In order to strengthen national capacity building for science popularization and to further implement the Action for Improving the Scientific Literacy of the Whole Population，the Chinese Association for Science and Technology（CAST）and the National Bureau of Statistics（NBS）cooperated in carrying out the 13th Sample Survey on the Scientific Literacy of Chinese Citizens in 2023，which will provide important data for the mid-term evaluation of the Fourteenth Five-Year Plan on Scientific Literacy，and for achieving the goal of having more than 15 percent of the citizenry possessing the literacy of science in 2025. The results show that by 2023，the proportion of Chinese citizens with scientific literacy will exceed 15 percent. The results show that the proportion of Chinese citizens with scientific literacy reached 14.14% in 2023，with the rate of improvement of citizens' scientific literacy continuing to accelerate and the imbalance of scientific literacy levels significantly alleviated. Television and the Internet are still the two main channels for citizens to obtain scientific and technological information，and the position of the Internet as the primary channel for citizens to obtain scientific and technological information has been further strengthened. Citizens' willingness to visit and make use of science and technology（S&T）infrastructures is high，and among all kinds of science and technology infrastructures，science and technology venues represented by science and technology museums have the highest willingness to visit and the highest effectiveness in using them. Citizens are highly concerned about and actively supportive of S&T innovation，while their concerns about the risks of applying new technologies and their willingness to participate in S&T decision-making have increased. The comprehensive presentation and systematic analysis of the results of this survey will provide strong data support and decision-making references for promoting high-quality development，formulating targeted strategies and policies related to science popularization and the building of scientific literacy，and promoting the long-term and balanced development of the scientific literacy of all people.

为加强国家科普能力建设，深入实施全民科学素质提升行动，中国科协与国家统计局合作开展了2023年第十三次中国公民科学素质抽样调查，为《全民科学素质行动规划纲要》“十四五”中期评估、实现到2025年公民具备科学素质比例超过15%的目标提供重要数据。结果显示，2023年我国公民具备科学素质的比例达到了14.14%，公民科学素质水平提升速度持续加快，科学素质水平不平衡情况明显缓解。电视和互联网仍是公民获取科技信息的两大主要渠道，互联网作为公民获取科技信息首要渠道的地位进一步加强。公民参观利用科普基础设施意愿高，在各类科普基础设施中以科技馆为代表的科技类场馆参观意愿和使用效能最高。公民对科技创新保持高度关注和积极支持的态度，对新技术应用风险的担忧和参与科技决策的意愿则有所提高。通过对本次调查结果的全面呈现和系统分析，为推动高质量发展、有针对性地制定科普和科学素质建设相关战略和政策、促进全民科学素质长期均衡发展提供强有力的数据支持和决策参考。

In order to strengthen national capacity building for science popularization and to further implement the Action for Improving the Scientific Literacy of the Whole Population，the Chinese Association for Science and Technology（CAST）and the National Bureau of Statistics（NBS）cooperated in carrying out the 13th Sample Survey on the Scientific Literacy of Chinese Citizens in 2023，which will provide important data for the mid-term evaluation of the Fourteenth Five-Year Plan on Scientific Literacy，and for achieving the goal of having more than 15 percent of the citizenry possessing the literacy of science in 2025. The results show that by 2023，the proportion of Chinese citizens with scientific literacy will exceed 15 percent. The results show that the proportion of Chinese citizens with scientific literacy reached 14.14% in 2023，with the rate of improvement of citizens' scientific literacy continuing to accelerate and the imbalance of scientific literacy levels significantly alleviated. Television and the Internet are still the two main channels for citizens to obtain scientific and technological information，and the position of the Internet as the primary channel for citizens to obtain scientific and technological information has been further strengthened. Citizens' willingness to visit and make use of science and technology（S&T）infrastructures is high，and among all kinds of science and technology infrastructures，science and technology venues represented by science and technology museums have the highest willingness to visit and the highest effectiveness in using them. Citizens are highly concerned about and actively supportive of S&T innovation，while their concerns about the risks of applying new technologies and their willingness to participate in S&T decision-making have increased. The comprehensive presentation and systematic analysis of the results of this survey will provide strong data support and decision-making references for promoting high-quality development，formulating targeted strategies and policies related to science popularization and the building of scientific literacy，and promoting the long-term and balanced development of the scientific literacy of all people.

