In electric power ancillary service market, coal-fired thermal power units are facing new opportunities and challenges in participating in frequency regulation auxiliary services. During operation of large-capacity (ultra) supercritical coal-fired unit boilers, the energy storage is limited and the AGC frequency regulation response performance are difficult to adapt to the increasing frequency regulation demand of the ancillary service market. To solve these problems, the influence of different energy states of grid and source on frequency regulation is analyzed, and a self-adaptive frequency regulation control strategy based on grid-source operation state is designed. This strategy is based on the boiler energy storage state and the grid frequency regulation demand, and can adaptively undertake the AGC frequency regulation task in the frequency regulation ancillary service market. It fully exerts the frequency regulation potential of the unit, and is beneficial to fast energy balance and parameter recovery stability of the unit itself, which realizes the grid-source goal coordination of the safe and stable operation of the unit and the improvement of the comprehensive frequency regulation performance index of the unit.

电力辅助服务市场下,燃煤火电机组参与调频辅助服务面临新的机遇和挑战。针对大容量超(超)临界燃煤火电机组锅炉蓄能有限和AGC调频响应性能较难适应辅助服务市场日益增长的调频需求,通过分析网源不同的能量状态对机组调频影响,设计了基于网源能量状态的自适应调频控制策略。该策略基于机组锅炉蓄能状态和电网调频需求,自适应地承担调频辅助服务市场中的AGC调频任务,充分发挥机组调频潜力的同时,有益于机组自身能量快速平衡和参数恢复平稳,实现机组安全稳定运行和提高机组综合调频性能指标的网源目标协同。

In electric power ancillary service market, coal-fired thermal power units are facing new opportunities and challenges in participating in frequency regulation auxiliary services. During operation of large-capacity (ultra) supercritical coal-fired unit boilers, the energy storage is limited and the AGC frequency regulation response performance are difficult to adapt to the increasing frequency regulation demand of the ancillary service market. To solve these problems, the influence of different energy states of grid and source on frequency regulation is analyzed, and a self-adaptive frequency regulation control strategy based on grid-source operation state is designed. This strategy is based on the boiler energy storage state and the grid frequency regulation demand, and can adaptively undertake the AGC frequency regulation task in the frequency regulation ancillary service market. It fully exerts the frequency regulation potential of the unit, and is beneficial to fast energy balance and parameter recovery stability of the unit itself, which realizes the grid-source goal coordination of the safe and stable operation of the unit and the improvement of the comprehensive frequency regulation performance index of the unit.

国家能源结构变革的大背景下,近年来以风、光为代表的新能源发电发展迅速。由于新能源发电存在随机性和波动性,新能源的消纳成了一个能源电力领域亟待解决的新问题。为提升新能源发电消纳和保障电网频率安全,目前各主要区域电网均在加快开展电力市场化建设,通过发挥市场在资源优化配置方面的重要作用,调动发电市场中各类主体参与辅助服务,调频辅助服务市场就是其中重要组成部分[1-4]
调频辅助服务市场面向火电、新能源和储能等多种电力类型[5],考虑到装机容量和灵活调节能力,大容量燃煤发电机组仍为当前调频辅助服务市场的参与主体。但大型燃煤火电机组锅炉蓄能相对较少,其实际调频响应性能较难满足电力辅助服务市场化中日益严格的厂网要求。同时,利用锅炉蓄能频繁参与调频响应,容易造成机组运行参数大幅波动,导致机组调频性能和运行安全稳定性之间矛盾突出[6-8]。提升发电机组在调频市场中的调频性能和效益,提高电网和并网发电机组之间的网源协调能力,已经成为摆在发电企业面前的重要课题。
随着调频辅助服务市场深入开展,相关学者针对火电机组在调频市场中的运行控制技术开展了相关研究,研究内容主要包含:1)外部储能和火电联合调频技术研究,研究储能系统容量优化配置和协同调频控制技术,文献[9-12]研究了电化学储能与火电联合参与调频辅助服务市场运行的相关技术,文献[13-14]针对飞轮储能与火电联合调频控制技术进行了应用研究;2)火电机组协调控制系统优化升级研究,在分析发电机组调频性能偏低问题基础上,针对性研究调频优化控制措施,文献[15-16]通过对浙江省电力调频市场中火电机组调频性能现状的分析,指出导致目前火电机组调频性能指标偏低的主要原因,并提出改善机组调频性能的方法,文献[17]研究了江苏调频辅助服务市场下影响火电机组调频收益的主要因素及对应提升措施;3)火电机组自身额外蓄能辅助调频研究,研究利用机组回热系统蓄能、供热系统蓄能等自身存储的额外蓄能协同参与调频市场响应,文献[18]研究了利用火电机组凝结水系统蓄能协同参与调频市场的控制技术,文献[19]研究了综合利用凝结水节流调节和冷却工质节流调节2种快速变负荷方式改善火电机组AGC变负荷性能。
本文从火电机组自身调频能力挖掘和网源共赢角度出发,设计了适应调频辅助服务市场的网源协同调频控制策略。该策略基于机组锅炉和电网需求蓄能状态,自适应地承担调频辅助服务市场中的AGC调频任务,充分发挥机组调频潜力的同时,有益于机组自身能量快速平衡和参数恢复平稳,实现机组安全稳定运行和提高机组综合调频性能指标的网源目标协同。
江苏调频辅助服务市场始于2020年7月,机组调频性能指标K主要涉及AGC调节精度和调节速度,单次AGC调频指令性能指标计算方法为[20]

