This study analyzes provincial panel data from China covering the period from 2014 to 2022 to measure the level of industrial digitalization across three sectors: agriculture, industry, and services. Additionally, it accounts for the input of data factors and various undesired outputs while evaluating green total factor productivity, thereby exploring the interaction effects and mechanisms between the two. The research findings are demonstrated as follows: Significant disparities exist in the levels of industrial digitalization among provinces, demonstrating a spatial pattern of “East >Central >West.”Moreover, green total factor productivity shows a consistent upward trend, indicating a progressive improvement in regional multi-level differentiation. Robustness tests reveal that industrial digitalization across Chinese provinces significantly enhances green total factor productivity, with impact effects characterized by the order of agriculture < industry < services. Regarding transmission pathways, the development of industrial digitalization in each province predominantly boosts green total factor productivity by reducing the mismatch between capital and labor and facilitating industrial structure upgrades; In provinces characterized by high public environmental awareness and lower industrialization levels, the effect of industrial digitalization on enhancing green total factor productivity is comparatively pronounced; The impact of industrial digitalization on green total factor productivity exhibits a single threshold characteristic, contingent upon the intensity of various forms of environmental regulation, with threshold values of 0.4582 for command-and-control regulation and 0.0096 for market-based regulation. Consequently, the government should formulate differentiated regional industrial policies and marketing strategies to more effectively promote the development of industrial digitalization and bolster green total factor productivity, thereby achieving sustainable green development.

基于2014~2022年中国省域面板数据从农业、工业和服务业三个维度衡量产业数字化水平,同时测度考虑了数据要素投入和多种非期望产出的绿色全要素生产率,进而探究两者间的影响效应与作用机制.研究发现:各省域产业数字化水平差异显著并呈现出“东部>中部>西部”的空间布局.绿色全要素生产率也表现出逐渐提高的趋势,区域多级分化现象逐步改善;经过一系列稳健性检验后发现,中国省域产业数字化显著促进了绿色全要素生产率的提升,且影响效应呈现出农业<工业<服务业的特征;在传导路径上,各省域产业数字化的发展主要通过降低资本与劳动力错配度和促进产业结构升级提升绿色全要素生产率;公众环境关注度高和工业化程度较低的省域,产业数字化发展的绿色全要素生产率提升效应相对较高;产业数字化对绿色全要素生产率的影响随不同类型环境规制强度的变化呈现出单一门槛特征,命令控制型环境规制强度和市场激励性环境规制强度的门槛值分别为0.4582和0.0096.因此,政府应制定差异化的区域产业政策与市场策略,以更加有效的方式促进产业数字化发展进而提升绿色全要素生产率,实现绿色可持续发展.

基于2014~2022年中国省域面板数据从农业、工业和服务业三个维度衡量产业数字化水平,同时测度考虑了数据要素投入和多种非期望产出的绿色全要素生产率,进而探究两者间的影响效应与作用机制.研究发现:各省域产业数字化水平差异显著并呈现出“东部>中部>西部”的空间布局.绿色全要素生产率也表现出逐渐提高的趋势,区域多级分化现象逐步改善;经过一系列稳健性检验后发现,中国省域产业数字化显著促进了绿色全要素生产率的提升,且影响效应呈现出农业<工业<服务业的特征;在传导路径上,各省域产业数字化的发展主要通过降低资本与劳动力错配度和促进产业结构升级提升绿色全要素生产率;公众环境关注度高和工业化程度较低的省域,产业数字化发展的绿色全要素生产率提升效应相对较高;产业数字化对绿色全要素生产率的影响随不同类型环境规制强度的变化呈现出单一门槛特征,命令控制型环境规制强度和市场激励性环境规制强度的门槛值分别为0.4582和0.0096.因此,政府应制定差异化的区域产业政策与市场策略,以更加有效的方式促进产业数字化发展进而提升绿色全要素生产率,实现绿色可持续发展.

This study analyzes provincial panel data from China covering the period from 2014 to 2022 to measure the level of industrial digitalization across three sectors: agriculture, industry, and services. Additionally, it accounts for the input of data factors and various undesired outputs while evaluating green total factor productivity, thereby exploring the interaction effects and mechanisms between the two. The research findings are demonstrated as follows: Significant disparities exist in the levels of industrial digitalization among provinces, demonstrating a spatial pattern of “East >Central >West.”Moreover, green total factor productivity shows a consistent upward trend, indicating a progressive improvement in regional multi-level differentiation. Robustness tests reveal that industrial digitalization across Chinese provinces significantly enhances green total factor productivity, with impact effects characterized by the order of agriculture < industry < services. Regarding transmission pathways, the development of industrial digitalization in each province predominantly boosts green total factor productivity by reducing the mismatch between capital and labor and facilitating industrial structure upgrades; In provinces characterized by high public environmental awareness and lower industrialization levels, the effect of industrial digitalization on enhancing green total factor productivity is comparatively pronounced; The impact of industrial digitalization on green total factor productivity exhibits a single threshold characteristic, contingent upon the intensity of various forms of environmental regulation, with threshold values of 0.4582 for command-and-control regulation and 0.0096 for market-based regulation. Consequently, the government should formulate differentiated regional industrial policies and marketing strategies to more effectively promote the development of industrial digitalization and bolster green total factor productivity, thereby achieving sustainable green development.

