This study analyzed the carbon reduction effect of national green data centers on cities and its mechanism. Then, based on the pilot and construction work of national green data centers, a quasi-natural experiment was constructed. Using the difference-in-differences method and panel data of 283 cities from 2011 to 2022, the carbon reduction effect of national green data centers was empirically analyzed, and its mechanism and heterogeneity were explored. The pilot of national green data centers has a significant carbon reduction effect, with a coefficient of -0.013, which is significant at the 5% statistical level. The pilot of national green data centers significantly reduces the carbon emission intensity of cities. This result remains valid after multiple robustness tests, including parallel trend tests, placebo tests, exclusion of selection bias, exclusion of the impact of other policies, and exclusion of the impact of the epidemic. The pilot of national green data centers can reduce the carbon emission intensity of cities by promoting the development level of the digital industry and the green technological innovation level of the region. The impact of the pilot of national green data centers on the development level of the digital industry and the green technological innovation level is significantly positive at the 1% statistical level, with coefficients of 0.039 and 0.061, respectively. The carbon reduction effect of national green data centers is more significant in non-energy-rich cities, cities with high environmental protection levels, and cities with high information levels. The impact of the pilot of national green data centers on these three types of cities is significantly at least at the 10% statistical level, with coefficients of -0.016, -0.017, and -0.016, respectively. Therefore, efforts should be made to promote the green transformation of data centers and expand the scope of the pilot of national green data centers.

分析了国家绿色数据中心对城市的碳减排效应及其机制,而后以国家绿色数据中心试点与建设工作为基础构建准自然实验,使用双重差分法结合2011~2022年283个城市面板数据,实证分析国家绿色数据中心的碳减排效应,并探索其作用机制与异质性.研究发现:国家绿色数据中心试点具有显著的碳减排效应,系数为-0.013,在5%的统计水平显著,国家绿色数据中心试点显著降低了城市碳排放强度,这一结果在平行趋势检验、安慰剂检验、排除选择偏差、排除其他政策影响、排除疫情影响等多重稳健性检验和处置内生性后依然成立;国家绿色数据中心试点能通过提升数字产业发展水平与地区绿色科技创新水平而降低城市碳排放强度,国家绿色数据中心试点对数字产业发展水平和绿色科技创新水平的影响在1%的统计水平显著为正,系数分别为0.039和0.061;国家绿色数据中心试点的碳减排效应在非能源富裕型城市,高环保水平、高信息水平城市更显著,国家绿色数据中心试点对这3类城市的影响至少在10%的统计水平上显著,系数分别为-0.016、-0.017、-0.016.应当积极推动数据中心绿色转型,扩大国家绿色数据中心试点范围.

This study analyzed the carbon reduction effect of national green data centers on cities and its mechanism. Then, based on the pilot and construction work of national green data centers, a quasi-natural experiment was constructed. Using the difference-in-differences method and panel data of 283 cities from 2011 to 2022, the carbon reduction effect of national green data centers was empirically analyzed, and its mechanism and heterogeneity were explored. The pilot of national green data centers has a significant carbon reduction effect, with a coefficient of -0.013, which is significant at the 5% statistical level. The pilot of national green data centers significantly reduces the carbon emission intensity of cities. This result remains valid after multiple robustness tests, including parallel trend tests, placebo tests, exclusion of selection bias, exclusion of the impact of other policies, and exclusion of the impact of the epidemic. The pilot of national green data centers can reduce the carbon emission intensity of cities by promoting the development level of the digital industry and the green technological innovation level of the region. The impact of the pilot of national green data centers on the development level of the digital industry and the green technological innovation level is significantly positive at the 1% statistical level, with coefficients of 0.039 and 0.061, respectively. The carbon reduction effect of national green data centers is more significant in non-energy-rich cities, cities with high environmental protection levels, and cities with high information levels. The impact of the pilot of national green data centers on these three types of cities is significantly at least at the 10% statistical level, with coefficients of -0.016, -0.017, and -0.016, respectively. Therefore, efforts should be made to promote the green transformation of data centers and expand the scope of the pilot of national green data centers.