式中:Ki,j为机组i参与电网第j次AGC指令调节的性能指标;Ai,j为机组i参与第j次AGC指令调节过程中的调节精度;Ae为发电机组AGC标准调节精度(误差),燃煤火电机组为0.5%Pe(额定负荷);Vi,j为机组i参与第j次AGC调节的调节速率;Ve为发电机组AGC标准调节速率,燃煤火电机组为1.5%Pe/min。
江苏燃煤火电机组基于“七日综合调频性能指标”进行调频市场报价,机组综合调频性能指标的计算公式为:

式中:Ki为机组i的综合调频性能指标;D+i,j为机组i参与第j次AGC指令调节的正方向(调节方向与AGC指令同方向)的调频幅度/里程;n为机组i在统计的运行期间内被AGC调用的总次数。
江苏电网2个细则要求网内燃煤火电机组日常AGC变负荷速率能够达到1.5%Pe/min。由式(1)可知,在不考虑调节误差的情况下其对应的理论最优调频性能指标为4。由于机组实际参与调频运行过程中,主辅设备系统始终处于动态工况下,且扰动因素较多,无法达到上述最优性能指标。其在调频市场中标的情况下综合调频性能指标通常低于4。本文研究对象为江苏电网内某超超临界1 000 MW燃煤发电机组,该机组日常参与调频辅助服务市场运行,AGC变负荷速率为18 MW/min(1.8%Pe/min),在调频市场中标的情况下综合调频性能指标为3.4左右,不中标情况下为3左右,该机组2022年8月1日—7日的每日综合调频性能数据如图1所示。
由于在调频辅助服务市场中,电网根据“七日综合调频性能指标/调频报价”由高到低进行排序,按照“按需调用、按序调用”原则预出清和调用。因此,发电机组整体调频收益与机组调频性能正相关,发电机组调频性能不足影响电网频率调节效果的同时,也严重影响机组实际调频收益[21]。为进一步增加机组调频市场收益,需要充分挖掘机组调频潜力,进一步提升AGC调节速度和精度,提升机组综合调频响应性能。
火电机组协调变负荷通常利用锅炉系统蓄能,调节中,锅炉蓄能大幅波动通常会引起主蒸汽压力或中间点温度等主要参数的运行稳定性下降,在变负荷初期通过快速调节汽轮机进汽调节阀开度使机组快速响应功率输出[22-23]。该控制策略在工程上易于实现,但在运行过程中受锅炉蓄能大幅变化影响,主蒸汽压力和各级蒸汽温度等主要参数容易剧烈波动,经常出现受热面超温、机组运行参数严重偏离设定值等问题,进而影响机组实际变负荷性能,网源目标无法协调统一。
燃煤火电机组通过锅炉系统把煤的化学能燃烧转换成系统热能,再通过汽轮发电机系统将热能转换成电能输出,其能量转换过程可简化为:

锅炉热能Q通过汽轮发电机转换成电能Pa和锅炉的蓄能变化dh/dt,如式(4)所示:

