“脱缰的科研”(science at large)由笔者于2019年提出,并在《当代生命科学中的象与龙:呼吁全球治理去属地化》(The Elephant and the Dragon in Contemporary Life Sciences:A Call for Decolonising Global Governance 2022)一书中对其进行了详细论证[1]。所谓“脱缰的科研”是指在近20年来,由于世界研究能力与科研需求的多元化、研究技术和科研设备的普及化,以及来自民间的科研投资方式变得灵活多样等变化,科学研究(包括高端的前瞻性科研)越来越频繁地在常规科研机构及其常规管辖范围之外组织与操作的一种现象。这对科研的治理以及公众对(前沿)科学的理解、态度和信任都带来了新的挑战。比如,生物物理学者贺建奎于2017—2018年在其任职的大学之外与不同社会资本合作进行的基因编辑婴儿试验就是最典型的例子。当然,未必所有新型的科研模式都一定是会带来社会伤害的“乱象”,有些众筹科研和新兴的民间团体对促进科技成果转化及科研创新有良好的带动作用。但不论其对社会福祉有何影响,不可否认的是,科研的组织形式,以及其与社会的关系正在发生结构性的变化,让前沿科研的发展好似脱缰的野马,难以预测其发展方向及速度,常会产生科研工作者、投资者、管理者及公众预料之外或让其措手不及的伦理与治理问题。
这一现象,越发使科技传播、多方对话在科技治理中的角色变得至关重要,也使得我们需要革新沟通和治理思路这一点变得显而易见。针对“脱缰的科研”,不论是科技沟通(science communication)还是科技治理都需要“去属地化”(decolonise)。“decolonise”一词常被习惯性地翻译为“去殖民化”,因为其理论由后殖民主义(post-colonialism)引申,都是对西方国家在世界殖民的历史中所造成的单一权力中心主导下的知识和认知体系的反思。但把“decolonise”翻译成“去殖民化”会让人产生其仅仅是对历史上西方霸权反思的误解。事实上,“to decolonise”是对所有的由相对固定权力关系和其知识体系所产生的“属地”(colony)的反思。如开篇所述,当前沿科研已可以脱缰于常规科研机构和常规治理程序的“属地”时,我们讨论科技发展的方式、治理方法也相应地需要跳出固有的模式,进行“去属地化”。借用阿根廷理论家瓦尔特·米尼奥罗(Walter Mignolo)的比喻[2],在科技治理领域,“去属地化”就是指既要有和固有认知、管理模式脱钩(delink)的魄力,也要有和现实科研模式、新兴科学、社会关系重新挂钩(relink)的智慧[3]
“脱缰的科研”是个在世界范围内越来越棘手的治理问题,科技沟通与科技治理的“去属地化”不是空中楼阁,也不可能一蹴而就。根本性的变革往往来自多方位的对局部实验的小步伐尝试,然后积少成多。在笔者所熟悉的生命科学领域,“脱缰的科研”至少可以从以下三个层面去理解,希望能够抛砖引玉,激发更多相关的思考与实践。
以金砖国家为代表的后发展国家的科技实力逐渐雄厚,并有远大的科研抱负,这挑战了以西方为主导、由西方引路的原有国际科研协调与治理的固有秩序,这些国家“脱缰”于西方主流科研话语体系来论证并倡导某个科研方向、科研资源优化模式或伦理模式的行为屡见不鲜。当然,在脱离西方主导甚至是单极化的科研发展上,“脱缰的科研”是个非常好的现象。但多极化的科研也给维持一个有秩序、有信誉的国际科研环境带来新的挑战。比如,怎么能确保各国在优化其本国利益的前提下,不会冒进突破全球科研底线?如何能在互相尊重、互不侵扰的情况下,让不同治理体系的科研文化建立可靠的协作?如何减少意识形态和国际政治纷争给一个国家或地区带来的科研偏见或误解?
