A case study is carried out to illustrate that there is a wide social rhetoric space around a scientific concept. After intensive social rhetoric, the OMP osteb blasts milk protein becomes from a scientific concept to a symbol of high quality milk product with many added social meanings. Social rhetoric is a basic way of communication within human society. However, under certain conditions, it could be abused. Public participation is expected to penetrate the'fog of rhetoric', and in the long run, promotes a harmonious, cooperative, and responsible social culture.

以OMP（造骨牛奶蛋白的英文缩写）为例，表明围绕科学概念有广阔的社会修辞空间。社会修辞有被误用的可能，不仅提高社会风险水平，而且威胁信任和民主。而公众参与有助于制约这种误用，因为科技推动现代性转变带来对社会生活加强监控的需要和“参与式改变”的契机，公众则是这一现代性重建过程的重要角色。长期的公众参与实践，辅以由法律、制度和文化等构成的良性社会生态环境，有利于滋养一种和谐、合作、负责任的社会文化。
