本文以新中国成立以来颁布的科普政策为研究对象，根据政策目标、内容和主体等要素进行阶段性划分，总结我国科普政策体系发展的特征。研究发现，科普政策目标各有侧重，聚焦不同的对象、内容和领域，推动了国家科普事业的发展。在科普政策的推动和影响下，科普工作也体现出鲜明的历史特征，从以宣传知识为主的普及工作转向了以素质提升为目标的综合性工作。
