政府数据开放对城市创业活跃度的提升作用在金融发展水平较高、数字经济发展水平较高和经济发展水平较高的城市,以及生产性服务业中表现得更加明显。进一步分析发现,政府数据开放质量与城市创业活跃度之间存在正的相关性,且政府数据开放提高了城市创业质量。本文丰富了数据要素供给的经济效应研究,阐明了政府数据开放影响城市创业活跃度的逻辑机理,为增强政府数据开放对城市创业的正向激励效应提供理论依据和决策参考。

Government data opening is a necessary measure for the supply of data factors,and using government data opening to enhance urban entrepreneurial activeness is an important path and embodiment of releasing data dividends. In this paper,government data opening was used as a quasi-natural experiment,and the progressive double-difference method was used to test the impact of data factors supply on urban entrepreneurial activeness. It was found that the supply of data factors represented by government data opening can significantly improve the entrepreneurial activeness in cities. The mechanism analysis showed that government data opening enhances urban entrepreneurial activeness by promoting technological innovation,strengthening talent gathering and improving government administrative efficiency. The heterogeneity analysis showed that the promotion effect of government data opening on urban entrepreneurial activeness is more obvious in cities with higher financial development level,digital economy development level and economic development level,as well as producer services. Further analyses showed that there is a positive correlation between the open quality of government data and the entrepreneurial activeness in cities,and the open government data improves the entrepreneurial quality in cities. This paper will enrich the research on the economic effect of data factor supply and clarify the logical mechanism of government data opening to enhance urban entrepreneurial activeness,and provide theoretical basis and decision-making reference for enhancing the positive effect of government data opening on urban entrepreneurship.