当前,数字经济作为新一轮技术革命和产业转型的重要驱动力,已渗透到中国各行业领域[1-2],对“碳达峰”“碳中和”目标的实现发挥着重要作用[3].数据是数字经济的核心生产要素,数据中心作为数据要素的存储与处理空间,是数字经济发展不可缺少的基础设施[4].然而,数据中心在支持数字经济发展的同时也会消耗大量能源,产生碳排放[5].为降低数据中心这一数字经济基础设施对环境的不良影响,2015年中国开始试点国家绿色数据中心建设,发布《国家绿色数据中心试点工作方案》;2018年、2020年、2021年,中国政府公布了3批国家级绿色数据中心名单.当前,以国家绿色数据中心试点为代表的数据中心绿色转型工作正在深入进行.
伴随着数字技术的迅速发展,数字经济对碳排放的影响成为当前碳排放影响因素研究的前沿.现有成果指出,数字经济发展能显著减少碳排放[6-8],且这一效应存在空间溢出作用[9-11];就其作用机制而言,技术发展机制、产业数字化转型机制是数字经济碳减排效应实现的重要机制[12].除数字经济外,数字金融[13]、数字贸易[14]等数字经济相关主题的碳减排效应也已得到论证.此外,“宽带中国”试点[15]、“智慧城市”试点[16]、“大数据综合试验区”试点[17]等数字化政策对于碳排放的影响也受到学界关注.
数据中心是数字经济基础设施,对于数字时代经济发展具有重要意义.现有数据中心研究多聚焦于数据中心的工程与技术问题[18-19],只有少数研究就其概念[20]、空间分布[21]、发展策略[22]等经济社会领域主题进行了分析.至于数据中心对碳排放的影响研究,只有个别成果分析了数据中心发展对于碳排放的作用[5,23-24],但是这些分析多是围绕“东数西算”布局展开,较少围绕国家绿色数据中心试点这一数据中心绿色转型政策进行分析.目前,只有极少数成果涉及国家绿色数据中心试点影响研究,且其核心在于分析数据中心绿色转型对于绿色科技创新的作用[25].至于国家绿色数据中心试点的碳减排效应,有待进一步深入.
本文就国家绿色数据中心试点对城市的碳减排效应进行研究,首先探讨国家绿色数据中心试点对城市的碳减排效应及其机制,而后使用双重差分法实证分析国家绿色数据中心试点对碳排放的影响及其机制,以期为数字时代碳减排工作开展提供思路,同时为数据中心绿色转型工作深入提供参考.
图1可见,①国家绿色数据中心试点将推动数据中心现有设施装备优化从而提升能源使用效率,节省能源,减少碳排放.根据国家能源局数据,2022年,全国数据中心耗电量达到2700亿kW⋅h,占全社会用电量约3%.大量的电力消耗,必将产生相当规模的碳排放,进一步加剧温室效应.装备优化升级是推进国家绿色数据中心建设的重要内容,在国家绿色数据中心试点过程中,为建设国家绿色数据中心,被选为试点的单位会积极推进制冷架构、气流组织、外围护结构、供配电方式、单机柜功率密度及系统智能运行策略等方面的技术改造和优化升级,能提升数据中心能源使用效率,节省能源消耗,直接减少碳排放.②国家绿色数据中心试点将推动可再生能源、清洁能源利用,进一步减少能源使用过程所产生的碳排放.可再生能源利用情况是数据中心节能审查的重要内容,国家绿色数据中心试点的开展将增加太阳能、风能在数据中心所占比重,降低火电比例,进而减少因煤炭燃烧所产生的碳排放.③国家绿色数据中心试点将推动节能技术嵌入.国家绿色数据中心试点有利于带动高效制冷散热技术、人工智能节能技术在数据中心应用,从而节约能源消耗并实现数据中心算存运及基础设施资源的高效协同联动,这也将降低数据中心本身的能源消耗,减少碳排放.
