At present, the climate change has become the threat and challenge globally. As a large carbon emitter, the iron and steel industry is an important part for achieving the goal of peak carbon dioxide emissions and carbon neutrality in our country. The national carbon emission trading market, as a significant policy tool to reduce greenhouse gas emissions, provides the trading platform for contract fulfillment of carbon quota for enterprises. In the paper, the contract fulfillment scheme of carbon emission quota for iron and steel industry into the carbon emission trading market is analyzed based on the current experiences and methods for power industry participating in the carbon emission trading considering six situations that enterprises could face. Moreover, the suggestions are proposed from such aspects as the low carbon management, precision of carbon emission data and applications of low carbon metallurgical technologies to promote enterprises to transform to be green and low-carbon.

气候变化目前已成为全球范围内的威胁与挑战。钢铁行业作为碳排放大户,是实现我国碳达峰、碳中和目标的重要环节,全国碳交易市场作为减少温室气体排放重要的政策工具,为企业碳配额履约提供交易平台。文章基于目前电力行业参与碳交易的经验与方法,考虑企业可能面临的六种情况,对钢铁行业进入碳交易市场后碳配额的履约方案进行了分析,同时从低碳管理、碳排放数据精准化、低碳冶金技术应用等方面提出建议,推动企业向绿色低碳转型。

气候变化目前已成为全球范围内的威胁与挑战。钢铁行业作为碳排放大户,是实现我国碳达峰、碳中和目标的重要环节,全国碳交易市场作为减少温室气体排放重要的政策工具,为企业碳配额履约提供交易平台。文章基于目前电力行业参与碳交易的经验与方法,考虑企业可能面临的六种情况,对钢铁行业进入碳交易市场后碳配额的履约方案进行了分析,同时从低碳管理、碳排放数据精准化、低碳冶金技术应用等方面提出建议,推动企业向绿色低碳转型。

At present, the climate change has become the threat and challenge globally. As a large carbon emitter, the iron and steel industry is an important part for achieving the goal of peak carbon dioxide emissions and carbon neutrality in our country. The national carbon emission trading market, as a significant policy tool to reduce greenhouse gas emissions, provides the trading platform for contract fulfillment of carbon quota for enterprises. In the paper, the contract fulfillment scheme of carbon emission quota for iron and steel industry into the carbon emission trading market is analyzed based on the current experiences and methods for power industry participating in the carbon emission trading considering six situations that enterprises could face. Moreover, the suggestions are proposed from such aspects as the low carbon management, precision of carbon emission data and applications of low carbon metallurgical technologies to promote enterprises to transform to be green and low-carbon.