为深入贯彻党的二十大精神，落实习近平总书记关于科普和科学素质建设的重要指示精神，落实《关于新时代进一步加强科学技术普及工作的意见和《全民科学素质行动规划纲要（2021—2035年）》（以下简称《科学素质规划纲要》）相关部署，加强国家科普能力建设，深入实施全民科学素质提升行动，为2023年国民经济和社会发展统计公报提供全国公民具备科学素质比例数据，中国科协与国家统计局合作开展了第十三次中国公民科学素质抽样调查工作①（以下简称本次调查）。本次调查旨在掌握我国科学素质建设情况，在2022年第十二次调查首次应用新测评体系的基础上进一步优化指标，更加全面地了解科普基础设施的公众需求及参与效果，在科学素质评价方法上也进行了探索和创新。本次调查结果为《科学素质规划纲要》“十四五”中期评估、实现到2025年公民具备科学素质比例超过15%的目标提供重要数据，也为推动以人口高质量发展支撑中国式现代化提供参考。
1　调查概况

1.1　调查样本
本次调查对象为18至69岁的公民，采用抽样入户面访线下答题（以下简称线下样本）与手机短信推送配额样本线上答题（以下简称线上样本）相结合的方式开展调查。抽样方案由国家统计局统计科学研究所设计，以2020年全国第七次人口普查数据为抽样框，线上线下总样本量为29.8万份（详见表1）。以各省为总体、所辖地市级单位为子总体进行抽样，在各子总体内采取分层多阶段系统PPS抽样，样本覆盖中国大陆31个省（自治区、直辖市）及新疆生产建设兵团和所辖333个地级行政区及直辖市的86个区县，全国总体抽样相对误差为0.2%。线上答题通过手机短息发送答题链接，按照预置人口结构配额的非概率样本进行[1]。共计回收有效样本28.9万份，有效回收率达97.0%。
1.2　加权方法
线上样本和线下样本进行融合加权计算，线下样本采用多变量事后分层加权法进行赋权（Post-Stratification Weighted），加权信息包括城乡、性别、年龄（5段）和受教育程度（5级）；线上样本使用非概率样本倾向得分法[2]进行赋权，线上线下样本权重分配为1:5。样本分布及加权分布详见表1。调查结果反映全国、31个省（自治区、直辖市）及新疆生产建设兵团和419个地市级单位的公民科学素质发展状况。
1.3　指标体系
中国公民科学素质调查课题组根据新时代科普工作的新要求和《科学素质规划纲要》文件精神，依照科学素质概念和内涵，结合我国实际，借鉴国际相关测评经验，广泛征求专家意见，设计测评本次调查指标权重，进行结构化组卷，优化完善形成新时代公民科学素质测评指标体系。内容主要包括公民的科学素质状况及其影响因素。科学素质状况包括科学精神与思想、科学知识、科学方法、解决问题的能力四个维度。影响因素包括受访者背景情况，对科技的态度、兴趣和需求，获取科技信息的途径与参与科普的情况等方面。详情及科学素质判断标准等情况，参见《第十二次中国公民科学素质抽样调查报告》[3]。
同时，经与中国科技馆、中国科协科普部等部门共同研究，本次调查对公民利用科普设施情况进行了指标修订，将原指标“了解公众利用科普场所的频率”，扩展为公众利用科普场所的“参与意愿、行为、动机和效果”四个指标，充分了解公众利用科普设施的影响因素，为科普基础设施建设和全民科学素质工作提供决策参考。调整后的题目经过测试显示，调查结果保持了良好的延续性和测评信效度，能够更好地为科普基础设施建设提供科学有效的参考。
2　主要结果