国家绿色数据中心试点的开展将为试点数据中心注入政策活力,使其获得资金与技术支持,从而推动数据中心装备优化与技术升级,这将有效提升数据中心质量.数据中心质量提升又将极大推进数据要素这一核心生产要素作用发挥,带动数字经济发展,减少碳排放,主要路径为:①数据中心是数据要素的储存空间,数据中心优化升级将为数字经济中的大数据分析、人工智能等先进数字技术提供更为丰富的数据资料使其进一步发展,而这些数字技术的发展与应用能够有效减少碳排放[26].②数据中心不仅是数据的存储空间,也是数据的处置场所和重构场所,能对纷杂的原始数据进行清洗、分类和优化,从而为数字经济的各种活动提供高质量的、可供使用的数据要素.数据中心的优化升级将使其数据处理过程能耗更低、速度更快,使其更加便捷的为地区经济社会发展提供数据要素支持.其中,高质量的能源消耗、污染排放数据可协助城市环境监管部门进行环境治理,提升环境监管效率,减少地区碳排放.③数据中心具备高效的数据传输和数据交换能力,可以实现不同地区、不同设备之间的数据交互和共享.国家绿色数据中心试点,将降低其数据传输与交换过程能耗,提升数据共享效率,这能为环境保护系统中参与者的有效沟通提供基础设施支持,为碳排放等环境治理合作网络形成提供交流渠道,从而形成碳排放治理合力,减少碳排放.
数据中心是数字经济基础设施,国家绿色数据中心试点将引导数据中心上下游相关主体的绿色化发展.由于数字经济当前与经济社会深度交融,国家绿色数据中心试点所产生的绿色化、生态化、低碳化思维理念也将渗透于经济社会发展过程,使地区整体上形成有利于绿色发展、低碳发展的社会环境.
综上,国家绿色数据中心试点对数据中心及地区碳排放都会产生抑制作用,因此国家绿色数据中心试点能够减少碳排放.为此,提出假说:
假说1:国家绿色数据中心试点能减少城市碳排放.
数字产业被认为是狭义数字经济[23],是指以数字技术和信息化为核心的产业.数字产业在国家绿色数据中心试点影响碳排放过程中发挥重要作用.具体而言:①上文指出国家绿色数据中心试点推动数字技术发展以减少碳排放,数字技术作用发挥,依赖于数字产业发展;②国家绿色数据中心试点可进一步发挥数据要素作用以减少碳排放,其中数据要素的产生与利用,也体现在数字产业实践过程中;③国家绿色数据中心试点推进组织协作,也需要数字产业作为产业实体进行支撑,以为数据中心这一基础设施作用发挥提供上层平台支持.国家绿色数据中心试点能通过提升数字产业发展水平而减少碳排放.数字产业的碳减排效应已经得到了现有诸多研究的证明[6-11].而数据中心等数字基础设施对于数字产业发展具有基础性作用.研究[27]指出数字基础设施对数字产业具有重要意义.虽然这一研究所论证的是宽带这一负责数据传输的数字基础设施对数字产业的影响.但数据中心对数字产业发展同样重要.数字产业发展过程中的数据需要数据中心进行存储和分析,数字产业的各种数字平台都离不开数据中心算力支持和要素支撑.而国家绿色数据中心试点等数据中心绿色转型政策将给试点的数据中心带来政策支持,推动数据中心转型升级,使其更好支撑数字产业发展,即国家绿色数据中心试点有利于提升数字产业发展水平.综上,提出假说:
假说2:国家绿色数据中心试点通过提升数字产业发展水平而减少城市碳排放.
绿色科技创新在国家绿色数据中心试点影响碳排放过程中也发挥重要作用,其是地区绿色发展的重要表现,国家绿色数据中心试点能通过提升绿色科技创新水平而减少碳排放.科技是第一生产力,绿色科技创新水平提升将使城市生产效率更高,且进一步减少资源浪费与环境污染,减少碳排放.国家绿色数据中心试点能多途径推动绿色科技创新水平提升:①国家绿色数据中心试点有利于优化城市绿色科技创新的投融资环境.国家绿色数据中心试点的开展有利于推进绿电交易市场等激励机制与融资平台建设,完善城市绿色科技发展投融资体系,为绿色科技创新提供更强有力的金融支持;同时,国家绿色数据中心试点是政府关注的重要项目,能为系列绿色科技创新活动提供政策支持,降低绿色科技创新活动的投融资成本;②国家绿色数据中心试点有利于更充分开发利用数据要素,创新是现有知识的重新组合,数据要素的充分开发将推动知识碰撞与交流,为包括绿色科技创新在内的创新活动提供源动力;③国家绿色数据中心试点将推动其供应链上下游企业的整体绿色发展,进而形成规模化的绿色消费需求,为绿色科技创新提供市场需要,进而反向影响绿色技术研发.因此,国家绿色数据中心试点能提升绿色科技创新水平.综上,提出假说:
假说3:国家绿色数据中心试点通过提升绿色科技创新水平而减少城市碳排放.
