With the widespread application of artificial intelligence(AI),public understanding and attitudes toward AI have become key indicators of its social acceptance. Drawing on data from the 14th National Civic Scientific Literacy Sampling Survey,this study analyzes group differences in AI cognition and attitudes among Chinese citizens across four major social structural dimensions:educational attainment,occupational type,age cohort,and urban-rural background. The findings show that while Chinese citizens generally hold positive attitudes and exhibit a solid foundation of trust in AI,there are significant disparities among different groups in terms of cognitive level,usage frequency,confidence in AI development,and concerns about job displacement. Individuals with higher education levels and greater exposure to digital technologies tend to demonstrate more favorable cognition and attitudes toward AI. Younger cohorts display active cognition and open attitudes,whereas older adults are characterized by lagging cognition but optimistic expectations. Urban and rural residents also differ significantly in terms of baseline knowledge and anxiety about occupational risks. The study recommends promoting AI literacy among key populations,expanding vocational retraining programs,and improving risk governance mechanisms to ensure inclusive and equitable AI adoption through targeted public education.

随着人工智能技术的广泛应用,公民对AI的认知与态度成为衡量社会技术接受度的重要指标。本文基于第十四次中国公民科学素质抽样调查数据,围绕受教育程度、职业类型、年龄结构与城乡分布等社会结构变量,描绘中国公民人工智能认知与态度的群体差异。研究发现,中国公民整体对AI持积极态度,信任基础良好,但不同群体在认知水平、使用频率、发展信心与职业替代等方面存在明显差异。受教育程度越高、职业数字化程度越高者,对AI的认知与态度更积极;青年群体认知活跃且态度开放,老年群体则表现出认知滞后但态度乐观的特征。城乡之间在认知基础与职业焦虑上也存在明显区别。研究建议从重点人群的人工智能素养提升、职业再培训及风险治理机制等方面系统推进人工智能的社会通识教育与普及。

随着人工智能技术的广泛应用,公民对AI的认知与态度成为衡量社会技术接受度的重要指标。本文基于第十四次中国公民科学素质抽样调查数据,围绕受教育程度、职业类型、年龄结构与城乡分布等社会结构变量,描绘中国公民人工智能认知与态度的群体差异。研究发现,中国公民整体对AI持积极态度,信任基础良好,但不同群体在认知水平、使用频率、发展信心与职业替代等方面存在明显差异。受教育程度越高、职业数字化程度越高者,对AI的认知与态度更积极;青年群体认知活跃且态度开放,老年群体则表现出认知滞后但态度乐观的特征。城乡之间在认知基础与职业焦虑上也存在明显区别。研究建议从重点人群的人工智能素养提升、职业再培训及风险治理机制等方面系统推进人工智能的社会通识教育与普及。

With the widespread application of artificial intelligence(AI),public understanding and attitudes toward AI have become key indicators of its social acceptance. Drawing on data from the 14th National Civic Scientific Literacy Sampling Survey,this study analyzes group differences in AI cognition and attitudes among Chinese citizens across four major social structural dimensions:educational attainment,occupational type,age cohort,and urban-rural background. The findings show that while Chinese citizens generally hold positive attitudes and exhibit a solid foundation of trust in AI,there are significant disparities among different groups in terms of cognitive level,usage frequency,confidence in AI development,and concerns about job displacement. Individuals with higher education levels and greater exposure to digital technologies tend to demonstrate more favorable cognition and attitudes toward AI. Younger cohorts display active cognition and open attitudes,whereas older adults are characterized by lagging cognition but optimistic expectations. Urban and rural residents also differ significantly in terms of baseline knowledge and anxiety about occupational risks. The study recommends promoting AI literacy among key populations,expanding vocational retraining programs,and improving risk governance mechanisms to ensure inclusive and equitable AI adoption through targeted public education.

