在全球政治格局加速演变、产业链生态逆全球化大背景下,全球汽车产业进入阶段性萎靡期。我国汽车产业受有利与不利因素双重作用,总体向好发展。产业无界、主体融合、网状生态、安全可控是新时期我国汽车产业新特征和新要求。产业变革与创新使我国汽车产业面临更多难点与挑战,同时也孕育着更大机遇。总体看,我国汽车产业已取得举世瞩目的发展成绩,并成为全球汽车产业最重要的组成部分,持续引领全球汽车产业向电动化、智能化、网联化、服务化迈进。

In the context of the accelerating evolution of the global political pattern and the anti-globalization of the industrial chain ecology, the global automobile industry has entered a stage of malaise. China's automobile industry is affected by both beneficial and adverse factors, generally develops well. Industry borderless, subject integration, network ecology, safety and controllability are the new characteristics and new requirements of China's automobile industry in the new era. Industrial reform and innovation make China's automobile industry face more difficulties and challenges, but also pregnant with greater opportunities. On the whole, China's automobile industry has achieved remarkable development achievements and has become the most important part of the global automobile industry, continues to lead the global automobile industry to electrification, intelligence, networking and service.

汽车产业就业面广、关联度高、消费拉动大、产业链条长、价值链丰富,能够体现国家综合工业能力,是我国国民经济支柱产业之一,近年来越来越受到国家的高度关注[1]。当前,汽车产业加速向电动化、智能化、网联化发展[2],服务生态正在加速构建。
本文分析当前我国汽车产业面临的国内外生态环境、基本特征、主要发展走向和难点与挑战,对我国汽车产业进一步转型升级、高质量发展具有重要参考价值。
国际汽车产业环境呈现以下态势,全球政治格局加速演变,产业链生态逆全球化。当前国际形势风云变幻,不确定性显著增加[3],俄乌冲突将重塑国际秩序并加速全球地缘政治演变[4]。随着国际局势演化与竞争加剧,全球供应链风险溢出效应凸显,供应链断链与重构现象同时出现。2021年以来,美国和欧盟先后颁布多项逆全球化政策与法令,保证自身供应链连续性的同时限制他国发展,如《2022年美国竞争法案》、《芯片与科学法案》和《经济安保法案》等将重构全球半导体发展格局[3],将极大影响我国汽车产业尤其是智能网联汽车产业的发展。
