In order to eliminate the hidden dangers of rock falling and slope slide on slopes in Main Stope and East Stope of Bayan Obo Iron Mine as well as improve slope stability, the stability analysis of the slopes in Main Stope and East Stope of Bayan Obo Iron Mine is carried out. Such modes of slope treatment as full-length grouted bolt+shotcrete with wire mesh on slope surface+drainage opening, drainage with drainage opening and pre-stressed anchor cable+reinforced concrete retaining wall+rib column+drainage opening and pre-stressed anchor cable+half lattice girder+shotcrete with wire mesh+drainage opening are taken to reinforce the sectors with rock falling or slope slide in Main Stope and East Stope of Bayan Obo Iron Mine. Moreover, such slope monitoring systems as artificial monitoring, total station monitoring, slope radar, fracture meter and global navigation satellite systems (GNSS) receiver as well as corresponding safety management system are established to ensure the slope stability and safe productions of the mine.

为消除白云鄂博铁矿主、东采场边坡发生岩块掉落和滑坡的安全隐患,提高边坡稳定性,对白云鄂博铁矿主、东采场边坡区段进行稳定性分析。针对主采场、东采场存在危岩掉落或边坡滑落的区段,采取全长粘结锚杆+坡面挂网喷砼+泄水孔、泄水孔排水以及预应力锚索+钢筋混凝土挡墙+肋柱+泄水孔和预应力锚索+格构梁+挂网喷浆+泄水孔等边坡治理方式对其进行加固,并建立人工监测、全站仪监测和边坡雷达、裂缝计、全球导航卫星系统(GNSS)接收机等边坡监测系统以及相应的安全管理体系,确保边坡的稳定,保证矿山的安全生产。

In order to eliminate the hidden dangers of rock falling and slope slide on slopes in Main Stope and East Stope of Bayan Obo Iron Mine as well as improve slope stability, the stability analysis of the slopes in Main Stope and East Stope of Bayan Obo Iron Mine is carried out. Such modes of slope treatment as full-length grouted bolt+shotcrete with wire mesh on slope surface+drainage opening, drainage with drainage opening and pre-stressed anchor cable+reinforced concrete retaining wall+rib column+drainage opening and pre-stressed anchor cable+half lattice girder+shotcrete with wire