产业数字化作为数字经济发展的核心动力,是加快促进形成新质生产力的重要环节,在推动绿色经济发展中起着重要作用.产业数字化主要指应用数字技术和数据资源为传统产业带来的产出增加和效率提升[1],其实质是新质生产力赋能各个产业,着力点是数字经济与实体经济深度融合[2].根据“十四五”规划,打造数字经济新优势被列为重要任务.通过产业数字化能够重新构建要素投入比例、减少资源错配、优化产业结构,是绿色经济发展的关键支撑[3-4].另一方面,环境规制力度的增强与产业绿色化转型的压力可以迫使污染型企业加快产业数字化进程来降低经济成本,促进产业结构升级,缓解环境污染问题,提升绿色全要素生产率[5].
提高产业数字化水平有助于增强国内大循环的自我驱动力,同时也能提升中国在核心技术领域的自给能力[6].产业数字化过程还有助于提升供给侧与多层次、差异化需求侧之间的产品和服务匹配效率[7],促进产业转型升级,提升产能利用率,实现区域经济均衡发展[8-9].产业数字化水平的测度评价是目前产业数字化研究领域中最基础性的问题,现有学者主要采用指标体系评价法[10-12]、基于增长核算账户框架[13-14]或基于投入产出法[6,15]测度产业数字化水平.在基于不同研究方法测算产业数字化水平的基础上,学者们进一步研究了其影响效应,主要聚焦于产业数字化对地区税收收入[13]、FDI流入[16]、共同富裕发展成果共享差距的影响等[17],而较少直接关注其对绿色全要素生产率的影响.但有学者如段霞等[18]从产业数字化虚拟集聚层面切入分析其对全要素生产率的作用机制并发现产业数字化虚拟集聚对全要素生产率存在显著的提升作用.邹静等[19]通过构建包含产业数字化为二级指标的数字经济评价体系验证了数字经济对绿色全要素生产率的提升效应,但并未直接从产业数字化层面出发探析其对绿色全要素生产率提升的净影响.
众多学者对产业数字化展开了一系列研究,并取得了丰富的研究成果.但鲜有文献关注到环境规制约束条件下产业数字化对绿色全要素生产率所存在的非线性效应.现有研究在产业数字化视角下深入探讨其对绿色全要素生产率的影响机制方面仍存在不足.随着数据要素在社会生产中的广泛使用,却鲜有文献将数据要素投入纳入绿色全要素生产率测算范围内.因此,本文拟从产业数字化的角度探讨其中国绿色全要素生产率的影响机制,并探讨环境规制约束条件下存在的非线性门槛效应,这将有助于转变经济发展方式,加快实现美丽中国建设目标.本文的边际贡献主要有三个方面:一是从产业数字化视角探析其对绿色全要素生产率的具体影响机制,并将产业数字化、环境规制和绿色全要素生产率纳入同一分析框架,探析环境规制约束下产业数字化对绿色全要素生产率的非线性效应,扩展了相关研究的视野.二是在测度绿色全要素生产率时考虑了数据要素投入和多种非期望产出,提升了其准确性与真实性.三是在研究内容上,基于区域发展、工业化发展程度和公众环境关注度等异质性视角深入分析其影响效应差异,完善了产业数字化和绿色全要素生产率的相关研究.
产业数字化既可以提高生产率实现产出增加与成本降低,增强国内中间品生产企业的市场竞争力[6];也通过贯穿生产、分配、交换和消费的全过程,促进绿色全要素生产率提高[20].一方面,互联网在线反馈机制的双向交流特性可以为企业提供用户使用数据[21],企业结合数字仿真和虚拟现实等技术应用可以提升资源利用和配置效率[22].另一方面,机器学习、云计算等数字技术的引入与应用,不仅能对所有数据信息进行高效整合;还可以基于数据全生命周期分析重组生产过程,提高资源利用效率,减少环境污染,实现生产过程的绿色、经济和高效[23-24].
因此,本文提出研究假说H1:产业数字化对绿色全要素生产率提升有正向促进效应.
产业数字化发展的内核是增强先进的数字化技术在不同产业领域内的广泛应用,助力形成新质生产力,提高要素配置效率.首先,传统行业通过产业数字化升级可以提升资源配置效率,扩展生产潜力.同时,互联网技术的迅速更新使得产业数字化转型更易突破传统经济模式,推动产业形态的创新,进而孕育出新的经济形态、发展模式和组织结构,最终促进绿色全要素生产率提高[25].其次,产业数字化是一个动态的过程,其通过运用先进的数字技术,对产业链上下游进行全要素的数字化转型和重构,从而优化并提高资源配置效率,促进绿色全要素生产率提升.最后,产业数字化所具备的规模效应、网络效应和平台经济效应,可以消除时间和空间的限制,纠正资源配置不当,加速要素在区域和产业之间的自由流动,降低信息不对称,推动全国统一大市场建设,为提升绿色全要素生产率注入新动力[21].
