Aiming at the case of large frequency fluctuation in natural gas unit black start project, combining with the gas black start system and the waveform diagram during static frequency convertor (SFC) startup, the failure phenomenon is described in detail and the specific cause of the failure is analyzed. On the basis of considering the slow response speed of diesel generator unit, a super capacitor-assisted black start frequency modulation (FM) strategy is proposed. The SFC power is divided into base power and frequency fluctuation power, among which the base power is borne by the diesel generator unit to ensure stable operation of the system, and the frequency fluctuation power is quickly responded by the supercapacitor to suppress the frequency fluctuation effectively. Through the black start experiment of a 4F gas unit, the strategy not only effectively reduces the frequency fluctuation during the black start process, but also avoids the overcurrent fault during ramp-up and load-change phase, thus the reliability and safety of black start of the gas unit is improved.

针对燃气轮机机组黑启动项目中频率波动大的案例,结合燃气机组黑启动系统及静止变频器(SFC)启动时波形图,对故障现象进行详细描述及具体故障原因分析。在考虑柴油发电机组响应速度较为缓慢的特性基础上,提出了一种超容辅助黑启动调频策略,将SFC功率分为基础功率与频率波动功率,基础功率由柴油发电机组承担,以保证系统的稳定运行;频率波动功率则由超级电容快速响应,以有效抑制频率波动。通过某4F燃气轮机机组的黑启动实验验证,该策略不仅有效降低了黑启动过程中频率的波动且避免了升速变负荷阶段的过电流故障,从而提高了燃气机组黑启动的可靠性和安全性。

Aiming at the case of large frequency fluctuation in natural gas unit black start project, combining with the gas black start system and the waveform diagram during static frequency convertor (SFC) startup, the failure phenomenon is described in detail and the specific cause of the failure is analyzed. On the basis of considering the slow response speed of diesel generator unit, a super capacitor-assisted black start frequency modulation (FM) strategy is proposed. The SFC power is divided into base power