创业活跃度代表一个地区创业活动积极程度,提升创业活跃度既是稳就业和保就业的重要抓手,也是推动新旧动能转换、激发市场主体活力的重要推力[1]。2024年《政府工作报告》四次提到“创业”,并强调要“把各方面干事创业的积极性充分调动起来”。虽然我国城市创业规模不断扩大,市场主体数量在2014—2022年间逐年增加,从初始登记的5500万户跃升至1.7亿户,但相较于新创企业数量的不断攀升,新创企业增速却从2014年的44.6%下降到2022年的-3.6%。此外,创业质量未明显提升,新创企业普遍面临存活率低下的问题[2]。因此,如何有效提升城市创业活跃度成为值得关注的议题。
作为数字经济时代最基础和关键的生产要素,数据蕴含的经济价值和社会价值使其成为重要的战略资源。政府数据开放可以免费、无差别地为社会提供大量广泛的数据资源,有利于及时便捷地满足创业者对企业选址和竞争对手搜寻等信息获取的需求,使其可以更准确地把握市场方向与挖掘创业机会,从而激发市场主体创业的愿望和活力。我国地方政府自2012年开始进行政府数据开放,2015年国务院印发的《促进大数据发展行动纲要》提出要稳步推动政府数据资源开放共享。2020年国务院印发《关于构建更加完善的要素市场化配置体制机制的意见》,进一步强调了政府数据开放共享对培育和完善要素市场的重要作用。2023年国务院印发的《数字中国建设整体布局规划》强调要推动政府数据汇聚利用,释放商业数据价值潜能。随着我国对政府数据开放的日益重视与制度建设的不断完善,政府数据开放的规模逐渐扩大,截至2024年7月,我国243个地方政府上线开通了公共数据开放平台。整体来看,各地政府数据开放平台的数据种类基本类似,大致可分为经济类、社会民生类、政府与政务类数据。其中,经济类数据包括经济建设、国际贸易、财税金融等;社会民生类数据包括教育、医疗、就业、社会保障等;政府与政务类数据包括机构团体、司法、行政管理等。在这一背景下,全面准确评估政府数据开放对城市创业活跃度的影响就成为一个值得学界关注和深入研究的问题。
既有研究从多个维度探究了数字经济发展对创业活动的影响。数字经济发展总体上促进了城市创业活跃度的提升[3-4],数字金融发展弥补了传统金融的不足,为新创企业带来了资金支持[5-6];数字技术(平台)发展降低了创业者的学习成本和资源获取门槛,能够帮助创业者更好地识别商业机会,加速创业网络的形成[7-8];数字治理降低了创业过程中的制度性交易成本,对城市创业活跃度产生了积极影响[9]。此外,既有研究从促进区域协调发展[10],推动企业创新[11],提升企业全要素生产率[12-13]和降低城投债发行利差[14]的角度考察了政府数据开放的影响,而政府数据开放对城市创业活跃度的影响鲜少被关注和进行充分研究,从而难以深入解读数据要素赋能创业的内涵表征及全面评估其作用效应。事实上,数据要素功能发挥的核心在于其合理有效利用,而政府数据开放作为数据要素运用的重要载体,能够充分展示和提升数据要素的使用价值。由此本文提出并拟回答以下问题:(1)政府数据开放作为数据要素供给的重要手段,能否提升城市创业活跃度?(2)政府数据开放提升城市创业活跃度的内在机制是什么?(3)政府数据开放对城市创业活跃度的影响是否存在异质性?(4)政府数据开放在提升城市创业活跃度的同时能否进一步提升创业质量?为了回应和深入解读这些问题,本文基于政府数据开放这一准自然实验,考察数据要素供给对城市创业活跃度的影响机制与效应,以期为增强政府数据开放对城市创业的正向激励效应提供理论依据和决策参考。
机会学派创业理论认为,创业的起点源于创业者对市场中存在的机会进行发现和识别[15]。作为推进数据要素开放共享、促进数据要素价值创造和释放的重要手段[10],政府数据开放不仅能够提供丰富的数据资源,确保社会公众更好地履行对政府数据的“知情权”和“使用权”,而且可以有效消除信息孤岛,增加潜在创业机会被挖掘的可能性。同时,通过信息发布的集约化管理可以在很大程度上降低创业者获取数据的门槛和信息搜集成本,进而对城市创业活跃度产生重要影响。一方面,政府数据开放平台公布了各行业企业工商登记信息、纳税人信用等级等微观企业信息,创业者可通过对城市内现有企业情况进行分析,了解各行业竞争程度并识别和把握潜在的商业机会,从而在一定程度上降低创业过程面临的不确定性[16],增加创业成功概率。