This study centers on environmental regulatory policies, employing a two-way fixed effect model to scrutinize their impact, underlying mechanisms, and theoretical implications on new quality productivity enhancement. A U-shaped correlation exists between environmental regulations and the enhancement of new quality productivity. Beyond a critical turning point, a 1% escalation in vertical environmental regulation intensity correlates with a 124.42% augmentation in high-quality economic development. Environmental regulations significantly bolster the advancement of new quality productivity levels in both eastern and western provinces of China. Environmental regulations serve as a catalyst in amplifying the mechanisms fostering new quality productivity, particularly by influencing the "new labor tools" and "new infrastructure" subsystems.

以环境规制政策为切入点,采用双向固定效应模型探究环境规制对新质生产力的影响效应、作用机制及其蕴含的理论内涵.结果表明:环境规制与新质生产力之间呈现U型关系,跨过拐点后环境规制强度每增加1%新质生产力水平将提升124.42%.环境规制对我国东部和西部地区省份新质生产力水平改善作用显著,其中,对东部地区正向作用最为明显.环境规制能够通过影响新型劳动工具和新型基础设施两个子系统路径发挥正向促进新质生产力提升机制.

This study centers on environmental regulatory policies, employing a two-way fixed effect model to scrutinize their impact, underlying mechanisms, and theoretical implications on new quality productivity enhancement. A U-shaped correlation exists between environmental regulations and the enhancement of new quality productivity. Beyond a critical turning point, a 1% escalation in vertical environmental regulation intensity correlates with a 124.42% augmentation in high-quality economic development. Environmental regulations significantly bolster the advancement of new quality productivity levels in both eastern and western provinces of China. Environmental regulations serve as a catalyst in amplifying the mechanisms fostering new quality productivity, particularly by influencing the "new labor tools" and "new infrastructure" subsystems.

区别于传统生产力,新质生产力的核心在创新,主要载体是产业,性质上表现为大量颠覆性创新技术的出现,并通过产业化释放出巨大的动能,在质量上表现为具有更高技术水平、更高经济效益、更高国民经济比重的新兴产业[1].针对新质生产力水平的量化与测度,目前主要有两个途径:一是基于马克思主义生产力理论,从劳动者、劳动对象和生产资料3个维度界定新质生产力的范畴[2],进而设计指标体系.如李存芳等[3]基于马克思生产力基本内涵3要素,将资源型企业新质劳动者、新质劳动资料和新质劳动对象作为新质生产力发展水平评价的一级指标.二是基于新质生产力的内涵阐述,设计指标体系,如徐蔼婷等[4]基于对新质生产力内涵界定,从人才供给、经济支撑、生态环保、战略阵地4个维度构建新质生产力指标体系.
国内外关于环境规制的研究较多,将环境规制与生产力理论置于统一研究框架,部分学者以不同方式表征生产力后,探讨了各类型环境规制政策对生产力的影响,任晓松等[5]以工业碳生产率表征生产力,证明了碳交易政策实现了“降碳促经”效果;Cao等[6]以电厂年均用煤量、平均发电量、能源强度和运行时常来综合表征电力系统生产力,研究发现,碳排放权交易政策降低了电力行业生产力.Xie等[7]以全要素生产率表征企业生产力,采用准自然实验法证实了新环境保护法政策提高了企业生产力,但作用逐渐减弱,其作用机制主要表现为技术创新、退出市场和产业转移三种合规策略.Santis等[8]基于18个经合组织国家1990~2015面板数据,证明了环境政策具有促进生产率增长的作用.于露等[9]证明了命令控制型环境规制与渔业全要素生产率呈倒U型关系.环境规制对生产率的影响在不同阶段、不同行业、不同指标表征方式下存在差异,原因在于环境规制对生产率的影响是通过多要素、多路径、多机制产生的,既有增加成本约束的损失效应,也有激励创新的收益效应,两种力量相互作用、此消彼长地进行叠加转化.然而,新质生产力是一个复杂系统,是由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生的当代先进生产力,它以劳动者、劳动资料、劳动对象及其优化组合的质变为基本内涵,它以全要素生产率提升为核心标志[10],新质生产力是一个内含多个新质要素子系统的理念,它正向影响全要素生产率,而并不完全等同于全要素生产率.因此,挖掘新质生产了的多个子系统,综合评价新质生产力,是探讨环境规制对新质生产力影响作用的重要前提.