and frequency fluctuation power, among which the base power is borne by the diesel generator unit to ensure stable operation of the system, and the frequency fluctuation power is quickly responded by the supercapacitor to suppress the frequency fluctuation effectively. Through the black start experiment of a 4F gas unit, the strategy not only effectively reduces the frequency fluctuation during the black start process, but also avoids the overcurrent fault during ramp-up and load-change phase, thus the reliability and safety of black start of the gas unit is improved.

随着光伏风电装机容量的不断增加,电力系统在故障或大负荷变化等扰动下维持频率和电压稳定的能力不断降低[1]。例如特殊灾害的发生、局部电网故障均可能导致与主网联系薄弱的地区电网与主网解列,从而造成孤立电网运行的情况[2]。孤网运行由大电网的负荷控制转变为频率控制,孤网系统频率的自稳定能力较差,负荷的变化会导致系统频率发生较大变化。因此发电机组调速系统需要具备快速的动态响应特性和大功率输出的调节能力,保证在负荷频繁变化的情况下自动保持孤网频率的稳定[3]。黑启动作为孤网系统中典型案例[4],恢复初期系统规模较小,稳定出力机组较少,仅可通过自启动电源实现孤网系统的一次调频功能,因此频率的稳定是保证黑启动平稳运行的关键[5]。但是由于柴油机组本身调频响应时间长的特点,系统频率难以快速跟踪负载变化,这将导致系统频率出现较大的持续波动[6]。某燃气电厂4F燃气机组于2017年建成投运,不具备黑启动功能。近期根据电网要求进行黑启动改造。改造方案采用新建柴油发电机组作为启动电源,提供电力给燃机电气设备和辅助装置运行,从而保证燃机黑启动成功。燃机静止变频器(static frequency convertor,SFC)可以通过电网正常启动,但是在柴油发电机组黑启动过程中会发生过流跳闸。在实验过程中发现SFC电流与柴油发动机转速(即频率)同趋势振荡,随着燃机转速升高,SFC电流与柴油发动机转速振荡加剧,最后发散跳闸。
本文结合燃气机组(燃机)黑启动运行工况,分析柴油发电机组黑启动实验失败原因。针对实验过程中的频率波动问题,提出采用超级电容参与调频的方式,并给出相应的控制策略。依托某电厂在柴油发电机组黑启动过程中采用超级电容参与一次调频进行实验,为深入研究柴油发电机组黑启动实验提供了依据。
一旦电力系统全部停电,保障电力系统最重要的措施就是如何快速恢复系统,给用户供电[7-8]。电网的黑启动功能,即电力系统因故障解列后,不依赖别的网络,通过系统中具有自启动能力的机组带动无自启动的机组,逐步扩大电力系统的恢复范围,最终实现整个电力系统的恢复[9-10]
某燃气电厂一期建设3台GE 6F.01燃气-蒸汽联合循环冷、热、电三联供机组,发电装机容量210 MW,燃料设计利用效率81.15%,最大供热量193 t/h。
燃气机组厂用电取自110 kV电网,正常启动采用电网倒送电方式启动燃气机组的辅机。辅机中功率最大的负荷为SFC,其容量为3 000 kW。根据电网审批结果,实现2台机组具备黑启动功能。燃机系统并网示意如图1所示。
当燃气机组不具备黑启动功能时,需要通过电网作为电源为燃气机组的SFC、励磁系统等必要辅机送电[11]。变频器可以通过改变电网的频率来调节电动机的转速和转矩,因此变频器的功率与系统的频率是黑启动的关键。在电网送电情况下燃气机组的转速与SFC电流的特性曲线如图2所示。