另一方面,在政府数据开放平台上线之前,创业者需要从不同官方平台获取并手工整理公司注册流程、城市现有企业注册登记统计信息等数据,这可能会面临官方平台选择性披露等难题,从而产生较高的信息搜集成本,抑制创业积极性[17]。政府数据开放平台将散布在多个政府部门网站的数据进行详尽的汇总和归类,便于创业者筛选和查找与创业相关的信息,有助于降低创业者的信息搜集成本。以北京市公共数据开放平台为例,该平台“开放计划”栏目披露了《最新数据清单》,创业者在该清单中搜索“创业”二字,即可得到相关的创业政策、与创业投资引导基金合作的创业投资机构和创业服务机构名单等信息,并可以依据清单披露的相应数据开放单位和开放数据集名称,简化数据搜集流程、节约信息搜集时间。为此,本文提出研究假设1:
H1:政府数据开放有助于提升城市创业活跃度。
政府数据开放通过促进技术创新能够提高城市创业活跃度。技术创新成果的变化不仅可以引致技术套利型创业机会的产生,帮助创业者发现和识别潜在的创业机会[18],也可以通过创新主体对现有技术创新成果的简单组合,创造自身可开发的创业机会[19]。政府数据开放能够帮助市场主体捕捉科技前沿信息,缓解市场信息不对称,从而便于市场主体参与实质性创新活动。政府数据开放平台中“教育科研”栏目发布了该城市的科技动态、科技成果登记信息和科技奖励认定信息等,这些信息能够提高市场主体的创新效率,便于更多创新成果的产出和转化。此外,政府数据普惠性的特点能够模糊创新活动时间和空间上的边界,便于不同市场主体在不同时间、地点参与到创新活动中,从而在区域内产生联动效应,促进地区技术创新成果产出。创新技术成果的积累蕴含着大量有待识别、未被开发的商机,创业者可将创新技术与市场需求有机结合并逐步推向市场,从而促使技术创新实现商业化应用。为此,本文提出研究假设2:
H2:政府数据开放通过促进技术创新提升城市创业活跃度。
政府数据开放通过强化人才集聚能够提高城市创业活跃度。人才作为城市创业活动的重要生力军,高素质人才集聚通过知识外溢效应,能够提升区域劳动力池的创业认知资本积累,并实现创业人才队伍的结构性优化[19],还能够激发潜在创业者更具前瞻性的创业思维,帮助其开展创业活动[20]。一方面,政府数据开放为创业主体提供了丰富的信息资源和数据支持,政府数据所蕴含的潜在商业机会能够吸引“警觉性”人才的关注,从而吸引这类高质量人才流入城市,激发其创业能动性。另一方面,政府数据开放平台能够向市场主体提供丰富的数据要素供给,带动当地数字信息产业的发展,扩大市场对数字型人才的需求,进而吸引一批高素质的数字人才聚集到城市;此外,政府数据开放平台会公布高层次紧缺人才信息、人才引进政策等信息,方便人们及时了解相关政策并融入城市人才发展体系,为优化城市创业生态给予充分的人力资本支持。为此,本文提出研究假设3:
H3:政府数据开放通过强化人才集聚提升城市创业活跃度。
政府数据开放通过提升政府行政效率能够提高城市创业活跃度。政府的行政效率是影响城市创业活动的重要因素[21],新企业的创办过程需要政府不同部门的审批和签章,较低的行政审批效率会增加创业者时间成本、消耗初创企业的经济资源,从而提高创业门槛,抑制创业积极性[22]。政府数据开放能够消除政府与社会公众以及政府内部各职能部门间的数据要素流通壁垒,为提升政府行政效率提供基础性条件。一方面,政府数据开放平台上线意味着政府信息透明度的提高,由此可以助推提升政府行政效率。创业者利用政府数据开放平台的搜索功能,可搜集到与“行政审批”相关的行政审批办事指南、行政许可、行政审批结果等信息,这为社会公众加强对政府行政审批流程和审批效率监督提供了基础条件。另一方面,政府数据开放能够促进政府各职能部门之间的数据流通和知识流动,增强各职能部门之间的协作能力,提升与创业活动相关流程的审批效率,这会对市场主体的创业意愿产生正向激励作用,助力城市创业活跃度稳步提升。为此,本文提出研究假设4:
H4:政府数据开放通过提升政府行政效率提升城市创业活跃度。
考虑到第一批政府数据开放平台上线时间为2012年,为了确保双重差分模型估计结果的可靠性和有效性,本文的样本区间选择2010—2021年,样本范围选择中国284个地级及以上城市。本文的数据主要来源于天眼查平台、中经网统计数据库和《中国城市统计年鉴》。