以城市碳排放强度作为被解释变量.碳排放强度为碳排放与国内生产总值的比值,该指标兼顾碳排放和地区经济发展,能够较好的体现碳排放污染与地区经济协调发展情况,碳排放强度降低可以更好的体现碳减排效应.碳排放参考研究[28-29],主要包含了17种化石燃料燃烧和水泥生产的区域排放、购买电力和供热消耗产生的排放.
解释变量为国家绿色数据中心试点情况,根据国家绿色数据中心试点及其建设情况设置的虚拟变量进行表征.在分析时,当一个地区的数据中心被选为国家绿色数据中心试点或被评为国家绿色数据中心时,本文认为该地区开展了国家绿色数据中心试点.因为,国家绿色数据中心建设与试点一样都对周边数据中心绿色转型发展产生了带动与示范作用,所以将国家绿色数据中心建设工作认为是国家绿色数据中心试点的延续,将其同样视为国家绿色数据中心试点.设定试点地区在当年及之后年份为处理组(若试点名单发布时间为上半年则认为试点在当年开展,若在下半年发布,其主要效应可能在下年才逐渐显现,因此设定为下一年才开始试点),反之为对照组.处理组赋值为1,对照组为0.拉萨市和黔东南苗族侗族自治州两个存在国家绿色数据中心的地区因数据不足未纳入.
选择控制变量如下:①地区经济发展水平,碳排放是地区经济活动的非期望产出,地区经济发展造成的资源、能源消耗会增加碳排放,而当经济发展达到一定程度后其带来的技术进步又将减少碳排放,因此经济发展对碳排放具有重要影响,用人均国内生产总值对数表征;②产业结构,不同产业的资源消耗情况存在差异,其所产生的碳排放也不同,地区产业结构变动会影响到碳排放的产生,用第二产业增加值占国内生产总值比重表征;③政府规模会影响到政府对生产过程与环境监管的干预情况,进而影响碳排放,用政府财政支出与国内生产总值的比值表征;④对外开放水平提升有利于推进国内外技术、信息交流,也会影响碳排放,以外国直接投资与国内生产总值比值表征;⑤科技是影响碳减排的重要因素,用地区科研财政支出占国内生产总值比重表征地区科技发展水平;⑥环境规制,环境规制提升表明地区环境保护意识增强,有利于推动地区节约使用能源或使用可再生能源,进而减少碳排放,用各城市政府工作报告中关于环境保护的词语占报告总词语数量的比重表征;⑦人口密度,人类活动是造成碳排放的主要因素,人口密度也会影响地区碳排放,用地区平均人口与行政区域面积的比值表征.
考虑国家绿色数据中心试点对碳排放影响过程可能存在内生性,为此利用工具变量模型进一步进行分析.本文利用2004年各地区移动电话年末用户数作为工具变量基础指标,主要理由为:①移动电话年末用户数与国家绿色数据中心试点之间存在较高相关性.2004年移动电话年末用户数反映的是地区历史信息化情况,移动电话年末用户数越多说明该地区具有越好的数字化、信息化基础,其对数据中心的需求也就更大,而当数据中心需求较大时,对应的数据中心建设的也越多,更可能被选为国家绿色数据中心试点.②2004年移动电话年末用户数相对2011~2022年存在相当的时间间隔,这一变量与2011~2022年碳排放之间的反向因果相对较弱,符合外生性要求.在具体分析时,将各城市2004年移动电话年末用户数分别乘以各年度全国平均气温进行面板化,将其设为工具变量1;乘以年份时间以将其面板化,设为工具变量2.