本次调查获得了我国和各地区公民科学素质水平发展状况、公民获取科技信息和参与科普的情况，以及公民对科学技术的兴趣、需求和态度等方面的翔实数据。结果表明，我国公民科学素质水平的提升速度持续加快，2023年公民具备科学素质的比例达到14.14%，比2022年的12.93%[3]提高了1.21个百分点。从区域来看，东部地区、中部地区、西部地区公民科学素质水平呈梯次递减，差距首次缩小，科学素质地区不平衡问题明显改善。从不同人群看，城乡居民科学素质发展不平衡情况进一步缓解；男性科学素质水平相对较高，女性科学素质提升相对较快，男女性别差再次缩小；公民的科学素质水平呈现随年龄段的增加而降低的态势，中青年人群科学素质水平较高且有较大幅度的增长；公民科学素质水平随受教育程度的提高而逐步提升，高中及以上人群科学素质水平保持较大增幅。我国公民对科技发展信息的感兴趣程度较高，了解相关科技发展信息的最主要原因是家庭和工作需要。互联网作为公民获取科技信息首要渠道的地位进一步加强，其中，微信、QQ、微博等社交平台是获取网络科技信息的首要渠道。公民参观利用科普基础设施意愿高，在各类科普基础设施中以科技馆为代表的科技类场馆参观意愿和使用效能最高。公民对科技创新保持高度关注和积极支持的态度，对新技术应用风险的担忧和参与科技决策的意愿则有所提高。
2.1　我国公民科学素质发展状况
2.1.1　总体发展情况
2023年我国公民具备科学素质的比例达到14.14%，比2022年的12.93%提高了1.21个百分点，相比“十三五”后三年（2018—2020年）年均1.05个百分点的增幅，“十四五”前两年（2021—2022年）年均1.19个百分点的增幅，呈现提速增长趋势（见图1）。
2.1.2　城乡发展情况
2023年城镇居民和农村居民具备科学素质的比例分别达到17.25%和9.16%，较2022年分别提升1.31和1.20个百分点，增速分别为8.22%和15.08%，农村居民科学素质增速高于城镇。城乡居民科学素质发展不平衡情况进一步缓解（见图2）。
2.1.3　地区发展情况
2023年，东、中、西部地区公民具备科学素质的比例分别达到16.39%、13.12%和11.51%，较2022年分别提高1.08、1.15和1.24个百分点，东、中、西部地区公民科学素质水平差距首次缩小（见图3）。
2.1.4　性别发展情况
2023年，男性公民和女性公民具备科学素质的比例分别达到15.66%和12.53%，比2022年分别提高0.89和1.55个百分点，性别差距缩小0.66个百分点。女性科学素质持续快速提升，性别差距进一步缩小（见图4）。
2.1.5　年龄发展情况
2023年18~29岁、30~39岁、40~49岁、50~59岁和60~69岁年龄段人群具备科学素质的比例分别达到25.72%、19.00%、13.23%、8.52%和4.45%，青年人群（18~29岁、30~39岁）具备科学素质的比例已达到和接近20%的较高水平，中老年人群（40~49岁、50~59岁）具备科学素质的比例达到和接近10%的水平，老年人群（60~69岁）仍在5%以下的较低水平（见图5）。
2.1.6　不同文化程度发展情况
2023年大学本科及以上人群具备科学素质的比例达到43.99%，大学专科受教育程度公民具备科学素质的比例为25.17%，高中、初中和小学及以下公民具备科学素质的比例，依次分别为17.68%、7.80%和2.91%。公民科学素质水平随受教育程度的提高呈陡升式阶梯分布（见图6）。
2.2　公民获取科技信息的渠道及参与意愿、态度情况
2.2.1　互联网作为公民获取科技信息首要渠道的地位进一步加强
电视和互联网仍是公民获取科技信息的两大主要渠道，选择比例依次为85.5%和79.2%，但互联网“首选”比例从2022年56.2%上升至58.3%，同比电视的“首选”比例从31.0%降至26.8%，两者差距进一步扩大，互联网作为公民获取科技信息首要渠道的地位进一步加强（见图7）。