综上所述,现有文献实证检验了环境规制对不同方式表征下的生产力的影响效应.然而,鲜有文献考察环境规制对新质生产力及其构成机子系统的影响效应.基于此,本研究首先构建新型劳动者、新型劳动对象、新型劳动工具和新型基础设施4个子系统的新质生产力水平评价体系,探究环境规制对新质生产力整体、区域及分维度的影响效应,以期提出助力新质生产力水平提升的针对性环境规制对策.
环境规制是通过对主体环境行为的强制法律法规及行政命令约束、经济激励引导环境技术创新等多元方式对相关主体环境行为及所属产业发展方式进行约束.这一过程不仅直接作用于企业的生产行为和环保决策,还会将引致劳动力行为变化、产业转型升级、相关技术变革及环境基础设施要素变化,进而对新质劳动力水平和生产力发展产生深远影响.具体而言,基于波特假说理论,环境规制在前期对技术密集型与资源集约型的战略性新兴产业与未来产业发展一般具有短期的“遵循成本”抑制作用.在环境规制约束下,企业需要遵守环保标准,这必将增加企业末端污染治理成本,包括购买环保设备、支付排污费用、进行技术改造等.受合规成本影响,当环境约束强度较低时,企业运营过程中的违规成本较低,其更加倾向于支付环境税,而不是选择将成本投资于绿色技术研发,即在环境约束强度较低时企业进行绿色技术变革的动力不足.因此,低强度环境约束挤出了企业绿色技术创新研发资金而用于承担增量环境税,增加了企业的“遵循成本”,不利于生产效率提升,尤其是在高污染、高耗能的传统行业中,部分企业可能因无法承担额外环境成本而退出市场,导致经济增长放缓.
然而,随着环境规制强度提升,环境规制可能产生创新补偿效应和挤出效应.首先,高强度的环境规制下,企业不愿再继续支付高昂环境税,为了节约成本部分企业会加大对绿色技术创新研发的投入,即高强度环境规制倒逼企业进行技术创新,从而提升生产效率并降低长期成本,形成“创新补偿”效应.其次,高强度的环境规制通过清退落后产能,促进资源向高效率、低污染的产业和企业集中,推动产业结构的优化升级.特别是在战略性新兴产业和未来产业中,高强度的环境规制为绿色技术、清洁能源、循环经济等领域提供了发展机遇,加速了低碳要素的流动和优化配置.此外,环境规制还推动了环境基础设施的建设和完善,如污水处理、固废处理、清洁能源供应等,这些基础设施的改善为新质生产力的发展提供了重要支撑.在这一过程中,劳动力市场也会发生显著变化.环境规制推动产业转型升级,可能导致传统高污染行业的劳动力需求减少,但同时也会催生对绿色技术、环保服务等领域的高技能劳动力需求.这种劳动力结构的调整将推动新质劳动力水平的提升,即劳动力在知识、技能和创新能力方面的进步.此外,环境规制还可能通过提高公众环保意识、推动绿色消费等方式,进一步促进新质生产力的发展.
因此,环境规制对新质生产力发展的影响可能呈现先抑后扬的U型非线性特征.在低强度环境规制下,环境规制可能因增加企业成本和抑制生产效率而对经济增长产生负面影响;随着环境规制强度提升,环境规制通过推动技术创新、优化产业结构、提升劳动力素质和完善基础设施等机制,最终将促进新质生产力的提升和经济的可持续发展.基于以上分析,本研究提出假设1.
假设1:环境规制与新质生产力之间具有U型曲线关系.