随着人工智能(Artificial Intelligence,AI)技术的飞速发展,其在经济社会各领域的应用正加速推进,深刻改变着人类的生产方式、生活形态与认知结构。近年来,中国高度重视AI战略布局与场景落地,从《新一代人工智能发展规划》(2017)[1]到《生成式人工智能服务管理暂行办法》(2023)[2],强调了科技创新与安全可控并重。在此背景下,人工智能的广泛应用正逐步由技术内部优化阶段转向与社会结构深度交织的发展阶段,其被公民所理解、接受与信任的程度成为影响AI推进效果的关键社会变量。然而,公民对人工智能的认知和态度因社会结构差异呈现多元分化特征,深刻影响着人工智能技术的社会接受程度和应用效果。
近年来,关于公民人工智能接受度的研究逐渐兴起,学者们从不同角度探讨了公民对AI认知水平、态度的形成机制及影响因素[3]。已有研究发现,AI接受度与个体的科学素质、风险感知和技术信任相关[4]。高学历群体对AI具有更高的功能认知与支持意愿,而老年群体与传统行业从业者更易出现焦虑与抵触情绪[5]。同时,技术可解释性、算法透明度与人机交互体验等要素,会显著影响公民对AI的接受水平与政策信任[6-7]。如2023年的一项跨文化调查指出,美国与欧洲91%的受访者认为“人工智能是一项需要谨慎管理的技术”,这一倾向在过去5年逐步加强,体现出全球社会对人工智能规制需求的日益强化[8]。美国超过一半的公众(51%)对AI发展表示担忧[9],而中国公民则普遍持更为积极的态度,表现出更强的信任与支持意愿[10]
科学素质作为影响对AI认知与态度的关键变量,也成为相关研究的重要切入点。已有研究发现,科学素质每提升10个百分点,公民对AI风险的理性判断能力可提高23%[11];科学素质水平超过10%,通常被视为迈入创新型国家的重要标志[12]。此外,群体结构差异对AI认知也具有显著影响。研究发现,年龄越小、受教育程度越高的群体对AI的认知与接受度更高[13-14];在性别方面,美国男性专家的乐观程度(63%)显著高于女性专家(36%),而女性更关注算法偏见、数据滥用和设计代表性不足等问题[9]
尽管已有研究在人工智能认知、科学素质和群体差异方面取得了诸多进展,但聚焦中国国情、基于大样本的结构化实证研究仍相对有限。因此,本文以第十四次中国公民科学素质抽样调查数据为基础,从社会结构维度出发,系统分析公民在AI认知水平、使用频率、信任态度与职业替代预期等方面的群体异质性。本研究不依赖单一理论框架,而是通过实证描述,力图描绘出不同职业、受教育程度、年龄与城乡群体在AI发展进程中的心理基础与适应状态,从而为制定AI的社会通识教育与普及策略提供数据支撑。
本研究数据来源于2024年开展的第十四次中国公民科学素质抽样调查中的人工智能模块问卷。该调查覆盖中国大陆31个省(自治区、直辖市)和新疆生产建设兵团,调查对象为18~69岁公民(不含现役军人),采用线下入户面访(计算机辅助面访系统)与线上手机短信推送(计算机辅助网络访问系统)相结合的调查方式。调查共计回收有效样本31 015份,其中人工智能模块问卷共回收15 149份有效样本,包括线上作答10 015人,线下作答5 134人。
研究采用描述性统计与交叉分析相结合的实证策略,对公民在人工智能认知与态度维度上的整体表现与群体差异展开刻画。首先,基于总体样本对10道关键题目进行频率分析,描绘公民认知结构与态度特征的基本情况;其次,引入“认知—态度—行为”路径模型作为理论支撑[15],丰富对公民AI接受模式的解释力。最后,以受教育程度、职业类别、年龄代际、城乡分布等社会结构变量为分组依据,开展多组交叉对比,形成群体对AI认知、态度与行为差异分析。为确保分析结果的严谨性,所有数据处理与可视化工作均在SPSS 26.0与Excel环境下完成,并对样本数据进行了人口结构加权处理,确保其与国家人口结构在性别、地区、年龄等方面的一致性。
为系统描绘人工智能公民认知、态度和行为的现状和群体差异,设计10个与人工智能相关的核心题项(见表1)。