当科研“脱缰”于西方主流科研体系的主导,“去属地化”地看待科技沟通即需要意识到,不论是对于西方发达国家还是后发展国家,科技沟通都不再仅是针对国内的传播活动,而更是国家与国家之间对科研文化以及科研逻辑进行的交流,是民间科技外交(track II science diplomacy)的一个重要途径[4]
比如在新冠疫情期间,世界媒体对中国科研及伦理政策的质疑只增不减,但疫情防控又让绝大多数的跨国学术和政策交流停滞。在这种情况下,从中国的角度看,如果科学传播只限于官方宣布中国在疫苗研究上的进展、病毒基因测序的成果是远远不够的,不凡的成绩反而可能增加国际对中国“脱缰”于常规的偏见。这里需要科技沟通,让被疫情隔离的国际学术和政策团体重新挂钩,如肯特大学全球科学与认知正义研究中心(Centre for Global Science and Epistemic Justic,GSEJ)主持的一系列“生物治理共同体”(BioGovernance Commons)的中、英、美三边对话,建立了一个供科研工作者、伦理学者、管理者可以持续对话的平台,他们可以每月在线上相聚,一起讲述和讨论中国故事,同时对国际科研舆论进行讨论和反思。在西方世界眼中,印度也是“脱缰的科研”高发地。作为科研大国,印度和很多后发展中国家一样,其科技伦理与科技治理常引发争议。印度很重视作为科技外交的科技沟通,比如2023年印度主办G20会议。能够“去属地化”地让科技沟通走在科技外交前列,并主动协同跨地域的社会讨论才是建立新秩序的关键。
国家与国家之间的经济发展博弈只是“脱缰的科研”最为表层的一面,更为核心的挑战在于,目前传统科研体系之外的科研活动在科研创新中起到越来越举足轻重的作用,但相关的社会监督和伦理治理在世界范围内都存在严重滞后的现象。而对这些体制外科研的有效治理必须能够突破现有体制的限制,可以“去属地化”地构建符合新兴科研模式的社会与科技对话和监管的思路。
至少在生命科学领域,世界科研大国都有不同的鼓励社会创新、社会参与的举措,其目的都是超越传统大学与科学院的限制,让科技发展能够在社会层面上更广、更快地被推动。比如,中国的“十四五”规划再次强调了要鼓励企业家在把握创新方向、凝聚人才、筹措资金等方面的重要作用[5]。英国在其以基因技术为基础的生命经济发展规划文件《基因组英国》(Genome UK)中也强调培育“充满活力的初创企业经济”,并增加民间资本的投入,推动产业—慈善—政府三方合作[6]。在美国小约瑟夫·罗比内特·拜登(Joseph Robinette Biden Jr)总统2022年签署促进生物科技产业行政令之前,美国36%的基因疗法试验已经由产业资助[7]。作为亚洲第三大生物技术目的地的印度,其生物技术新兴企业的数量在短短8年内就从2014年的52家激增到2022年的5 300余家[8]
但前沿科技在传统科研体制外生根发芽未必一定是对传统科研体制的补充,也未必一定会对常规科研体制起协同作用。比如近10年来在世界各地重新兴起的公民科学家活动,以合成生物学与信息科学的普及为目的所促成的各种民间科技骇客团体,以及开放科学组织,有很多源自对现代学院派科研投资和管理的抗议。
一个很典型的例子来自GSEJ和巴西的学者们在2023年春天对公民科学的专题讨论。公民科学在巴西有着非常好的社会影响和效益,比如由合成生物学学者和环境科学学者牵头的公民科学运动激发民间力量,修复了圣保罗市内的微生态系统,让死河复流,重新恢复了当地渔业生产。其民间开放科学运动还发现并认定了自1876年就再无记载的一种甲壳虫[9]。但是,这些新兴公民科学模式的中流砥柱很多都是年轻学者,他们组织的动力来自于传统科研体制给他们一种普遍的挫折感。比如巴西生态科学与保护协会的副主席本身就是多个科学传播项目的创始人,用他的话来说,传统科研项目的评审过程与标准“与人民太远”。他刻意让科研与常规科研体制“脱缰”,以夺回(科研原本应有的)想象力、创造力。