考虑到传统的双重差分模型适用于统一时点的政策评估,而我国各个城市政府数据开放的时间并不一致,因此本文构建渐进双重差分模型,利用政府数据开放这一准自然实验,检验数据要素供给对城市创业活跃度的影响,具体模型设定如式(1):

其中,下标i表示城市、t表示年份;entre是该模型的被解释变量,代表城市创业活跃度;data是核心解释变量,代表政府数据开放;controls代表控制变量。μiϕt分别为城市和年份固定效应,εit为随机误差项。
被解释变量:城市创业活跃度(entre)。本文参考白俊红等[19]的研究,采用人口法,以城市每百人中新创企业数测度创业活跃度。
核心解释变量:政府数据开放(data)。政府数据开放是数据要素供给的重要手段,因此本文用政府数据开放作为表征数据要素供给的代理变量。具体度量方法为,根据城市当年是否上线政府数据开放平台,分别将data赋值为1和0。
控制变量(controls)。参考既有研究的做法[1,23],选取经济发展水平、产业结构、金融发展水平、城镇化水平、卫生医疗水平和人口密度作为本文的控制变量。具体的变量定义详见表1。各变量的描述性统计结果均在合理范围内,与已有研究大体一致
表2为数据要素供给影响城市创业活跃度的基准回归结果。第(1)列为仅加入核心解释变量和固定效应的单变量回归结果,第(2)列在第(1)列的基础上加入了所有控制变量。政府数据开放(data)的估计系数分别为0.2819和0.2502,且均通过了1%的显著性水平检验,这一结果表明政府数据开放能够显著提升城市创业活跃度。对此的解释是:作为数据要素供给的重要手段,政府数据开放通过提供丰富的数据资源,可以在很大程度上解决创业过程中面临的信息不对称问题,增加潜在创业机会被挖掘的可能性;同时,通过信息发布的集约化管理能够降低创业者获取数据的门槛和信息搜集成本,提高创业积极性。综合上述分析,政府数据开放可以提升城市创业活跃度,验证了研究假设1。
平行趋势假设是渐进双重差分模型的重要前提,即在政府数据开放平台上线之前,实验组和对照组的城市创业活跃度呈现出类似或者平行的变动趋势。本文借鉴Beck等[24]的做法,设定模型(2)进行平行趋势检验:

其中,时间虚拟变量Dit表示政府数据开放平台上线的前k年、当年和后k年的观测值,若某城市未上线公共数据开放平台,则时间虚拟变量取值为0。图1为政府数据开放影响城市创业活跃度的动态趋势,可以看出,在政府数据开放平台上线前4年的观测期内,处理组与对照组城市创业活跃度的估计系数均未通过显著性水平测试,这表明政府数据开放之前两组城市的创业活跃度具有统计一致性,满足平行趋势假设。
为考察城市创业活动在政府数据开放平台上线之前是否产生预期行为,本文在基准回归模型中加入政府数据开放平台上线前一年的时间虚拟变量(treat×oneyr)进行预期效应检验。表3第(1)列的结果表明,treat×oneyr的估计系数未通过显著性水平检验,而data的估计系数依然在1%的水平上显著为正,说明城市创业活跃度并未受到政府数据开放政策预期效应的影响,本文的研究结论有效。
首先,考虑到渐进双重差分模型可能存在的处理效应异质性偏误,本文借鉴Goodman-Bacon[25]的思路,对基准回归中政府数据开放(data)的估计系数和权重进行分解,DID分解结果如表4所示。可以看出,仅第③组会因动态处理效应对估计结果产生潜在偏误,但其权重仅占6.5%,这一结果说明本文的研究结论在考虑异质性处理效应后依然稳健。
其次,本文借鉴Gardner[26]提出的两阶段DID法重新评估政府数据开放对城市创业活跃度的政策效果,表3第(2)列报告了回归结果。可以看到,data的系数为0.2776,且通过了1%的显著性测试,表明本文的研究结论是可靠的。
为了验证政府数据开放对城市创业活跃度的提升效果并不是随机产生的,本文依据反事实因果推断框架进行了安慰剂检验。具体而言,通过蒙特卡罗模拟随机抽取样本城市作为虚拟处理组,并随机生成虚拟的政府数据开放年份,形成反事实实验场景,重复上述操作500次,得到“伪”估计系数核密度图,如图2所示。可以看出,虚拟政策效应系数服从以零值为中心的近似正态分布,显著偏离真实处理效应估计值(0.2502),有力地证实了本文的研究结论具有强稳健性。