理论分析指出国家绿色数据中心试点能通过提升地区数字产业发展水平与提升绿色科技创新水平而减少城市碳排放.因此,地区数字产业发展水平与地区绿色科技创新水平是国家绿色数据中心试点减少碳排放的中介变量.参考现有数字产业研究[30-31],本文利用地区信息传输、计算机服务和软件业从业人员占地区单位就业人数比重表征地区数字产业发展水平.绿色科技创新水平是地区绿色发展的重要反映,本文利用地区人均绿色专利授权总量作为表征指标.
由于国家绿色数据中心分批次设立,为此本文采用交错双重差分法分析其对城市碳排放的影响,具体设定如下:
式中:Cit为第i个城市第t年的碳排放强度;didit为双重差分估计量,根据上文所述处理组选取规则,被选为处理组的城市在其入选试点当年及其后都赋值为1,即didit=1,否则didit=0;Zit为控制变量;viμt表示城市和年份固定效应;εit为随机扰动项;c1为截距项;cdid、λZit为待估计系数.
设定以下模型来检验国家绿色数据中心试点碳减排效应的平行趋势:
式中:Di,t0+k是一系列的虚拟变量,表示国家绿色数据中心试点开始的第k年;具体来说,t0表示城市i的数据中心成为国家绿色数据中心试点的第1年,k表示成为试点后的年份数.其中,以k=-11作为基准期;ω0为截距项.
本文利用工具变量模型对基准回归模型内生性进行处置.工具变量一阶段模型如下:
式中:Ndidit为基于工具变量拟合的国家绿色数据中心试点,ivit为工具变量,c2为式(3)截距项;civ为工具变量系数,其余变量含义同式(1).工具变量第二阶段模型用第一阶段拟合的国家绿色数据中心试点情况放入式(1).
式中:c3为式(4)截距项;cNdid是基于工具变量拟合的国家绿色数据中心试点Ndidit的系数.此时,由于Ndidit是由工具变量所决定,因此再次回归获得的cNdid无偏.
参考江艇[32]的研究,首先利用双重差分模型分析国家绿色数据中心试点对数字产业发展水平、绿色科技创新水平的影响,而后结合现有成果结论以论证数字产业发展、绿色科技创新水平提升对碳排放的减量作用,从而实现“国家绿色数据中心试点→数字产业发展、绿色科技创新水平提升→碳排放减少”的机制论证.模型如下:
以中国大陆市域为研究对象,剔除变量空缺项较多的城市后,剩283个城市;研究时间设置为2011~2022年.其中,碳排放数据来自中国碳核算数据库(CEADs),利用省级碳排放数据结合地区经济发展情况分解为城市碳排放数据;地区经济发展水平以地区夜间灯光数据进行表征,夜间灯光数据基础来源为中国长时间序列夜间灯光数据集[33];绿色专利授权总量、环境规制变量基础数据来自马克数据网;其他数据来自《中国城市统计年鉴》、国家统计局、EPS数据网.国内生产总值利用各城市对应省份的国内生产总值指数进行处理,国内人均生产总值用各城市对应省份的国内人均生产总值指数进行处理.缺失数据用线性插值法进行估算.分析前对数据进行标准化.
表1中,模型(1)没有控制科技、环境规制、人口密度,模型(2)则控制了所有控制变量.可知,国家绿色数据中心试点对碳排放强度产生显著的负向影响,表明国家绿色数据中心试点具有显著的碳减排效应,假说1成立.
(1)平行趋势检验:图2(a)展示了式(2)参数ωt的变化,虚线表示估计量90%的置信区间.在国家绿色数据中心试点前,各虚拟变量未对碳排放强度产生显著作用,即在国家绿色数据中心试点前,处理组和对照组的碳排放强度并不存在趋势变动,而虚拟变量在国家绿色数据中心试点后存在显著负向作用,模型满足平行趋势假设.为了进一步验证平行趋势的可靠性,调整平行趋势检验时间,只考虑事前6期至滞后6期.图2(b)显示,试点前并不存在趋势变动,试点后才存在显著负向影响.表明平行趋势检验较为可靠.