据此,提出研究假说H1a:产业数字化通过降低资源错配度促进绿色全要素生产率的提升.
数字化能够促进产业结构的转型与升级,并加速经济增长动力的转变[26-27].根据产业结构转型理论,优化和升级产业结构是提升效率和推动经济发展的重要环节.产业数字化可以加快各要素在不同行业之间的合理流动和产业结构的升级[28].首先,与传统要素投入驱动的生产方式不同,产业数字化以数据要素为关键生产要素,能以更低的资源环境投入实现较大产出供给[25],进而促进劳动、资本密集型产业向数字要素密集型产业倾斜,提升产业结构高级化水平.其次,产业数字化具有高渗透性与强扩散性特征,有助于打破产业边界、促进上下游关联产业间融合共生,催生出新型产业业态并实现产业结构升级,进而有效降低环境污染排放,提升资源利用效率,进而促进绿色全要素生产率提升[29-30].
综上,提出研究假说H1b:产业数字化通过促进产业结构升级对绿色全要素生产率提升产生正向促进作用.
首先,产业数字化与数字媒介可以重塑公众获取信息的渠道与方式,当实施市场激励型环境规制时会更有助于培育公众的环保意识与绿色理念.与此同时,在实施命令控制型环境规制时,产业数字化可以促进政府、企业与公众三方协同治理,降低环境资源要素投入,提升绿色全要素生产率[31].其次,一方面,基于环境规制的“波特假说”认为,适度的环境规制有助于提升地区绿色技术的使用效率,推动地区绿色全要素生产率的增长.但过于严格的环境规制可能迫使企业和政府增加环境治理开支,导致区域内绿色技术创新的回报相对减少,进而在一定程度上削弱后续研发投入力度,这将减缓绿色全要素生产率的提升[32].另一方面,先进的数字技术有助于优化政府的监管模式,实现对社会和环境监测数据的高效收集、整合和共享,完善环境监督机制,推动绿色全要素生产率提高[33].再者,从短期角度来看,政府官员可能因为晋升压力而加强环境执法,迫使企业增加环保投入并改变生产方式,减少污染排放,加速数字化与绿色化转型,从而提升绿色全要素生产率.从长期来看,产业数字化在推动绿色全要素生产率上表现出越来越明显的正外部性且呈几何级数增长.但随着环境规制力度的加大,企业将面临更高的污染治理成本,过大的开支又可能会抑制企业绿色化转型进程[34].
据此,本文提出研究假说H2:产业数字化对绿色全要素生产率的促进作用在不同类型环境规制约束下存在非线性效应.
(1)被解释变量.被解释变量为绿色全要素生产率(GTFP).绿色全要素生产率是在传统全要素生产率的基础上发展而来的.在衡量绿色全要素生产率时,不仅考虑传统生产要素和技术创新对经济增长的促进作用,还将能源消耗和环境影响因素纳入考量.为提升研究的合理性和科学性,通过借鉴与比较分析现有研究对于绿色全要素生产率的测量方法[19,35-36],选用基于非期望产出的SBM方向性距离函数和GML指数作为衡量方法[37-39].本文构建的模型主要包含投入、期望产出和非期望产出[40-41],具体的测算指标见表1.在资本投入的计算上,参考张军等[42]的方法采用永续盘存法.十九届四中全会首次明确提出将数据视为新的生产要素.数据作为现代化进程中的关键战略资源,在生产、分配、交换与消费的各个环节中发挥着不可或缺的作用,对数据要素的有效利用能够通过提高整个要素体系的生产和交易效率,进一步推动中国式现代化.目前与数据要素相关的定量研究较少,对数据要素投入的衡量也尚未达成一致.现有学者主要通过以下两种思路进行变量衡量.第一种是以数据基础设施投入来衡量数据要素的生成和采集能力[43-44].第二种方式是以数据要素来源和数据要素的开发维护能力来衡量数据要素投入,即通过数据基础设备和数据技术开发投入来进行衡量[45-46].相较而言,第二种衡量更为综合与全面,因此本文选择从数据基础设施投入与数据技术开发投入两个维度来衡量数据要素投入,参考李冬等[45]的研究并兼顾数据的可获得性,数据基础设施投入主要选择信息传输、计算机服务和软件业固定资产投资和移动电话基站数衡量,数据技术开发投入则选择电子及通信设备制造业的R&D支出进行衡量(表1).