问卷主要采用李克特五点量表(1=非常不同意……5=非常同意)对公民的认知、态度和行为各维度进行量化测量。如,“您对人工智能的了解或知晓程度如何”用于衡量知识掌握水平,“人工智能产品或服务在过去3至5年深刻地改变了我的工作和生活”用于捕捉现实使用后的认知评价,“我能熟练使用人工智能产品或服务协助开展日常工作”用于测量自我效能感。在态度维度上,“人工智能应用是一件好事,因为能够帮助人们完成工作或做家务”用于测量功能认可度,“我们应该更多地采用人工智能技术,让它成为工作和生活的一部分”用于测量技术采纳的行为倾向,“您认为您当前的职业或想要从事的职业会被人工智能取代吗”则通过五级同意程度选项评估公民的职业替代预期与技术焦虑。所有数据均通过结构化问卷形式采集,便于开展分层比较和交叉分析。
中国近一半的受访者(46.6%)认为自己对AI“一般了解”,这表明AI技术已被广泛知晓,但深入理解的人群相对较少(见图1)。仅有2.3%的公民表示“非常了解”AI,另有10.2%表示“比较了解”,两者合计仅占12.5%,这部分可被视为高认知群体,反映出高水平的认知仍然属于少数。值得关注的是,仍有13.2%的受访者表示“完全不了解”AI,这一群体在未来的AI知识普及中需要从最基础的内容抓起,在开展通识教育中需被重点关注。该认知结构表明,大多数个体已具备基本概念与使用经验,反映了中国公民对AI认知处于由知晓走向理解的普及转型阶段。
从公民在日常生活中对AI的使用频率来看,调查结果显示,56.3%的公民在日常生活中使用人工智能产品或服务的频率达到“有时”及以上水平(见图2),表明AI技术已在日常生活中实现了较广泛渗透。其中,高频使用者(即选择“总是”和“经常”使用的人群)合计达到了20.7%,意味着AI对一部分人的生活已经产生了显著且持续的影响。然而,仍有高达43.7%的人群使用AI的频率偏低,甚至从未接触过AI产品或服务,提示AI技术的普及工作尚未达到全面覆盖,未来在技术推广和应用方面仍有进步空间。
公民对AI的认知与态度呈现出信心与不确定性并存的特征(见图3)。64.2%的公民认为自己能熟练使用AI,这反映出他们在技术采纳上拥有较高的信心。仍有约三分之一的人对此持中立或保留态度,表明人们对自己使用能力的评估存在一定不确定性。同时,约三分之二的公民认可AI已经改变了他们的生活或工作,显示出对AI的现实感知较强,但也有29.4%的人表现出模糊态度,说明部分公民尚未明确感知到AI的实际影响。
约七成的公民认可人工智能具备协助工作与生活的实用功能,这与公民愿意接受AI与生活深度融合的态度相吻合。然而,职业替代焦虑较普遍存在,超过四成的群体表示担忧职业被AI取代。同时,有42.0%的人对此持中立态度,这反映出部分公民处于观望状态,而这种担忧和不确定性可能成为提升AI接受度的潜在阻力。
面对人工智能的快速发展,公民的态度呈现出理性权衡的特征(见图4),这是基于现实感知与价值判断作出的谨慎选择。调查显示,大约三分之一的公民(31.6%)对AI表现出明确的乐观期望,期待它带来更多便利和进步。然而,高达48.4%的公民表示他们“期盼与担忧并存”,这反映出人们既看到AI带来便利和进步,也对其可能带来的风险或负面影响保持警惕。
公民对人工智能未来发展总体持积极预期,表现出较强的信心态度。调查显示,83.2%的公民对“我国在人工智能领域的发展”持有信心(见图5),其中“非常有信心”达46.2%,“比较有信心”达37.0%。值得注意的是,公民对AI的“未来预期”(69.4%)高于对其对“既有影响”(66.6%)的认可度,这表明,相较于AI已带来的变化,公民更关注AI在未来社会生活中持续发挥作用的潜力。
从上述调查结果可以看出,一方面,AI知识已在社会中广泛传播,半数以上公民对其基本了解并有一定使用经验,人工智能正在逐步融入公民日常生活,并形成初步的常态用户群。另一方面,深入理解者仍占少数,认知水平和使用频率在不同人群间存在显著差异,普及工作尚需加强。在态度层面,公民普遍看好AI的未来发展前景,信任基础较为稳固,认为AI有助于改善生活和工作。但与此同时,部分人对职业替代的担忧与使用信心的不足并存,反映出公民在技术变革面前的谨慎接受心理。
