In order to scientifically assess risks in the production and operation of underground mines and improve the safety prevention and control in underground mining, a risk assessment index system for underground mines was constructed by selecting five primary indices and 16 secondary indices based on the underground mining characteristics. And then, the subjective and objective weights of the assessment indices were determined by using analytic hierarchy process (AHP) and entropy weight method (EWM), and the comprehensive weight of the indices was also optimized by adopting a combined weighting method to improve the accuracy of the assessment results. The safety risk in underground mines was assessed with the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Later, five mines investigated by the experts organized by Hunan Bureau of the State Administration of Mine Safety were taken as samples for assessment with this method. The safety risk assessment results obtained with different models show that three risk indices with higher weights, including operation status of six equipment systems in terms of equipment factor, mine geological conditions in terms of environmental factor, and work safety system in terms of management factor, can bring obvious threat to the mine safety operation. The safety risk assessment of five mines shows that a tungsten mine has the highest risk level, while a graphite mine has the lowest risk level.

为了科学评价地下矿山的生产运营风险、提升地下矿山安全预防能力,基于地下矿山生产特点选取5个一级指标、16个二级指标构建了地下矿山风险评价指标体系,分别运用层次分析法(AHP)和熵值法(EWM)确定评价指标的主客观权重,采用组合赋权法优化指标综合权重,以提高评价结果的准确性。利用逼近理想解排序法(TOPSIS)评价地下矿山的安全风险状况。以国家矿山安全监察局湖南局组织专家调研的5座矿山为评价样本进行分析,不同模型的安全风险评价结果表明:设备因素维度中的六大系统设备运行状态、环境因素维度中的矿山地质条件、管理因素维度中的工作安全制度3个风险指标权重较大,对矿山安全生产的威胁较为明显;所研究的5座矿山中,钨矿山M2安全风险级别最高、石墨矿山M4的安全风险级别最低。

为了科学评价地下矿山的生产运营风险、提升地下矿山安全预防能力,基于地下矿山生产特点选取5个一级指标、16个二级指标构建了地下矿山风险评价指标体系,分别运用层次分析法(AHP)和熵值法(EWM)确定评价指标的主客观权重,采用组合赋权法优化指标综合权重,以提高评价结果的准确性。利用逼近理想解排序法(TOPSIS)评价地下矿山的安全风险状况。以国家矿山安全监察局湖南局组织专家调研的5座矿山为评价样本进行分析,不同模型的安全风险评价结果表明:设备因素维度中的六大系统设备运行状态、环境因素维度中的矿山地质条件、管理因素维度中的工作安全制度3个风险指标权重较大,对矿山安全生产的威胁较为明显;所研究的5座矿山中,钨矿山M2安全风险级别最高、石墨矿山M4的安全风险级别最低。

In order to scientifically assess risks in the production and operation of underground mines and improve the safety prevention and control in underground mining, a risk assessment index system for underground mines was constructed by selecting five primary indices and 16 secondary indices based on the underground mining characteristics. And then, the subjective and objective weights of the assessment indices were determined by using analytic hierarchy process (AHP) and entropy weight method (EWM), and the comprehensive weight of the indices was also optimized by adopting a combined weighting method to improve the accuracy of the assessment results. The safety risk in underground mines was assessed with the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Later, five mines investigated by the experts organized by Hunan Bureau of the State Administration of Mine Safety were taken as samples for assessment with this method. The safety risk assessment results obtained with different models show that three risk indices with higher weights, including operation status of six equipment systems in terms of equipment factor, mine geological conditions in terms of environmental factor, and work safety system in terms of management factor, can bring obvious threat to the mine safety operation. The safety risk assessment of five mines shows that a tungsten mine has the highest risk level, while a graphite mine has the lowest risk level.