不同区域由于经济发展水平、产业结构、基础设施建设水平、居民素养、资源丰裕度的不同,使得不同区域内主体对于环境规制政策服从成本的承担能力和技术创新、人才培育、新兴产业支持等新质要素投入之间的平衡点存在固有差异.本研究所聚焦的环境规制政策是各区域实现低碳转型发展的重要抓手,为了实现绿色发展,各级政府引入一系列环境规制工具以改善区域污染,如“三同时”政策、“环境税”等.对于具有人力资源优势和良好经济基础的东部地区而言,具有较强的环境治理成本承担能力,有充分的资源和动力进行环境技术创新与相关人才培育,随着环境规制强度增加,企业能够在短期内突破转型瓶颈,在短暂受到合规成本影响后,创新补偿效应凸显,进而最终形成促进新质生产力水平提升趋势.而对于经济基础相对薄弱的中西部地区,在环境规制约束下,企业必须遵守环保标准,否则将面临严重的惩罚,这必将增加了企业末端污染治理成本[11],末端污染控制成本提升将挤占企业原有资源投入,而企业在短期内难以突破技术瓶颈,治污成本无法通过创新收益得以补偿;然而,伴随环境规制强度增加,企业将逐步意识到转型的必要性,不断优化管理制度、技术与人力资本,从而推进新质生产力水平提升.基于以上所述,本研究提出假设2.
假设2:环境规制对新质生产力的影响具有区域异质性.
参考文献[1]的研究成果,构建新型劳动者、新型劳动对象、新型劳动工具、新型基础设施4个子系统的新质生产力评价体系,认为环境规制能够分别作用于各个子系统,进而影响新质生产力.影响效应如图1所示.
第一,环境规制带来的环境改善使得居民福利提升,会产生“引入效应”,将增加高技能人才比例[12],从而作用于新型劳动者子系统.基于Tiebout“以足投票”理论,发现具有更高生活质量的城市更容易吸引劳动力的进入[13].其中,空气质量、教育水平、医疗水平等作为生活质量的重要组成因素,会对流动人口就业选址行为产生显著影响.
第二,环境规制可以通过“要素升级效应”促进产业结构升级,由此作用于新型劳动对象系统.环境规制对要素升级的作用主要来源于高质量资本流入带来的知识溢出,环境规制强度具有区域差异性,规制较弱地区由于具有环境成本比较优势,能够吸引较发达地区的资本流入,资本中携带的隐形知识与技术能够通过溢出效应提升区域整体要素质量[14],进而将影响区域产业结构,促进高新技术产业或未来产业发展.此外,要素升级还将改善要素禀赋结构.根据新结构经济学,产业结构是由要素禀赋结构内生的,要素禀赋结构发生动态变化必然将使其比较优势发生动态变化,进而推动产业结构升级[15].
第三,环境规制可以通过“创新补偿效应”促进技术创新,进而形成数字技术、清洁能源技术等在内的新型劳动工具.由“波特假说”可知,设计得当的环境法规可以产生“创新补偿效应”,刺激企业进行绿色技术创新,这些创新可能部分或完全抵消合规成本[16].
第四,环境规制的“绩效压力效应”将促使地方政府提升对环境质量的关注度、提升对环境类基础设施的投资建设.具体而言,上级政府将环境指标纳入对下级政府的绩效考核体系,地方政府面临完成环境规制目标的压力,会增加对新型绿色基础设施的投入,如建设更多的新能源充电桩网络、升级城市污水和垃圾处理的智能化设施等,以提升环境质量,同时也推动了相关新型基础设施的发展.
基于以上所述,本研究提出假设3.
假设3:环境规制能够通过对新型劳动者、新型劳动对象、新型劳动工具、新型基础设施子系统的内部作用机制影响新质生产力.
4个维度的新质生产力发展评价指标体系中,新型劳动者是新质生产力的主体,新型劳动者不仅包括能够推动技术革命和产业变革的战略型人才,还包括能够熟练操作新型生产工具、开发新型劳动对象的应用型人才.他们是新质生产力中最具能动性和创造性的要素,其能力的提升直接关系到新质生产力的发展水平.因此,培养和壮大能够持续创新、熟练运用新型劳动工具、拓展新型劳动对象并维护新型基础设施的劳动者,是加速新质生产力发展的关键;新型劳动对象是新质生产力的重要组成部分,新型劳动对象不仅体现了生产对象的质变,还推动了新型劳动工具的迭代升级.新型劳动对象的开发与应用依赖于新型基础设施的支撑,其扩展与创新是新质生产力发展的重要驱动力;新型劳动工具是新质生产力的重要标志,新型劳动工具既包括以物质形态为基础的有形工具,也包括以科技创新和数字化为核心的无形工具.这些工具的应用不仅提升了生产效率,还推动了生产方式的根本性变革;新型基础设施是新质生产力的基础支撑,是生产力发展到高级阶段的重要保障.其完善与升级为新型劳动者提供了高效、便捷的工作环境,为新型劳动对象的开发与新型劳动工具的应用创造了必要条件,从而为新质生产力的跃升奠定了坚实基础.基于上述分析,本研究构建的新质生产力发展评价指标体系如表1所示,在此基础上,采用熵值法进行测算.