调查数据显示,受教育程度在“认知—态度—行为”路径中扮演着关键角色。在认知维度上,受教育程度越高的群体对AI的基本认知更强。本科及以上群体中,对AI“非常了解”或“比较了解”的合计比例达28.0%(见图6),大学专科为22.8%,高中(中专、技校)为13.4%,初中为8.2%,小学及以下仅为7.2%。结果呈现递减的变化趋势,说明受教育程度对关于技术的基本认知具有一定影响。
在态度维度上,受教育程度的高低直接影响公民对AI的价值判断与情感评价。在本科及以上群体中,有54.8%的公民“基本赞成”AI能帮助完成工作与家务,这一比例远高于小学及以下群体的35.0%;而后者在该题中选择“既不赞成也不反对”的比例高达32.8%,显示出认知模糊带来的中性态度倾向。
进一步来看,受教育程度也影响个体对技术深度融合的主观支持意愿。在“是否应将AI纳入日常工作与生活”的题项中,本科及以上人群中选择“非常赞成”与“基本赞成”的合计高达82.4%,而小学及以下仅为70.2%;后者“基本反对”与“非常反对”的比例(3.9%)也高于前者(2.2%),显示出认知不足带来的观望与抗拒倾向。
在行为维度上,高受教育程度群体在AI产品的使用频率和技术自我效能方面也更具主动性和信心。本科及以上群体选择“总是”或“经常”使用AI产品的比例达43.5%,小学及以下群体为18.4%;而在“我能熟练使用AI协助工作”一题中,前者“非常赞成”占比为23.2%,而后者的“反对”合计高达11.5%,显示出显著的信心缺失。
值得注意的是,在职业替代这一指标上,低受教育程度群体表现出更高的不安。小学及以下人群中认为“自己职业可能被AI取代”的比例高达47.0%,显著高于本科及以上群体的34.1%;而在“基本反对”该观点的选择人群中,本科群体达24.3%,远高于小学及以下群体的8.5%。这表明受教育程度不仅决定认知,也构建了对潜在风险的应对能力。
不同职业群体在对人工智能(AI)的认知水平、态度倾向和行为意愿方面表现出显著差异,呈现出多样化的路径模式。这种差异既与职业群体的信息获取能力和工作性质密切相关,也体现了职业环境对技术替代风险感知的影响。
领导干部与公务员群体的AI认知程度明显高于其他群体,其中选择“非常了解”与“比较了解”的比例合计达32.7%,远高于其他职业群体;其对“能熟练使用AI协助工作”的赞成率(“非常赞成”+“基本赞成”)达76.2%(见图7),显示出较强的自我效能感和技术熟练度。与此同时,该群体“非常赞成”广泛采用AI技术的比例高达46.2%,态度最为积极。在“职业被AI取代”项下,其“基本反对”与“非常反对”合计达38.6%,一定程度上体现出该群体对自身专业能力与应对AI技术变革的适应力持较强信心。
产业工人群体则呈现出较为复杂的认知与态度特征。选择“非常了解”与“比较了解”的比例仅为13.4%,但在“我能熟练使用AI协助工作”一项中却有66.2%(“非常赞成”加“基本赞成”)表示赞成,体现其更多依赖工作实践中的技术经验形成的操作性知识的特点。尽管产业工人在“AI是好事”和“应该更多使用AI”上的支持度不低,但在“非常反对”采用AI的比例上(5.1%)居各群体之首,且有44.9%对职业是否会被AI取代持“中立”态度,反映出典型的“低认知—高焦虑(态度)—高使用(行为)”组合结构。
农民群体的认知水平整体偏低,只有10.0%表示“非常了解”或“比较了解”AI,但在“人工智能的应用是一件好事,因为能够帮助人们完成工作或做家务”一项中,基本与产业工人持平(72.5%认可)。他们对“职业替代”的认同度亦不低,合计达47.7%,说明其对劳动替代的焦虑感较强,受限于技术普及与教育资源,“低认知—高信任(态度)—高焦虑(态度)”路径较为明显。
青年学生群体在“认知”指标上表现突出,选择“非常了解”与“比较了解”的比例合计达36.9%,为各职业群体最高;“我能熟练使用AI”的自评为74.4%,略低于干部群体。该群体中有74.3%的人认为AI是一项积极的技术,且在“职业替代焦虑”项下51.1%选择“中立”,显示出他们一方面认可AI带来的价值,另一方面在职业影响上持保留态度。