虽然政府数据开放作为外生冲击事件已经在很大程度上缓解了内生性问题,但是政府数据开放平台上线可能并非完全随机,因此本文利用截面PSM和逐期PSM两种匹配方法来解决潜在的样本选择问题,使本文的政策更接近“自然实验”。表5第(1)、(2)列的结果显示在PSM-DID后,核心解释变量的系数分别为0.1930和0.1396,且均通过了显著性水平测试,再次支持了本文的核心结论。
借鉴谢绚丽等[5]的研究,采用城市新创企业的自然对数作为被解释变量来衡量城市创业活跃度,并重新进行回归,表5第(3)列为回归结果。可以看出,data的回归系数为0.0852,通过了1%的显著性水平测试,说明更换变量度量方法后,本文的结论依然具有稳健性。
为避免因城市行政等级不同对实证结果造成干扰,剔除四个直辖市样本再次检验基准回归结果的稳健性。表5第(4)列的结果表明,剔除直辖市样本后,data的系数依然显著为正,说明改变样本范围并不会对本文的研究结论产生影响。
为排除样本期间其他政策对基准回归结果的影响,本文在模型(1)的基础上依次加入“信息惠民”政策变量(policy_1)、“智慧城市”政策变量(policy_2)和“宽带中国”政策变量(policy_3)进行回归。表6第(1)-(4)列的结果表明,政府数据开放(data)的系数始终显著为正,再次验证研究假设1成立。
基于前文的理论分析,本文接下来检验技术创新、人才集聚和政府行政效率的机制作用,借鉴江艇[27]的研究,构建模型(3)进行机制效应验证。

其中,M为中介变量,代表技术创新(technology)、人才集聚(talent)和政府行政效率(efficiency),其他变量与前文一致。
借鉴白俊红等[19]的研究,本文从技术创新投入和技术创新成果产出的角度衡量技术创新水平,具体计算公式为政府科技投入/政府预算总支出*0.5+经标准差标准化处理的人均专利申请量*0.5。回归结果如表7第(1)列所示,data的系数为0.1215,通过了1%的统计显著性水平测试,意味着政府数据开放能够促进技术创新。可能的原因在于,政府数据开放有助于创业主体及时掌握科技前沿信息,驱动创新成果的产出和转化,提高技术创新效率,进而助推城市创新活动的开展与创业活跃度的提升。由此验证了研究假设2。
借鉴张所地等[28]的研究,本文从知识型人才和技能型人才两个方面考虑,采用信息传输、计算机服务和软件业等六类行业从业人员总和与城市总人口的比值衡量城市人才集聚。回归结果如表7第(2)列所示,data的系数为0.0022,在5%的水平上显著,说明政府数据开放发挥了人才集聚效应。究其原因,政府数据开放平台可以提供丰富的数据资源,从中蕴含着可以被挖掘的潜在创业机会,同时,在政府数据开放平台上发布的人才引进政策等信息有助于潜在创业人员充分了解供求条件,助力吸引高端人才的流入,从而可以为城市创业活动提供重要的人才资源保障,切实促进城市创业活跃度的提升。由此研究假设3得到验证。
借鉴张柳钦等[23]的研究,本文用城市公共管理、社会保障和社会组织人均服务的人口数来衡量政府行政效率,回归结果列示于表7第(3)列。可以发现,核心解释变量(data)的估计系数为0.0361,在5%的统计水平上显著,这表明政府数据开放提升了政府行政效率。可能的原因是,政府数据开放平台上线伴随着信息透明度水平的提高,有助于消除政府与社会公众之间数据要素流动的壁垒,以及增强政府各职能部门之间的合作协同能力,有效提升政府行政效率,从而为激发城市创业活力提供了良好的外部制度环境,促进城市创业活跃度的提升。由此研究假设4得以验证。
鉴于我国不同城市间的经济发展水平、生产要素分布等存在不同程度的差异,因此本文从与创业活动紧密相关的城市金融发展水平、数字经济发展水平和经济发展水平三个维度,检验不同城市特征是否会影响政府数据开放与城市创业活跃度的关系。根据城市金融发展水平、数字经济发展水平和经济发展水平的中位数分别将样本城市分为两组进行检验。其中,金融发展水平的计算公式为各城市年末金融机构贷款余额/GDP;数字经济发展水平的测度借鉴刘军等[29]的研究思路,构建数字经济发展指标体系,用主成分分析法计算综合得分来确定;经济发展水平用各城市夜间灯光的平均值衡量。回归结果如表8所示。