(2)核心解释变量.核心解释变量为产业数字化水平(IDL).借鉴相关学者的研究,同时兼顾数据的可获得性,从农业数字化、工业数字化、服务业数字化三个维度构建产业数字化评价指标体系,如表2所示.农业数字化指在农业生产过程中对农业要素、过程、管理等阶段的数字化运用[47].本文主要从农业数字化基础设施投入、农业生产数字化服务建设以及农业数字金融与创新能力三个维度进行衡量.农业数字化基础设施投入主要选择农村宽带接入用户数[48];农业生产数字化服务建设本文选择环境与农业气象观测站数量、农业生产电气化、农业机械作业服务机构数和农村数字化基地数量进行测度[49].农业数字金融与创新能力选择农村普惠金融指数和农业科技专利数量作为测度指标[48].工业数字化主要从三个维度进行衡量,一是软件和信息技术服务业规模以及软件普及和应用情况,选用软件产品收入、信息技术服务收入、嵌入式系统软件产品收入、计算机、通讯与其他电子设备制造业营业收入[50].二是创新能力与新产品生产情况.工业产品种类广泛,单一选择一种或者几种产品代表高技术或智能产品的销售情况不够具有代表性,因此选择规模以上工业企业新产品销售收入与工业企业主营业务收入之比来衡量;创新能力则选择国内专利申请授权量与规模以上工业企业R&D人员全时当量之比来测度[50-51].三是智能化设备的投入情况.工业机器人的使用对于促进工业生产率,推动经济增长具有重要作用[52].本文用工业机器人安装密度表征智能化设备的投入情况.参考相关研究,根据IRF联盟公布的中国各行业工业机器人安装量,由细分行业各个省份的就业人数占全国总就业人数的百分比×全国各行业机器人安装数量计算而得[53].服务业数字化主要表现为数字技术在服务业的不断渗透,不断推动服务业的迅速发展.本文主要从互联网服务基础设施建设规模和互联网批发零售应用规模等方面衡量服务业数字化.参考有关学者的做法并兼顾数据可获得性,以政企宽带接入用户数、移动电话年末用户数和移动电话普及率衡量互联网基础设施建设规模[54];以每百家企业拥有网站数、有电子商务交易活动企业数比重、快递量和电子商务交易额衡量互联网批发零售应用规模[48,51].
现有测度产业数字化水平的方法主要分为主观评价方法和客观评价方法,为避免由于人为因素造成的评价误差,选取面板熵值法来确定各指标权重并得出最终的产业数字化综合评价指数[55].具体测度方法如下:
①对原始数据进行无量纲化处理:

⑥ 计算产业数字化综合水平值:vi为第i个方案的综合评价指数值.
(3)机制变量.①资源错配度.借鉴相关学者的研究[56-57],本文从资本错配(CAPITAL)和劳动力错配(LABOR)两个维度衡量区域资源错配情况:
式中:Ki/KLi/L分别表示i地区资本和劳动力实际使用量占全国总使用量的比重;SiβKiSiβLi分别表示i地区在资本和劳动力进行有效配置情况下的使用比例;Si表示i地区GDP占全国GDP的比重;βKiβLi分别表示i地区的资本产出弹性和劳动力产出弹性,参考辛永容等[58]、赵志耘等[59]的结果,取值为0.56和0.44.最终得出数值越大表示资本、劳动力错配程度越高.
②产业结构升级(TS),参考相关学者研究,选取产业结构升级指数进行衡量[60-61].考虑到数据可获得性和量化分析的可操作性,本文选取产业结构升级指数来衡量现代产业体系建设的水平.具体计算方法如下:

(4)门槛变量.门槛变量为环境规制(ER1和ER2).目前,环境规制强度的测量方法主要分为三种:一是基于成本的指标,包括污染治理投资和排污费等;二是基于绩效的指标,如二氧化硫、工业废水和烟尘的排放量;三是综合指数型指标,即通过多个指标进行综合计算.地方政府治理环境的意愿对环境规制策略的选择有重要影响,因此,不同地区的环境治理强度有所不同.本研究将环境规制分为命令控制型环境规制和市场激励性环境规制.参照要蓉蓉等[62]的研究方法,命令控制型环境规制(ER1)的测算采用工业污染治理投资额占工业增加值比重作为命令控制型环境规制(ER1)的衡量指标,ER1数值越大,表示命令控制型环境规制强度越高.基于“谁污染谁治理”的原则,用排污费入库金额与GDP的比值来衡量市场激励型环境规制(ER2)的强度[63].2018年我国开始实施环保费改税,因此2018年前的省级排污费数据采用的是排污费收入,而2018年后的数据则使用环境保护税收入.
(5)控制变量.基于本文研究主题,选择以下控制影响绿色全要素生产率的重要变量.科技创新投入水平(TII),用科学技术与教育财政支出占财政支出比重衡量.科技创新研发投入越高,按照内生经济增长理论,推动技术创新和技术进步就越有优势,绿色全要素生产率也会相应地提高[64].人力资本水平(PCAP),本文采用每万人口中的普通高等学校在校学生人数来度量.人力资本更高的市场对形成规模经济和促进规模报酬递增有重要推动作用,可以对绿色全要素生产率产生正向推动作用[65].经济发展水平(PGDP),一般而言,经济发展可以为改善绿色全要素生产率所需的研发经费、环境治理投入和技术进步提供坚实基础.参照贯君等[66]的研究,用人均地区生产总值衡量.社会就业水平(EMP),以年末就业人数与常住人口比率来表征.劳动力投入越高,有利于提高生产效率实现规模报酬进而提高绿色全要素生产率[67].政府干预程度(GOVERN),本研究采用地方财政支出占GDP比重表示,财政支出是政府干预经济的重要方式.在鼓励创新、环境保护和基础设施建设等方面适当进行政府干预可以促进绿色全要素生产率提升[68].各变量描述性统计见表3.