式中:ε为发电汽耗系数;Ck为机组蓄热系数。
由于锅炉能量变化存在较大的惯性和延迟,但机组参与AGC调频需要快速改变功率输出,可通过改变锅炉蓄能实现快速响应功率输出。锅炉蓄能变化会体现在锅炉汽温和汽压等主要参数变化上,且蓄热系数Ck与锅炉汽压存在强相关性,可认为锅炉的蓄能变化是主蒸汽压力p变化的函数:

按照锅炉蓄能变化情况,将燃煤机组的能量状态分为“平衡”“多能”和“少能”3种基本状态。在“平衡”状态下,锅炉产生的热量与机组输出功率相等,是生产运行过程中期望的运行状态。由于锅炉能量转换的滞后性与机组调频功率快速响应需求存在矛盾,导致实际调频响应过程中锅炉能量始终处于动态变化中。当锅炉能量大于电能需求时,锅炉蓄能在汽轮机功率调节作用下会快速增加,此时锅炉汽温、汽压等运行参数会偏高,称为“多能”状态;当锅炉能量小于电能需求时,锅炉蓄能相应减少,称为“少能”状态。同时,一定程度上可以用AGC调频指令的变化方向表征电网能量平衡状态,即AGC指令增加时电网能量欠缺,AGC指令减小时电网能量富余。因此将AGC调频分为“加负荷”和“减负荷”2种状态。根据电网和机组的能量状态,分析不同能量状态与AGC调频响应关系,网源能量状态分析见表1
表1中对于机组能量偏差状态与电网能量偏差状态方向一致时,通过利用多余的锅炉蓄能,一方面可以提升机组对电网的调频贡献和相应调频响应性能,同时也有利于机组达到能量平衡状态,提升机组运行稳定性。同时,针对电网小幅的AGC指令变化,在机组锅炉蓄能能够满足响应需求的前提下,可提高机组响应速度,提升调频贡献和性能,达到网源双赢的目的。
基于式(5)锅炉蓄能变化关系,建立锅炉蓄能状况模糊评价模型,为机组AGC调频协调控制提供决策依据。模糊评估模型如图2所示。
图2中主蒸汽压力偏差Δp、压力变化率dp/dt和锅炉能量状态的模糊量分别为EEcC,其模糊子集为{NB, NM, NS, O, PS, PM, PB},即为:{负大,负中,负小,零,正小,正中,正大}。模糊模型规则见表2
采用三角形法将主蒸汽压力偏差和压力变化率连续的输入量转换为上述模糊集合的隶属函数,基于表2的模糊评价规则,进行锅炉能量状态的模糊评估。
利用锅炉蓄能参与AGC调频功率响应通常采用基于锅炉跟随的协调控制系统,并采用固定的控制模式进行调频响应控制。该控制方式下,机组自身能量变化与电网调频需求容易出现冲突工况,且无法实现锅炉蓄能的准确补偿,容易导致调频响应过程中机组汽温和汽压等运行参数大幅波动,并影响机组调频性能。基于网源能量状态分析,设计基于网源能量状态的协同调频控制策略,提升燃煤火电机组调频性能指标的同时,提升机组安全稳定运行能力,实现网源双赢。
燃煤火电机组AGC调频过程中的变负荷速率通常由运行人员根据电网调度要求手动设定,机组正常调频过程中通常为定值[24]。针对表1中对调频性能正面影响且对机组无负面影响的调频工况,充分利用锅炉蓄能提升机组AGC调频性能;针对其中机组能量负面偏差较大的工况,优先保证机组安全稳定运行。因此,使用锅炉蓄能状况模糊评价模型计算得到的锅炉能量状态和表征电网能量状态的AGC变负荷幅度对机组的AGC变负荷速率进行动态修正,实现基于网源能量状态的调频变负荷速率自适应设定,在保证机组安全稳定运行前提下,提升机组AGC调频性能,其控制原理如图3所示。
协调控制系统考虑到燃煤机组锅炉通过燃烧改变能量输出存在较大惯性和延迟,为避免锅炉蓄能过分利用影响机组稳定运行和后续调频性能的问题,采用变负荷初期增设燃烧率超调控制的方式来补偿锅炉蓄能的使用。常规变负荷控制策略中仅根据变负荷信号触发一定量的锅炉燃烧率超调作用,未计及机组锅炉蓄能的初始及过程变化情况,存在蓄能补充不准确问题,导致AGC调频过程中锅炉能量过调或者欠调问题严重,影响机组安全稳定运行。