从认知层面看,青年群体的AI知识掌握度显著领先。18~29岁群体中有27.4%表示“非常了解”或“比较了解”AI,远高于60~69岁群体的8.9%。30~49岁群体对AI的认知则集中于“一般了解”选项(超50%),呈现出对新技术的广泛接触但尚未形成深入理解的中间认知层。60岁以上群体则有近三分之一(33.2%)表示“完全不了解”,认知断层明显。在使用频率方面,青年群体“总是”或“经常”使用AI的比例为34.4%,而60~69岁人群该比例仅为18.5%,存在显著使用差别。
在态度层面,不同年龄结构公民均对AI持期待与焦虑并存,但呈现结构性差异。青年群体表现出较强的积极接受倾向,18~29岁群体中有58.9%赞成“能熟练使用人工智能产品或服务协助开展日常工作”,且对人工智能应用在日常生活中“期盼胜于担忧”的比例(35.9%)最高(见图8),说明其对技术未来发展持开放期待态度。然而,其中也有50.8%选择“期盼与担忧相同”,并有46.5%对职业替代问题持中立态度。中年群体(30~49岁)整体态度趋于理性。其在“AI能改变工作生活”方面的高度认同(44.9%“基本赞成”)与“未来3至5年AI将带来深刻变化”的判断(超66%赞成)基本一致,反映出其将AI视为当前生产、生活中不可忽视的变量。与此同时,30~39岁群体对职业被替代的“非常赞成”比例为8.3%,高于青年群体的6.0%,显示中年群体在职场压力下对技术风险更敏感。50~69岁群体的认知相对保守但态度乐观,60~69岁群体中“非常赞成”AI是好事的比例达34.2%,高于18~29岁的19.9%。但该群体“职业会被AI取代”观点中赞成比例最高(56.5%)。且13.1%认为“担忧超过期盼”,说明其在学习新知识、适应新技术方面感到信心不足。
总体而言,青年群体表现为“认知领先、态度开放”,中年群体则是“认知中等、态度理性”,而老年群体则呈现“认知滞后、态度乐观”的复合结构。理解这些路径差异,有助于构建更具针对性的分龄传播策略和教育干预机制,推动AI应用更公平地嵌入不同生命周期阶段的公民生活。
城乡社会结构的差异,在对人工智能的认知、态度和行为上呈现出系统性的分化。调查显示,城镇居民对人工智能的整体认知水平高于农村居民。在“您对人工智能的了解或知晓程度”一题中,城镇居民选择“非常了解”与“比较了解”的比例合计为13.0%,农村为11.8%。与此同时,农村居民选择“完全不了解”的比例高达22.0%,远高于城镇的8.3%。
在态度维度,农村居民对人工智能的发展表现出更高的期待。在“人工智能将在未来3至5年深刻改变我的工作和生活”一题中,农村居民选择“非常赞成”与“基本赞成”的比例合计为65.7%,略高于城镇的64.9%。尤其在“您对我国在人工智能领域发展的信心”一题中,农村居民选择“非常有信心”的比例为50.8%,明显高于城镇的44.0%(见图9),显示出农村群体对国家技术战略方向的高度认可和积极情绪。
在行为意向维度,城镇居民中选择“总是”或“经常”使用AI产品的比例合计为21.8%,高于农村的18.2%;选择“从未使用”的比例在农村高达9.7%,是城镇的近两倍。在“职业替代焦虑”方面,农村居民中有48.7%“非常赞成”或“基本赞成”自己的职业会被AI取代,高于城镇居民的38.1%。
本研究以第十四次中国公民科学素质抽样调查数据为基础,分析公民对人工智能认知、态度和行为的群体差异。研究结果显示,中国公民整体对AI持较为积极的认知与支持态度,但在职业、受教育程度、年龄与城乡维度上呈现出显著分层特征。这种差异并非仅源于技术本身的特征,更深层地反映了社会结构条件、信息环境与心理机制等多因素交织的复杂作用过程。
第一,公民认知水平与其受教育程度和职业属性高度相关。高受教育程度群体对AI的了解度、自评使用能力和政策支持度均显著优于低受教育群体,这与科学素养理论所强调的“认知—态度—行为”链条高度契合。类似趋势亦见于全球研究。西蒙·格拉西尼(Simone Grassini)开发的AI态度量表(AIAS-4)指出,技术知识储备与认知参与感显著影响公民对AI的接受程度,技术信任作为关键调节变量对态度形成具有强效作用[16]。本研究发现不同受教育程度人群认知差距区别较大,支持了技术感知结构化假说,即信息结构与理解能力的不对称性导致认知错位,从而影响态度形成。