(2)安慰剂检验:与国家绿色数据中心试点同时作用的不可观测因素可能会影响基准回归的估计结果.首先将数据按照地区分组,然后在每组内的年份变量中随机抽取一个年份作为其政策时间,再进行估计,并重复进行500次.若所得结果与基准回归结果相差甚远,表明基准回归结果没有受到不可观测因素的影响.由图3可知,在500次估计中,446次系数估计的显著性检验P值大于0.1,占比89.2%,此外绝大多数估计值的系数距离左侧竖线表示的真实估计值较远,这说明国家绿色数据中心试点的碳减排效应并非由不可观测因素所引起.
(3)异质性处理效应检验:由于组别-时期维度上异质性处理效应的存在,采用双向固定效应模型进行双重差分估计时,即使通过了平行趋势检验,也可能会导致估计结果出现偏误.因此,本文使用多期多个体倍分法模型(DIDM)估计量,对基准回归结果中潜在的异质性处理效应问题开展稳健性检验.首先,经过对所有权重进行处理后发现,正向权重为270个,负向权重3个.整体而言,模型估计受到负向权重的影响较小.但是,为进一步排除负向权重的干扰,利用DIDM模型进行处理,选择6期动态效应结果见表2,可见修正后的平均处理效应为-0.01.整体上国家绿色数据中心试点对碳排放强度的影响仍为负.
(4)PSM-DID检验:国家绿色数据中心试点的选择存在一定的选择偏差,即选择具有特定条件的地区以实现最好的政策效果.为此,本文利用倾向评分匹配-双重差分(PSM-DID)模型以解决选择偏差问题.本文首先利用PSM模型在对照组中寻找与处理组可测变量接近的样本,基于倾向得分进行匹配后,对满足共同支持的样本进行双重差分.本文利用卡尺邻近匹配方法、卡尺半径匹配方法匹配样本城市.由图4可知,处理组相对未处理组更为接近,匹配的平衡性较好.
在分析过程中,除人口密度外,所有协变量匹配后标准偏差绝对值小于10%,可知匹配后处理组的可观测变量整体上不存在显著差异.利用匹配成功的样本构建双重差分模型,分析国家绿色数据中心试点对碳排放强度的影响.由表3可知,匹配后国家绿色数据中心试点对碳排放强度依然产生显著的负向影响,表明在排除选择偏差后国家绿色数据中心试点的碳减排效应依然稳健.
(5)排除其他政策的影响:国家绿色数据中心试点碳减排效应可能是由其他政策引起.“国家级大数据综合试验区”“智慧城市试点”“宽带中国试点”3项试点政策是中国政府为推进数字经济发展所实施的地区性试点政策,其试点城市与国家绿色数据中心试点城市存在较多重合,因此会干扰国家绿色数据中心试点对碳排放强度的影响.另外,低碳城市试点政策以推动城市低碳发展为目的,其试点城市同样与国家绿色数据中心试点存在重合.为了排除这些政策的影响,构建以下DID模型:
式中:c5为式(6)截距项;did01it、did02it、did03it、did04it分别为“国家级大数据综合试验区”、“智慧城市”、“宽带中国”、“低碳城市”四项试点政策的双重差分估计量.若城市it年入选了试点,那么城市it年及之后年份did0Xit=1(X=1,2,3,4),否则为0.由表4可见,在控制其他政策影响的情况下国家绿色数据中心试点的碳减排效应依然显著.
(6)其他稳健性分析:本文采取多种方式就国家绿色数据中心试点的碳减排效应进行稳健性检验.
采取的主要检验方式包括:①更换被解释变量,将碳排放强度更换为碳排放,直接分析国家绿色数据中心试点对城市碳排放的减量效应,结果见表5模型(1);②修正离群值,对连续变量进行5%的缩尾处理,结果见表5模型(2);③调整研究区域,将北京剔除,结果见表5模型(3);④调整研究时间以排除疫情作用,前文平行趋势分析发现国家绿色数据中心试点对碳排放强度影响在试点后4年系数绝对值最大且最显著,然而这一滞后的负向影响与新冠疫情交织,因此碳排放强度的下降可能是由于疫情作用,为此将2020~2022年这3年疫情时期删除,将研究时间调整为2011~2019年,结果见表5模型(4);⑤考虑到不同来源夜间灯光数据造成各城市碳排放计算差异,将夜间灯光数据集更换为中国类DMSP-OLS夜间灯光遥感数据集[34],而后重新进行演算,结果见表5模型(5).由表5可知,国家绿色数据中心试点对碳排放强度始终产生显著的负向影响,因此国家绿色数据中心的碳减排效应较为稳健.