表8第(1)、(2)列回归结果显示,政府数据开放提升城市创业活跃度的激励效果在金融发展水平较高的城市中表现得更为显著。对此的解释是:在金融发展水平较高的城市,金融机构能够更好地利用政府开放的数据资源来评估风险,识别市场机会,提供定制化的信贷支持、风险管理咨询等金融服务,从而降低创业者的资金获取成本,激发创业热情,增强创业实践,提高创业成功率与整体城市创业活跃度。表8第(3)、(4)列回归结果显示,政府数据开放提升城市创业活跃度的激励效果在数字经济发展水平较高的城市中表现得更为显著。究其原因,在数字经济发展水平较高的城市,创业者能够借助数字平台的广泛应用增强自身的数据挖掘和学习能力,从而在政府数据开放之后能够更迅速地从大量数据中提取出具有商业价值的信息,识别创业机会并抢占商机;而数字经济发展水平较低的城市可能缺乏足够的数据技术基础设施和人才,无法将数据要素转化为实际的商业价值,进而阻碍了城市创业活动。表8第(5)、(6)列回归结果显示,政府数据开放提升城市创业活跃度的激励效果在经济发展水平较高的城市中表现得更为显著。可能的原因在于,经济发展水平较高的城市通常不仅拥有更丰富的创业资源和更优越的创业环境,而且具有更大的市场需求和更强的消费能力,能够为创业活动提供更多的市场机会与更有利的市场支撑条件,帮助创业者在充分对接市场需求的基础上制定有效的市场营销策略,从而提升城市创业活跃度。
为了评估不同类型行业对城市创业活跃度的差异化影响,本文将新创企业按照所属行业类型分为制造业和服务业两大类别,其中服务业又进一步细化为生产性服务业和非生产性服务业,并分别展开回归分析,回归结果列示于表9第(1)—(4)列。从表9可以看出,政府数据开放对服务业企业的创业活跃度有着显著的正向推动作用,特别是在生产性服务业领域表现得尤为突出。与之形成对比的是,政府数据开放对于制造业企业的创业活跃度,并未产生明显的作用效果。可能的原因是,一方面,政府数据开放在提供大量数据资源的同时,也能够提升政府透明度和自身的行政效率,服务业的进入门槛相对较低,政府行政效率的提升可以更大程度地激发创业者的创业热情;另一方面,制造业企业大多以土地、资本等生产要素为主,对资源禀赋、经济条件和区位条件有较高要求,创业门槛较高,从而导致政府数据开放对制造业企业创业活跃度的影响未通过显著性水平检验。
考虑到不同城市的政府数据开放平台质量存在客观差距,本文进一步考察政府数据开放质量对城市创业活跃度的影响效应,城市政府数据开放质量用开放数林指数来衡量,并按照中位数将数据开放城市分为数据开放质量高低两组进行检验。回归结果如表10第(1)、(2)列所示,政府数据开放对城市创业活跃度的促进作用只在数据开放质量高组中显著。产生这一结果的原因可能是,高质量的政府数据开放能够为创业者提供及时、准确、可靠的创业信息,从而促进创业活跃度的提升,而部分城市的政府数据开放平台存在数据访问量和下载量不高,以及利用率低下的情况[14],因而会削弱对城市创业活跃度提升的影响。
创业质量是衡量创业绩效的一个指标,政府数据开放是影响创业质量的重要因素。本文接下来进一步探讨政府数据开放在促进城市创业数量增长的同时能否提升创业质量。借鉴何雨可等[9]的研究,以每百人中科学研究和技术服务业和信息传输、软件和信息技术服务业的新创企业数作为创业质量(qua)的衡量指标。表10第(3)列的回归结果显示,data的回归系数为0.0283且通过了1%的显著性水平测试,表明政府数据开放有效提升了城市创业质量,实现了创业数量增长和质效提升的双赢局面。
合理运用政府数据开放平台以提升城市创业活跃度是数字经济发展的内在要求和发挥数据要素供给作用的重要举措。本文基于2010—2021年284个地级及以上城市的面板数据,借助地方政府数据开放平台陆续上线的政策冲击,对数据要素供给和城市创业活跃度之间的关系进行了实证检验。研究发现:
(1)政府数据开放能够显著提升城市创业活跃度。政府数据开放作为数据要素供给的重要手段,提供了丰富的数据资源,有效消除了创业方面的信息孤岛,减少了信息搜集成本,增加了挖掘潜在创业机会的可能性,降低了创业者获取创业所需数据的门槛,为其赋能创业提供了良好的条件,从而为激励城市创业活跃度的提升发挥了积极作用。本文以我国政府数据开放为准自然实验,构建渐进双重差分模型来考察数据要素供给对城市创业活跃度的影响,能够在很大程度上缓解潜在的内生性问题,更加精准地识别出政府数据开放影响城市创业活跃度的净效应。研究发现对已有数据要素供给的经济效应研究文献提供了有益补充,并从数字经济发展的视角丰富了城市创业活跃度的影响因素研究,为进一步优化政府数据开放策略以精准提升城市创业活跃度提供了理论支撑和经验依据。