第二,公民对AI的支持态度虽整体积极,但技术焦虑与职业替代担忧在某些群体中表现突出。产业工人、老年群体与低受教育程度者的“职业被替代”担忧比例高于其他群体,说明AI技术的扩散可能引发新的社会风险感知结构。有研究指出,东亚地区公民虽整体对AI接受度较高,但在就业替代层面存在“压抑性焦虑”特征,特别是在制造业领域,对AI替代产生的岗位结构冲击普遍持保留态度[17]。本研究亦验证了这一趋势,产业工人中有近五成受访者对职业替代持“中立”或“赞成”态度,反映出其对未来的不确定性与焦虑感知。
第三,不同年龄层在人工智能认知与态度上的差异表现出明显的分层特征。青年群体在AI的认知水平和使用频率上均处于领先,但在“职业是否会被AI取代”这一问题上的中立比例较高;相比之下,老年群体尽管在自我评估的使用能力上相对较低,却在“AI是好事”“未来信心”等态度题项上表现出高度认同,这种“低认知—高信任(态度)”的反差结构,可能反映了其对现实生活改善的高度期待心理。此类倾向与摩西·格里克曼(Moshe Glickman)与塔利·沙罗特(Tali Sharot)提出的“人机反馈放大效应”高度契合,即公民在持续接收AI反馈后,往往会基于原有立场放大既有态度偏差[18]。特别是在老年人群中,正向的技术使用体验可能引发工具信任的非理性增强,从而掩盖对AI潜在风险的全面认知。
第四,从城乡差异来看,公民对AI的认知和信任存在显著的社会结构落差。城镇居民在认知水平、使用频率和技术信任上整体优于农村居民,表现出更强的知识掌握与工具使用能力。然而,农村群体尽管整体认知不足、使用频率较低,但其对AI未来发展的信心较强,同时对是否会影响自身职业也较为关注,呈现出“低认知—高信任(态度)—高焦虑(态度)”的结构。这种心理预期结构,反映出农村群体在面对技术变革时更依赖国家政策导向与制度保障。迈克尔·格利希(Michael Gerlich)等人的跨国研究发现,AI信任度与政府监管效能高度正相关,高制度信任可显著提升公民对AI的应用信心[19]。本研究数据亦印证该观点:农村居民在缺乏充分认知基础的前提下,依然表现出对国家科技发展战略的高度信任。
基于上述研究结论,本研究提出以下政策建议。
一是优化人工智能素养通识教育,对低受教育程度者与老年群体采用重点补弱策略。以乡镇社区、老年大学和基层工会为主要依托,提供量身定制且贴近生活场景的AI知识普及课程。重点在开发专属教材,减少复杂的专业术语,聚焦于AI是什么、如何安全使用AI以及AI如何在工作和生活中提供帮助等实用内容。此外,通过送课下乡、移动课堂和老年人AI体验日等多样化形式,鼓励大学生志愿者和科技特派员积极参与,确保知识能够有效传递到最需要的人群。
二是消解技术焦虑,职业群体需再培训并增强信心引导。针对产业工人和农民等对AI职业替代存在明显焦虑,但认知和实践能力相对薄弱的群体,应推出内容简明、操作性强的“AI入门手册”,侧重于智能语音助手、智能制造设备以及AI办公工具的基础应用。同时,为了提升他们的职业适应预期,应联合行业协会和企业,广泛展示“人机协作”的成功案例,通过故事化的传播方式,帮助他们降低误解,增强对未来职业发展的信心。
三是促进认知转化,推出青年群体全面提升计划。建议在大学及新就业阶段全面推进AI技能转化提升计划,以打通认知、技能与创新之间的链条。高校可将AI基础课设为通识课程,并为青年创新创业团队提供AI训练营和政策辅导。同时,鼓励青年将AI技术应用于社会服务、志愿项目和创新竞赛中,以此来增强他们对AI技术正面价值的认同感。
四是倡导责任共担,构建全体社会人工智能治理与风险教育机制。考虑到社会公众对AI伦理、隐私和职业冲击等问题的认知不足,建议构建一个多主体协作、分层次嵌入的AI风险教育与治理制度。建立AI产品分级管理制度,对涉及个人数据和职业替代的产品设立透明标识和说明书。同时,设立AI公众反馈与建议平台,以提高公众的参与感和政策响应度,共同推动形成对技术理性的社会共识。