为提升机组AGC调频过程中的锅炉蓄能补偿准确性,协调好调频功率响应的锅炉蓄能最大化利用和蓄能补偿,设计基于网源能量状态的变负荷控制策略,在变负荷超调中增加锅炉蓄能状态补偿和变负荷幅度修正,以及AGC调频状态的修正,其控制原理如图4所示。图4中,通过叠加AGC调频状态判断的变负荷幅度修正,实现不同调频工况下的变负荷超调自适应改变,当处于小幅度调频过程时,减少变负荷燃烧率超调量,提升机组在该工况下调频稳定性。大幅调频工况下,使用较大幅度的燃烧率超调来及时补充锅炉蓄能的变化,以维持机组大幅且快速AGC调频过程中的功率输出需求,维持机组安全稳定运行。同时,通过增设锅炉能量状态对燃烧率超调的修正,实现锅炉蓄能的快速和准确补偿,提升机组AGC调频的稳定性和准确性,有利于整体提升机组AGC调频性能。
锅炉汽水系统蓄能包括汽水工质蓄能和金属蓄能,中间点温度和蒸汽压力的变化分别代表了金属和汽水工质蓄能的变化[25]。调频控制过程中,直流锅炉为减少汽温波动通常采用调整水煤比来维持分离器出口蒸汽温度(中间点温度)稳定,但此控制方式下较少利用到锅炉金属蓄能。为协调好汽温稳定控制和调频性能提升的需求,设计基于网源能量状态的汽温控制策略,在机组中间点温度控制中考虑锅炉蓄能和调频工况的变化,实现锅炉金属蓄能的动态利用,优化后的中间点温度控制原理如图5所示。图5中,在中间点温度制中增加锅炉能量状态的前馈修正,适应不同调频负荷工况下锅炉汽水系统蓄能变化对汽温的影响情况。同时,针对小幅和大幅调频工况采用不同的控制参数,小幅调频工况下锅炉汽水工质蓄能即可满足AGC调频蓄能使用需求,无需大幅利用锅炉金属蓄能,因此加强对中间点温度的控制作用,提升汽温稳定性;大幅调频工况下,适当增加汽温可波动裕度,在保证机组安全稳定运行前提下,充分利用锅炉汽水工质蓄能和金属蓄能,提升机组调频响应性能。
将上述网源协同调频控制策略在该超超临界1 000 MW机组中加以实施,对新控制策略投运情况进行对比分析。其中,网源协同调频控制策略投运曲线如图6所示,调频性能指标对比情况见表3
图6表3网源协同调频控制系统运行情况可知,机组参与AGC调频过程中,锅炉蓄能始终处于动态变化状态,原有协调控制系统始终保持固定的调频控制模式,调频过程中机组汽温和汽压等主要参数波动较大。投入网源协同调频控制系统后,控制系统能够根据机组能量状态和调频需求自适应判断调频控制作用,当能量状态与调频需求相反时,适当减弱调频响应,机组汽温和汽压等主要参数运行稳定性得到较大提升;但当能量状态与调频需求一致时,加强调频响应,机组AGC调频速率和调节精度等性能指标得到大幅提升。其中,优化后AGC平均调节速率提升超过100%;AGC调节精度(误差)下降66.5%;受调频速度大幅提高影响,电网调度下发的AGC指令增多,相应调频里程大幅增加,其中正向调频里程增加209%,负向调频里程在总里程中的占比下降64%左右。最终综合调频性能指标由优化前的3.4左右提升至4.7左右,调频市场非中标工况下的综合调频性能指标也由原来3左右提升至4左右,机组在调频市场中的调频收益得到显著提升。
随着新能源发电快速发展,为提升新能源发电消纳和保障电网频率安全,我国正在快速推进电力市场建设。调频辅助服务市场作为电力市场重要组成部分,其对调动发电市场中各类主体、积极提升自身调频性能和参与调频辅助服务具有重要意义。大容量燃煤发电机组作为区域电网的主力类型机组,受自身能量生产过程的惯性延迟影响,以及自身蓄能不足限制,导致火电机组在调频市场中的调频性能受限。
为提升火电机组参与调频辅助服务市场的整体效益,基于网源能量状态,提出适应辅助服务市场的火电机组网源协同调频控制策略。在提升发电机组在调频市场中综合调频响应性能的同时,增加机组参与调频过程中运行安全稳定性,实现网源双赢。