利用工具变量模型处置国家绿色数据中心试点对碳排放强度影响的内生性.由表6可知,基于工具变量的试点政策拟合值对碳排放强度产生显著负向影响,即处置内生性后,国家绿色数据中心试点仍然显著降低碳排放强度.在利用工具变量法处理内生性问题时,需要进行弱工具变量检验、不可识别检验、过度识别检验.本文的工具变量1的F为168.537、工具变量2的F为481.465,都大于10%偏误的临界值16.38.因此,两个工具变量都不是弱工具变量.其次,工具变量1与工具变量2的LM值分别为33.103、104.972,P值都在1%的统计水平显著,可知工具变量通过了不可识别检验.第三,两个工具变量的Hansen J统计值为0.000,表明工具变量通过了过度识别检验.
表7模型(1)可知,国家绿色数据中心试点对数字产业发展水平在1%的统计水平产生显著正向影响,系数为0.039,表明国家绿色数据中心试点显著提升了数字经济就业,推动了数字产业发展.国家绿色数据中心试点提升了数据中心质量,而数据中心作为数据要素基础设施,其质量提升有利于更高水平的利用数据要素,从而推动数字产业发展,创造更多数字就业岗位.数字产业是数字经济的重要组成,数字产业发展水平提升能够有效减少碳排放[6-11].综上,数据中心绿色转型有利于提升数字产业发展水平、促进数字经济发展,而这又将减少碳排放.假说2成立.
表7模型(2)可知,国家绿色数据中心试点对绿色科技创新水平在1%的统计水平产生显著正向影响,系数为0.061,表明国家绿色数据中心试点有利于推动绿色科技创新,正如理论分析指出国家绿色数据中心试点能为绿色科技创新提供需求支持并创造良好社会环境.而绿色科技创新是抑制碳排放的重要因素,能够通过能源结构和技术进步两条中介路径间接减少碳排放强度[35].综上,国家绿色数据中心试点有利于提升绿色科技创新水平,从而减少碳排放.假说3成立.
地区碳排放强度与地区能源富裕程度具有密切关联,能源富裕地区受到“能源诅咒”影响,经济发展依赖于能源,高新技术产业发展缓慢.同时,能源富裕地区受到路径依赖影响,更多发展传统产业,数字基础设施、科技创新能力相对薄弱,国家绿色数据中心试点所产生的数字产业发展效应、绿色科技创新效应较难实现.因此,非能源富裕型地区的国家绿色数据中心试点的碳减排效应更加明显.据此,本文根据是否为能源富裕型城市进行异质性讨论.以2011年省级电力人均发电量作为基础指标,将高于均值省份的城市或直辖市设置为能源富裕型城市;反之为非能源富裕型城市.非能源富裕型城市结果见模型表8(1),能源富裕型城市回归结果见模型(2).由表8可知,非能源富裕型城市国家绿色数据中心试点对碳排放强度影响显著为负;能源富裕型城市国家绿色数据中心试点影响不显著;非能源富裕型城市系数更大.验证了理论分析.
国家绿色数据中心试点所产生的碳减排效应可能会因为地区环保水平差异而产生变动.当一个地区的环保水平较高时,该地区将拥有更为坚实的绿色发展基础,其居民与农民等可能具备更高的环保意识,地区工业、农业生产也具备较好的绿色技术嵌入可能,这使得国家绿色数据中心试点对地区绿色发展的促进作用更容易实现,从而更好的降低地区碳排放强度.因此,国家绿色数据中心试点的碳减排效应在高环保水平地区更为显著.本文利用碳排放强度为基础指标构建虚拟变量.首先求出2011年碳排放强度均值,而后将高于均值的地区设置为低环保水平地区,因为其碳排放强度较高,低于均值的地区设置为高环保水平地区,分别利用式(1)进行估计,结果见表8模型(3)(4).由表8可知,国家绿色数据中心试点对高环保水平地区碳排放强度的影响在5%的统计水平显著为负,对低环保水平地区的影响不显著.这论证了理论分析.