矿山地下开采涉及的安全风险因素众多,安全、高效开采一直是矿山工作的重中之重,因此,有必要开展矿山安全风险评价[1-3]。2022年国家矿山安全监察局印发了《关于加强非煤矿山安全生产工作的指导意见》,提出了强化安全生产标准化建设、强化安全风险识别管控的要求,准确整体把握矿山安全风险状况、确保矿山健康生产是矿山企业和地方矿山安全监察部门亟待解决的问题。
众多学者采用不同理论和方法分别就矿山地质环境、机电设备、运行系统、生产工艺等进行了矿山安全风险评价研究,并取得一系列成果[4-7]。本文根据矿山生产实际特点建立了地下矿山风险评价指标体系,运用层次分析法(AHP)和熵值法(EWM)进行了风险指标的权重计算,组合赋权后结合逼近理想解排序法(TOPSIS)构建地下矿山安全风险评价模型,并根据计算结果对矿山风险状况进行合理评价。
建立合理的地下矿山风险评价指标体系是进行科学风险评价的基本前提,关乎着评价结果的准确性和合理性,应本着高效准确的原则选取代表性指标。综合矿山生产特点及以往矿山事故案例,建立了人员因素、设备因素、环境因素、管理因素、资质因素5个维度下16个指标的地下矿山风险评价体系,如图1所示。
风险评价指标权重的确定方法大体可分为主观赋权法、客观赋权法、组合赋权法[8-9]。其中主观赋权法多数采取综合咨询评分的方式来确定权重,如综合指数法、模糊综合评判法、层次分析法、功效系数法等;客观赋权法根据各指标间相关关系或各指标值变异程度来确定权数,如变异系数法、独立性权重、主成分分析法、熵值法、CRITIC法等;组合赋权法针对主观赋权法和客观赋权法各自的优缺点进行权重融合,如加法合成法、乘法合成法、级差最大化组合、基于客观修正主观等。
层次分析法(AHP)是应用网络系统理论和多目标综合评价方法提出的一种权重确定方法[10-11],计算步骤如下:
1)构造判断矩阵。采用如表1所示的1~9标度性方法得到判断矩阵A=(aijn×n,以此表示某一层因素的相对重要性。
2)计算判断矩阵因素权重。结合标度值,利用式(2)~(5)对式(1)进行归一化处理后得出判断矩阵A的各个因素权重ωl
式中:αij为矩阵A的列向量归一化;βi为矩阵第i行的行向量总和;ωi为矩阵归一化的实际权重;ωl为判断矩阵中评价因素权向量。
3)判断矩阵的层次单排序权向量及一致性检验。计算各矩阵最大特征值λmax,利用一致性指标CI和表2中的随机一致性指标RI进行一致性检验。
式中:(Aωi为向量Aω的第i个分量。CR<0.1时,判断矩阵通过一致性检验,反之则需要再次修正。
4)判断矩阵的层次总排序权向量及一致性检验。为了避免单排序一致性检验存在非一致累加的现象,层次总排序也有必要进行一致性检验。
式中:ωj为指标层矩阵的特征向量值;CIj为单排序一致性指标;RIj为对应的平均一致性指标。最后将通过一致性检验的指标层对方案总目标的权向量记为ωA
在信息论中熵是对无序性的一种度量,因此可以利用熵值来评价某个方案指标的离散程度[12]。运用熵值法(EWM)确定主观权重的计算步骤如下。
1)构造评价矩阵。针对评价方案的m个评价样本和n个评价指标,建立0~100赋分的评价矩阵B,记为B=(bijm×n
2)样本数据标准化处理。为维护评价矩阵的有效性,对其进行正向指标和负向指标的无量纲化处理。
式中:为矩阵B的正向指标;为矩阵B的负向指标。
3)计算评价指标的熵值和熵权。对评价指标进行权重分配后得出熵值φj和熵权ωB
式中ρij是评价矩阵中第i个评价样本第j个评价指标的权重。
层次分析法(AHP)依赖于专家自身的工程经验来确定各评价指标的权重,具有较强的主观随意性;熵值法(EWM)根据原始数据之间的关系来确定权重,具有较强的理论依据,对样本数据的依赖程度较高。为了平衡2种权重方法的优缺点,使指标权重更加科学合理,采用拉格朗日乘子法计算组合权重ω[13-14]
TOPSIS是一种构造评价问题的正理想解和负理想解的多目标决策方法,通过计算每个方案的相对贴近度以靠近正理想解和远离负理想解的程度来对方案进行排序,从而选出最优方案[15-16]。其具体算法步骤如下。
1)构造规范化矩阵。设包含m个评价样本、n个评价指标的多属性决策问题的决策矩阵C=(cijm×n,用向量规范化方法求得规范化决策矩阵E=(eijm×n
2)确定正、负理想解。设定正、负理想解分别为