在对基础数据正规化处理后,采用熵值法,对30个省份(不含西藏及港澳台)2011~2021年的新质生产力水平进行测度,结果如表2所示.从表2可知:在时间方面,2011~2021年,全国新质生产力水平处于逐年上升趋势.在空间分布方面,新质生产力水平存在不均衡不协调特征,东部地沿海地区为热点集聚区,西部为冷点集聚区,总体表现为东部>中部>西部的分布特征,可能原因在于东部经济发展水平、科技创新能力、对外开放程度更强,在人才吸引、先进技术应用方面处于领先地位;西部地区新质生产力一直处于最低水平,但同时也表现出强劲的增长动力,均值为0.275,平均增速为5.29%,西气东输、西电东输等西部工程一定程度上增加了其能源投入和环境污染,同时西部地区的新型产业发展滞后,致使该区域新质生产力水平较低,但受宏观政策影响,加之近年对西部地区丰富的风、光、电等可再生能源资源禀赋的开发利用,促使其新质生产力显著提升.
为了阐明环境规制对新质生产力的影响,引入环境规制强度指标及其二次方项检验环境规制强度与新质生产力水平之间是否存在非线性关系.为此构建回归模型如下:
式中:被解释变量NQP表示新质生产力水平;ERI表示环境规制强度ERI2为该指标的二次方项,根据ERI一次及二次方项系数的正负符号表征两者关系.环境规制强度是是由政府直接发起并监控执行的一种规制方式,本研究参考张建鹏等[17]、范洪敏等[18]的环境规制强度测度方法,采用工业污染治理完成投资与工业增加值的比值作为环境规制强度的代理变量.Xi,t为控制变量集,控制变量包含经济增长(PGDP)、产业结构(IS)、对外开放水平(OPEN)和创新水平(TEC);it分别表示省份和年份;β0为常数项.β1β1γi为相应变量的回归系数;εi,t为残差项.
选择中国30个省份(不包括西藏、台湾、香港和澳门)2011年至2021年的面板数据.数据主要来自中国统计年鉴、中国环境统计年鉴、中国环境年鉴和各省统计年鉴.所有名义数据均基于2000年,并分别使用一般生产指数和消费者价格指数进行通货膨胀调整.对于部分缺失的数据,采用趋势拟合进行估算.此外,为消除异方差问题,数据处理主要通过比率或自然对数进行.表3为变量说明及描述性统计.
在设定模型与估计参数之前,为增加回归结果可信度,防止伪回归的发生,对其进行平稳性检验.采用的检验方法为Levin-Lin-Chu方法(LLC检验)、Im-Pesaran-Shin方法(IPS检验)和Fisher-ADF检验.表4表明,部分变量的原序列不平稳,所有一阶差分序列平稳,即一阶单整.该结果已满足协整检验的前提条件,为此对变量之间是否存在均衡的协整关系进行单位根检验.表5表明,被解释变量与解释变量间都存在稳定的均衡关系.因此,实证过程仍可采用原序列进行分析.此外,通过计算可知,各个解释变量的方差膨胀因子(VIF)VIF值均小于10,认为各解释变量间不存在多重共线性,这一结果进一步保证了模型构建的有效性.
为保证稳定性,逐一将控制变量加入基准回归模型.表6中(1)为不包含控制变量的回归结果,(2)~(5)为逐一添加控制变量的回归结果.总体来看,(1)~(5)的环境规制一次项回归系数均为负,二次项回归系数均为正.以(5)为例,考虑了控制变量后,环境规制强度对新质生产力水平的影响一次项系数为-3.5123,二次项系数为124.4236,分别在1%水平上通过显著性检验,证明了我国环境规制与新质生产力水平之间呈现U型曲线关系,短期内环境规制强度每增加1%,新质生产力水平降低3.5123%,跨过拐点后环境规制每增加1%,新质生产力水平提高124.4236%.假设1得到验证.本文认为全国范围内环境规制与新质生产力之间存在U型关系的原因在于:当环境规制出现前期,企业由于遵守环保标准必将增加其末端污染治理成本,此时受合规成本影响,短期内,企业将调整发展战略,选择转移、减产、改造等措施,这一过程可能对产业转型升级、相关技术变革及生产效率产生抑制作用,但长期来看,环境规制的创新补偿效应与挤出效应突显,清退落后产能、促进新质产业发展、加速低碳要素流动并优化配置,将有助于新质生产力水平提升.