mesh+drainage opening are taken to reinforce the sectors with rock falling or slope slide in Main Stope and East Stope of Bayan Obo Iron Mine. Moreover, such slope monitoring systems as artificial monitoring, total station monitoring, slope radar, fracture meter and global navigation satellite systems (GNSS) receiver as well as corresponding safety management system are established to ensure the slope stability and safe productions of the mine.

近年来,随着露天矿的开采深度增加,露天采场边坡的稳定成为影响矿山安全生产和高质量发展的重要因素。采场边坡一旦发生滑坡、崩塌以及泥石流等地质灾害,将会影响矿山的安全生产,造成严重的人员伤亡和巨大的经济损失。随着国家经济大发展的需要,白云鄂博铁矿开采量随着钢铁产量的提高而逐年增加,其开采深度逐渐增加,导致其边坡岩体的力学性能降低[1]。此外,白云鄂博铁矿主、东采场边坡岩体受地质构造(发育断层、节理、岩脉、裂隙)、水文地质条件(雨季、解冻期)、爆破震动、边坡几何形状、开采深度、人为因素(边坡上堆积石块与设备、建设各种建筑物)和风化作用的影响导致边坡的承受能力降低,采场边坡局部不稳定,产生位移、滑塌等现象[1-2],这会导致采场的生产受到影响,无法保证采掘计划的完成,影响矿石和岩石的生产,边坡稳定性降低将给整个采场的安全生产带来严重影响。因此,边坡稳定是边坡安全的关键因素。
白云鄂博矿区大地构造为狼山—白云鄂博裂谷系。区内构造复杂,发生强烈的褶皱变形,发育断层、节理以及岩脉,采场的褶皱构造为白云鄂博向斜。在采场范围内,向斜南北两翼地层由白云岩组成,核部地层由板岩组成,矿体下盘为白云岩,上盘为板岩[1]。矿体以白云岩、铁矿石岩、板岩、云母片岩为主。矿区断层发育,根据《白云鄂博铁矿主、东采场边坡稳定性分析报告》(包钢勘察测绘研究院,2022年),在主采场出露边坡上共查明断层38条,包括东西(EW)向的逆断层,北东(NE)向的逆断层,北西(NW)向的逆断层以及南北(SN)向的正断层。该矿区节理较为发育,以剪节理为主,可见少数张节理。
白云鄂博铁矿于1957年建矿,为露天开采,矿区由主采场和东采场两个矿区组成。主采场封闭圈标高为1 626 m,现在开采最低标高为1 374 m,深凹露天矿开采深度达252 m,设计底部标高为1 230 m,剩余开采深度为144 m。东采场封闭圈标高为1 594 m,目前已开采至1 275 m水平,深凹露天矿开采深度达319 m,设计最低标高为1 230 m,剩余开采深度为45 m[3]
根据采场工程地质条件以及边坡产状,主采场边坡划分为A、B、C、D、E五个分区,E区边坡形状与倾向有一定差异,将其分为E1、E2两个亚区;东采场边坡划分为A、B、C、D、E、F六个分区,分区示意图见图1[4-5]
为了提高边坡安全,需要对白云鄂博铁矿主、东采场的边坡稳定性进行分析。不同的边坡具有不同的地质条件,因此,对其进行稳定性分析时采用的方法不尽相同。通常露天矿山边坡稳定性的分析,采用定量(工程地质类比法、图解法等)和定性(数值分析法、极限平衡分析法等)分析,这些方法各有优势。根据《白云鄂博铁矿主、东采场边坡稳定性分析报告》(包钢勘察测绘研究院,2022年),对边坡进行稳定性调查、赤平投影分析等定性分析以及极限平衡、数值分析等定量分析。结合现场其他影响因素,对主、东采场边坡稳定性分析可知,主、东采场边坡总体稳定,但由于受地质构造、岩性、地下水、暴雨冲刷、爆破震动及风化作用的影响,采场内边坡局部坡面岩体较破碎,经常有危岩体掉落以及边坡滑落的现象。目前存在危岩掉落或边坡滑落的区段主要有以下几个。
(1)主采场A区1 514~1 430 m段,受三条断层的影响以及两组优势节理互相切割坡面岩体,岩体呈楔形破坏,目前已有多处区域发生掉块,危岩掉落会给下方过往车辆及设备带来安全隐患。