(1)绿色全要素生产率(GTFP)测算结果分析.由图1可见,中国绿色全要素生产率呈现如下特征:一是分布曲线的波峰呈现波动向右移动趋势.具体为2014~2018年分布曲线的波峰一直向右移动,但2018~2022年分布曲线的波峰有轻微向左移动迹象,但总体而言分布曲线峰值依然介于两者之间,说明绿色全要素生产率总体呈现为波动增长态势.因为在2019~2022年间全球正处于新冠疫情的袭扰,各行各类经济与生产经营均受到不同程度的影响,引致中国经济增长缓慢,绿色全要素生产率也受到不同程度的影响,从而表现为波动变化趋势.二是分布曲线形态呈现“单主峰-多主峰-单主峰”的变化特征,意味着绿色全要素生产率的区域多极化发展现象正逐步改善,绿色全要素生产率发展逐步趋于协调.并进一步利用ArcGIS10.8软件的分级符号系统,选择数据意义相对突出的2014、2018和2022这3个时间截面数据,采用自然间断点分级法,以各省域的绿色全要素生产率为观测值指标,绘制图2,以更加直观地分析中国绿色全要素生产率的空间格局及动态演化过程.
(2)产业数字化水平(IDL)测度结果分析.由图3(a)可见,各省份之间在产业数字化发展水平上差异显著.2022年,产业数字化发展水平排名前五的省份包括广东、江苏、浙江、山东和北京,而排名后五的则是贵州、内蒙古、新疆、青海和宁夏.接下来,本文将进一步分析东部、中部和西部三个区域的空间异质性.由图3(b)可见,东部地区的产业数字化发展水平远高于中部和西部,呈现出“东部>中部>西部”的空间布局.尽管中、西部地区的数字化水平在时间序列上有所上升,但变化幅度不大,与此同时,东部地区的产业数字化水平略有下降,但始终高于中、西部地区.与此同时进一步利用ArcGIS10.8软件,以各省域的产业数字化发展水平为观测值指标,绘制图4,以更加直观地分析中国各省域产业数字化发展水平的空间格局及动态演化过程.
基于上述理论分析,同时兼顾数据可获取性原则以及文章研究主题,选取2014~2022年30省(市)(除中国香港、澳门、台湾与西藏外)的省际面板数据来实证检验上述理论机制.全文所涉及的所有原始数据均来源于《中国科技统计年鉴》[69]、《中国第三产业统计年鉴》[70]、《中国农村统计年鉴》[71]、《中国环境统计年鉴》[72]和EPS统计数据库以及上述省(市)统计年鉴和年鉴.绿色全要素生产率借助DEAP2.0软件计算而得,文中相关地图借助Arcgis10.8软件制作完成,其余实证分析则借助Stata18分析软件完成.同时为确保模型估计的有效性和一致性,在实证分析前对连续变量进行1%和99%的缩尾处理以减少异常值的影响.
首先构建静态面板数据模型实证分析产业数字化对绿色全要素生产率的影响(Fang等[73])构建模型如式(4)所示:
式中:GTFPit表示省(市)it年的绿色全要素生产率;IDLit表示省(市)it年的产业数字化水平;CONTROLit表示影响绿色全要素生产率的各控制变量;di表示各控制变量系数;μivt分别表示个体效应和时间效应;εit表示随机扰动项.
其次,中介回归模型旨在研究产业数字化对绿色全要素生产率的作用机制[74].因此为进一步探析产业数字化对绿色全要素生产率的影响机制,根据江艇[75]的结果,进行中介分析时应注重解释变量与被解释变量因果关系的可信性.只要确认机制变量对被解释变量有直接影响,并且解释变量对机制变量的因果效应机制有效,就可以证明解释变量通过机制变量影响被解释变量,而无需采用逐步法进行检验.在本文研究中,产业数字化对绿色全要素生产率的因果关系已在基准回归部分验证,机制变量对绿色全要素生产率的影响也在研究假说部分得到了文献支持.因此本文只需验证产业数字化的资源配置渠道和产业结构升级渠道,即可证明机制分析的有效性.构建模型如式(5)~(6)所示:

最后,基于中国各省(市)在数字经济发展、环境规制、经济发展等方面的差异,参考学者Hansen等[76]的研究,本文进一步采用动态面板门槛模型对产业数字化与绿色全要素生产率之间的非线性机制进行实证检验.该模型将GTFP的滞后项引入静态面板门槛模型,避免了内生性带来的估计误差.动态面板门槛模型构建如下所示:
考虑到可能存在多个门槛值,将单一门槛面板回归模型拓展至多门槛面板回归模型,如下所示:
式(7)~(8)中:ERIit表示省(市)it年的环境规制水平(进一步细分为命令控制型环境规制ER1it和市场激励型环境规制ER2it);βn分别表示在不同环境规制强度下产业数字化对绿色全要素生产率的影响系数.()I⋅表示示性函数,其值取决于门槛变量和门槛值间的关系,若圆括号中的表达式成立,I(⋅)=1;否则I(⋅)=0.γn表示待估算的门槛值,其他变量含义同式(1).
