Taking more than 2000 “risk communication” research papers included Chinese journal databases and WOS as the statistical sources, this paper studied the main research points and research characteristics in risk communication research field by using SPSS and UCINET to carry out a multidimensional scaling analysis and social network analysis. By comparing with western research, this study pointed out the limitations of current research in China: overlooking the public opinion and normal risk. Unbalanced social structure might be the most relevant reason.

以中文三大期刊数据库以及外文WOS数据库收录“风险传播”相关2000多篇文献为样本，使用SPSS与Ucinet进行“多维尺度分析”和“社会网络分析”，透视中国现阶段风险传播研究主要领域与类型特征。通过与西方研究对比，发现我国风险传播研究重“政府”轻“公众”，重“突发风险”轻“常态风险”，分析认为产生这一倾向的根本原因源于我国倒丁字型的社会结构，容易激发各阶层之间矛盾，危害社会根本秩序，威胁政治稳定、经济发展与社会进步，因此政府将风险传播视为维稳工具。但这种以政府为主体的研究往往无法全面考虑到公众的情绪、意见、认知，导致风险传播范式的民主性不足，限制了公共政策议题决策的正当性，不仅无法解释现实风险传播政策难以实施的原因，也难以进一步揭示公众因素对风险传播效率所产生的复杂影响。