2.2.2　公民参观利用科普基础设施意愿高，在各类科普基础设施中以科技馆为代表的科技类场馆参观意愿和使用效能最高
对于博物类（动物园、水族馆等）、文化类（文化馆、图书馆等）、科技类场馆（科技馆等）和科创类场所（实验室、展览室等）等四类科普基础设施，公民参观意愿均较高。从参观意愿和效果来看，“科技馆等科技类场馆”是所有科普基础设施中“首选”参观比例最高的，选择比例为44.8%（见图8），也是公民认为参观后“有收获”比例最高的，选择比例为82.1%（见图9）。从参观行为来看，博物类和文化类场馆公民参观比例相对较高，过去一年中去过的比例分别为65.1%和62.3%，科技类场馆参观比例也达到40.2%，考虑到前两类场馆的建设数量及展厅面积强度远高于科技类场馆，科技类场馆在各类科普基础设施中具有较高的参观使用效能（见图10）。
对于各类科普基础设施的参观使用动机，选择“自己感兴趣”和“陪亲友去”的比例较高（见图11）。在制约各类科普基础设施的参观使用因素中，“没有时间”和“位置偏远”两个原因的选择比例明显高于其他，表明积极动员公民参与科普和优化科普基础设施布局与服务仍是科学素质建设高质量发展的重要抓手（见图12）。
2.2.3　公民对科技创新保持高度关注和积极支持的态度，对新技术应用风险的担忧和参与科技决策的意愿则有所提高
公民对“公众对科技创新的理解和支持，是建设科技强国的基础”“现代科学技术将给我们的后代提供更多的发展机会”“尽管不能马上产生效益，但是基础科学的研究是必要的”等观点的赞成比例分别为89.2%、89.0%和87.4%，与2022年的91.0%、91.8%和90.1%相比有小幅下降。而对“持续不断的技术应用最终会毁掉我们赖以生存的地球”“政府应该通过举办听证会等多种途径，让公众更有效地参与科技决策”的赞成比例分别为35.6%和89.7%，与2022年的33.8%和87.7%有小幅增长（见图13）。上述积极态度稍有下降和担忧情绪略有增长等变化，还需进一步从较长时间跨度进行观察和研究。
3　主要发现

3.1　2025年公民科学素质发展目标有望提前实现
近几次调查结果显示，公民科学素质水平的提升速度持续加快，2023年公民具备科学素质的比例达到14.14%，比2022年的12.93%提高了1.21个百分点，相比“十三五”后期（2018—2020年）年均1.05个百分点的增幅，“十四五”前段（2021—2022年）年均1.19个百分点的增幅，呈现出提速增长趋势，2025年公民具备科学素质的比例超过15%的发展目标能够提前实现。为经济社会发展提供了较好人力资源、为加快实现科技高水平自立自强夯实发展基础。
3.2　科学素质水平不平衡情况明显缓解
东、中、西部地区公民科学素质水平差距首次缩小。2023年，东、中、西部地区公民具备科学素质的比例分别达到16.39%、13.12%和11.51%，较2022年分别提高1.08、1.15和1.24个百分点，科学素质地区不平衡情况得到改善。
女性科学素质持续快速提升，性别差距进一步缩小。2023年，男性公民和女性公民具备科学素质的比例分别达到15.66%和12.53%，比2022年分别提高0.89和1.55个百分点，性别差距缩小0.66个百分点。
城乡居民科学素质发展不平衡情况进一步缓解。2023年城镇居民和农村居民具备科学素质的比例分别达到17.25%和9.16%，较2022年分别提升1.31和1.20个百分点，增速分别为8.22%和15.08%，农村居民科学素质增速高于城镇。
3.3　中国科协推动科普信息化和科技馆建设发挥重要作用