在进行实证回归分析前,为防止出现伪回归的现象并提高模型的准确性,先对样本数据进行面板单位根检验,以检验数据的平稳性.为最大程度地确保单位根检验的准确性及其结果的可参照性,分别对所选用的面板数据进行相同单位根检验(LLC检验)以及不同单位根检验(IPS检验).结果显示,所有变量可以显著通过LLC检验,所有变量的一阶差分值均显著通过IPS检验,故该面板数据为一阶单整.由此可知,样本数据平稳且可为所构建实证模型估计的准确性提供支撑.
在平稳性检验的基础上,进一步采用面板数据双向固定效应模型进行参数估计,回归结果见表4.
表4列(1)可知,整体上,在1%的显著性水平下,产业数字化能正向促进绿色全要生产率的提升.由表4列(2)~列(4)可知,在细分产业维度后,农业数字化、工业数字化与服务业数字化对绿色全要素生产率的正向提升效应,均在1%的显著性水平下显著为正.从估计系数来看,产业数字化的回归系数为0.4233,这表明在控制住相关变量后,产业数字化水平每增加1个单位,该省(市)的绿色全要素生产率GTFP将会相对应的提高0.4233个单位.农业数字化、工业数字化与服务业数字化的估计系数依次为0.4678、0.4878、0.5910.换言之,在控制住相关变量后,农业数字化水平、工业数字化水平与服务业数字化水平分别每增加1个单位,该省(市)的绿色全要素生产率GTFP将会相对应的提高0.4678、0.4878、0.5910个单位.从上述结果中我们还可以得出,不同产业维度的数字化对绿色全要素生产率的影响系数大小存在异质性,具体表现为:农业数字化<工业数字化<服务业数字化.
此外,在控制变量中,科技创新投入水平、人力资本水平、社会就业水平的估计系数分别在1%、5%、5%显著性水平下显著为正,说明科技创新投入水平、人力资本水平和社会就业水平的提高可以促进绿色全要素生产率的提升;经济发展水平和政府干预程度对绿色全要素生产率的影响效应为正但未通过显著性水平检验,因此应进一步积极推动经济向绿色化与低碳化经济发展方式转变,加快经济增长速度;提倡有为政府适度干预,尊重市场发展规律,加快发挥其对绿色全要素生产率的提升作用.
稳健性检验将主要采用“滞后一期、双侧缩尾回归以及剔除直辖市”三种方法进行,结果如表5所示.第一,滞后一期处理.考虑到模型可能存在的内生性,将绿色全要素生产率滞后一期进行回归,结果显示,产业数字化在1%的显著性水平下对绿色全要素生产率仍有显著的正向影响.第二,对样本数据进行上下5%的双侧缩尾处理后重新估计.表3显示,各变量的最大值与最小值差异较大,异常值可能会影响回归结果,因此进行双侧缩尾回归.表5中列(2)的估计结果表明,核心解释变量估计系数的符号依然显著为正向,说明回归结果具有稳健性.第三,剔除直辖市样本.中国直辖市虽然属于省级行政单位,但其经济水平、数字技术发展和政策强度与其他省级单位差异明显,可能影响研究结果.因此,将直辖市样本剔除后重新回归.表5列(3)显示,产业数字化仍显著提升了绿色全要素生产率,结论依然稳健.综上所述,产业数字化对绿色全要素生产率有显著的正向促进作用.
参考赵涛等[77]的结果,选择各省(市)1984年的年末邮局数和1984年邮电业务总量作为处理产业数字化变量可能存在的内生性问题的工具变量.首先,在固定电话通信技术发展时期,邮局作为铺设固定电话的执行部门,其数量与分布特征直接影响了固定电话等通信技术的发展水平.现代互联网的发展以这些传统通信技术为基础,因此,依托互联网这个大载体,结合先进数字技术应用的产业数字化发展,与当地历史上的邮局数量和邮电业务总量存在一定程度的联系.因此,所选取的工具变量满足相关性原则.其次,随着互联网通信技术的发展和普及,传统邮电通信工具的使用频率逐渐减少.1984年中国年末的邮电局数量和邮电业务总量对现阶段的绿色全要素生产率水平已无显著影响,因此该工具变量满足外生性原则.由于工具变量数据不随时间变化,不能直接用于本文的面板数据模型回归,因此,通过构建各省域1984年历史邮局数量、1984年邮电业务总量和对应年份互联网用户数的交互项生成具有时间效应的工具变量.回归结果如表6所示,结果显示,在1%显著性水平上产业数字化估计系数均显著为正,并通过了IV识别不足检验和弱IV检验,表明工具变量选择合理且有效.