全球气候变化已成为人类社会关注的焦点问题[1]。为应对气候变化的威胁,《巴黎协定》明确全球共同追求的“硬指标”,把全球平均气温较工业化前水平升高控制在2 ℃之内,并为把升温控制在1.5 ℃之内而努力[2]。目前全球平均气温已经比工业化前水平高出1.09 ℃,气候变暖至少会持续到2040年。世界各国作为命运共同体的组成部分,已有130多个国家、110多个地区制定了碳中和目标,覆盖全球88%的温室气体排放。我国也确定了二氧化碳排放力争于2030年前达到峰值、努力争取2060年前实现碳中和的目标。工业领域作为我国能源消耗和碳排放大户,能源消费量约占全国2/3,碳排放量约占全国80%。其中钢铁行业碳排放量仅次于电力行业,占全国碳排放总量的15%左右,钢铁企业的碳减排行动是我国实现碳达峰、碳中和目标的重要环节[3]
碳排放权交易作为一种基于市场调控、减少温室气体排放的政策工具,能够减少达到双碳目标的社会总成本,促进各行业积极开展碳减排行动[4]。2005年1月,欧盟碳交易体系正式建立并投入运行,是目前为止交易量最大的碳排放交易体系。我国作为全球第一碳排放大国和最具减排潜力的国家,全国碳交易市场在国际背景约束和国内政策要求下快速发展[5]。继电力行业2021年顺利完成第一个履约周期以来,钢铁行业预计于“十四五”期间纳入碳交易市场,且以高碳排放能源为主的高炉-转炉长流程工艺在中国钢铁工业中占主导地位,减碳任务艰巨,因此,研究钢铁行业碳交易履约策略对于减少企业履约成本、增加碳排放配额具有重要意义。
2021年7月16日,全国碳排放权交易市场正式启动,共2 162家发电企业首批纳入交易,年度覆盖二氧化碳排放量约45亿t,是全球覆盖排放量规模最大的碳交易市场。第一个履约周期共运行114个交易日,碳排放配额累计成交量为1.79亿t,累计成交金额为76.61亿元,成交均价为42.85元/t,每日收盘价在40~60元/t之间波动,价格总体稳中有升。据统计,共有847家电力企业存在配额缺口,缺口总量约为1.88亿t,其中1 833家重点排放单位按时足额完成配额清缴,178家重点排放单位部分完成配额清缴,总体配额履约率为99.5%。同期,各重点排放单位累计使用国家核证自愿减排量(CCER)约3 273万t用于配额清缴抵销[6]
CCER作为全国碳交易市场的补充机制,按照国家统一规定的温室气体自愿减排方法学,经过严格的程序审查工作,并通过国家发改委备案,可以使林业碳汇、清洁能源发电等自愿减排项目产生减排量。2012年起控排企业可以购买并使用CCER抵消一定比例的碳配额清缴,但由于实施过程中暴露出方法学重复、减排量核算困难、管理制度不完善等问题,自2017年3月国家发改委暂停有关CCER方法学、项目、减排量、审定与核证机构、交易机构备案的申请。目前CCER已有备案项目共1 047个,其中风电和光伏发电为主要类型,风电项目为415个,占比39.64%;光伏发电项目为219个,占比20.92%[7]。2021年度,我国各交易所CCER成交量共1.77亿t,总体上看,交易量与重点排放单位配额缺口总量1.88亿t较为接近,符合碳交易市场运行规律。现今随着各行业重点排放单位对CCER的需求不断增加,政府相关部门持续推动CCER市场建设,2023年10月19日生态环境部公布《温室气体自愿减排交易管理办法(试行)》,并于10月24日印发了首批4项温室气体自愿减排项目方法学,同时全国温室气体自愿减排注册登记系统和交易系统已经建成,即将上线运行。
电力行业作为第一批被纳入碳交易市场的行业,履约压力较大,国家为减轻重点排放单位履约负担,实行一定的优惠政策,并设置履约上限。政府下发的关于2019—2020年度发电行业碳配额总量设定与分配的文件中规定,当重点排放单位配额缺口占其核查实际排放量比例超过20%时,缺口按照核查实际排放量的20%履约。目前钢铁行业暂未纳入碳交易市场,且未发布钢铁行业全国碳排放权交易配额总量设定与分配方案,因此本文参考电力行业的履约要求,对钢铁行业碳交易履约方案进行分析。在交易过程中,若单笔买卖最大申报数量小于10万t二氧化碳当量,采用挂牌协议交易购买碳配额;若单笔买卖最小申报数量大于等于10万t二氧化碳当量,则采用大宗协议交易购买碳配额。钢铁企业按照《企业温室气体排放核算与报告填报说明钢铁生产》要求与方法核算企业碳排放量,通过国家规定的第三方机构对结果进行核查,核查结果为企业实际碳排放量。
