The accuracy rate of data acquisition could be improved by strengthening energy measurement management, perfecting relevant management systems, selecting reasonable sampling points and acquisition and calculation modes as well as using means of data analysis so that the facticity, reliability and fairness of energy data could be guaranteed, which could provide strong supports for such aspects as energy conservation and emission reduction, cost accounting and quality control of enterprise.

能源计量是企业管理的重要组成部分,对于质量控制、产财融合、极致能效管理等工作具有重要意义。提高能源计量的准确性有助于企业更好地进行能源管理和优化,实现可持续发展。
建立、健全能源计量管理制度和管理标准,明确计量管理职责是确保计量数据准确、可靠的基础。在工业生产、科学试验、贸易结算等领域,准确的计量数据直接关系到产品质量、成本控制、交易公平等多个方面。制定和执行严格的计量管理制度可以规范计量行为,提高计量数据的准确性和可靠性,从而为企业决策提供有力支持。例如依据GB/T 21368—2008《钢铁企业能源计量器具配备和管理要求》规范能源数据的采集、计算,制定《包钢股份能源计量管理办法》管理公司的能源计量工作。
在市场竞争日益激烈的今天,企业需要通过提高产品质量、降低成本等方式来增强企业竞争力。计量管理制度的实施可以帮助企业更好地控制生产过程中的各种参数,确保产品质量的稳定性和一致性,同时降低生产成本和能耗,提高企业的经济效益和市场竞争力。加强重点用能单位的节能管理,通过监测了解重点用能单位的能源消耗状况、能源利用效率以及节能潜力等,为制定节能政策和措施提供依据[1]
企业应按照GB 17167—2006《用能单位能源计量器具配备和管理通则》选择符合国家计量标准、具有良好稳定性和可靠性的计量器具,如电能表、流量计、压力表等。
仪表设计选型应在满程测量介质工况条件和过程监控功能的前提下,选用技术先进、使用可靠、维护安装方便和经济合理的仪表,同时,应注意器具的量程、精度、分辨率等参数,确保其能够满足企业能源计量的需求。例如,流量仪表DN50及DN50以上采用同心锐孔板差压式流量计,DN50以下优先考虑转子流量计,若上述类型的流量计不能满足过程测量介质工况条件,则考虑其他类型的流量计。
仪表安装要选择合适的采样点,采样点应该能够代表整个能源流量的平均情况,并且考虑能源介质流动的稳定性和波动性,需要按照计量仪表安装规范要求,采样点选择在不影响准确计量结果的地点,如流速平稳、无介质旋涡的地段。安装位置应便于连接电缆和通讯线路以确保数据传输的稳定性。仪表安装完成后,应对能源计量表进行调试和校准,包括检查表的显示是否正常、通讯功能是否稳定以及测量数据是否准确等[2]
能源计量仪表的选型与安装是一个复杂而重要的过程,需要综合考虑多个因素。正确的选型与安装可以确保仪表的准确性和稳定性,从而提高能源管理效率。
合理选择数据采集方式是提高能源计量准确性的重要措施。企业应根据自身能源种类和特点选择合适的采集方式,如在线采集、离线采集等。同时,应加强对采集方式的监督和管理,确保采集的准确性和可靠性。
包钢股份能源计量系统由一次仪表、二次仪表以及采集运算PLC完成数据采集和计算,再通过协议转换网关把数据传送到能源数据服务器,在服务器制作数据显示画面、日月报以及结算报表,通过网页发布方式发送到公司OA网页,供用户单位访问、使用。图1为能源计量采集系统架构。
根据能源流量的大小和变化情况确定合适的采样频率。对于流量变化较快的能源介质,需要采用较高的采样频率,以便更好地捕捉介质流量瞬时值。在包钢股份能源计量系统中,有两种采样方式,分别是定周期扫描和秒内平均值累计。在分析、对比两种采样方式后,采用了定周期扫描,周期设定为100 ms。周期设定应考虑程序扫描的最短时间,防止量值变化太快而丢失太多瞬时值而影响数据累计值。
数据采集还应该考虑采集设备的精度。如果测量设备的精度较低,需要采用更精细的采样方式来提高计量的准确性。包钢股份能源计量系统底层采集PLC设备选用美国Rockwell公司的AB 1769-L33ER系列控制器,其程序的定周期扫描完全符合目前能源计量系统的要求。现在普遍采用的扫描周期是100 ms,对数据进行累加。对采集流量数据变化较快介质,且扫描一遍程序用时小于10 ms的控制器,则可以设为10 ms。
根据数据采集情况,需要开发不同的流量补正子程序。数据采集回来之后,需要对受温度和压力影响的介质,如气体和蒸汽,进行温度、压力补正用以纠正流量偏差,如采用普通气体流量补正子程序和蒸汽流量补正子程序。根据不同的一次采集元件开发的子程序有孔板计算流量子程序和涡街计算流量子程序。普通气体流量补正公式利用工况下和标况下的温度和压力进行流量补偿。涡街计算流量子程序则需要算出工况下的密度进行补正计算。日报显示24个小时的量,每个小时的量根据累积量在整点做差运算,月报根据月份不同,显示28、29、30或者31天的值,每天的量是日报的求和。
采样方式的选择还应该考虑到数据处理方式。如果数据需要经过复杂的处理和分析,需要采用更为灵活和高效的采样方式。在能源计量系统程序编写中,存放32位浮点数据的寄存器只能存放十位数,故累计值分为高位和低位两部分存放,在监控画面以低位加上高位乘以进位的结构显示。由于计算累积量需要瞬时量除以36 000之后进行累计,瞬时量值如果特别小,除以36 000之后是一个非常小的数据,在累加时就会产生溢出问题。根据上述情况,瞬时量在100以内时,进位选取10,瞬时量在100以上时,进位选取10 000。考虑采集数据电流信号干扰和仪表零点漂移问题,在编写信号数据处理程序时,对流量信号采取小信号切除的手段,去掉虚假数值,保证数据采集以及累计值更为准确。
为了能在数据应用时及时发现数据采集错误,需要加强计量数据的收集、整理和分析,及时发现和解决异常数据,并及时处理采集故障。为此开发了数据平衡模型和介质差损率报表,通过平衡模型和差损率报表实时分析数据正常与异常。平衡模型关注发生量与消耗量之间的关系,差损率报表数据分析集中在发生量与消耗量间的差值、发生量与消耗量之间的比值关系。平衡模型可以进行一周的数据比对,手抄数据可以在平衡模型中录入。差损率更加注重发生量与消耗量差值,以及差值占总发生量的比值。差损率报表可以根据用户需求灵活应用,查询任意时间范围内该介质数据,对任意时间段内的数据进行比对。对于手抄数据,需要在另外的固定的手抄数据报表中统一录入。
提高能源计量的准确性需要从多个方面入手,包括建立完善的计量管理制度、仪表合理选型和规范安装、合理选择采样方式、在计算时考虑补正和信号干扰、加强数据分析等。这些措施的实施可以有效地提高能源计量的准确性,为企业节能减排、成本核算、质量控制等方面提供有力支持。