前文已对产业数字化通过改善资本要素错配度、劳动力要素错配度和产业结构升级的途径影响绿色全要素生产率进行了定性分析,而后借鉴学者江艇[75]的结果,检验上述三种传导路径是否存在.表7为机制检验结果.列(1)为资本要素错配的机制检验结果.观察数据可以发现,在1%显著性水平下,产业数字化对资本要素错配度的回归结果显著为负相关,意味着产业数字化能够以降低资本要素错配度为作用机制进而实现绿色全要素生产率提升.列(2)为劳动力要素错配的机制检验结果.由列(2)可得,产业数字化对劳动力要素错配度的回归结果在1%水平上显著为负,表明产业数字化能够降低劳动力要素错配度,提高资源配置效率进而提升绿色全要素生产率,研究假说H1a成立.列(3)是产业结构升级的机制检验结果.结果表明,产业数字化对产业结构升级的回归结果在1%水平上显著正相关,即产业数字化能通过推动产业结构升级进而促进绿色全要素生产率提升,研究假说H1b成立.
为深入研究产业数字化对绿色全要素生产率的非线性影响同时避免内生性问题,选择动态面板门槛回归模型检验不同环境规制强度是否对这种影响存在约束.具体步骤如下:第一,进行面板门槛存在性检验并确定门槛个数,并通过Bootstrap重复自抽样300次,得到F统计量和P值,见表8.结果表明命令控制型环境规制和市场激励型环境规制均存在单一门槛效应.第二,门槛值的估计.如表8所示,命令控制型环境规制的单一门槛值为0.4582,市场激励型环境规制的单一门槛值为0.0096.
表9可知,产业数字化对绿色全要素生产率的影响会在不同类型环境规制的约束下呈现门槛特征,即当命令控制型环境规制强度小于或等于门槛值0.4582时,产业数字化会在1%的显著性水平下与绿色全要素生产率表现为显著正相关关系,系数为0.3623.当其高于门槛值0.4582时,产业数字化对绿色全要素生产率的促进作用逐步增强,系数为0.7771,且通过了1%显著性水平检验.当市场激励型环境规制强度小于或等于门槛值0.0096时,产业数字化会在1%显著性水平下与绿色全要素生产率表现为显著正相关关系,系数为0.2478.当其高于门槛值0.0096时,产业数字化对绿色全要素生产率的促进作用也表现为逐步增强,系数为0.5137,且通过了1%显著性水平检验.由此表明,随着不同类型环境规制力度的不断增强,产业数字化对绿色全要素生产率的促进作用逐渐显现并增强.因此对不同类型环境规制强度的适度把控是提升产业数字化对绿色全要素生产率促进效应的关键,产业数字化的应用效果也有赖于政府对环境保护和规制力度的重视.
为进一步考察产业数字化对绿色全要素生产率影响效应的区域特征,将整体样本分为东、中、西三大区域,结果如表10所示.由表10分区域样本回归结果可知,在10%显著性水平下,产业数字化对绿色全要素生产率的促进效应呈现出“西部地区>中部地区>东部地区”的结果.相比于中部与西部地区,东部地区初始的数字化技术禀赋较高、产业数字化发展环境也更完善,信息技术与大数据等数字化要素对于绿色全要素生产率提升的红利释放存在限制空间,而在中部地区与西部地区,产业数字化则更能够充分发挥对于绿色全要素生产率提升的促进作用,发挥出更大的效益.
一般而言,高工业化程度地区的产业发展基础相对较好,而数字化技术的引入与应用效率与产业发展基础息息相关.为进一步验证产业数字化对绿色全要素生产率的影响是否会因工业化程度差异而存在异质性,本文以工业化水平变量的平均值进行分组,将总样本划分为高工业化程度地区和低工业化程度地区两个子样本.表11的回归结果表明,相较于高工业化地区,低工业化地区的产业数字化对绿色全要素生产率具有更加明显的促进提升效应.对于低工业化程度地区而言,在1%显著性水平下,在控制了相应的控制变量后,产业数字化规模每增加1个单位,绿色全要素生产率相应提高约0.6719个单位;而对于高工业化程度地区而言,产业数字化规模每增加1个单位,绿色全要素生产率则相应提高约0.2758个单位.本文认为,相较于低工业化地区,高工业化地区的产业数字化对绿色全要素生产率的影响效应较低的原因可能在于:与低工业化程度地区相比,高工业化程度地区虽拥有更高的产业数字化规模,因其能源、电力等传统工业部门较为完善、发展较快,使得产业数字化应用效率更高.但高工业化地区所产生的环境污染负外部性相对于低工业化地区更强,使得产业数字化所带来的正外部性被部分抵消从而使得总体的影响效应减弱,并最终表现为低工业化地区的产业数字化对绿色全要素生产率的推动作用要强于高工业化地区.