每年企业的实际履约量和政府下发的免费碳配额会依据实际生产情况和实际碳排放量出现不同程度的变化,暂无具体参考数值,现通过建模模拟未使用CCER参与交易/使用CCER参与交易两种方式共六种情况下钢铁企业的碳配额履约应对策略。图中无具体数值,按照企业实际碳排放量、实际履约量、CCER购买量、挂牌/大宗交易购买量和政府下发的免费碳配额相对值做比较。
(1)方案一:实际履约量=实际碳排放量=免费碳配额+挂牌/大宗交易购买量。钢铁行业履约上限参考电力行业要求,配额缺口占核查实际碳排放量比例未超过20%时,按照核查实际碳排放量履约。根据第三方核查结果,若企业实际的碳排放量高于政府免费下发的碳配额量,企业需要在全部使用免费碳配额履约的基础上,通过挂牌/大宗交易购买碳配额补足履约缺口,见图1(a)
(2)方案二:实际履约量=免费碳配额+实际碳排放量×20%=免费碳配额+挂牌/大宗交易购买量。若企业配额缺口占核查实际碳排放量比例超过20%,按照核查实际排放量的20%履约。企业需要在全部使用免费碳配额履约的基础上,通过挂牌/大宗交易购买碳配额补足履约缺口,见图1(b)
(3)方案三:实际履约量=实际碳排放量=免费碳配额-富余碳配额。根据第三方核查结果,若企业实际的碳排放量低于政府免费下发的碳配额量,企业需要通过全国碳交易市场按照实际排放量使用免费碳配额完成足额履约,剩余的部分可以通过挂牌/大宗交易卖出碳配额获得收益,见图1(c)
《碳排放权交易管理办法(试行)》中规定,重点排放单位每年可以使用国家核证自愿减排量(CCER)抵销碳排放配额的清缴,抵销比例不得超过应清缴碳排放配额的5%。
(1)方案一:实际履约量=实际碳排放量=免费碳配额+CCER购买量。当企业碳配额缺口占核查实际碳排放量比例未超过20%且实际碳排量放不高于免费碳配额与应清缴配额5%之和时,企业在全部使用免费碳配额的基础上,可以通过碳交易市场购买不超过应清缴配额5%的CCER完成履约,见图2(a)
(2)方案二:实际履约量=实际碳排放量=免费碳配额+CCER购买量+挂牌/大宗交易购买量。当企业碳配额缺口占核查实际碳排放量比例未超过20%且实际碳排放高于免费碳配额与应清缴配额5%之和时,按照核查实际碳排放量履约。在全部使用免费碳配额的基础上,通过碳交易市场购买应清缴配额5%的CCER,再通过挂牌/大宗交易按照履约量补足缺口完成履约,见图2(b)
(3)方案三:实际履约量=免费碳配额+实际碳排放量×20%=免费碳配额+CCER购买量+挂牌/大宗交易购买量。当企业碳配额缺口占核查实际碳排放量比例超过20%时,按照核查实际排放量的20%履约。在全部使用免费碳配额的基础上,通过大宗交易购买应清缴配额5%的CCER,再通过挂牌交易按照履约量补足缺口完成履约,见图2(c)
通过上述对企业碳配额履约方案的分析,企业可按照国家政策要求和自身实际情况选择履约方式。同时,企业在日常管理和运营中,可通过以下几种路径增加碳配额。
(1)提高低碳管理水平。根据国家双碳相关政策要求和行业发展动向,结合企业自身产业结构特点构建低碳管理体系,制定相关制度,完善管理流程,逐步从能耗“双控”向碳排放总量和强度“双控”转变,完成企业绿色低碳转型。
(2)加强碳数据统计能力。碳排放数据管理是企业实现“双碳”目标的基础,精确核算碳数据是碳交易履约的重要环节。目前大多数重点排放单位还处于人工核算的阶段,效率和准确率低下,企业应积极开展碳管理平台智能化建设,为钢铁行业进入全国碳交易市场做好充足的准备。
(3)碳配额交易。参考2021年全国碳交易市场履约的实际情况,临近履约截止日期时,碳价上升幅度较大,企业应依据自身情况,选择合适的时间购买碳配额,降低履约成本。
(4)低碳冶金技术应用。以国家战略需求和企业发展实际为导向,紧跟行业前沿技术,广泛开展低碳领域技术合作与创新,布局富氢碳循环氧气高炉、气基竖炉还原炼铁、电炉炼钢等先进技术,优化能源和工艺结构,推动企业低碳技术发展。
(5)开展碳金融合作。积极借鉴吸收成功的碳金融案例,借助金融工具拓展企业在碳交易市场盈利的渠道。可通过碳排放权质押、碳排放配额回购等业务,盘活企业碳资产,提高碳资产管理水平。
(6)布局CCER项目。按照政府部门最新发布的温室气体自愿减排项目方法学,结合企业实际情况,自主开发CCER项目,或积极与其他企业开展相关合作,提前储备自愿减排量应对碳交易市场,实现生态效益与经济效益的协同发展。
(1)当企业履约后有富余碳配额时,可通过大宗交易或挂牌交易获得经济收益;当企业有履约缺口且未使用CCER时,采用大宗交易或挂牌交易完成履约;当企业有履约缺口且使用CCER时,采用CCER、大宗交易或挂牌交易结合的方式完成履约。
(2)企业可通过提高低碳管理水平、加强碳数据统计能力、碳交易实操技能培训、布局低碳冶金技术、开展碳金融合作、布局CCER项目等方式间接增加碳配额。