全球经济风险持续加大,汽车产业进入阶段性萎靡期。世界银行2022年1月11日发布《全球经济展望》数据,2022年全球经济增长从2021年5.5%下调至4.1%,2023年进一步下调至3.2%。2021年以来,全球重要经济体创几十年来最高通胀水平,大宗商品价格持续上涨[5]。受疫情持续、供应链断链、经济预期转弱、俄乌冲突等多维因素影响,全球汽车产业进入阶段性萎靡期。根据Marklines数据,2018—2021年,全球汽车销量规模分别为9 265万辆、8 901万辆、7 705万辆和8 040万辆。2022年,全球汽车销量约8 163万辆,同比减少1.4%,比2019年下降10.5%,比历史峰值2017年的9 566万辆减少1 403万辆。
我国汽车产业受不利与有利因素双重作用,总体向好发展。不利方面,疫情与缺芯对供应链稳定性和持续性形成极大挑战,经济增长缺乏动能导致需求疲软。2022年以来,新冠疫情先后在长春、深圳、上海、北京等汽车产业聚集区爆发,一方面导致大量零部件和整车企业减产、停产,另一方面疫情防控极大限制了消费活动。受疫情影响,2022年,我国国内生产总值增速为3.0%。根据中国汽车工业协会产销数据,2022年,我国汽车销量2 686.4万辆,同比增长只有2.1%。
有利方面,我国出台一揽子稳定汽车消费政策举措,将汽车产业拉回正常轨道。2022年5月31日,国务院印发《扎实稳住经济的一揽子政策措施》。对于汽车消费,提出以下3项举措。
(1)汽车央企发放的900亿元商用货车贷款,要银企联动延期半年还本付息。
(2)2022年底前,30万元、2.0 L排量以下乘用车购置税减半[6]。2022年7月7日,商务部发布《商务部等17部门关于搞活汽车流通 扩大汽车消费若干措施的通知》,明确支持新能源汽车购买使用、活跃二手车市场、促进汽车更新消费、支持汽车平行进口、优化汽车使用环境和丰富汽车金融服务[7]。在2020年7月和8月份国务院常务会议中,再次提到鼓励汽车消费的相关措施。根据中国汽车工业协会产销数据,2022年7月和8月,我国汽车销量分别达到242万辆和238.3万辆,同比增长29.7%和32.1%,产业呈加速恢复态势。
(3)积极出台促进汽车消费相关举措。2023年6月8日,商务部办公厅发布《关于组织开展汽车促消费活动的通知》。2023年7月21日,国家发展改革委、商务部等部门印发《关于促进汽车消费的若干措施》的通知,提出优化汽车限购管理政策,支持老旧汽车更新消费,加快培育二手车市场,加强新能源汽车配套设施建设,着力提升农村电网承载能力,降低新能源汽车购置使用成本,推动公共领域增加新能源汽车采购数量,加强汽车消费金融服务,鼓励汽车企业开发经济实用车型,持续缓解停车难停车乱问题等十条促进汽车消费措施。
纵观全球汽车发展史,汽车产业经历了3次关注转移,100年前看国外,30年前看合资,现在看中国自主,其关注驱动力分别为技术生产效率与经济水平、技术壁垒与潜在市场、能源结构转型带来的电动化和智能化趋势[8-9]
汽车产业经历了模仿、创造、创新3个阶段,已经可以平视世界[10-11]
模仿阶段(1960—2000年),以市场换技术方式初步建立了汽车工业基础。
创造阶段(2000—2010年),以经济腾飞汽车进入百姓家为契机夯实了汽车工业体系。
创新阶段(2010年后),以新能源和智能网联转型为机遇引领全球汽车产业发展[12-13]
2009年,汽车产销量超1 350万辆,首次跃居成为汽车产销第一大国。2022年,汽车保有量达3.19亿辆,全球第一。2020年,汽车报废量超1 800万辆,全球第一。
以发动机、变速箱、车桥为代表的传统汽车总体滞后。以传感器、信息通信、大数据、高精度地图等为代表的智能网联汽车与全球并跑[14]。以动力电池、充换电基础设施等为代表的新能源汽车全球领先[15]
新能源与智能网联汽车产业政策加速推动我国汽车产业转型升级、高质量发展。尤其是产业政策对新能源汽车的蓬勃发展起到了决定性作用[16]
2021年以来,在多重因素作用下,新能源汽车突破发展瓶颈,由政策驱动转向市场驱动[17]。纯电动汽车、插电式混合动力汽车、增程式汽车和燃料电池汽车新能源汽车呈多元化发展态势。组合驾驶辅助汽车产品市场渗透率快速提升,在2022世界智能网联汽车大会上,工信部副部长辛国斌表示,2022年1~6月,具有组合驾驶辅助功能的新车占比达32.4%,受到越来越多的消费者认可,市场规模持续扩大。