美丽中国建设与经济绿色转型升级的最直接与最根本的受益者是社会公众.公众的社会环保意识会激发和鼓励公众自觉积极选择绿色出行、购买绿色产业与服务等环保行为.而以公众需求为核心要求的需求侧会倒逼企业调整生产计划和生产方式,从而提高绿色全要素生产率,进而为公众提供所需的绿色产品和服务.通过借鉴吴力波等[78]的研究,本文选用以“雾霾”为议题关键词的百度搜索指数来刻画公众的环保行为驱动,在一定程度能有效代理公众在环境绿色发展方面的行为偏好意图.如此选择的合理性在于,①百度网民用户的搜索记录数据不仅可以及时捕捉该群体对特定事件的关注,且百度搜索引擎对于特定词汇搜索的频次及方位汇总统计具有一定的科学性和代表性.②公众对于雾霾天气具有更高的环境感知度[79],相较于“环境污染”等其他环境议题关键词,“雾霾”关键词更能反应公众的关注程度[80].接下来,本文将上述关键词的PC端和移动端搜索的百度指数之和作为公众环境关注程度的代理变量,进一步验证公众环境关注度不同是否会造成研究结果的不同.在基准回归模型的基础上,以各省域公众百度搜索“雾霾”词频的年度搜索指数总和的平均值作为基准值将全部样本按照公众环境关注度高低进行分组,即如果公众环境关注程度高于基准值则表明公众越关注环境保护,回归结果如表12所示.结果显示,在公众环境关注度较高地区组内,在1%显著性水平下,产业数字化系数为0.5239;而在公众环境关注度较低的地区组内其系数明显下降.由此说明在公众参与下的社会环境可进一步促进产业数字化发展与能源消费方式转型,进而促进绿色全要素生产率提升.
4.1 产业数字化与绿色全要素生产率的测度结果表明中国各省域产业数字化水平差异显著并呈现出“东部>中部>西部”的空间布局.绿色全要素生产率也表现出逐渐提高的趋势,区域多级分化现象逐步改善,绿色全要素生产率发展逐步趋于协调.
4.2 在美丽中国建设背景下,通过一系列的稳健性检验,中国省域产业数字化对绿色全要素生产率的提升起到了明显的推动作用;进一步细分产业维度后,对绿色全要生产率的影响效应呈现出农业数字化<工业数字化<服务业数字化的结果.
4.3 异质性检验发现,产业数字化对绿色全要素生产率的促进效应呈现为“西部地区>中部地区>东部地区”,且在公众环境关注度高和工业化程度较低的样本组内,其促进效应相对较高.机制检验发现,通过积极发挥资源配置和产业结构升级的传导机制作用,可以加快产业数字化对绿色全要素生产率提升的促进作用.
4.4 产业数字化对绿色全要素生产率的影响随不同类型环境规制强度的变化呈现出单一门槛特征.具体为:命令控制型环境规制强度和市场激励型环境规制强度的门槛值分别为0.4582和0.0096,并且随着命令控制型环境规制强度和市场激励型环境规制强度的提高,产业数字化对绿色全要素生产率的影响效应逐渐增强.因此对不同类型环境规制强度的适度把控是提升产业数字化对绿色全要素生产率促进效应的关键,产业数字化的应用效果也有赖于政府对环境保护和规制力度的重视.
结合所得的结论,文章的政策启示有:第一,以各省域产业禀赋差异为核心逐步提高产业数字化在促进绿色全要素生产率提升中的认识.政府、企业等经济主体通过积极引入与充分利用数字技术以强化产业数字化对绿色全要素生产率的提升效应,同时设置并优化以各省域产业禀赋差异为核心的产业数字化发展制度,促进形成利于产业数字化发展的营商环境.第二,基于产业数字化对绿色全要素生产率存在的异质性影响效应,各省域应因地制宜、因地施策.例如,中西部地区积极培育地方特色传统产业与数字技术相融合的数字化产业试点,引导形成具有区域产业发展特色的产业新模式,充分释放产业数字化发展的红利和辐射带动作用,同时进一步加强互联网基础设施建设.东部地区在既有产业数字化发展优势上寻求高科技技术与绿色低碳技术创新突破,以加快产业数字化对绿色全要素生产率提升效应的充分释放.对于高工业化程度地区应在保持本地产业数字化改革优势的基础上积极加强环境保护,提高环保准入门槛,倒逼企业在绿色低碳技术改造升级方面有所突破;同时可以对主动选择设备改造和技术升级的节能减排企业提高财税补贴率,助力企业进行绿色技术研发.低工业化地区则应进一步加大对本地产业数字化改造升级的重视力度,强化数字经济效应,以进一步促进绿色全要素生产率提升.公众环境关注度较低的地区应进一步优化公众环境参与途径,提高并合理引导公众的环境关注度,充分发挥其对企业绿色环保生产行为的非强制性约束作用.第三,重视产业数字化发展中资本要素、劳动力因素和产业结构升级对提升绿色全要素生产率的重要机制作用.数字平台作为要素流动的新渠道,政府应充分发挥数字经济要素配置的作用,建立完善的人才交流信息平台,减少信息不对称程度,为打破资本要素和人力资本要素的流动壁垒创造机会,进而实现资源要素配置的有效性与高效性.第四,正确认识产业数字化发展中所存在的环境规制门槛效应,优化并完善产业数字化与不同类型环境规制的区域协调发展机制,积极实现数字化目标与绿色化目标的协同化发展.与此同时还应积极注重发挥命令控制型环境规制与市场激励性环境规制在环境污染治理中的协同治理效应,以进一步激发其对绿色全要素生产率的提升效应.
