Social responsibility under the Law of the People's Republic of China on the Popularization of Science and Technology refers to the duty of science popularization that social entities are expected to assume. The Revised Law of the People's Republic of China on the Popularization of Science and Technology strengthens the network of social responsibilities, highlights the responsibilities of special subjects in science popularization, and expands how these responsibilities can be fulfilled. However, due to the promotion law nature of the Law of the People's Republic of China on the Popularization of Science and Technology, it lacks mandatory binding force on social actors and is difficult to translate into substantive rights enforceable by the public, resulting in difficulties in the implementation of social responsibility. In the process of implementing the Revised Law of the People's Republic of China on the Popularization of Science and Technology, measures such as further clarifying preferential policies for science popularization, fostering the awareness of science popularization as a public welfare undertaking, and deepening the evaluation mechanism for science popularization should be adopted to promote the fulfillment of social responsibility.

《科普法》中的社会责任是指社会主体应当承担的科普责任。新修订《科普法》完善了社会责任网络，突出了特殊科普主体的社会责任，扩大了社会责任的承担方式。但由于《科普法》的“促进法”性质，其对社会主体缺少强制约束力，且难以转化为公众可主张的实质权利，导致社会责任落实困难。新修订《科普法》实施过程中，应当通过进一步明确科普优惠政策、推动科普作为公益事业意识的形成、深化科普评估机制等措施，来推动社会责任的落实。