表7可见,在东部和西部地区,环境规制与新质生产力水平呈现U型曲线关系.原因在于在合规成本的影响下,东部地区严格的环境规制致使部分高能耗产业向内陆转移,从而短期内影响经济增长,而长期来看,环境规制的挤出效应逐步显现并放大,东部地区高污染产能清退,原有资本逐步整合并激活新质创新要素,吸引高技能人才并促进新质产业发展,从而极大提升新质生产力水平.而对于西部地区,环境规制的强制约束同样在短期内制约各经济要素发展,但长期来看,一方面,由东部地区转移产业所带来的知识溢出赋能其各方面提质增效,另一方面,创新补偿效应倒逼下原有重污染、高能耗、低水平技术产业面临转型升级,激发新质技术赋能新质产业,进而提升区域新质生产力水平.此外,在经济发达的东部地区环境规制对新质生产力的影响在跨过拐点后作用最大,而在西部地区这种影响最小.原因可能在于,东部地区在基础设施、技术水平、人力资本方面都成熟于西部地区,东部地区能够更为迅速的适应环境规制的变化,以便更有效的配置资源,提升生产效率和技术创新能力.在中部地区,环境规制对新质生产力水平的影响一次项系数为负、二次项系数为正,总体也呈现U型曲线关系,但影响不显著.在中部地区,环境规制对新质生产力水平的影响一次项系数为负、二次项系数为正,但影响不显著.这意味着数据从整体上呈现U型态势但在统计意义上还无法验证.原因可能在于环境规制指标受到区域经济政绩、监测指标、环境污染事件、机构重组等影响,存在空间区域强度的非均衡性,从而导致中部地区内部的经济环境发展存在差异,体现为整体上环境规制对新质生产力的作用不显著.
根据上述分析,环境规制对新质生产力的影响具有区域异质性,假设2得到验证.
图2可见,全国、东部、中部、西部地区环境规划与新质生产力均呈U型关系;其中东部地区的Utest结果说明在统计意义上显著,但没有呈现明显的U型特征,可能的原因在于目前仅为单变量回归,没有加入其他控制变量,所以导致东部没有展示出完整的U型特征.
为更进一步验证,参考Lind等[19],赵丹晓等[20]的研究,对表7的回归结果进行Utest检验,对表2中东部地区和西部地区的回归结果做Utest检验.由表8可知,总体检验结果显示东部地区环境规制对新质生产力的U型特征在5%的显著水平成立,并且环境规制强度极值点为0.0031018,环境规制强度的取值范围为[0.0000888,0.0108865],可知极值点在数据范围内,整体t在5%的统计水平显著.同时,根据结果中的slope区间可以认为是U形关系.
同理,总体检验结果显示西部地区环境规制对新质生产力的U型特征在10%的显著水平成立,并且环境规制强度极值点为0.0170208,环境规制强度的取值范围为[0.0002619,0.0280423],可知极值点在数据范围内,整体t在10%的统计水平显著.同时,根据结果中的slope区间可以认为是U形关系.
基于环境规制的主效应分析,表8中的(3)和(4)表明,环境规制与新型劳动工具子系统和基础设施子系统呈现U型曲线关系.虽然在短期内环境规制不利于新型劳动工具发展和基础设施建设,但从长期来看,跨过阈值后环境规制将对两个子系统产生显著的促进作用,验证了创新补偿效应与绩效压力效应.同样的,表9中的(1)和(2)表明,环境规制与新型劳动者子系统和新型劳动对象子系统也存在U型曲线关系,但系数未通过显著性检验.因此,根据回归系数的显著性水平,环境规制主要通过作用于新型劳动工具子系统和基础设施子系统促进新质生产力提升水平,假设3得到验证.