(2)主采场B区1 542~1 514 m段。由于靠界时预裂孔倾角直立,预裂爆破效果差,使靠界边坡岩体破碎,裂隙发育,呈碎裂结构,坡体受一组顺坡陡倾节理及一组顺坡缓倾节理切割,易发生自下而上阶梯型破坏,目前多处浅层松动已脱离母体,处于临界状态。危岩崩落会给下方过往车辆及设备带来安全隐患。
(3)主采场C区1 570~1 514 m段λ15岩脉,脉宽1~2.5 m,两侧围岩为板岩,层状碎裂结构,1 542 m以下坡面局部有基岩裂隙水出露。λ15岩脉自身易风化,在长期雨水冲刷、冻融、爆破震动等作用下,岩脉开始发生落石、掉块现象以及局部滑塌现象,同时两侧板岩由于失去侧向约束,也易随之发生坍塌。
(4)主采场C区1 458 m水平以上边坡裂隙水较发育,存在多处地下水出露点(区),涌水量较大,呈线状流水。地下水发育区多为板岩带,且构造发育,流水侵蚀对边坡岩体软化作用明显,长期浸水将导致岩体强度逐渐降低,易发生坡体变形失稳现象。
(5)主采场E区4#不稳定体1 598~1 486 m段多条断层交互,岩体破碎,坡体在暴雨和坡面流水长期侵蚀以及爆破震动等影响下稳定性将逐渐降低,易产生新的变形失稳现象,不仅造成运输平台中断,同时下方靠界生产存在安全隐患。2019年5月E区1 514~1 486 m段坡面出现局部滑塌;2020年8月29日,主采场南帮发生大规模滑塌,使主采场E区4#不稳定体治理工程受到严重影响,钢筋网严重变形,坡面开裂变形严重,砼面层脱落,1 570 m、1 542 m、1 514 m三个平台出现多条裂缝,脚手架大面积破坏,未能达到原有治理目的。
(6)主采场E区4#不稳定体1 486~1 430 m段为断层F22、F23、F25及岩脉接触交界处,岩体破碎,工程地质条件较差,边坡揭露后易发生圆弧形滑动。2019年11月E区1 486~1 458 m段坡面出现局部滑塌。
(7)主采场E区F30断层1 514~1 486 m平台不稳定体位于主采场E区1号,处于板岩与白云岩接触带部位,岩体破碎,不断发生小规模滑塌,影响1 514 m平台安全运行。
(8)东采场B区1 390~1 334 m段不稳定体以板岩为主,属层状碎裂结构,有岩脉发育,宽度0.2~0.4 m,走向与坡面呈小角度相交;在上部1 404 m平台距坡顶约7.5 m处出现大致平行边坡走向的裂缝,目前裂缝宽度为2~5 cm,坡面存在优势节理,雨水进入裂缝产生水压力后,边坡将会发生滑移-拉裂模式破坏。
(9)东采场C区1 318~1 290 m段不稳定体以板岩为主,属层状碎裂结构,有岩脉发育,走向与坡面呈小角度相交,雨水进入裂缝产生水压力后,边坡将会发生沿结构面向固定公路破坏,易导致固定公路无法正常通行,影响生产。
(10)东采场D区1 390~1 275m段边坡裂隙水较发育,存在多处地下水出露点(区),涌水量较大,呈线状流水。地下水发育区多为板岩带,且构造发育,流水侵蚀对边坡岩体软化作用明显,长期浸水会导致岩体强度逐渐降低,易发生坡体变形失稳现象。
为了提高边坡安全,针对白云鄂博铁矿主、东采场局部区段不稳定隐患进行治理,目前白云鄂博铁矿主要采用以下几种方式。
(1)对于受地质构造(如断层、节理、岩脉、裂隙)、自然因素(如雨水、风化作用)以及人为因素(如爆破震动)影响容易发生危岩掉落的区段(如主采场A区1 514~1 430 m段、B区1 542~1 514 m段、1 570~1 514 m段λ15岩脉、东采场C区1 318~1 290 m段)主要采取全长粘结锚杆+坡面挂网喷砼+泄水孔的方式对边坡进行加固。
(2)对于裂隙水较为发育且存在多处涌水量较大的地下水出露点(区)的区段,地下水发育区多为板岩带且构造发育,流水侵蚀导致岩体强度逐渐降低,使坡体发生变形失稳。针对这种类型的区段(如主采场C区1 458 m水平以上、东采场C区1 275 m水平以上)通常采取泄水孔排水的方式,疏干内部水体。
(3)对受断层、暴雨、坡面流水长期侵蚀以及爆破震动影响使边坡稳定性降低、产生变形失稳、圆弧形滑动、小规模边坡滑塌等现象的区段采取预应力锚索+钢筋混凝土挡墙+肋柱+泄水孔(如主采场E区4# 1 542~1 514 m段、1 514~1 486 m段、1 486~1 458 m段、1 458~1 402 m段)和预应力锚索+格构梁+挂网喷浆+泄水孔(如主采场E区1 570~1 542 m段、主采场E区F30断层1 514~1 486 m段西侧60 m、1 486~1 458 m段、东采场B区1 390~1 334 m段)的方式进行边坡加固。