图2可知,在升速变负荷过程,随着频率的增大,SFC的电流也会增大,电压保持不变,所以SFC的功率需求也会增大,导致柴油发电机组的输出功率也会增大。当发电机转速小于31 r/min时,此时SFC只有设点功率值,并没有实际值,SFC的功率基本没有波动。在发电机转速为277 r/min左右,进入实际的升速带负荷阶段,SFC的功率变为实际功率,功率减少。之后随着机组转速的增大,SFC的功率也随之增大。此时,受到电力电子器件快速变化和柴油发电机组响应速度慢的原因,系统的频率与SFC的功率不断变化,在图中表现为谐波较大。SFC拖动燃气轮机组加速至26%转速,机组的转速稳定在1 900 r/min,SFC的输出功率为800 MW。直到进入减速阶段为燃机机组点火做好准备。点火成功后燃气轮机加速至额定转速7 260 r/min,SFC系统退出运行,燃气轮机转速由燃料系统燃烧产生动力稳定运行。综上,在升速变负荷阶段,SFC功率变化频繁会导致系统频率的波动大变化快,从而影响系统稳定性。但燃气轮机转速与SFC的功率存在近似线性关系,可依此更好控制柴油发电机组功率。
在黑启动过程中,柴油发电机通过工作I、II段母线向SFC装置供电,SFC和励磁组成系统来控制燃机启动装置的转速和励磁电流。SFC通过将三相交流电导入发电机的定子绕组中形成定子电流,建立电枢磁场。励磁系统控制励磁在转子中加入励磁电流,建立转子磁场。这2个磁场相互作用产生转矩,使发电机转子开始转动,最终完成黑启动过程[12]
由于燃机转子上带有压气机等负荷,在升速过程中,随着转速的增大,压气机消耗的功率逐渐增大,SFC输出的功率也同步增大。电网电源正常启动SFC电流、电压和频率波形变化如图3所示。
图3可知,通过电网系统启动辅机时,燃机系统的频率受到大电网的影响不会产生较大的波动,基本稳定在50.0 Hz,最大频率为63.9 Hz,持续时间为1 ms,对于SFC的频率影响较小。SFC电流存在轻微波动,不会出现过电流现象。电流波形表现为最大值为0.5 kA的正弦波。
黑启动的控制目标有2点:首先是在全部外部电源丧失情况下实现柴油发电机组自动启动、负荷分配管理并网等功能;其次是实现每台柴油发电机组负荷的全程自动调节。所以采用2台2 200 kW的10 kV高压柴油发电机组,在电网崩溃时由柴油发电机组为黑启动电源,为燃气轮机辅机供电,实现燃气轮机机组黑启动功能。
柴油发电机作为自启动电源是黑启动方式中常用方式之一,其接线方式如图4所示。柴油发电机的输出通过开关柜分别接入1、2号机组10 kV工作段备用电源开关。其中,2号机组工作段备用电源开关用作全厂黑启动时厂用电的进线开关,1号机组备用电源开关用作电厂事故停机时的应急保安电源进线开关。黑启动系统相关参数见表1
相比于无穷大电网系统,10 kV系统电压特性由柴油发电机组决定,柴油发电机组容量有限,易受压气机等负荷功率变化影响,电压的频率稳定性相对较差,当系统电压或频率波动较大时都有可能影响SFC换相过程,具体如图5所示。
图5可知,SFC在燃气轮机启动第一阶段(升速变负荷)发生电流振荡及过流跳闸情况。当孤岛系统运行到175 s左右时,频率的波动明显增大,收到频率波动的影响,柴油发电机增发功率,导致SFC输入电流随之增大;在180 s时,频率幅值仅为49.1 Hz。频率发生震荡,频率最小值开始不断减少。因此电流的幅值也不断增大,最终在185 s超过1.89 A。最终导致SFC电流震荡发散跳闸。
比较电网启动SFC波形(图3)和柴油发电机启动SFC波形(图5)可见,电网启动过程中电压频率比较稳定,柴油发电机启动过程中电压频率发生波动。柴发的频率变化与负荷的变化由文献[13]推导可知:

式中:f为系统稳态下频率值;K为负荷功率变化倍数;Pf为负荷频率调节效应系数;PL0为负荷功率;PG0为发电机组功率;f0为负荷恢复瞬间发电机初始频率。
由式(1)可知,K越大,恢复后稳态频率的跌落值也相应越大。分析频率波动原因可知,在柴油发电机组和SFC组成的黑启动微电网中,柴油发电机的调速控制系统工作在转速闭环模式,维持着微电网的频率稳定。当SFC的功率增大时,柴油发电机输出功率小于SFC功率,微电网频率就会下降。而柴油发电机组控制器检测到频率下降后,通过负反馈增加机组出力,再次实现电源和负载的功率平衡,将转速拉回额定值。随着SFC输出的不断增加,这一过程周而复始,就形成频率的周期性波动。