而这也并不是年轻人的反叛,2023年,在马德里举办的“未来趋势论坛”上,一位备受尊敬的科学家公开表示,他成立了一家公司,因为他认为学术界不再是进行尖端科学研究的地方。对于研究传统大学与科研院所科研评审体系的学者们来说,这些现象或许并不新奇,因为世界很多国家和地区的学术人都对当代学术或教条或单一的评审与发展思路抱有怨言。
这些抗议式的“脱缰的科研”往往更有感染力,且更能左右社会的科技想象。科技沟通必须跳出以学院派科研及成果为核心属地的想法,主动地去认识、反思和讨论这些民间科研、社会性科研的影响。而在更高的层面上,科技沟通还需要跳出以“沟通科研事实”为核心属地的想法,与体制外科研对“科研意义”“社会的科学想象”等的表达进行对接和吸纳,并能够反过来对体制内创新体系本身进行诚实且合理的批判,以使其变得更符合社会需要。
社会资本参与前沿科研的影响不仅限于众筹和工业人力、财力资本的输入带来的科研组织形式的多元化。在某些情况下,它还有一种更为极端的表象,“科研脱缰”是一种社会运动,或者说科研被作为一种有组织的社会抗议的载体。
自2018年以来,已经涌现出许多公然对抗美国食品和药物管理局等监管机构的言论,声称要为大众开发价格合理的基因疗法工业与社会资本相结合的民间“科研运动”[10]。一个非营利研究实验室的联合创始人曾这样表达,“我们的目的就是为了搅乱现有的科研秩序”,以及挑衅现在国际普遍存在的由大型资本控制科研发展方向的趋势[11]
例如,在洪都拉斯,一家生物技术公司利用其鼓励创新的法规,招募参与者对安全性尚未得到科学共识的基因疗法进行自我临床试验,来抵抗传统大型制药公司把控科研速度和产品价格,并以“为所有人开发价格合理的药物”这一道德口号为其宣传招牌[12]。无独有偶,黑山(Montenegro)的创新政策为生物黑客提供了一个临时的家园:不满传统科研体系的科研工作者和风险投资人走在一起,筹建一个独立的司法辖区,以鼓励及快速推动那些减缓或逆转衰老药物的研发[12]。这些都是以抗议、叛逆甚至是颠覆为目的的民间“脱缰的科研”。它们反映了不同社会群体对药品与科研优先顺序的不同需求,但同时它们也把更多的健康风险转嫁给个人。一个实验造成的不可挽回的健康伤害,就有可能波及整个(国际)社会对某一科研途径或某一区域科研社群的看法或信任感。一个过激或者跨越普遍道德红线的科学实验则有可能使社会对其相关的正规且负责任的科研支持倒退十年甚至几十年。在这种情况下,这些“脱缰的科研”本身变成了科学可持续发展的最大威胁。
正因为这些“脱缰的科研”本身是以对抗传统权力体系而在社会扎根的,所以对其进行相关的“驯服”会适得其反。真正的“解药”在于“去属地化”的科技沟通,即那些能跳出局限于科学事实的沟通,将不同社会群体的科技需求、想象、期盼以及抱怨归纳到“大科技沟通”领域里的模式。因为只有这样超越传统沟通属地的科技沟通,才能有效地协调社会和科学的关系,不断更新科研工作者和管理者对“负责任科研”的认识,也不断更新普通民众对做“科技公民”及提升公民素质的义务的认识。超越传统沟通属地的科技沟通才有可能有效预测和应对“脱缰的科研”带来的问题。
“脱缰的科研”本身并不一定有好坏之分,它只是一组以脱离传统科研模式来组织科技研发的全球性现象。虽然“脱缰的科研”形式与影响各异,但它们都标志着一种新的科技与社会的契约,或是一种对新契约的期望,因此它们都或多或少地对现有科研、治理秩序,以及对科研风险的预估与回应模式造成挑战。本文论述了三个层面的“脱缰的科研”,但不论是哪一层面,它们都需要我们对科技治理,尤其是科技沟通进行“去属地化”的变革。这里的“属地”指对科技沟通范围、内容和作用的传统理解和限制。“去属地化”的科技沟通是科技外交的一部分,它不仅是科研过程下游的单向传播、上游促进科学工作者与公民的双向沟通,更是和科学本身的对话,是对科研意义本身的反思和诉说。“脱缰的科研”未必一定需要被“驯服”,但我们需要了解其脾性,只有这样我们才可以放心且有信心地看着多元化科研在更辽阔的领域里各自奔腾,而“去属地化”的沟通和治理思路,则是让我们能够掌握其脾性的方法。