其中所涉及到的边坡治理方案设计要求见表1
露天矿边坡稳定性是影响边坡安全的关键因素,边坡发生滑坡、崩塌会影响矿山生产,造成人员伤亡以及巨大的经济损失。为了消除滑坡隐患,快速做出预警预报,对边坡稳定性进行评价,建立边坡监测系统。
边坡稳定性监测中,主要是从边坡参数、边坡岩体构造、边坡移动和边坡整体性这些方面来对边坡进行全面有效的监测,对异常区域及时进行数据分析和治理[2]。目前白云鄂博铁矿采用3种监测手段,即人工监测、全站仪监测以及边坡雷达、裂缝计、全球导航卫星系统(GNSS)接收机监测。
(1)人工监测。主要借助望远镜、测距仪、钢尺等工具,由专门的工作人员对两个采场不稳定体进行拉网式巡察。检查有无新裂缝、坍塌发生,原有裂缝或空隙有无扩大、延伸,是否新增不稳定体。若在巡视中发现裂缝、伞岩、软岩、夹层等不稳定部位按规定立即上报采矿作业部技术组,并作好巡视记录,技术组组织相关人员进行分析并制定相应的处理意见。一般巡视频率确保不少于1次/天。雨季、大爆破后或不稳定部位变形增大时,增加巡视频率[3]
(2)全站仪监测。所采用监测设备为瑞士生产的徕卡TS60全站仪,运用全站仪极坐标法量测,在固定观测站用无棱镜技术定期对每个变形区监测点进行2个测回的观测,获取各监测点的三维坐标。在监测过程中,严格按照“三固定、一相同”的原则即固定观测人员、固定仪器、固定观测时间、在基本相同的条件下进行数据采集[3]。对所采集的数据采用本次和前次测量值的水平差及垂直差以及和初始值的积累差的方式进行分析,以此来掌握位移变化趋势,随时关注变动情况,有异常及时汇报并采取措施。
(3)边坡雷达、裂缝计、GNSS监测。白云鄂博铁矿的边坡监测系统主要是由边坡雷达、裂缝计、GNSS接收机及相应的监测系统组成,采用微波成像原理,通过对边坡的持续扫描,对采场边坡岩体的细微变形进行全天候、全方位地实时监测,快速做出预警预报,消除滑坡隐患,为边坡稳定性分析提供数据支持。
为提高边坡安全,对边坡进行实时监测,消除滑坡隐患的同时,还需要建立安全管理体系,完善安全管理制度,贯彻学习相关的规范要求,认真做好安全管理工作,目前主要从以下几个方面开展。
(1)严格边坡管理和检查制度。当发现边坡存在裂隙、大块浮石、伞岩以及各采场边坡平台的落石、挡墙缺失等必须迅速处理,采取相应的安全措施,确保人员设备安全,并向上级汇报。
(2)选择合适的爆破方式,提高爆破质量。爆破作业对边坡安全有较大的影响。不同的爆破方式对边坡的影响不同,为减少爆破对岩体结构的影响,降低对边坡破坏的风险,白云鄂博铁矿在主、东采场扩帮采用台阶深孔逐孔爆破和靠界采用预裂爆破两种方式进行爆破。爆破后,固定边坡及时处理险石、浮石,未清除前其下方不准生产,禁止任何人在边坡底部休息和停留。
(3)建立边坡监测管理制度。针对不同滑体及边坡破坏程度设立三级监测点,24 h不间断监测,实时记录和分析边坡的变化情况。通过人工监测、全站仪监测以及边坡雷达、裂缝计、GNSS监测等边坡监测系统对边坡总体做到全面监测,并对监测数据进行分析,快速做出预警、预报,做好各项监测记录和技术资料的档案管理工作。
(4)加强监控人员管理。监控室工作人员必须具有较高的责任心,能履行好监控任务,能熟练掌握监控设备的性能和操作规程,严格按照操作规程使用设备,确保监控设备的正常运行。遵守保密制度,严禁将监控资料私自外传,不在监控室外和非值班场合谈论监控内容,未经允许不得将查询资料对外透漏。做好边坡监控设备台账、故障登记以及检修、巡检、调校测试等记录。监控数据保存完整准确,便于查询,按要求打印、存档。做好交接班工作,确保信息准确无误传达到下一班,保证监控信息的连续性和准确性。
目前,白云鄂博铁矿主、东采场边坡整体稳定,然而受各种因素的影响,使得采场边坡局部存在危岩崩落、边坡变形失稳以及滑塌的现象,矿山边坡存在较大的安全隐患,必须做好边坡安全管理和治理工作,确保边坡安全。目前主要是通过泄水孔排水法、全长粘结锚杆+坡面挂网喷砼+泄水孔、预应力锚索+钢筋混凝土挡墙+肋柱+泄水孔以及预应力锚索+格构梁+挂网喷浆+泄水孔的方式对边坡进行加固处理,同时建立相应的监测系统和安全管理体系,确保边坡稳定,保证采场安全生产。为了提高边坡安全,后续仍需对其进行研究,掌握更多露天矿山边坡治理的方式与技术,将边坡安全管理与治理有效结合起来,确保边坡稳定与安全,减少人员伤亡和经济损失,保证矿山安全生产。