同时SFC过电流跳闸时刻刚好处于换相方式切换点。运行中的熄弧角过小是造成换相失败的根本原因,当其小于最低熄弧角时换相失败,直流侧相当于短路,逆变器承受的直流电压短时下降,直流电流短时上升,输入电流也会增大,导致SFC过电流。SFC换相失败指在换相过程中退出导通的阀在反向电压的作用下未能及时恢复阻断能力,或者在反向电压作用期间换相过程未能结束,使本该关断的阀在正向电压作用下重新导通的现象。逆变侧交流系统对称时,熄弧角θ为:

式中:k为换流变压器变比;Id为直流电流;Xc为换相电抗;UL为逆变侧换流母线线电压有效值;β为触发超前角;φ为换相电压过零点前移角度。由式(3)可以看出,系统阻抗、网侧电压等都会影响SFC工作过程。
随着系统频率的降低,柴油发电机组功率输出增大,SFC的输入电流也会在短暂延时后增大,柴发机组无功补偿电压保持稳定,熄弧角减小。
对柴油发电机控制系统而言,当它工作在转速模式时,在负荷变动过程中出现转速的波动是不可避免的,这是由其控制原理和柴油发电机自身的调速动态特性所决定的。就其本质而言,是柴油发电机组的动态响应特性太慢,满足不了SFC的需求。为此,考虑采用具有快速调节特性的超容储能来稳定黑启动系统的频率。
系统恢复初期,黑启动机组容量少且启动速度慢导致系统的鲁棒性较差[5],负荷的变化容易引发频率的波动。超级电容器具有充电容量大、倍率高、循环寿命长的优点,被认为是最适合电力调频的储能技术之一。储能变流器(power conversion system,PCS)具有毫秒级的响应速度,能够实现电功率的瞬时调节。因此可采用超级电容器件实现黑启动过程中的一次调频功能。
微网系统频率波动是由网内负载功率扰动所导致。如果能够快速平衡负载功率扰动,实现微网内电源-负载功率的动态稳定,则可实现频率的稳定。
黑启动过程中,频率波动时间为1~2 s,对能量密度要求低,电压和输出功率要求高。超级电容储能系统调频原理如图6所示。
黑启动过程中,柴油发电机的频率需要稳定在50.0 Hz,但是SFC中的电力电子设备会导致功率时刻波动。采用超级电容储能参与调频,当PCS控制系统检测到系统频率出现偏差时,通过协调控制器下发功率指令给PCS控制系统,PCS再下发指令给超级电容能量管理系统(supercapacitor energy management system,CMS),实现频率稳定在50.0 Hz左右。其中超级电容有功功率的计算为:

式中:Kf为频率调差系数;f为孤网系统的频率;fN为额定频率,取50.0 Hz;N为功率系数定值。
该系统通过公用分布式控制系统(distributed control system,DCS)控制柴油发电机组提供基础功率,由超级电容器进行一次调频,改善频率稳定性。在升速变负荷时间内柴油发电机由频率模式(自动)转为功率控制(手动),根据燃气轮机启动过程中转速与功率的对应关系,将不同步转速工况对应的功率通过DCS发送给柴油发电机控制器,柴油发电机根据指令跟踪功率指令。在黑启动过程中,负荷不断变化会导致孤网系统的功率不平衡,超级电容弥补其中的功率缺额。同时为避免储能系统过充过放,柴油发电机组也需要根据储能系统SOC调整输出功率。控制原理如图7所示。
为保证燃气机组的必要功率和频率稳定,设置3条控制逻辑。
首先,由图2所知,在升速变负荷过程中,随着燃气轮机机组转速的上升,SFC的功率也会波动上升。将燃气轮机机组在升速变负荷阶段中的转速分为3个区间,每个区间内的功率波动不超300 kW,同时由于机组的转速时刻变化,通过设置滤波器LAG去除噪声,提高信号质量和可靠性,实现SFC输出功率相对稳定的目的。黑启动变负荷升速阶段中,燃机转速与柴油发电机功率PG的对应见表2
其次,为了保证系统的频率稳定,系统的频率发生变化时,柴油发电机组的基础设定功率不变,由超级电容响应频率变化。根据超级电容的剩余电量(state-of-charge,SOC)和频率实时变化情况,采用基于PID调节控制算法计算并输出柴油发电机组应承担的负荷分担值。通过微调机组输出功率,实现SOC和频率的精细调节。PID的输入量PV为f1(x)和f2(x)的和,设定量SP为0,虚线为自动模式下PID的柴油发电机输出功率反馈信号,该PID环节实现了对频率和系统SOC的稳定控制,减少偏差。

式中:SOC为超级电容当前的剩余电量;PC1为柴油发电机组精准跟踪频率变化与恢复SOC的功率指令;f1(x)为实现超级电容SOC稳定在50%的输出功率指令;f2(x)为实现系统频率稳定在50.0 Hz的输出功率指令,为式(4)中的Pc