网络是公众获取科技信息的重要渠道。近年来，中国科协全力打造“科普中国”品牌，充分发挥网络新媒体传播速度快、互动性强、覆盖面广等优势，努力打造国家级高端前沿网络科普阵地和权威科普资源库，为公众提供更多科学、权威、有用的科普内容。截至目前，科普中国平台累积科普资源超过30万个，入驻了1.2万个科普号，用户突破5 100万，签约专家6 000多位，其中，两院院士有138位，传播渠道1 523家，累计传播量和话题量超过1 900亿人次。“科普中国”已发展成为国内最具权威性的科学传播品牌和最大的科普资源库之一，为促进公众科学素质提升，助力高水平科技自立自强提供了有力支撑。
以科技馆为代表的科技类场馆是我国重要的科普基础设施，对提升公民科学素质发挥独特作用。2012年以来，为贯彻落实党的十八大提出的“普及科学知识，弘扬科学精神，提高全民科学素养”“完善公共文化服务体系，提高服务效能，促进基本公共服务均等化”等要求，中国科协牵头建设并整体布局现代科技馆体系。在有条件的地方兴建实体科技馆；在尚不具备条件的地方，在县域、乡镇及边远地区组织开展流动科普设施巡展；开发基于互联网的数字科技馆网站，为网民提供体验式的科技馆服务，同时集成科普资源广泛服务基层科普机构和科普组织。截至2023年底，全国各省（区、市）共建成达标科技馆477座，流动科技馆累计巡展6 207站，覆盖全国31个省份1 888个县级行政区；科普大篷车累计行驶里程约5 567.8万公里，相当于绕地球1 389圈；数字科技馆网站日均页面浏览量415万，用户数1 700余万[4]。10余年来，现代科技馆体系建设呈现出自上而下全面推进、各级科技馆协同发展的良好局面，已服务线下公众超10亿人次，为推动科普公共服务公平普惠、全民科学素质提升、经济社会发展发挥了重要作用。其中，为强化科技馆与社会各界联动共享，2018年起开展的全国科技馆联合行动，以“中国科技馆牵头、省级科技馆承办、各地科技馆共协作”联动模式，已广泛动员2 500余所科普场馆、科研院所、科技企业以及中小学校等，开展主题科普、行业研讨、赛事交流、科学教师培训等活动，持续满足公众多样化科普需求。
3.4　主要问题与挑战
从本次调查结果来看，我国公民科学素质呈现总体水平不高、增长速度较快的发展特征，面临农村居民和老年人双重科学素质短板等问题和挑战。
3.4.1　我国公民科学素质总体水平不高、增长速度较快
有研究表明，公民科学素质水平达到或者超过10%是创新型国家科技人才所普遍具备的重要特点。我国公民具备科学素质的比例2020年达到10.56%，2023年达到14.14%，符合我国是人口规模巨大的发展中国家和仍然处于社会主义初级阶段的国情，同时也表明我国进入创新型国家行列的科技创新人才基础进一步夯实扩大。与世界主要发达国家20%~30%的公民科学素质水平相比，我国公民科学素质发展仍需持续发力，进一步缩小差距，为加快实现高水平科技自立自强夯实人力资源基础。
3.4.2　农村居民和老年人是我国科学素质发展短板
尽管2023年的城乡居民科学素质发展不平衡进一步缓解，但城乡居民科学素质的绝对差距仍然较大。城镇居民和农村居民具备科学素质的比例分别为17.25%和9.16%，城镇居民科学素质水平高出农村居民接近一倍。本次调查涉及的60~69岁人群具备科学素质的比例为4.45%，与2022年相比仅增长了0.03个百分点，仍在5%以下的较低水平，老年人科学素质提升较慢。
此外，农村居民和老年人科学素质发展还存在双重短板叠加的巨大挑战。第七次全国人口普查数据显示，农村老年人口占农村总人口的23.81%，高于城市15.82%的老龄化率7.99个百分点，且我国农村人口老龄化进程快于城市，农村人群老龄化程度高于城市，新技术革命带来新的挑战与风险在农村地区更为明显，农村居民人口基数大、科普资源不足、运用科学能力不够，农村老年人群成为科学素质发展的最薄弱人群。