(1)产业边界从“有界”向“无界”发展,更多产业迎来发展机遇
以往汽车产业聚焦在动力、底盘、车身、内外饰和汽车电子领域,以单一传统产业边界为主。未来,汽车产业将融合信息通信、人工智能、大数据、软件系统、计算存储、动力电池与储能、出行服务和金融支付产业,将持续无边界扩张[18]
(2)产业参与主体跨界融合,旨在打造以汽车为核心的生态体系[11,18]
跨界竞争是未来热点,当前存在3类汽车产业参与主体,包括传统汽车相关企业、互联网造车相关企业、科技类造车相关企业,其核心优势分别为汽车研发制造和供应链经验、网络用户生态打造经验、科技产品用户生态构建能力。各主体从自身优势切入汽车产业,并加速融合发展,旨在打造新型生态竞争力。
(3)供应链体系从“链式关系”向“网状生态”演变[19],构建安全可控的供应链体系成为新时期产业安全新要求
以往,产业链基本是垂直一体化链式关系,未来汽车产业将是一种网状生态,原有的分工正在被打破,网状的产业链、供应链体系正在加速构建[19]。新时期,考虑到逆全球化发展态势,加速构建满足本土需求的供应链体系成为产业安全、可控发展的新要求。
(4)汽车产品与技术加速向电动化、智能化、网联化、共享化方向发展[20-21]
第一,传统汽车及部件加速向电气化、可变化、智能化方向转型;
第二,汽车由信息孤岛向智能终端转变;
第三,汽车由个人私有移动工具向公共出行服务工具转变;
第四,汽车由越用越旧向日用日新转变;
第五,汽车由人驾驶向自动驾驶转变;
第六,汽车由耗能机械向储能单元转变。
(5)服务化需求进一步提升,并成为汽车产业高质量发展的全新赛道[22]
服务化转型正成为未来经济发展趋势,从汽车行业来看,产业链利润也正向服务端转移。有统计表明,当今的汽车产业中,服务领域利润已达到60%~70%[22]。目前,汽车全产业链尚未建立成熟的服务体系,存在大量新增、颠覆、范式转换的服务需求,孕育着更大产业机遇。
(1)管理部门越来越多
汽车产业内涵变化,产业边界扩展,与汽车融合发展的产业快速增加,使得相关管理部门越来越多。
(2)管理协同需求越来越高
汽车作为多种产业的融合体,需要多部门、多行业、多领域做好协同管理。
(3)管理范围越来越广
全生命周期管理成为新业态下的管理需求。
(4)管理难度越来越大
以往,可借鉴国外发展经验,未来,需自主创新管理。
(1)48 V微混合动力汽车以合资和外资产品为主,自主品牌占比小
高工产业研究院发布的《中国HEV&48 V节能乘用车月度销量数据库》统计显示,2020年国内48 V节能乘用车销量合计约为33.1万辆,合资和外资产品市场占有率80%以上。48 V微混合动力汽车(Micro Hybrid Electric Vehicle, MHEV)产品面临政策支持力度弱、市场需求不明朗、企业研发不积极的问题。
(2)普通混合动力汽车技术和产品以外资为主
据中商情报网相关数据,2022年上半年,国内混合动力汽车(Hybrid Electric Vehicle, HEV)销售共计37.1万辆,以丰田、本田为代表的日系车企占比93.3%。技术专利壁垒与支持政策弱是限制我国HEV发展的主要障碍。
(3)增程式汽车高效增程器是技术短板
我国增程式汽车(Range Extend Electric Vehicle, REEV)快速发展,高效率增程器是实现节能减排的关键,目前我国在高效率增程器开发方面存在一定短板。
(1)动力电池原材料价格高起,安全性有待提升,未建立起有效的回收体系
我国钴、镍等材料储量不足,受新能源汽车快速发展及资本追捧因素影响,原材料价格持续高位运行。据公开数据,2021年全国新能源汽车起火276起,同比增长96%,2022年新能源汽车起火事件仍大幅增加。动力电池回收面临回收难度大、回收体系混乱和政策法规约束力不足的问题。
(2)高性能驱动电机及控制器技术水平较低,竞争力不强