最后,黑启动过程时间相对较长,超级电容长时间参与一次调频,可能会导致容量耗尽。为此需要通过调整柴油发电机组功率来恢复超级电容的SOC,同时这也说明柴油发电机组的功率与负载功率不匹配,需要增发或减发功率。设置SOC的调频死区为20%~80%。当超级电容的SOC超出调频死区后,储能系统大功率进行充放,使储能系统的SOC返回50%,储能系统的输出功率PC2由柴油发电机组弥补。超级电容的能量密度低,充电时间短,柴油发电机组短时间响应频率变化,对于系统的频率稳定影响小,计算如式(6):

式中:PC2为柴发机组对超级电容SOC的保护的功率指令;SOClow为超级电容的剩余电量保护下限;SOChigh为超级电容的剩余电量保护上限;SOClim-low为超级电容的剩余电量限制下限;SOClim-high为超级电容的剩余电量限制上限。
本控制策略采用3个平行的控制逻辑计算输出功率指令:开环粗调控制逻辑PC2PG分别根据电网频率及SOC实时值快速输出功率指令,实现响应性强的频率跟踪和SOC恢复,与负荷功率之间差额较大;细调控制逻辑PC1计算柴发机组微调输出功率轨迹,以精准跟踪频率变化。通过DCS将3条控制逻辑的输出合成后发送给柴发机组作为最后功率指令。该控制策略能够在有效恢复超级电容SOC的同时实现黑启动过程中机组自动参与一次性调频,从而提升燃气轮机系统稳态性能。
超级电容一次调频接线方式如图8所示。超级电容接入到厂用电母线上,与柴油发电机组并列运行。超级电容通过协调控制器根据式(4)频率的变化控制超级电容的输出,同时也将机组的SOC等信息输送给机组的DCS,DCS将合成功率指令输送给柴油发电机组。当燃气机组完成黑启动后,可通过厂用电进线开关与厂用电同期实现对厂用电负荷供电。
根据燃气机组转速与SFC输出功率的特性关系可知,SFC功率最大变化值不超过1 MW,且大部分功率变化值不超过500 kW,时间不超过2 s,故可采用2个500 kW/0.08 MW·h的超级电容参与一次调频。
使用DCS启动柴油发电机,开展黑启动实验的具体步骤如下:首先启动1号柴油发电机,将其并入柴油发电机10 kV母线,将2号柴油发电机同期并入柴油发电机10 kV母线,使2台柴油发电机能够同时运行;再通过II段出线开关、II段接入开关和联络母线,将厂用I、II段母线进行充电,并将厂用负荷自动切换至柴油发电机组供电,起机励磁装置与SFC装置,完成对燃气轮机的起机准备,并投入超级电容储能系统;然后等到燃气轮机转速到90%额定转速退出SFC后,频率波动减轻,超级电容退出,燃气轮机机组达到额定电压后,通过厂用电进线开关与厂用电系统检同期,通过燃气轮机机组带动厂用电,同时柴油发电机组保持3%的负荷,避免燃气轮机机组出现故障停机后辅机停止工作,对机组造成较大的损失。
为了充分验证超级电容一次调频在黑启动工况下调频性能的提升效果,在某电厂采用了本文的一次调频方案后,孤网系统的频率波动、SFC电流输出、超级电容的输出功率和SOC、柴发机组功率如图9所示,频率变化与超级电容变化如图10所示,SFC电流变化如图11所示。
图9中曲线分别为燃气轮机转速700~900 r/min的柴油发电机功率指令与柴油发电机实际功率变化趋势,柴油发电机组的功率指令设置在180 kW,同时柴油发电机功率指令随着频率的波动和SOC的变化增加。柴油发电机组实际功率收到系统频率的波动影响,柴油发电机组实际功率指令在100~400 kW波动,超出指令通过超级电容进行弥补。
图10可知,超级电容一次调频系统有效地稳定系统频率。加入超容一次调频系统后,系统的频率在50.0 Hz左右,并未受到SFC整流-逆变的影响变成正弦波形。在265 s时频率最小不低过49.2 Hz。超级电容根据频率的变换进行充放电。
图11可知,SFC的电流不再呈现正弦波形,电流基本稳定在0.05~0.30 kA左右。启动SFC 200 s后,在柴油发电机组转速850 r/min左右SFC换相成功,并未出现明显的电流突增现象。该方案成功解决了黑启动过程中,SFC过电流与孤网系统频率不稳定现象。
通过采用超级电容一次调频及其控制策略,解决了燃机机组黑启动过程中频率波动过大及其导致的SFC过电流问题。通过工程验证,相关的研究结论为:1)在黑启动系统中采用储能进行一次调频技术是可行的,有效降低了频率波动;2)通过采用短时高倍率的超级电容储能技术,在储能容量较小的情况下,能够提供大功率支撑,并且显示出良好的调节效果。