(2)政府数据开放通过促进技术创新、强化人才集聚与提升政府行政效率三个渠道提升了城市创业活跃度。政府数据开放有助于市场创业主体更全面地捕捉科技前沿信息,促进其创新成果的产出和转化,为有效开展城市创业活动提供驱动力;政府数据开放蕴含着潜在的商业机会,能够对高端人才流入产生较大的吸引力,从而为城市创业活动提供量多质高的人才保障;政府数据开放能提高信息透明度与政府行政效率,为城市创业活动提供良好的外部制度环境。本文创新性地研究了政府数据开放影响城市创业活跃度的传导机制,为数据要素供给的影响路径研究提供了理论框架,也为政府部门充分发挥数据要素供给效能的政策选择提供了新的思路与实践指导。
(3)政府数据开放对城市创业活跃度的影响在城市和行业两个维度具有显著的异质性。从城市特征来看,政府数据开放对金融发展水平、数字发展水平和经济发展水平较高城市的创业促进效果更为明显,表明政府数据开放的效能与城市基础设施密切相关,同时较高的金融发展水平和数字发展水平为数据资源的有效利用提供了支撑,从而更有利于激发创业活力。从行业类型来看,政府数据开放对服务业企业,尤其是生产性服务业企业的创业活跃度提升作用较为显著,而对制造业企业的创业活跃度没有显著影响,这可能与服务业对数据的敏感度和应用能力更强有关。这一研究发现揭示了政府数据开放影响城市创业活跃度的差异性,不仅对已有研究进行了充分的拓展,为政府实施精准性的数据开放政策提供了理论经验启示,而且可以为有针对性地发挥政府数据资源在提升城市创业活跃度中的作用提供决策支持。
(4)政府数据开放质量对城市创业活跃度的提升具有正向激励效应,且政府数据开放能够提升创业质量。政府数据开放质量越高,对城市创业活跃度的提升效应越大;同时,创业质量作为城市创业活跃度的一个重要映照,政府数据开放在促进创业数量增长的同时可以实现创业质量的提升,而高质量的政府数据开放能够为创业者提供全方位的市场数据信息支持,从而助力城市创业活跃度的提升。本文检验了政府数据开放质量对城市创业活跃度的差异化影响,以及政府数据开放对创业质量的影响,扩宽了已有的关于政府数据开放经济效果的研究,为评估数据要素供给的影响提供了一个新的基于创业质量的视角和更为精细的经验证据,为进一步提升政府数据开放质量提供了理论依据和政策参考。
基于上述研究结论,本文得出以下三点政策启示:
第一,加快各地区政府数据开放平台建设,适时扩大政府数据开放范围,为激发城市创业活力提供新动能。政府部门应充分重视政府数据的价值创造能力,在全面深入总结政府数据开放平台建设成功经验的基础上,适当扩大政府主导下的政府数据开放平台数量,以提升政府数据开放水平,确保更多地区享受到数据开放带来的政策红利。同时,应立足于政府数据开放对不同特征城市以及城市中不同行业企业创业活跃度的异质性影响,加强区别性的制度支持和指导,拓展规范化、多样化和针对性的政府数据开发利用机制。鼓励金融发展水平、数字经济发展水平和经济发展水平高的城市加快建设政府数据开放平台,加大对服务业,尤其是生产性服务业企业创业的数据支持倾斜力度,为增加创业机会与鼓励更多的创业行为提供保障。
第二,健全政府数据开放的制度体系,消解提升城市创业活跃度的条件约束。技术创新、人才集聚和行政效率不仅构成创业的制约性因素,也是政府数据开放影响城市创业活跃度的传导路径。在完善与政府数据开放相关的制度设计方面,应着力畅通提升城市创业活跃度的传导渠道,加强政府数据开放与技术创新、人才集聚和行政效率之间的协同性。一方面,进一步加强政府数据开放上线平台的建设,为政府数据开放更好地促进技术创新、人才集聚与提高行政效率提供技术支持;另一方面,应通过财税政策与产业政策的协调配合来提高城市的技术创新水平与人才集聚水平,通过合理确定政府职能边界提升行政效率,进而为更好地提升城市创业活跃度提供激励。
第三,全面提高政府数据开放质量,助力提升创业效率。一方面,应健全政府数据开放的法规制度,为提高数据更新频率、统一规范形式、完善用户反馈机制提供根本性遵循,进而充分挖掘高质量政府数据开放的价值,促进政府数据资源的利用。另一方面,应建立政府数据开放的综合绩效评价制度,将政府数据开放水平纳入地方政府的工作绩效考核制度中,规范监管评价流程,加强对评价结果的合理应用,督促地方政府提升政府数据开放质量,为有效提升城市创业活跃度提供制度保障。
