The research takes 511 science popularization policy texts at the national level as the analysis sample where the social network analysis is adopted. By the descriptive analysis of the policy subject, it is found that individual policy subject still remains the main form of issuing policy, while joint policy-releaser takes a relatively lower proportion which has presented obvious rising trend, and science popularization policy-making tends to be featured by overlapping operations by different departments. Through network analysis of issue releaser of science popularization policy-making and correlation analysis between subject and theme, the network structure of policy subject of science popularization policy presents “small group” trend. The focus of these policy subjects show overlapping features. In a nutshell, some concrete and practical suggestions are provided in the paper.

本研究以511项我国国家层面科普政策为分析样本，采用社会网络分析法，通过对科普政策发文主体的描述性分析发现，其规模性较大，我国整体科普政策的颁布仍然以单独政策主体发文为主，联合发文的政策数量虽占政策总数的比例不高，却呈现出明显的上升趋势，科普政策呈现“政出多门”的特征。通过对科普政策制定主体网络特性分析，科普政策主体网络结构存在“小群体”现象。通过“主体与主题”关联性分析得出，科普政策主体聚焦点重叠现象明显。最终根据分析得出的问题给出了具体的对策建议。