国内新能源汽车驱动电机及控制器以中小型、中低端产品为主,国外把控中大型、高性能电机及控制器。我国在高速轴承、高性能磁钢部件方面存在技术瓶颈、自主化率较低。电机控制器绝缘栅双极晶体管(Insulated gate bipolar transistor, IGBT)、碳化硅金属氧化物半导体场效应晶体管(Silicon carbide metal-oxide-semiconductor field-effect transistor, SiC MOSFET)、软件控制算法、热管理方面技术水平有待提升。
(3)充换电基础设施建设依然滞后,充换电运营效率不高
据中国充电联盟公布数据,2022年1—6月,充电基础设施增量为130.1万套,新能源汽车销量为260万辆,充电基础设施增速慢于新能源汽车增速。充电桩整体利用率约为10%,运营企业盈利难度大。换电基础设施集中应用于营运领域,民用领域效果不佳,品牌差异、换电标准与体验、快充技术是制约换电在民用领域应用的主要因素。随着新能源汽车保有量快速提升,充电对电网的冲击将越来越大,需进一步完善车网融合(Vehicle-to-Grid, V2G)。
(1)用氢端
一方面,氢燃料电池汽车及使用成本较高,关键原材料与部件依赖进口。当前,同等级氢燃料电池汽车产品价格是燃油车3~4倍、纯电动汽车2倍以上。据公开数据显示,2020年我国车用氢气价格约为60~80元/kg,距离30元/kg的可商用价格相距甚远。氢燃料电池汽车膜电极、空压机、氢气喷射泵关键部件依赖进口。另一方面,氢燃料发动机汽车关键技术未有效突破,政策导向不明确。尽管国内外氢燃料内燃机已经发展30多年,但因氢气的理化特性使得氢燃料内燃机汽车尚未实现商业应用。储氢系统、氢共轨系统、氢喷射系统、燃烧及氮氧化物控制技术是氢燃料内燃机汽车的技术难点。
(2)加氢端
氢能基础设施局限,建设成本高,审批流程复杂。据公开数据显示,在不含土地费用前提下,加氢站建设成本在1 500~2 000万元。截至2022年8月,我国加氢站数量累计超过270座,达到世界第一,但实际运营的数量相对较少。从现行政策看,加氢站商业用地审批环节相当复杂,至少需要35个审批盖章环节。
(3)储运端
氢能储运技术相对薄弱,成本较高。由于氢气理化特性,使得氢气在储运过程中易发生泄露,氢脆问题也成为储运中的安全隐患。在氢能全产业链中,氢气储运是制约我国氢能和氢燃料电池汽车产业发展的关键。
(4)制氢端
氢气仍以灰氢为主,亟需大力发展绿氢。现阶段我国仍以煤炭作为制氢主要原料,而化石能源制氢过程碳排放巨大,无法满足低碳要求。根据中国煤炭工业协会资料,2020年,我国制氢结构中,煤制氢占比62%,天然气制氢占比19%,工业副产氢占比18%,电解水制氢占比1%。发展绿氢需要大力提升新能源绿电的消费比例,并将绿电成本降低到制氢可接受的成本。
(1)先进工艺制程芯片无法实现自主供应
国外对我国先进半导体产业封锁范围由制造装备扩大至“电子设计自动化”(Electronic design automation,EDA)工具、高端“图形处理器”(Graphic processing unit,GPU)芯片。我国先进半导体产业基础薄弱,从原材料、EDA软件、“知识产权核”(Intellectual property,IP)到芯片制造封测装备均严重依赖国外。国产车规级芯片一致性、可靠性低,难以获得整车企业认可,应用障碍较大。
(2)自动驾驶操作系统深度开发难度大
我国缺乏自主可控实时安全的内核、中间件、虚拟化以及双解耦的功能软件。软硬件协同总体薄弱,架构基本共识、系统标准、技术链和产业链尚未打通。
(3)自动驾驶“长尾效应”突出,安全验证有待提升
自动驾驶汽车应用场景复杂多变,当前自动驾驶系统开发难以覆盖全部场景,技术成熟度有待在更复杂的环境下验证并获得提升。自动驾驶理论上需数十亿km测试来验证其安全性,耗费大量人力和物力。
(4)自动驾驶测评体系不成熟,测试装备及仿真工具链被国外垄断
目前高级别自动驾驶标准体系不健全,导致测评体系不成熟。同时,相关测试装备及软件工具链产品自主化程度较低。
(5)数据资产价值挖掘不足,未能全面打通研发、生产、销售、服务全链条。