3)计算欧式距离。采用欧氏距离测度样本指标与正、负理想解的距离
4)计算方案相对贴近度。对相对贴近度Fi的大小进行排序(Fi越大,方案越优),从多个方案中确定评价结果最好的样本,为矿山风险安全管理提供决策依据。
为了验证模型在地下矿山安全风险评价的有效性和合理性,国家矿山安全监察局湖南局协调湖南省内安全监察单位、高校单位、科研企业单位相关专家组成专家团队,对湖南省内部分非煤地下矿山按照如图1所示的地下矿山风险评价体系进行了相关调研,具体包括中国五矿集团有限公司下属的1座钨钼铋多金属矿山M1、1座钨矿山M2、1座锡矿山M3和中国建材集团有限公司下属的2座石墨矿山M4和M5。运用本文方法进行地下矿山风险评价。
根据式(1)和表1组织专家对指标进行打分、赋值后得到AB1B2B3B4以及B5的判断矩阵。
根据以上层次判断矩阵,采用式(2)~(8)计算准则层、指标层的单层次指标权重及其一致性检验,结果如表3所示。
根据式(9)综合各层权重信息计算可得:CR=0.005 7<0.1,故上述各层均通过了一致性检验,并获得所有指标层对总目标的权向量,记为ωc=(0.028 4,0.051 6,0.015 6,0.088 7,0.047 2,0.063 6,0.060 6,0.028 7,0.118 1,0.222 4,0.041 9,0.029 7,0.098 2,0.054 0,0.020 4,0.030 7)T
M1~M5矿山专家调研打分结果如表4所示。采用式(10)~(15)计算各评价样本指标层的熵值和熵权,其中C1~C8、C10、C12~C16为效益型指标,按照正理想解来计算,C9、C11为成本型指标,按照负理想解来计算,得到各评价样本指标层的熵值φj和熵权ωB表5
根据式(16)求得各评价指标权重值如图2所示。由图2可知:运用层次分析法(AHP)得出的有害气体浓度C9、矿山地质条件C10权重主观判断过于强烈;运用熵值法(EWM)得出的深部地热温度C11、健全管理结构C12权重过于依赖样本数据;组合赋权法正好综合了两者的缺陷,使风险指标权重合理得当,修正后设备因素维度中的六大系统设备运行状态C4、环境因素维度中的矿山地质条件C10和管理因素维度中的工作安全制度C13分别以0.086 5、0.088 1和0.086 8占据较大权重,对矿山安全生产的威胁较为明显。
根据式(17)~(22)对表4数据进行规范化,依次计算各评价指标的正理想解、负理想解、欧式距离和贴近度,结果如表6所示。同时比较了AHP-TOPSIS法、EWM-TOPSIS法、组合赋权-TOPSIS法地下矿山风险评价模型贴近度结果,如图3所示。由表6图3可知,5座矿山样本在不同模型下得到的安全风险由高到低的顺序如下:AHP-TOPSIS模型M2>M3>M5>M1>M4;EWM-TOPSIS模型下M2>M5>M1>M4>M3;组合赋权-TOPSIS模型M2>M5>M1>M3>M4。由调研情况得知,钨矿山M2曾发生冒顶片帮事故,石墨矿山M5曾发生透水事故,多金属矿山M1曾发生悬拱坍塌事故,锡矿山M3曾发生罐笼坠落事故,石墨矿山M4未发现相关事故报道,所调研矿山样本中钨矿山M2安全风险级别最高、石墨矿山M4的安全风险级别最低,根据事故发生年代和严重性排序为M2>M5>M1>M3。AHP-TOPSIS模型与EWM-TOPSIS模型的评价结果与矿山实际风险状况有一定的偏差,组合赋权-TOPSIS模型所评价的矿山样本安全状态与专家实地调研分析情况基本一致。
1)综合矿山生产特点及以往矿山事故案例,全面分析了影响地下矿山安全生产的风险因素,建立了包含人员因素、设备因素、环境因素、管理因素、资质因素5个维度下的16个地下矿山风险评价指标。
2)采用了层次分析法(AHP)和熵值法(EWM)进行了地下矿山风险指标的主、客观赋权,并通过组合赋权法对指标权重进行了综合优化,既克服了主观赋权法的主观随意性,又弥补了客观赋权法对样本数据的高度依赖性,有效提高了所建立评价模型处理多目标决策问题的能力。
3)基于组合赋权-TOPSIS的分析结果表明,设备因素维度中的六大系统设备运行状态、环境因素维度中的矿山地质条件和管理因素维度中的工作安全制度对矿山安全生产的威胁较大,所研究的5座矿山中,钨矿山M2安全风险级别最高、石墨矿山M4的安全风险级别最低。