为验证结论的可靠性通过一系列稳健性检验方法进行验证.
替换解释变量进行基准回归.参考刘荣增等[21],用工业污染治理投资完成额占第二产业比重替代环境规制强度(ERI),记为ERI_重新进行稳健性检验,表10中(1)和(2)分别为添加控制变量前后的估计结果,ERI_的一次项系数为负,二次项系数为正,表明替换后的环境规制与新质生产力水平呈现U型曲线关系,且其余系数的正负性与显著性均无较大差异,表明基准回归模型稳健.
替换被解释变量进行基准回归.参考卢江等[22]的研究,从科技生产力、绿色生产力和数字生产力等3个维度出发构建新质生产力指标体系,并采用熵值法进行测算,以此代替解释变量新质生产力(NQP),成为新质生产力指标的替代变量,进行稳健性检验,表10中(3)和(4)依然为未控制以及控制相关变量的检验结果,环境规制与替换后的新质生产力呈现U型曲线关系,研究结论与前文相一致.
对所有变量进行两侧1%水平上缩尾处理,这在一定程度上可以减弱极端数据值对回归结果的影响,表10中(5)的回归结果显示环境规制与新质生产力呈U型曲线关系,符合预期结论.
两阶段最小二乘回归(2SLS).以核心解释变量环境规制强度一阶滞后项为工具变量进行两阶段最小二乘回归,在一定程度上能够缓解可能存在的内生性问题,表10中(6)的回归结果显示环境规制强度对新质生产力的影响呈U型曲线关系,符合预期结论.
本研究存在一些局限性:一是在研究中仅聚焦于省域尺度,未能将研究尺度拓展至市域和县域范畴;二是仅对新质生产力进行了测度,没有进一步探讨之间新质生产力水平差异的成因;三是仅将环境规制作为一个整体变量,没有具体考虑市场激励型环境规制、行政命令型环境规制等;四是仅探讨了环境规制对新质生产力的影响效应,缺乏对非环境规制因素对新质生产力作用机制的研究.未来的研究可以从以下方面进行拓展:一是从市域和县域尺度开展新质生产力区域差异及驱动因素的研究;二是从多研究尺度挖掘环境规制对新质生产力及其子系统的作用机制;三是探讨多种类环境规制对新质生产力的影响机制;四是挖掘影响新质生产力的非环境规制因素,并探讨这些因素对新质生产力的影响效应和作用机制.
考虑到新质生产力存在明显的区域差异,政策制定者应加强在科技创新、数字化发展、高新技术产业及未来产业等方面的交流与合作,立足我国重大区域发展战略,结合区域经济发展阶段、产业结构特征、资源禀赋及政府治理体系等因素,因地制宜实施差异化发展战略,优化产业布局,激活创新动力,培育新质生产力要素.
丰富环境规制治理方式和手段,比如除环保约谈、督查等行政命令环境规制之外结合税收税率减免、贷款优惠、环保补贴等市场调控手段,减轻企业环境治理的合规成本,加速释放环境规制的创新补偿效应,清退落后产能、促进新质产业发展,引导、鼓励地方企业、产业的创新投资和技术变革,转变和改善环境规制对新质生产力内含的“新型劳动工具”和“新型基础设施”子系统的正向作用.
3.1 从时间上来看,三大区域的新质生产力水平均处于提升状态;从空间分布上来看,新质生产力水平存在不协调不均衡的格局,东部沿海发达省份一直处于领先水平,西部新质生产力水平亟待提升.
3.2 环境规制与新质生产力水平存在U型曲线关系,短期内环境规制强度每增加1%,新质生产力水平将降低3.51%,跨国拐点后环境规制强度每增加1%,新质生产力水平将提升124.42%,解释变量替换等稳健性检验表明,研究结果依然可靠.
3.3 检验环境规制对新质生产力影响的区域异质性可以发现,环境规制对我国东部和西部地区新质生产力的影响作用显著,均呈U型曲线关系,其中,跨过拐点后环境规制对东部地区的新质生产力改善作用更为明显,这可能受到经济发展阶段、创新资源禀赋、政府治理机制等因素影响.
3.4 环境规制主要通过作用于新型劳动工具和新型基础设施两个子系统来影响新质生产力水平.