自动驾驶汽车产生海量数据,数据应用价值高、前景广,但不敢采、不敢用、如何用问题突出,数据闭环及合规成为行业面临的重大难题。
(1)面临网络和数据安全风险难题
一方面,通信安全面临挑战,在车云通信场景下,网络隔离不到位、通信协议存在漏洞隐患、访问接入缺乏安全认证问题突出;另一方面,数据全生命周期各个环节存在违规收集敏感信息、非加密传输、数据违规跨境传输的安全隐患。
(2)协同控制技术仍存在困难
端管云数据非结构化、信息碎片化、不同等级汽车混行问题,需要根据智能车辆具体需求,动态调节系统资源,支撑智能车辆的协同控制。
(3)基础设施建设标准不统一,共享难度大
目前,整车企业都在建设车联网云平台或大数据中心,但各自标准不同,难以实现相关基础设施互联互通。同时,道路、通信、跨行业基础设施面临共享难题。
(1)保险无法覆盖智能电动汽车产品
随着自动驾驶技术应用,驾驶权限与职责、产品物权属性等都将发生变化,目前我国缺乏适应自动驾驶汽车产品的保险险种。由于自动驾驶汽车属于新物种,其保险条款设置需在数据掌控、责任划分、安全评估、法律法规、赔付流程方面深入研究分析。
(2)高精度地图信息安全无死角监管难度大
利用传感器进行环境采集属于测绘活动,内资整车企业及软件服务商需要获取相应测绘资质或委托第三方开展相应活动,但高精度地图应用范围广、产业纵深长、数据安全防护难度大。
(3)产品缺陷隐匿性增加,调查难度加大
新产品业态下,汽车软件、操作系统、功能安全、预期功能安全、网络安全及数据安全纵横交错,缺陷或问题增加,事故或缺陷调查困难。
(4)共享服务与信用体系不健全导致发展受挫
共享化是车辆产品物权属性转变为使用权属性的实现路径,是出行体系重要组成。近年来,汽车共享历经“过山车”式发展,已从繁荣走向没落。共享服务体系诸如投放量、网点、商业模式和体验的问题阻碍产品共享模式发展,同时,用户信用体系也是阻碍其发展的要素之一。
(5)回收再制造服务体系缺失
作为全球汽车保有量第一大国,目前我国已成为全球汽车报废量最大的国家。根据测算,2022年我国汽车报废量约1 800万辆。2019年,国务院发布《报废机动车回收管理办法》,提出报废机动车5大总成(发动机、变速箱、转向机、车桥、车身)具备再制造条件的,可按照国家有关规定出售给具备再制造能力的企业经过再制造以循环利用。当前,我国报废车辆以直接报废为主,5大总成再造体系基本空白,与美国平均80%以上的部件再造形成明显反差。
全球局势多变,对汽车产业产生无法预期的影响,我国以稳为主,具有全球最具韧性和活力的汽车市场。我国汽车产业历经“从无到有”、“从有到大”,目前正加速“从大到强”。总体来说,我国汽车产业已取得举世瞩目的发展成绩,并成为全球汽车产业最重要的组成部分,持续引领全球汽车产业向电动化、智能化、网联化、服务化迈进。随着产业加速全面转型,汽车产业已进入关键期和深水区,对汽车产业提出了巨大挑战。应充分认识我国汽车产业面临的难点与挑战,产学研协同努力,逐步提升行业竞争力,克服难题、迎接挑战将迎来汽车产业新发展机遇,具体建议如下。
(1)做好管理协同
管理政策已成汽车产业发展核心推动力之一,涉及汽车行业管理的相关部门应高效协同,划定及厘清管理边界,分步有序、重点突出、平衡安全与发展,创新管理模式。建议进一步完善新能源汽车安全(包括动力电池及氢能安全)、动力电池回收、车网融合、氢燃料发动机、汽车芯片、数据应用、保险体系、高精度地图、回收再制造管理引导,弥补产业短板。
(2)做好创新攻关
技术创新仍是汽车产业核心竞争力,产业链上下游应聚焦关键核心技术,谋求共识路线,聚力攻关。建议进一步提升高效率增程器、高性能可靠电机及控制器、燃料电池关键部件、氢燃料发动机技术、自动驾驶测试装备及软件、车规级芯片应用评价技术水平,逐步打造系统完善的供应链体系。
(3)做好服务创新
服务生态是提升产业竞争力的又一赛道,相关服务性质企业应聚焦服务体系创新,形成标准系统的服务体系。建议进一步构建充换电应用、加氢站建设审批、自动驾驶测评、保险、缺陷调查、共享、再制造服务体系,不断提升后端产业价值。