数据中心是数字经济基础设施,地区前期信息化发展情况会影响到国家绿色数据中心试点碳减排效应的实现.当地区具备较好的信息化基础时,国家绿色数据中心试点所带来的数字产业发展、地区绿色科技创新等效应将更容易实现,从而更显著的减少地区碳排放.因此,国家绿色数据中心试点碳减排效应在高信息水平城市更为显著.本文利用地区电信业务总量作为基础指标构建虚拟变量.首先求出2011年基础指标均值,而后将高于均值的地区设置为高信息水平城市,反之为低信息水平城市,分别利用式(1)进行分析,结果见表8模型(5)、(6).由表8可知,国家绿色数据中心试点对高信息水平地区碳排放强度的负向影响在5%的统计水平显著,而对低信息水平地区碳排放强度的影响不显著.这论证了理论分析.
(1)国家绿色数据中心试点具有碳减排效应,表明推进数据中心绿色转型有利于减少碳排放.因此,一方面建议积极推进数据中心绿色转型升级:①扩大国家绿色数据中心试点范围,进一步发挥国家政策引导作用,带动地区数据中心、算力中心等数字基础设施升级与绿色化改造;②推动各省开展地区性数据中心绿色转型试点,结合本省数字经济发展特征,制定数据中心绿色转型发展规划,以深入推进数据中心绿色转型工作.另一方面,在推进数据中心绿色转型同时,建议继续加强国家绿色数据中心建设:①强化政策引领,完善国家绿色数据中心相关政策规划,统筹全国,在推进“东数西算”战略基础上进一步强化国家绿色数据中心布局;②充分发挥市场配置资源的决定性作用,加快推进绿色数据中心REITS产品等新型融资工具发行,调动市场主体的积极性.
(2)国家绿色数据中心试点通过推动数字产业发展与提升绿色科技创新水平而减少碳排放,建议地区进一步发展数字经济与推动绿色发展:①国家绿色数据中心试点的碳减排效应实现依赖于地区数字产业,各地应进一步加快传统产业数字化改造、企业数字化转型、数字政府建设,从而发展数字经济,强化数字产业,以为数据中心作用发挥提供数据来源与应用空间;②加大宣传教育以普及绿色发展理念,塑造有利于绿色发展的良好社会氛围,为绿色科技创新、绿色生产、绿色装备等提供良好社会环境支持.
(3)国家绿色数据中心试点的碳减排效应存在异质性,建议因地制宜推进数据中心绿色转型:①统筹地区数据要素与算力发展需要、地区经济水平、自然禀赋等合理规划数据中心空间布局,以为数据要素高质量开发利用提供支撑;②优先推进高环保水平、高信息化水平城市数据中心绿色转型,以最大限度发挥数据中心绿色转型的碳减排效应,推动碳达峰、碳中和目标实现;③采取有效措施提升能源富裕型城市环保水平、信息化水平,积极向中央寻求政策支持,寻求先进地区资金、技术与经验助力,以激发能源富裕型城市国家绿色数据中心试点减排效应.
4.1 国家绿色数据中心试点具有显著的碳减排效应,国家绿色数据中心试点在10%的统计水平对城市碳排放强度产生显著的负向影响,系数为-0.013,这一负向影响在经过多重稳健性分析和处置内生性后依然成立.
4.2 数字产业发展水平与绿色科技创新水平是国家绿色数据中心试点实现碳减排效应的重要机制变量,国家绿色数据中心试点能通过提升数字产业发展水平与绿色科技创新水平而减少城市碳排放.国家绿色数据中心试点在1%统计水平对数字产业发展水平、绿色科技创新水平产生显著正向影响,系数分别为0.039、0.061.
4.3 国家绿色数据中心试点的碳减排效应具有异质性.国家绿色数据中心试点的碳减排效应在非能源富裕型城市、高环保水平城市、高信息水平城市更为显著,影响系数分别为-0.016、-0.017、-0.016.
